The land warning for Typhoon Ragasa has just been lifted, but another tropical depression is developing east of the Philippines, and it could intensify into Typhoon No. 20, "Bualoi" (provided by Thailand, meaning Thai dessert) as soon as 24 September 2025. The western Pacific will once again see three typhoons in parallel.

According to the Central Weather Agency, Tropical Depression TD23 was located at 11.0 degrees north latitude and 135.6 degrees east longitude, off the east coast of the Philippines, at 8.00 am on 23 September. It was moving southwest at 16 km per hour, with a central pressure of 1004 hPa and maximum winds near the centre of 12 m per second. The Japan Meteorological Agency has issued a Gale Warning (GW) for TD23, and the Central Weather Agency predicts that TD23 will develop into a light typhoon within 18 hours, potentially strengthening into Typhoon No. 20, Bualoi, on 24 September.

It is expected to cross the Philippines and enter the South China Sea, heading toward the Indochina Peninsula. Three typhoons, Mitag, Ragasa, and Naeguri, formed simultaneously in the western Pacific on the 18th. Ragasa and Naeguri are still developing, and the possibility of three typhoons coexisting again may be seen shortly.
