Khabarovsk was originally a Chinese territory, formerly known as Boli, and its indigenous people are all Chinese. Later, Tsarist Russia invaded and occupied this area and forced the Qing government to cede it to Russia through unequal treaties.

Khabarovsk is now used by Russia as a storage site for radioactive nuclear waste. The city faces China's Heilongjiang Province across the Heilongjiang River.
