The official media reported that day that Xi Jinping recently made important instructions on the preparation of the "15th Five-Year Plan", emphasizing that "we must adhere to scientific decision-making, democratic decision-making, and decision-making in accordance with the law, unify top-level design and consult the people... and complete the planning work with high quality.
"The headline of the news is "Adhere to scientific decision-making, democratic decision-making, and legal decision-making to complete the preparation of the "15th Five-Year Plan" with high quality."
If you compare it with the news published by the official media in August 2020, "Xi Jinping made important instructions on the preparation of the "14th Five-Year Plan", you will find something unusual.

All these statements are contrary to the previous practices of the CCP leader.
At the 20th National Congress, the CCP leader publicly pushed Hu Jintao out of the venue and tried to concentrate all kinds of power in one person to point out the direction for various fields and various issues. The party is basically a "one-man rule" and other standing committee members are basically decorations. The military took the lead in mentioning the "decision-making" advocated by Hu Jintao and the "democratic centralism" that was missing for several years. It is obviously unusual.

The authors ranged from the General Secretary of the CPC, the Central Committee to the Central Committee of the Communist Youth League, the Central Youth League School and young students. Such an arrangement is rarely seen in the past five years.
This undoubtedly implies that the power of the "League faction" that was once in decline in the CCP political arena is returning.
Second, on 15 May 2025, the May 4th Youth Exchange Conference of the CPC Central Committee and state organs was held in Beijing, which is also rare in the past few years.
