Thai Prime Minister Paetongtarn visited Beijing from 5 to 8 February 2025. Bangkok has cut off power and Internet access on the Thai-Myanmar border during the same period to crack down on fraud groups. The effect caused by the incident in which Chinese actor Wang Xing was rescued after being "sold as a piglet" to the Myawaddy fraud park in Myanmar has come to an end. An insider who has been to Myawaddy in person and knows the inside story revealed the evolution of scams to the Epoch Times, and pointed out that due to historical reasons, the CCP was originally the general backstage of these scam parks.

Thai Prime Minister visits Beijing, the relationship between the call-centre scam park and the “Belt and Road Initiative” attracts attention again

According to the CCP’s Xinhua News Agency, in the morning of 6 February 2025, CCP leader Xi Jinping met with Thai Prime Minister Paetongtarn in Beijing. Paetongtarn's visit was said to be because the Wang Xing incident had a negative impact on Chinese tourists to Thailand.

In an interview with the Epoch Times, Mr. Li, an insider, revealed that Wang Xing’s release was not rescued by the Thai police or the Chinese Consulate at all, but the boss of Dongmei Park, Broken Tooth Koi (Yin Guoju), called the person in charge of Dongmei Park. After that, Wang Xing was sent across the river, from the dock of KK Park, not from Dongmei Park, and then handed over to the Thai side.

Yin Guoju (Broken Tooth Koi), the boss of Dongmei Group, was accused of being one of the main messengers behind the telecommunications fraud group in northern Myanmar. He served the CCP by supporting the CCP government’s “Belt and Road Initiative” plan, and therefore received the CCP government’s backing.

KK Park is involved in another CCP “Belt and Road Initiative” project stakeholder Duan Zhengli.

In 2019, the Chinese Communist Party’s official media Global Times published an article titled “Listen to Chinese Entrepreneurs Tell the Story of the Belt and Road Initiative: Building a Special Zone in the Barren Land of Myanmar”, which touted Duan Zhengli, the founder of KK Park, one of the Myawaddy Telecom Fraud Parks. The article has now been deleted.

According to Thai media reports, Liu Zhongyi, Deputy Minister of the Ministry of Public Security of the Communist Party of China, said when meeting with Thai officials in Bangkok on 27 January 2025 that there were 36 large-scale telecommunications fraud groups operated by Chinese in Myawaddy, employing more than 100,000 people to carry out scam activities. Liu Zhongyi also said that She Zhijiang, who is currently detained in Bangkok, is the most wanted criminal in telecommunications fraud cracked down by the Chinese Communist Party government, and hopes to extradite him back to China for trial.

She Zhijiang is the founder of another “Belt and Road” project “Myanmar Asia-Pacific International Smart Industry New City” (abbreviated as “Asia-Pacific New City”) adjacent to the KK Park, and the owner of Asia-Pacific International Holding Group. He was arrested by the Thai government in Bangkok in August 2022 and detained in Thailand. He recorded a video in prison in 2023, saying that he was a former member of the Ministry of State Security of the Communist Party of China, framed and persecuted by the Communist Party of China, and declared that he would never commit suicide.

Mr. Li, an insider, had been to Myawaddy. When he was interviewed, he emphasized that as far as he knew, although there was gambling in Asia Pacific New City, there was no fraud. Asia Pacific Group mainly operates casinos, and there are a large number of privately operated pornographic venues, and even breeding and planting industries, as well as building materials companies, large shopping malls, luxury hotels, and money houses everywhere.

"I have seen every place in Asia Pacific. It has no barbed wire, no restricted places, and maybe there is fraud in the money earned. The fraudsters earn money and go there to spend, prostitute, gamble, and launder money."

Mr. Li said that She Zhijiang turned against the government in prison because now he has been labeled as a fake philanthropist, a fraudster, and a "Ga Yaozi boss", so he is desperate. He directly started to expose the list of national security and specific strategic intelligence, including accepting an interview with Al Jazeera. The incident of Guo Huaping, a Chinese mayor of the Philippines, was also related to him, and the intelligence was very accurate. The CCP wanted to extradite She Zhijiang back to China, but She Zhijiang seemed to have left a backup plan.

The evolution of online scams and its origin with the "Belt and Road"

Mr. Li talked about the evolution of online fraud and its symbiotic relationship with the CCP in the "Belt and Road" in his revelations, which involved the CCP's use of it to promote overseas colonization and become the dark side of the interest chain of the CCP's red descendants and the descendants of senior officials.

Mr. Li said that in fact, that kind of online fraud was not first done by mainland Chinese, nor was the "Belt and Road" intended to be a fraud from the beginning. At the beginning, there were a few Taiwanese people who engaged in online fraud. After the Taiwanese government discovered it, they cracked down on their criminal behavior, and they ran to Fujian across the street. There was a signal in Fujian, so they engaged in fraud in Fujian. Later, some people in Fujian also learned this trick and engaged in online fraud. Those who engaged in fraud at the beginning, "purely fraud, fraud is considered fraud", and later those people in mainland China, "engaged in a fraud park, why is it terrifying? It is called Ga Yaozi".

Rumours similar to "kidney-cutting" or "kidney-harvesting" have been around for a long time, and there are different versions. Some refer to knocking people unconscious, then removing a kidney without anyone noticing, leaving only blood stains and freshly sutured wounds on the victim's body.

Mr. Li said that in the beginning, those fraud groups, "you voluntarily helped them to cheat money and get commissions, and your job was to cheat." Later, those fraud parks became human trafficking, restricting personal freedom, and even corporal punishment. "Chinese people are slaves of the Chinese (CCP) government. When you go to the fraud park, you are a slave of the boss of the fraud park."

Mr. Li said that when he was imprisoned in the Thai immigration prison, he met many people who engaged in fraud, hundreds of them. Some Chinese were actually voluntary, just wanting to make money, because they couldn't survive in China, there was no job to do, and they wanted to do the kind of hard labor they wanted to do. The domestic economy was too bad, but the official didn't allow it. "How many people can't eat, can't get married, can't build a house, they also want to struggle, and many of them voluntarily go out."

So he believes that these people came out, and it is related to Xi Jinping. "If Xi Jinping had not gone so far and spent so much money to promote the Belt and Road Initiative, it would not have been possible to create so many fraud parks. People followed this path. The logic of the facts is here."

Mr. Li said that the scam parks of those people in mainland China have upgraded the "rules of the game" of online fraud, which has made people afraid. The reason for the upgrade has a lot to do with the CCP's Belt and Road Initiative.

He explained why the CCP wants to promote the Belt and Road Initiative. From a domestic perspective, the public statement is that there is overcapacity, and domestic capacity is exported and then converted into foreign exchange. China's infrastructure is already in excess, with so much steel and cement, and there are also economic entities related to construction such as China Railway and China Construction. They should be allowed to go out and make money as foreign aid for the Belt and Road Initiative. But in fact, the Belt and Road Initiative is more aimed at the land of countries that need assistance. It wants colonies. Since it wants colonies, it wants people to go there, so as long as the Chinese are allowed to occupy that place, there is this purpose.

Mr. Li said that many children of poor people also went out with the Belt and Road Initiative, but they could not benefit from the key projects of the Belt and Road Initiative. Those who can benefit from it are the "red descendants." They don't compete with the "emperor" for positions. If they go out to make money, the higher-ups will give you privileges and let the Ministry of Public Security "escort" them. With a protective umbrella, these people will definitely want to make quick money, engage in fraud, drugs, and open pornographic venues.

"Now it's called pornography, gambling, drugs, and fraud, and fraud is now ranked first because it's too easy to make money. Because the Belt and Road Initiative of the Chinese Communist Party government is a protective umbrella, the local government is in the way of the Chinese Communist Party government, so they can only turn a blind eye. Those people can draw any piece of land they want, and they exchange the land for money to buy weapons."

Mr. Li said that this kind of thing is not only in Myanmar, but also in Cambodia, the Philippines, and Africa. It is everywhere, as long as there is a "Belt and Road Initiative", there are no exceptions. Those good projects and high-sounding lucrative jobs have all been taken by the descendants of the Red Army, Xi Jinping's Jinyiwei, Dongchang Westchang, and the Ministry of State Security. The authorities let them do united front work and intelligence work abroad, and at the same time let them get some other benefits. The money is all abroad and not circulating in China, so it cannot be checked. It is precisely because the CCP gives these people privileges that they are unscrupulous.

As for ordinary people without big backgrounds, some of them follow the "Belt and Road" and invest. They can't make money in China, so they start to engage in gray industries abroad. Gray industries can't make money, so they develop into black industries. Now that it is more difficult, they start kidnapping people, and finally the Wang Xing incident ferments.

Mr. Li pointed out that the CCP's "Belt and Road" was originally intended to take colonies. Initially, it wanted to turn Asia Pacific City into a chess piece across the Indian Ocean and the Pacific Plate. As the core point of the Asian Highway Plan, all aspects of cargo storage and materials in the future will come here, and the goods will be shipped to the world from Kyaukpyu Port (located in Kyaukpyu County, Rakhine State, Myanmar). The materials that China wants are also transported to Asia Pacific City for transit and transported to Yunnan by land.

"It is actually related to the national strategic plan. But I didn't expect that there would be fraud all around, because many people followed the Belt and Road Initiative and started to build various parks, and then bought pieces of land from the local government. Basically, the land along the Moai River in the Karen area facing Thailand was basically bought by Chinese bosses and fraudsters. He built it for future fraud. But the purpose of building Asia Pacific City was not to commit fraud at the beginning, but to serve as a transit station in the middle, as part of the CCP's entire Asia-Pacific plan, and for the existence of colonies."

Is the "Belt and Road" on-line scam park related to the second generation of reds?

As for Duan Zhengli, Mr. Li said that he was the general backstage of the Myanmar fraud park, and Duan Zhengli was paid for protection. He has a security company in Yangon and his subordinates have armed forces.

"It's not just KK, there are many. If you want to open a park in Myanmar, you must find Prince Duan. If you want to come, you have to get a Myanmar military officer certificate. Who is above him? Above him is Geng Zhiyuan, the son of former Vice Premier Geng Biao. Geng Biao used to be Xi Jinping's secretary."

Public information shows that Geng Zhiyuan served as vice president and president of the China-Myanmar Friendship Association from 2011 to 2016. Since 2018, he has served as honorary vice chairman of the Inner Mongolia Yunshubi Public Welfare Foundation. On 24 November 2024, China Carbon Neutrality (01372.HK) issued an announcement that Geng Zhiyuan has been appointed as a non-executive director, honorary chairman and chairman of the nomination committee.

The relationship between Geng Zhiyuan and Duan Zhengli cannot be verified at present.

Mr. Li said that in the CCP's "Belt and Road" project, the real managers are all the second generation of reds, and the real managers in the national security are also the second and third generations of reds.

It is said that Ma Dongli, the vice president of Asia Pacific Group, is also a member of the second generation of the Red Army and the CCP's national security system. Ma Dongli went to the prison this summer to persuade She Zhijiang to return, hoping that She would cooperate with the CCP to be "voluntarily" repatriated to China, but She refused him.
