The black industry empire of the Chinese-American female mayor in the Philippines was exposed, and more shocking secrets were exposed

The true identity of Guo, the Chinese-American female mayor of Bamban City in the Philippines, and the fraud park involved have recently become one of the hot topics of widespread media attention. A Chinese media recently published a long article, exposing Guo's life experience and the inside story of her black industry empire, the torture suffered by the prisoners in the park involved, and other details, which are shocking.

When the Philippine police tried to arrest the former Bamban Mayor Guo Huaping (Alice Leal Guo ) recently, they found that they could not find any trace of the suspect who was suspected of participating in illegal human trafficking and online fraud. The mainland Chinese media "Southern Weekend" published a long article on 27 July 2024, exposing the real family background of the Chinese woman Guo Huaping and the inside story of her black industry after settling in the Philippines.

The story begins on 25 February 2024 when Danny, a Vietnamese, risked his life to escape from a Baofu park in the small town of Bamban in the Philippines. The man, who was deceived by an acquaintance to commit fraud in Baofu Park, climbed over the west wall and ran to a nearby farm for help to avoid the pursuit of 8 security guards. The farmer, a veteran of the US Air Force, withstood the threats of the security guards to protect Danny and reported the case to the local police.

A few days later, Dylan, a Malaysian, contacted the Malaysian Embassy in the Philippines using the phone number of Zunyuan Technology, an offshore gaming operator (POGO) in Baofu Park, and attached a photo of the bruises on his face. The Malaysian Embassy immediately sought help from the Presidential Anti-Organized Crime Commission (PAOCC) of the Philippines on the grounds that its citizens were illegally detained.

The PAOCC applied for a search warrant and raided Zunyuan Technology on March 13. Further investigation revealed that the company was suspected of crimes such as human trafficking, kidnapping and extortion, illegal detention, abuse and even murder.

The Baofu Park is located next to the Banban City Hall and is the largest and most modern building complex in the area. There are 14 villas in the park, and there are even supermarkets, restaurants and a standard swimming pool. It is hard to imagine that in this luxuriously decorated park, there is a fraud center full of crimes.

On the day of the raid, PAOCC arrested 678 staff members in the Baofu Park, including 383 Filipinos and 218 Chinese, and found several safes during the search of the park, from which a large number of documents were found.

Following the clues, they soon found out that the "company" in this park was involved in cryptocurrency fraud, pig killing, illegal detention and tax evasion. Later, it was found that six executives of Zunyuan Company were Chinese fugitives, among whom the big boss named Huang Zhiyang held passports of China, the Federation of Saint Kitts and Nevis and Cyprus at the same time, and was wanted by mainland China in 2021.

PAOCC also found that the water, electricity and housekeeping fees of Baofu Park were paid by Guo Huaping, a Chinese woman who was elected mayor of Bampang City in 2022. She even attended some meetings and signed documents on behalf of POGO.

Before running for mayor, Guo Huaping was a businesswoman who owned or invested in at least 12 companies, involving pig farms, butcher shops, slaughterhouses, pig feed, food processing, car sales and clothing, etc. These companies are located in Manila, Quezon, Pampanga Province and Bampanga City. In 2019, Guo Huaping bought the farmland where Baofu was located and applied for redefinition of the land nature.

Although Guo Huaping insisted that she was unaware of all the crimes in the park and did not know that Huang Zhiyang was a wanted criminal, and that she had only applied for a license to purchase the land, the PAOCC investigation found that the construction of the Baofu Park was estimated to cost about 746 million pesos (about 93 million yuan), and Guo Huaping had only 1.2 million pesos (about 150,000 yuan) in equity, but held 50% of the park's shares.

At the hearing held in May, "Mayor Guo" could not explain her life before becoming Mayor Guo: she had no academic records from elementary school to university, and did not have a birth registration until she was 19 years old; she had a huge amount of property in her name, but could not explain the source. In late June, the Philippine National Bureau of Investigation confirmed through fingerprint matching that Mayor Guo's full name was Alice Leal Guo, and that she was the same person as Guo Huaping, a Chinese who immigrated to the Philippines with her mother in 2000.

What is terrifying is that there is indeed a woman named Alice Leal Guo in the Philippines who was born on July 12, 1986. However, this woman has a typical Southeast Asian appearance, with thick eyebrows and deep eye sockets. After Guo Huaping replaced Alice Leal Guo's identity information, the real Alice Leal Guo "disappeared".

The mainland media revealed that Guo Huaping's real identity is the daughter of a businessman in Jinjiang, Fujian Province. In the late 1990s, her mother invested $75,000 in the Hua Fei Embroidery Center registered in the Philippines, and with this investment, she applied for a special investor residence visa in the Philippines with her three children, one of whom was Guo Huaping.

Guo Huaping came forward in 2019 to buy a large piece of land in Banban City and then began to build the Baofu Park. Among her several partners, in addition to Huang Zhiyang who was wanted in mainland China, two others were arrested for money laundering involving 3 billion Singapore dollars in Singapore in 2023 and pleaded guilty in Singapore in 2024.

The more shocking fact is that Huang Zhiyang is not only the actual operator of the Baofu Park, but also the owner of Lucky South 99, the largest POGO in the Philippines, which is only 24 km away from the Baofu Park.

In 2019, Guo Huaping applied for permission from the Bamban City Government on behalf of Hongsheng Company (transliteration) to operate POGO in the Baofu Park, allowing the company to "legally engage in offshore gambling" in the park. In February 2023, Hongsheng was closed by the police for suspected cryptocurrency fraud, and publicly hunted down three executives of Hongsheng, including Yu Zhengcan and Huang Zhiyang but on 28 October 2023, Guo Huaping, who had become the mayor of Bamban, approved a POGO temporary license applied for by a company called Zunyuan Technology. "Hongsheng" was transformed into "Zunyuan" and continued to engage in various illegal and even criminal activities in the park.

On 12 July 2024, the Philippine Anti-Money Laundering Committee ordered the freezing of 36 bank accounts, 12 plots of land, 12 motor vehicles and a helicopter under Guo Huaping's name. The next day, the committee disclosed that Guo Huaping's account had billions of pesos in funds in the past three years but these funds did not appear in her company account, and no bank reported to the Anti-Money Laundering Committee, and her joint account with Baofu Park had directly transferred money to Hongsheng's executive Yu Zhengcan.

Even more shocking is that according to the testimony of PAOCC Undersecretary Cruz, in 2023, PAOCC received about 60 to 63 reports of foreigner deaths related to POGOs in the Metro Manila Capital District, the Southern District, and the Northern District. Some ransom videos showed that they had been tortured inhumanely.

In June this year, Philippine officials raided Lucky South 99, rescued some prisoners, and found torture instruments scattered everywhere, including baseball bats and electric shock devices that were deformed by being beaten. Some of the rescued people had photos of the victims on their mobile phones; some were tied up and handcuffed to the bed frame and had died. Cruz's testimony said: "Here, torture is the norm, hurting people and even killing people is the norm."

Four videos obtained by investigators from {Lucky South 99} show: a Chinese man kneeling on the ground, repeatedly whipped with a belt; a Chinese woman hit on the head and back with an iron pipe and kicked over; two Chinese men were tied to the foot of the bed and their hands and genitals were electrocuted. When the electric baton emitted a dazzling light, the sizzling sound of electricity mixed with the screams of the victims.
