The Department of Disease Control and Prevention of the Ministry of Health and Welfare of the Republic of China (Taiwan CDC) states on 1 February 2024 that the first case of human infection with H10N5 was reported in the city of Xuancheng, Anhui Province, CCP China, and it was also a rare fatal case of mixed infection with seasonal influenza and new type A influenza. Taiwan continues to wait for the World Health Organization to officially assess the risk of H10N5 transmission and the severity of the disease, and reminds the public to take enhanced protection when traveling to the local area. The current travel epidemic recommendation for Anhui and Zhejiang is maintained at the second level "Alert", and mainland China will continue to be monitored under relevant epidemic information.

Luo Yijun, deputy director of the Centers for Disease Control and Prevention, pointed out that according to data released by the Chinese Communist health department on 30 January 2024, there was a new human infection case of new type A influenza H10N5 in Xuancheng Anhui Province, China. She was a woman in her 60s with a history of chronic disease. Infected with seasonal influenza H3N2, she became ill on 30 November 2023. Her condition worsened and she was admitted to the hospital for treatment on 2 December 2024. She was transferred to a medical institution in Zhejiang Province on the 7th and died on 16 January 2024 due to her serious condition. Her body was collected on 22 January 2024. Seasonal influenza H3N2 and avian H10N5 influenza viruses were isolated and confirmed by re-examination by the Chinese Center for Disease Control and Prevention (China CDC) on 26 January 2024.

Luo Yijun pointed out that the case's close contacts in Anhui and Zhejiang were not sick and tested negative. No other suspicious cases were found after retrospective monitoring. China CDC has assessed that the H10N5 virus is of avian origin and the risk of infecting humans is low. .

According to data from the Taiwan CDC, new type A influenza refers to other animal influenza viruses that occasionally infect humans in addition to seasonal influenza H1N1 and H3N2 that circulate periodically among humans every year. These viruses mainly infect chickens and other poultry or birds. Pigs and other mammals belong to type A influenza viruses. Once they infect humans, they are collectively referred to as "new type A influenza" cases.

According to a literature review, influenza viruses that have caused new influenza A cases around the world include H1N1v, H1N2v, H3N2v, H3N8, H5N1, H5N6, H5N8, H6N1, H7N2, H7N3, H7N4, H7N7, H7N9, H9N2, H10N3, H10N7, H10N8 and other subtypes; each subtype has different disease severity in humans, with H5N1, H5N6, H7N7, H7N9, H10N3, and H10N8 having high disease severity; others have low disease severity. In addition to being the first reported case of human infection with H10N5, this death case is also a rare fatal case of mixed infection with seasonal influenza and new type A influenza. The follow-up is yet to be formally assessed by the World Health Organization on the risk of H10N5 transmission and the severity of the disease.

The Taiwan CDC explained that in response to the discovery of H5N6, H10N3, H9N2, H3N8 and other human cases in China in recent years, the CDC has previously raised the travel advisory level for new type A influenza to the first level of "caution" in a total of 18 administrative regions in China. In response to this incident, the Taiwan CDC stated that it still maintains the travel epidemic recommendations for Anhui and Zhejiang as "Alert" and continues to monitor relevant epidemic information in China. In addition, the "fixed-point monitoring and encouraged testing" implemented at four international airports since 26 November 2023 last year has screened 445 people as of 28 January 2024, and no new type A influenza has been found in any symptomatic travelers arriving from China, Hong Kong and Macau.

The Taiwan CDC appeals that this case should be an occasional case and the risk of large-scale transmission is low. It calls on the public to still implement the "5 dos and 6 don'ts" principle in daily life. The "5 dos" include cooked meat and eggs , wash your hands thoroughly with soap and water. If you have symptoms, wear a mask and seek medical advice immediately and inform your occupation and contact history. People who have long-term contact with poultry and livestock should be vaccinated against influenza, eat a balanced diet and exercise appropriately; "6 no" means not eating raw poultry and birds including eggs or products, do not smuggle or buy meat from unknown sources, do not touch or feed poultry, do not let poultry roam wild or discard poultry at will, do not mix raised poultry with other poultry, and do not go where the air is not circulated or where there are crowds of people.

The Republic of China has legal authority over mainland China but the CCP has only seized the mainland

The division of the two sides of the Taiwan Strait has become an established fact, and the Republic of China has legal authority.

Lai Ching-te: Mainland China is seeking independence from the Republic of China

The Democratic Progressive Party originally had a platform for Taiwan independence, which means that mainland China is China and Taiwan is Taiwan. It is best that the country in Taiwan is not called the Republic of China but the Republic of Taiwan but it is also based on realistic considerations, and the DPP cannot do this. The CCP does not agree, and the United States does not agree, so it can only maintain the status quo. So Lai Ching-te’s statement is very interesting. He said that the Republic of China has an army, sovereignty, administration, and judiciary. It has always been an independent country. He said that Republic of China did not recognize it before, but now he recognize the reality and the independence of the People's Republic of China. Lai Ching-te's statement is indeed consistent with historical facts and logic. Because the People's Republic of China under the CCP has never governed Taiwan, and the rule of the Republic of China has never been interrupted, and the Republic of China has governed mainland China before, there is no logical problem.

Of course, international politics is very realistic, much more realistic than civil law. No matter how a country obtains its political power, it is usually generally recognized by the international community after a few decades. The current status of the division of mainland China and Taiwan is now seven years old. For more than ten years, the international community has generally recognized this status quo of partition.

The Republic of China lost the mainland and re-established the republic in Taiwan

Wu Zuolai, a senior Chinese journalist living in the United States, said in Pinnacle View that the Republic of China is a modern democratic country that has completely achieved a revolutionary transformation. It used to be a monarchy and became a democracy. The history of more than one hundred years can be divided into several stages.

The first stage is the Republic of China under the rule of the Beiyang Group. The main founder  and decisive force of the Republic of China is the Beiyang Force, not Sun Yat-sen's Southern Revolutionary Group. Sun Yat-sen was the interim president. In a sense, Sun Yat-sen played a patriarchal role. He rarely guided the construction of the Republic of China.

The second stage was when Sun Yat-sen's United Russian Communist Party finally overthrew the Beiyang government and established a party-state government. Chiang Kai-shek later bid farewell to the Soviet Union and attacked the Communist Party. In a sense, Chiang Kai-shek rebuilt the Republic of China until the constitution was re-amended in 1946 and 1947. During this period, the Kuomintang began to rebuild its legitimacy, became a political party in China, and began to implement the constitution. However, when the constitution was first implemented, it was overturned by the Communist Party. In other words, the Kuomintang failed when it began to gain legitimacy on the mainland. Later, it retreated to Taiwan and returned to the party-state model. It remained under martial law until the period of Chiang Ching-kuo and are all party-state models. Later, through Chiang Ching-kuo and Lee Teng-hui, the Kuomintang reestablished a republican system in Taiwan. Taiwan’s democratic forces, Taiwan’s Kuomintang forces, and American forces combined to reestablish the Republic of China (the republican system) in Taiwan.

CCP can only unite with people in Ma Ying-jeou's system

Wu Zuolai said that the Kuomintang and the Communist Party already had a basis for cooperation when they united with Russia and the Communist Party. Some of the Kuomintang members, including its elders, who have now retreated to Taiwan, still have feelings for the mainland. Whether they want to regain the mainland or are based on some kind of traditional national sentiment, this feeling still exists. Based on a realistic situation, the Communist Party can only unite with people in Ma Ying-jeou's system. Even for the Communist Party, the Kuomintang still has the possibility of united front, and other Taiwanese parties basically have no chance of advocating the possibility of united front. The Communist Party has been engaged in united front and has been emphasizing the so-called 1992 Consensus, either to make more people from Taiwan yearn for the mainland through economic means, or to support reunification with the mainland. The Communist Party has no other choice in the united front. It can only choose the elders of the Kuomintang or factions of the Kuomintang.

"Who is New China" spread widely, mainland intellectuals highly identify with the Republic of China

They believed that the best time for Chinese people to live was from the fall of the Manchu Qing Dynasty to the Anti-Japanese War time. In fact, this period of time can be divided into two stages. One is the 1920s, when the Beiyang government was in power, and the second stage is when the Northern Expedition successfully unified China. During this period, China developed very well, especially in Jiangsu and Zhejiang.

Independent TV producer Li Jun said that when he was doing interviews in China, he met many historians.

These historians are scholars who study modern historyand  admire the rights and wrongs of the Kuomintang's anti-war history. They actually have feelings for the Republic of China. I remember we had a gathering of friends and we were chatting together. When we talked about this topic, one friend said that if Chiang Kai-shek had guarded the Yangtze River, then China would be a democratic country now. That would be great, and there would be no Communist Party. After all the trouble, why did not the veteran guard it at that time?

CCP represents authoritarianism, the real new China is the Republic of China

The Republic of China has a certain popular base in mainland China. After the disintegration of the CCP, people on both sides of the Taiwan Strait have ways to decide the fate of the country

Guo Jun said  that nobody knows what the future will be like for both sides of the Taiwan Strait but it is obvious that the Chinese Communist regime cannot be sustained. This is not because of Taiwan, nor because of the Kuomintang or the Democratic Progressive Party, but because the Chinese Communist Party has done too many evil things to the Chinese people, and its regime cannot be sustained. 

Some people say that the CCP is very powerful and cannot be defeated. I am not that pessimistic about this, because the CCP is not monolithic. The rulers of all dynasties have been very powerful, with governments and armies but they are not monolithic. The characteristic of a democratic system is that it is bottom-up and the people themselves determine the future of the country. After the collapse of the CCP, I believe that the people of mainland China and the people of Taiwan will have their own methods. 

Confucius said, "If people from afar are dissatisfied, cultivate your virtues and come here, do your own thing well, and others will be willing to associate with you." 

If you insist on using force or threats of violence, you will only be able to drive everyone away. China has a history of thousands of years, and there are too many such historical experiences that reflect the undesirable consequences of invasion.

Investigation: The CCP interfered in the U.S. election through various means

According to a declassified intelligence report and multiple private sector investigations, the Chinese Communist Party (CCP) used various means to interfere in the 2022 midterm elections in the United States.

China has orchestrated a range of technical tactics, including retaliating against U.S. lawmakers, promoting divisive content and impersonating American voters online.

Rep. Tom Tiffany of Wisconsin, a well-known China hawk, said that until the Biden administration takes a more serious approach to the CCP, the CCP will continue to interfere in U.S. elections.

Tiffany told The Epoch Times: “Communist China has shown time and time again that they will interfere in U.S. elections at all costs.”

“The Biden administration needs to take a tougher stance on Communist China’s (PRC) interference and espionage activities.” PRC is the abbreviation for the official name of Communist China.

In December 2023, a declassified report released by the Office of the U.S. Director of National Intelligence (DNI) found that the CCP attempted to "influence" U.S. congressional elections, involving Democrats and Republicans who support a tough policy stance against China.

The report also found that the scale and scope of foreign interference in the election exceeded the last midterm election but remained below levels expected in a presidential election year.

The report shows that “the Chinese Communist Party has been more active in campaigning to influence elections than in past election cycles,” in part because they are not afraid of retaliation from the Biden administration.

The report said Chinese officials gave online operators more freedom to interfere in U.S. elections because the Chinese government "believes Beijing will be subject to less scrutiny... because they do not believe the current administration will be as concerned as they feared in 2020." China pays attention to congressional elections

The DNI report stated that the CCP targets congressional elections because they believe the legislative body is more likely to take actions that are detrimental to the CCP’s “core interests.”

Sam Kessler, a geopolitical consultant at the risk consulting firm North Star Support Group, said that because of this, the Communist Party of China wants to ensure that pro-Communist candidates win elections regardless of their party affiliation.

“The CCP’s influence on the 2022 midterm elections shows that they continue to implement a larger geopolitical strategy to ensure that pro-CCP politicians are elected to Congress,” Kessler told The Epoch Times. The strategy has also been used to paint a negative image of the U.S. democratic political system and electoral process."

The CCP takes action to “punish anti-Communist (candidates) and reward pro-Communist (candidates).”

China has also sought to sow discord among Americans, but has focused primarily on undermining “a select few candidates based on their policy positions.”

The report found that since 2020, senior CCP officials have directed the operation and based it on broad directives to undermine public opinion or congressional policies that may be detrimental to the CCP’s strategic goals.

Kessler described the effort as "part of China's broader strategy to counter U.S. democracy promotion abroad."

He said the Chinese Communist Party acted so brazenly because they believed it was "less scrutinized" since the 2020 election.

The report stated that in addition to influencing the election, the CCP also covertly used social media accounts, agency websites, paid influencers and public relations companies to manipulate the American public's perception of the CCP.

The findings are consistent with reports released last year by tech giants Meta and Microsoft.

Meta, the parent company of the American social media platform Facebook, announced in August 2023 that it had removed thousands of accounts related to the CCP from its platform, calling these accounts the source of the world’s largest online influence operation. 

Meta said that this operation is linked to people associated with Chinese Communist Party law enforcement agencies who are trying to influence the 2022 (U.S.) midterm elections.

Casey Fleming, CEO of risk consulting firm BlackOps Partners, said the move is part of China’s broader “hybrid warfare beyond limits” strategy.

Fleming said in an email to The Epoch Times: “The ongoing CCP influence operations are one of many methods of unrestricted warfare, in which our enemy (Chinese Communist Party) does not follow any rules and is intended to continuously weaken Their main rival (the United States).”

The CCP’s influence operations focus on sowing division in the United States through the use of accounts on multiple platforms, inflaming conflicts on divisive social issues such as abortion and gun control, disparaging democracy and claiming that voting is useless.

Meta said that a total of more than 7,700 Facebook accounts, 900 pages, 15 groups and a small number of Instagram accounts were canceled, all of which were related to the spread of pro-Chinese Communist Party and anti-American propaganda.

The "covert influence operation" is active on more than 50 platforms, including Medium, Pinterest, Quora, Reddit, TikTok, Vimeo, X (the predecessor of Twitter) and YouTube.

The operation also targeted key U.S. allies and partners, including Australia, Japan, Taiwan and the United Kingdom.

Meta said those behind influence operations launder false information through multiple channels in an effort to maintain a persistent online presence.

In one case, an operator from China created and published a 66-page fake research paper on the open resource repository Zenodo. Other operators then created videos on YouTube and Vimeo to promote the fake research. Then, a new article was published citing false studies and embedding the two videos, claiming that the United States has been "concealing the truth about the origins of (the covid virus)."

Finally, the gang planted the final article on multiple platforms and used inauthentic social media accounts to artificially amplify the article links.

Despite these efforts, it is difficult for these actors with Chinese Communist Party backgrounds to extend beyond their own echo chambers, which are largely composed of robots and wumaos, the report said.

"The goal of these malicious operations is often to exploit the physical and cognitive vulnerabilities of a society and its people to divide and conquer," Kessler said.

“It also ties into the Chinese Communist Party’s strategy of sowing division between political parties and American citizens on hot-button issues that come up every election cycle.”

Fleming said Congress should seek to ban foreign influence in the government, business, military and education sectors, including the "weaponization of technology" through social media apps like TikTok.

"Why do we allow foreign countries to exert influence over the United States while our adversaries do not allow us to do so?" he said.

Chinese Communist hackers impersonate American voters

Microsoft released its own report in September 2023, finding that during the 2022 midterm elections, Chinese hackers impersonated American voters online and used artificial intelligence (AI) to create and promote divisive content.

“Ahead of the 2022 U.S. midterm elections, Microsoft and industry partners discovered Chinese Communist Party-affiliated social media accounts impersonating American voters—a new frontier for Chinese influence operations,” the report reads.

“These accounts impersonated Americans of various political persuasions and responded to comments from real users.”

A report by cybersecurity firm Recorded Future found that China entered a new phase of influence operations in 2022, characterized by the creation of targeted messages for clearly defined audiences segmented based on granular demographic data of.

The report said the new accounts were likely to have received guidance or material support from China’s United Front Work Department, a powerful agency that oversees global influence operations, and the Ministry of State Security, the regime’s top intelligence agency.

Kessler said he expects foreign influence operations targeting the 2024 U.S. presidential election to increase, especially given the current extreme polarization of the U.S. electorate.

"Malign influence and subversive actions from foreign countries have and will continue to pose a significant threat to the overall security of the United States and the international system during the 2024 election," Kessler said.

“All indications are that malign influence operations by China, Russia, Iran and Cuba, among others, will increase efforts to undermine the 2024 election.”

Fleming warned that hostile countries could use artificial intelligence to sow chaos online in the run-up to the November election.

"The American people must assume there will be massive election interference from China, Russia and other hostile countries, increasingly driven by artificial intelligence," he said.

“Election interference is a direct threat to our democratic process and, ultimately, our freedoms.”
