French President Emmanuel Macron went to the United States on 24 February 2025 to meet with US President Trump. In addition to being the first European leader Trump met with since taking office, the two met at the White House on 24 February, that also symbolized the 3rd anniversary of the Ukraine-Russia war. Macron stressed that Europe will strengthen its national defense and jointly defend peace, and that peace cannot mean "Ukraine's surrender"; Trump, on the other hand, is happy to see Europe play a role in promoting peace.

According to foreign media reports, Trump met with Macron in the Oval Office of the White House. Vice President Vance, Secretary of State Rubio, and Defense Secretary Pete Hegseth were also present. Trump and Macron talked in the Oval Office for more than two hours and held a joint press conference after the meeting.

Trump mentioned that the Ukraine-Russia war was a terrible, bloody and chaotic war, which represented the killing of an entire generation of Ukrainians and Russians. Trump stressed that if it were during his presidency, this war would never have happened, and that the progress he had made on peace was "greater than in the past three years." He was also pleased that Macron agreed that the responsibility for maintaining European security must be borne by European countries, not just the United States.

Macron mentioned that he was very aware that Europeans needed to contribute more to Europe's security, Europe's defense, and to share more equitably the security burden that the United States has borne for many years. Regarding the ceasefire between Ukraine and Russia, Macron called for caution, saying that the two sides should first cease fire and then reach a peace agreement including security guarantees. "Everyone wants peace, but we don't want a weak agreement. Any peace agreement must be "evaluated, checked and verified." Macron emphasized: "Peace does not mean Ukraine's surrender."

Regarding Trump's previous phone call with Russian President Vladimir Putin, Macron praised Trump's communication and said he thought it was a good thing to have discussions with other leaders, especially when the two disagreed. As for European countries sending peacekeeping forces to Ukraine, Trump also held a positive attitude and said that "peacekeeping missions are a good thing." It is understood that during the meeting, Macron mentioned that the peacekeeping forces would not participate in conflicts but would only ensure peacekeeping; Trump said that he accepted this concept and that he had asked Putin about the peacekeeping forces, to which Putin had no objection.
