The CCP is going to be miserable! U.S. Confidential Intelligence: The Covid Outbreak may be caused by the CCP’s Laboratory
Editor : Fang Xun / Source : Voice of America / https://www.aboluowang.com/2023/0227/1871473.html
The U.S. Department of Energy has concluded that the coronavirus pandemic was likely caused by a laboratory leak, based on a recently classified intelligence report provided to the White House and key members of Congress, the Wall Street Journal first reported.
The new report highlights how different parts of the intelligence community are making differing judgments about the origins of the pandemic. The Energy Department is now joining the FBI in saying the virus may have spread through an accident at a Chinese laboratory. Four other agencies, along with a national intelligence group, still judge it was likely the result of natural transmission, and two agencies have yet to make a decision.
The Department of Energy's conclusions, the result of new intelligence, are significant because the agency has considerable scientific expertise and includes a network of U.S. national laboratories, some of which conduct advanced biological research.
People who have read the classified report say the Energy Department has "low confidence," or "low confidence," in its judgment. According to CNN's explanation: Intelligence agencies can make assessments with low, medium or high confidence. A low confidence assessment usually means that the information obtained is not reliable enough or too fragmented to make a more definitive analytical judgment, or that there is not enough available information to draw a more reliable conclusion.
The FBI previously concluded with "some confidence" that the pandemic was likely the result of a lab leak, and it still stands by that view. The FBI employs many microbiologists, immunologists and other scientists, and is supported by the National Bioforensic Analysis Center, which was established at Fort Detrick, Maryland, in 2004 to analyze anthrax and other possible biological threats .
U.S. officials declined to elaborate on the new intelligence and analysis that led the Energy Department to change its stance. They added that while both the Energy Department and the FBI said an accidental lab release was most likely, they differed in their reasons for reaching those conclusions. The new report highlights how intelligence officials are still analyzing how Covid-19 emerged. More than 1 million Americans have died from the pandemic that began more than three years ago.
A Department of Energy spokesperson told CNN in a statement: "The Department of Energy continues to support our intelligence professionals in their thorough, careful and objective work in investigating the origins of COVID-19, as directed by the President. .”
A senior U.S. intelligence official confirmed that the new report was based on new intelligence, further research into the academic literature and consultations with experts outside the government.
National security adviser Jack Sullivan said Sunday on CNN's "State of the Union" that the intelligence community remains divided on the matter, while noting that President Joe Biden has dedicated resources to finding out The question of origin. "Right now, the intelligence community doesn't have a definitive answer to that question," Sullivan said on CNN's show. "Some members of the intelligence community have come to conclusions on one side and others on the other. Some of them have said they just don't have enough information to be sure." Sullivan said Biden had instructed Include national laboratories affiliated with the Department of Energy in the assessment.
The new report, which is less than five pages long, was not requested by Congress but lawmakers, notably Republicans in the House and Senate, are launching their own investigations into the origins of the pandemic and have pressed the Biden administration and the intelligence community for more information. Officials did not say whether an unclassified version of the new report would be released.
Senator Dan Sullivan (R-Alaska) called on Sunday for a public hearing after the Energy Department's assessment was disclosed. "We need broad hearings. I hope our Democratic colleagues in Congress will support this. I know the Republicans in the House will definitely support this," the Senate Armed Services Committee member said on NBC's "Meet the Press." . "If you think about what just happened in the last three years, it's one of the biggest epidemics in a century. There's a lot of evidence that it came from China," Sullivan said.
A spokesman for House Oversight Committee Chairman James Comer, R-Ky., said in a statement that the committee was "reviewing" classified information provided by the Office of the Director of National Intelligence in response to a request earlier this month Letters providing information.
House Foreign Affairs Committee Chairman Michael McCaul issued a statement on the DOE's assessment: "A year and a half ago, following an extensive investigation, I issued a report Dangerous unsafe conditions, the novel coronavirus leaked from the Wuhan Institute of Virology, and the leak turned into a global COVID-19 pandemic as the Chinese Communist Party focused on covering up their mistakes instead of warning the world. Although I hope the new report comes sooner, I'm glad the Department of Energy finally came to the same conclusions that I've come to. I've asked the Administration for a full and thorough briefing on this report and the evidence behind it. Now it's time for the entire Biden administration to join the Department of Energy, the Department of Defense, the FBI, and most Americans to publicly conclude what common sense tells us in the first place—that the COVID-19 pandemic arose from a laboratory leak in Wuhan, China. It is critical that the government also immediately work with our partners and allies around the world to hold China accountable and put in place up-to-date international regulations to ensure something like this never happens again."

The U.S. media revealed that according to the recent confidential intelligence documents provided to the White House and important members of Congress, the US Department of Energy believes that the covid pandemic is "most likely originated from Chinese laboratory leak".
The Wall Street Journal reported on 26 February 2023 that the U.S. Department of Energy changed its view in an update to a 2021 document from the office of Director of National Intelligence Avril Haines. The department changed from the previous "has not yet determined" how the virus emerged to the conclusion that the covid virus "may have spread outward due to an accident in a Chinese laboratory."
The report said that the US Department of Energy reached its conclusion based on "new intelligence", which is of great significance. Because DOE holds considerable scientific knowledge and oversees a network of US national laboratories, some of which conduct advanced biological research.
People who have read the classified document say there is "low confidence" in the Energy Department's determination.
The intelligence community has updated its determination of the origin of the covid pandemic with new intelligence, but needs to study more literature and consult with experts outside the government, a senior intelligence official confirmed.
"The Department of Energy continues to support our intelligence professionals in their thorough, careful and objective work in investigating the origins of COVID-19, as directed by the President," a Department of Energy spokesperson wrote in a statement.
The U.S. intelligence community consists of 18 agencies, including offices within the Departments of Energy, State, and Treasury. Eight of these agencies, along with the National Intelligence Council, are involved in tracing the origins of the COVID-19 pandemic.
The FBI previously concluded it had "some confidence" that the pandemic was likely the result of a lab leak, and it still maintains that view. The FBI employs many microbiologists, immunologists and other scientists and is supported by the National Center for Forensic Bioanalysis.
The U.S. Department of Energy joined the Federal Bureau of Investigation (FBI), four other agencies and the National Intelligence Council (NIC) still believe that SARS-CoV-2 may have originated from natural transmission, and the other two agencies are not sure.
U.S. officials declined to comment on the new intelligence and analysis that led the Energy Department to change its stance. While both the Energy Department and the FBI said an accidental lab release was most likely, they differed in their reasons for reaching those conclusions, they said.
White House national security adviser Jake Sullivan said in an interview with CNN's "State of the Union" on the 26th that there is "no clear answer" to the question of the laboratory leak.
"President Biden has repeatedly instructed every member of our intelligence community to invest efforts and resources to find out the truth of this question." Sullivan said that the intelligence community still does not have a clear answer.
While the latest intelligence document was not requested by Congress, Republicans in the House and Senate are launching their own investigations into the origins of the pandemic and are urging the Biden administration and the intelligence community to provide more information.
House Foreign Affairs Committee Chairman Michael. A year and a half ago, McCaul issued a report concluding that the novel coronavirus escaped from the Wuhan Institute of Virology and caused a global pandemic "because the Chinese Communist Party focus on covering up their mistakes instead of warning the world."
McCaul said, "I am very pleased that the Department of Energy finally came to the same conclusion that I have come to. I have asked the administration to conduct a full and thorough briefing on this report and the evidence behind it. Now it's time for the whole of Biden government to join the Department of Energy, the FBI, and most Americans in publicly coming to the conclusion that common sense told us in the first place - that the COVID-19 pandemic arose from a laboratory leak in Wuhan, China."
He called on the U.S. government to immediately cooperate with its allies to hold the Chinese Communist Party accountable and develop the latest international regulations to ensure that similar things never happen again.
According to US intelligence documents from 2021, the novel coronavirus was spreading in Wuhan, Hubei Province, China before November 2019. However, no clear conclusion has been drawn on the source of the epidemic.
The CCP imposed restrictions on the World Health Organization (WHO) investigation into the origin of SARS-CoV-2, denied the theory of Chinese laboratory leaks, and suggested that the virus came from other countries.

The Office of the United States Trade Representative recently released a report criticizing the CCP for failing to fulfill its commitments to the World Trade Organization (WTO) more than 20 years ago. U.S. Trade Representative Dai Qi said that the CCP adopts a state-led economic and trade method, which runs counter to the market-oriented principles of the WTO.

U.S. Trade Representative: CCP China's non-market economic policies hurt other countries
The Office of the U.S. Trade Representative submitted the "Report on China's Fulfillment of WTO Commitments in 2022" to the U.S. Congress, detailing the Biden administration's assessment of the CCP's fulfillment of its WTO commitments.
U.S. Trade Representative Dai Qi said in a press release, "After more than 20 years of joining the WTO, China (the Communist Party) still adopts a state-led economic and trade approach, which runs counter to the principles of openness and marketization recognized by all WTO members."
She said CCP China's practices continue to cause serious harm to workers and businesses in the United States and around the world.
"This report details the scale of China's non-market policies and practices and reminds the international trading system that it must continue to cooperate to defend our common interests from these harmful practices," Dai said.
The press release also reads that over the past two years, the Biden-Harris administration has passed the Bipartisan Infrastructure Act, the Reduce Inflation Act, and the Chips and Science Act, while continuing to work with allies to address China's non-market economic policies challenge.
According to the requirements of the U.S.-China Relations Act of 2000 and the U.S. Code, the U.S. Trade Representative is required to report to the U.S. Congress annually on the assessment of the CCP’s implementation and accession to the WTO, including multilateral commitments and any bilateral commitments made to the United States.

Report: China is playing with the global trading system
Since the CCP joined the WTO in December 2001, it has not fulfilled its commitments when it joined, including canceling industry subsidies, forcing joint ventures, forced technology transfer, protecting foreign intellectual property rights, and providing market access for the service industry. But the CCP denies accusations of stealing intellectual property and unfairly disrupting the (competitive) environment.
A 2015 report by the Information Technology and Innovation Foundation (ITIF), an American science and technology think tank, pointed out that “for the CCP, joining the WTO is to obtain more protection of full autonomy, so that it can resist other countries that may unilaterally adopt, sanction China’s trade enforcement measures; but at the same time, the CCP has not promoted domestic reforms and shifted to a market-based economic system in accordance with the WTO.”
In its 2021 report, ITIF once again criticized the CCP’s “serious inadequacy” in fulfilling its WTO commitments.
The report states that the Chinese government has “gambled the global trading system for decades,” which has allowed it to “accumulate huge trade surpluses and foreign exchange reserves, which it uses to achieve its domestic and foreign policy objectives.”

U.S.-China trade war begins, Expert: If the CCP changes, it will shake the regime
In 2018, during the administration of US President Trump, he imposed tariff sanctions on the CCP, and the U.S.-China trade war broke out. The U.S. demands changes in the Chinese Communist Party’s economic structure, including:
1. Stop requiring U.S. companies to transfer technology to China;
2. The CCP needs to strengthen the protection and enforcement of intellectual property rights;
3. Remove substantial tariff and non-tariff barriers to U.S. companies in China;
4. Stop cyber theft of U.S. commercial property;
5. Stop subsidizing state-owned enterprises;
6. Remove market barriers and tariffs that limit U.S. sales of manufacturing, service, and agricultural products to China;
7. The role of currency in U.S.-China trade relations;
8. Reduce the U.S.-China trade deficit.
However, many experts believe that it is very unlikely for the United States to ask the CCP to make real changes on these structural issues. The CCP has been relying on the theft of international advanced technology, promoting the development of state-owned enterprises with the power of the government, seizing the international market through unfair competition, and plundering the wealth of other countries. Once changes are made in these areas, the CCP will lose control of its financial resources, which will shake the foundation of the CCP’s rule.

G7: Take a tougher stance on China
The U.S.-China trade war has been going on for more than four years, but the CCP has yet to make substantial changes. The United States has been lobbying its allies and partners to coordinate their actions to jointly address the Chinese Communist Party's challenge.
On 15 September 2022, the economic and trade ministers of the Group of Seven countries met at the Neuhardenberg Palace in eastern Berlin. The Group of Seven countries agreed to take a tougher and more coordinated stance against the CCP on trade issues.
The G7 trade ministers did not directly name China in a joint statement issued after the meeting. The statement condemns “all forms of forced technology transfer, the theft of intellectual property, unfair practices that lower labor and environmental standards to gain a competitive advantage, market-distorting practices by state-owned )” expressed concern.
The G7 members include the United States, Germany, the United Kingdom, Canada, France, Italy and Japan.

U.S. intelligence official: CCP considers supplying Russia with artillery and drones

U.S. intelligence officials revealed that China is considering supplying Russia with artillery and drones. The U.S. government released this information in order to prevent the CCP from making a decision to send lethal weapons to aid.
The Wall Street Journal reported on 27 February that U.S. intelligence officials familiar with the matter said that if Beijing provided military assistance to Russia, it would include drones, artillery and other weapons to help the Russian army fend off a Ukrainian counteroffensive this summer.
China has not yet delivered weapons to Russia, the officials said but if the CCP starts to act, it will have a profound impact on Beijing's relations with the West and the Russia-Ukraine war.
In an exclusive interview with CBS News on 24 February, CIA Director Bill Burns confirmed that Chinese Communist Party leader Xi Jinping is considering providing lethal weapons assistance to Russia.
Burns said, "We believe that the Chinese (Chinese Communist Party) leaders are considering providing lethal equipment." He believes that Xi Jinping's provision of lethal equipment to Russia "would be a very risky and unwise bet."
"We have not seen that (Xi Jinping) has made a final decision, nor have we seen evidence of the actual delivery of lethal equipment." He said that the US government decided to disclose this information in order to prevent the CCP from making a decision to deliver lethal aid.
"That's why, I think, Secretary Blinken and President (Biden) think it's also important (for China) to be very clear about the consequences of this (losing lethal weapons to Russia)," Burns said.
U.S. Secretary of State Anthony Blinken, in an interview with CBS during the Munich Security Conference on the 19th, revealed that China is considering providing lethal support to Russia, including weapons and ammunition, to help Moscow deal with the Ukraine war.
"So far, we've seen Chinese companies provide non-lethal support to Russia for use in Ukraine. Our current concern is based on information we have obtained that they are considering providing lethal support." Blinken did not elaborate on what specific information the United States has obtained. .
He said that when he met with the top Chinese diplomat Wang Yi in Munich, he raised a warning in person and expressed "deep concern" about the possibility that the Chinese Communist Party will provide Russia with lethal weapons.
Retired four-star Army General Jack Keane told Fox News Sunday that Blinken's warning could serve as a deterrent.
He believes that the public exposure of the United States has grasped what the CCP is trying to provide, and "China (the CCP) is likely to back down after the public exposure."
Burns also told CBS, "I think the Chinese (the CCP) are also trying to weigh the consequences of the concerns that we have expressed about providing lethal equipment."
Burns is a former ambassador to Russia who was sent by President Biden several times to meet with Putin, Ukrainian President Volodymyr Zelenskyy, and Russia's top spy chief.
He mentioned in the interview that a few days before the Russian invasion of Ukraine, he secretly traveled to Kiev to inform Ukrainian President Volodymyr Zelenskyy that the United States had the latest intelligence that Russia's Putin was planning to launch a lightning strike from the Belarusian border to capture Kiev within a few days.
He believes that throughout the course of the war, the intelligence provided by the United States helped Ukrainians strengthen their resolve and defend their homeland.

The water is deep! The CCP has fought by itself!
Editor, reporting : Qui Rui / https://www.aboluowang.com/2023/0226/1871353.html / Image : Web Screenshot
On the first anniversary of the Russia-Ukraine War, Hu Wei, chairman of the Shanghai Public Policy Research Association, published an article that sparked heated discussions again. Apollo commentator Li Yuqiang pointed out that according to Hu Wei's article, it can be seen that his true attitude is to protect the Communist Party and oppose Xi Jinping. Another article by Hu Wei, "In Memory of Senior Jiang", shows his Jiang style.
Hu Wei, vice chairman of the Public Policy Research Center of the Counselor Office of the State Council of the Communist Party of China and chairman of the Shanghai Public Policy Research Association, recently wrote an article "The Lost Irreversible: Thoughts on the First Anniversary of the Russo-Ukraine War", which was later published by "China-U.S. Impression" forwarded.
Liu Yawei, editor-in-chief of the "China-U.S. Impression" website, is the younger brother of Liu Yazhou, a general of the Communist Party of China. In December 2021, there was news from the mainland that Liu Yazhou was arrested for opposing Xi Jinping but the official announcement was not made.
Hu Wei first mentioned in the article that at the beginning of the Russo-Ukrainian War, he published an article "Possible Results of the Russo-Ukrainian War and China's Choice".
This article aroused the attention of the outside world at the time, and then the China-U.S. Impression Chinese website was closed, and the article was also deleted from the social platform.
It is worth noting that the article claimed that "if China does not take measures to respond positively, it will encounter further containment by the United States and the West. After the fall of Putin, the United States has changed from facing two strategic competitors, China and Russia, to targeting China for strategic containment." , Europe will be further cut off from China, Japan will become the vanguard of anti-China, South Korea will further fall to the United States, other countries in the world will have to choose sides and produce a herd effect, and Taiwan will also join the anti-China chorus. China is not only facing the United States and NATO, QUAD (The U.S.-Japan-India-Australia Quadrilateral Alliance), AUKUS is surrounded militarily, and is facing challenges from Western values and systems.”
Hu Wei's statement here truly reflects the distorted thinking of a CCP think tank, which not only confuses "China" and "CCP", but also confuses "anti-China" and "anti-Communist".
However, in Hu Wei’s latest article, the following statement appeared, “On the contrary, a superpower like the Soviet Union ended up in a situation of being besieged on all sides and collapsed. The world trend is mighty and mighty. Those who follow it will prosper, and those who go against it will perish. A country, no matter how big or small , can not run counter to the development of human civilization."
These words are obviously full of justice. However, as the title of the article says, "What is lost will be irretrievable." What does the author think the CCP will lose?
The article gives the answer, "The post-war world pattern will undergo subversive changes,...China's external environment will be more dangerous."
The article also believes that "under the situation where the outcome of the Russia-Ukraine war has become increasingly clear, China is indeed in a dilemma, with little room for maneuver."
This point of view is exactly the same as the previous article.
In December last year, Hu Wei also wrote another article titled "Remember Jiang Xuezhang", where Jiang Xuezhang refers to Jiang Zemin, and the article praised Jiang Zemin a lot.
Li Yuqiang, a commentator on Apollo.com, analyzed that from these articles Hu Wei can see that his true attitude is to protect the CCP. He believes that Xi Jinping made wrong decisions and harmed the CCP. Moreover, through Hu Wei's series of articles, especially this "Remembering Senior Jiang", it proves that his Jiang faction is obvious. Therefore, no matter how high-profile it is in the article, it will make people put a question mark. If he really believes that "the trend of the world is mighty and mighty, those who follow it will prosper, and those who go against it will perish", he should not call the United States, Japan, and Taiwan "anti-China", because this is the trend of the world and it is getting mightier.
