On 26 April 2024, the Ministry of State Security of the Communist Party of China announced the "Regulations on the Security Administrative Law Enforcement Procedures of National Security Agencies" and the "Procedural Regulations on the Handling of Criminal Cases by National Security Agencies", which will be implemented on 1 July 2024. It mentioned that so-called "law enforcement officers" in the area would be equipped with the power to "inspect electronic devices."

Article 40 of the "Regulations on Administrative Enforcement Procedures of National Security Agencies" stipulates that after receiving the approval and inspection notice from the person in charge of the national security agency at or above the municipal level, the CCP's national security agencies can inspect the electronic equipment and related equipment of relevant individuals and organizations "in accordance with the law" including apps, tools, content, and more.

In so-called "emergency situations", law enforcement officers only need to obtain the approval of the national security chief at or above the municipal level and present their police card or reconnaissance card to directly conduct on-site inspections.

The Regulations do not specify what constitutes an “emergency situation.” This means that local national security officials of the Communist Party of China may use "emergency situations" as an excuse to order the national security police to inspect electronic devices such as personal mobile phones and computers at any time without any legal procedures.

Article 42 of the "Regulations" also stipulates that the national security department can also inspect the places where electronic equipment is used or stored.

The Chinese Communist regime has never cared about the rights of the Chinese people. It was revealed that the police in Beijing, Shanghai and other places have already begun searching the mobile phones of mainlanders on the streets and stations. Mainland Chinese police ban printing of accusation materials, lawyer: illegal

Inner Mongolia government’s “milk tofu” operation
