President Tsai Ing-wen of Taiwan issued a statement on Twitter as early as August 1, saying: "Beijing and other places in China have been affected by Typhoon Dusurui's circulation for several days and have suffered heavy rains, causing extensive flood damage and unfortunate casualties. I would like to express my concern, support and condolences. I hope that the affected areas will be free from flood damage as soon as possible and return to normal life."

President Tsai Ing-wen's condolences to the victims of the disaster in China sparked heated discussions. Many Chinese netizens flooded into her tweets to leave messages, expressing their gratitude: "Compared to what our official media said, President Tsai really has a heart." "Too angry, this time I I'm going to call President Tsai, thank you President Tsai!" "The  Chinese Communist media are trying their best to cover up the disaster!"

Some people ridiculed Xi Jinping, the general secretary of the Communist Party of China, who has not yet offered condolences to the victims: "Where is Xi Jinping's condolences?"

According to the Xinhua News Agency, the Chinese Communist Party’s media, when China was flooded, on August 3, Xi Jinping instructed Cai Qi, director of the Central Office, to meet with 57 technical experts who were on vacation in Beidaihe.

According to the practice, every July and August are the Beidaihe holidays for senior CCP officials. The CCP generally does not announce when the leaders will be on vacation, but usually announces the start of the holidays by announcing meetings with experts. At the same time, the top leaders of the Chinese Communist Party will disappear from public view collectively for about two weeks.

According to official reports, the public work record of the Seventh Standing Committee of the Communist Party of China is only on 1 August 2023. The General Secretary of the Communist Party of China Xi Jinping and Premier Li Qiang gave instructions on the floods in Beijing, Hebei and other places on the same day.

Reuters reported on the 3rd that one of Xi Jinping’s last tasks before his vacation was to instruct more efforts to rescue people affected by floods in northern China. At least 100,000 people in Hebei Province, where Beidaihe is located, were evacuated due to floods, but the Beidaihe resort itself was not affected. 

Li Yuanhua, a historian living in Australia, recently told NTDTV, "The CCP will never put the sufferings of ordinary people first. I should take a vacation and I will take a vacation. There are still many things to be finalized during this vacation. There are many personnel arrangements.  The game between each other will continue, so they don't have the life and death of ordinary people in their minds."

Hu Ping, honorary editor-in-chief of the overseas political magazine "Beijing Spring", told Radio Free Asia that the CCP officials deliberately played down the disaster situation in Hebei, and the Beidaihe meeting was held as scheduled. The CCP did this in an attempt to "whitewash peace."

In this flood, hundreds of thousands of victims were trapped in the flood, and the official deliberately concealed the death toll. On 4 August 2023, the Ministry of Emergency Management of China reported that a series of natural disasters such as floods, typhoons, and geological disasters that occurred in July caused a total of 147 deaths or missing.

This figure sparked a strong refutation of public opinion. According to private disclosure, a large number of dead people were found in Beijing, Hebei and other places. A screenshot from a netizen showed that the signal was cut off in Mentougou, Beijing, to prevent the live broadcast. More than 200 bodies have been found here.

Netizens in Laishui County, Hebei also revealed that 14 people died in a local village, and many others are missing.

The Paper reported on 4 August 2023 that a man detoured to Tangjiazhuang Village, Zhaogezhuang Town, Laishui, and saw the bodies of many victims, including his uncle and the whole family of his second uncle but the corpses were all decomposed and unrecognizable. 

Shangguan News reported that the reporter saw a man burning paper to pay homage to the family members of the victims. He said that he had rushed back from other places, and his parents, wife and children were all dead.

According to a report by the Chinese Communist Party’s Xinhua News Agency, when Xi Jinping himself issued a flood control order on 1 August 2023, he admitted that the floods in Beijing, Hebei and other places had caused “significant casualties.” This means that the top leaders of the CCP are very aware of the tragic situation in the disaster area, but they have done nothing.
