[Central News Agency] Former White House national security adviser Bolton said on 29 April 2023 that there are people in Taiwan and the United States who advocate that Taiwan should not provoke China; every government decision must be cautious, but in fact as long as Taiwan exists, "every morning Taiwan wakes up as usual, China will feel offended."

John Bolton attended the "Taiwan National Affairs Conference at Home and Abroad" held by the World Taiwanese Congress and the Taiwan National Alliance, and delivered a special speech on "Taiwan's Long-term Peace and Security". Dialogue with Coen Blaauw, Executive Director of the Affairs Council, with the theme of "The Decisive Battle Between Totalitarianism and Democracy".

Bolton said that he saw news reports on TV that China sent more military planes around Taiwan in the morning. The reporter said that China's increased threat was related to his visit to Taiwan. "If it is true, I would be honoured." , but the more China threatens, the more Taiwanese will want to defend the values of democracy and freedom.

Bolton: Taiwan is the centre of gravity in the fight against China's global threat

Bolton said that Chinese President Xi Jinping's recent visit to Russia shows that CCP China and Russia are forming a "new axis". We should look at China's threat to the Taiwan Strait from a global political perspective. CCP China threatens the world through the Belt and Road Initiative and technology penetration. Taiwan is the centre of gravity in the fight against China's global threat.

Bolton said that Ukraine is the best example of fighting against a strong neighbour. When someone asks whether Taiwan will fight for itself, Taiwan should answer in the affirmative loudly. He believes that Taiwan should not only strengthen its military capabilities, but also strengthen its will to fight. "Strength is not Provocation, weakness is provocation."

Bolton: The U.S. and Taiwan should increase defence budget

Bolton said that US defense spending should return to the level under President Reagan, accounting for 5% to 6% of GDP. Taiwan's current defense budget accounts for about 2.4%. If the US considers increasing the defense budget, Taiwan should also increase it. He knows the political characters do not like to talk about it but it is reality.

Bolton: Taiwan should continue to trust the U.S.

Bolton also jokingly refuted the skepticism. He emphasized that Taiwan should continue to trust the United States. He also quoted former British Prime Minister Winston Churchill as saying, "You can always rely on the United States to do the right thing when the United States has tried various other methods ".

Bolton: Taiwan and the U.S. should significantly strengthen bilateral relations before Taiwan can be granted full diplomatic recognition

Bolton also advocated that Taiwan and the United States need to significantly strengthen bilateral relations. He said that he had advocated as early as 2000 that the United States should grant Taiwan full diplomatic recognition. Before this goal can be achieved, the two sides need a deeper and broader strategic dialogue. Discussing which weapon systems to sell, and how to coordinate the division of labor and cooperation is crucial as "it will be too late to discuss when China actually launches an attack."

Bolton believes that in order to deter China, the United States needs to send more warships through the Taiwan Strait to ensure the right of free navigation and deal with the global economic impact of China's blockade of Taiwan.

Bolton: Strengthening democratic relationships is important

Bolton also emphasized the importance of expanding regional security cooperation. After he recently proposed that the United States should redeploy tactical nuclear weapons in South Korea, he said again that perhaps South Korea should also join the Quadruple Dialogue (QUAD) formed by the United States, Japan, India and Australia. To change, and now see international threats on the scale of the Cold War, strengthening democratic partnerships is critical.

He said that some people advocate the use of negotiations to resolve differences, but authoritarian countries such as China and Russia just cannot negotiate well. "As long as you take the gun away, they will immediately tear up the promise."

The theme of the conference was "Strengthening Democratic Resilience and Defending Indigenous Power." President Tsai Ing-wen and Vice President Lai Ching-te both delivered written congratulatory messages.

Wu Shumin, general convener of the Taiwan National Alliance, presided over the opening ceremony, saying that Taiwan's international status is becoming more and more important, but the split of domestic identity is the biggest problem. [Central News Agency] Bolton, the former White House national security adviser of the United States, responded to his views on the 1992 Consensus with "interesting historical documents"; Citing the mention of "one China" in the 1972 Shanghai Communiqué as an example, he said that Taiwanese can still change their minds in 2023 just because some Chinese in Taiwan held this view in 1972.

He pointed out that if no one in Taiwan considers themselves Chinese, should the Shanghai Communiqué be changed? "When the people of Taiwan change their minds, they should have the opportunity to change their foreign relations and old commitments. This is the basis of diplomacy." .

The World Taiwanese Congress and the Taiwan National Alliance held the "Taiwan National Affairs Conference at Home and Abroad" today, and invited John Bolton in the morning, Luo Zhizheng, executive director of the Policy Council of the Democratic Progressive Party, and Coen Blaauw, executive director of the Taiwanese Public Affairs Association (FAPA)  held a dialogue on the theme of "The Decisive Battle Between Totalitarianism and Democracy".

Former President Ma Ying-jeou said in a chat at the Delphi Economic Forum in Greece yesterday that the 1992 Consensus was based on the 1991 revision of the "Constitution of the Republic of China", which divided the national territory into two regions, namely Taiwan Region and Mainland Region, the DPP has so far refused to accept the 1992 Consensus, which will complicate the cross-strait peace situation.

Bolton: As time and space change, the situation may change

When Bolton was asked about his views on the 1992 Consensus during question time today, he said that, like all interesting historical documents, they were created under certain circumstances, but as time and space change, the situation may change; Taiwanese polls over the years show that Taiwan’s identity has changed a lot in the past 30 years. Currently, less than 3% of Taiwan’s people identify themselves as Chinese, and more than 60% of them identify themselves as Taiwanese.

Bolton: When the people of Taiwan change their minds, they should have the opportunity to change their foreign relations and old commitments

Bolton pointed out that in the 1972 Shanghai Communiqué, the United States "acknowledged" that Chinese people on both sides of the strait insisted on one China and that Taiwan was part of China. Should it also be changed? He believes that just because some Chinese people in Taiwan thought in 1972 does not mean that the people of Taiwan cannot change their minds in 2023. "When the people of Taiwan change their minds, they should have the opportunity to change their foreign relations and old commitments. This is the basis of diplomacy."

In his speech, Luo Zhizheng raised a number of Taiwan’s concerns to Bolton, including how to deal with China’s cognitive war against Taiwan, and whether Taiwan should draw a red line in the face of China’s continuous “sausage-cutting” and “grey zone” threats to Taiwan. To strike back when crossing the red line, to what extent should Taiwan regard China's provocation as an "act of war" and fight back.

News (12)

Bolton: If foreign countries try to infiltrate a democratic society or influence elections, it is beyond the scope of freedom of speech

Regarding China’s cognitive warfare, Bolton said that if foreign countries try to infiltrate a democratic society or influence elections, it is beyond the scope of freedom of speech. The US Congress is also discussing banning the Chinese audio-visual platform Tiktok; he believes that another way to combat cognitive warfare is democracy. The country should tell "our story" well and vigorously publicize China's persecution of human rights in Hong Kong and Xinjiang. This will do more harm to China than many weapons.

News (13)

Taiwan should join relevant international organizations to deal with China's gray zone operations

As for dealing with China's gray zone operations, Bolton said that the United States has demonstrated very badly recently, such as shooting down suspicious weather balloons that nal organizations for cooperation.

News (14)

All parties should respond if CCP China invades Taiwan

Talking about China’s continuous provocation against Taiwan, Bolton believes that China’s purpose is to change the status quo. Therefore, every time China makes an attack, all parties should respond. During the recent meeting of foreign ministers of the Group of Seven (G7) , the statement mentioning peace across the Taiwan Strait is an important step, but it is still only a brick in the wall, and more efforts are needed to counter the threat from China.

News (15)

Bolton: Weakness is provocation

Luo Zhizheng worriedly pointed out that the only situation that may change the regional balance is that Taiwan falls into the hands of the CCP. Bolton mentioned that "strength is not provocation, but weakness is provocation." Chinese leaders think that the United States will not intervene in a war in the Taiwan Strait.

Therefore, he now encourages many interns, “One day you will will become the ambassador of Taiwan."

Ma Ying-jeou criticized Tsai Ing-wen at the Greek Forum

Former President Ma Ying-jeou criticized Tsai Ing-wen when attending the Delphi Economic Forum in Greece in the afternoon of 28 April 2023. The relationship regulations also violated the commitment to abide by the constitution that she made when she was sworn in in 2016. So far, no corrections and apologies have been made. In this regard, the MAC pointed out that it is deeply regrettable that Ma Ying-jeou once again lost his composure abroad.

The MAC stated that Ma Ying-jeou made his personal interpretation of the Republic of China (Taiwan)'s constitution in a symposium in Greece, and used it as an excuse to criticize the current president of Taiwan in front of foreigners. This act of gaffe again is deeply regrettable and pity.

The MAC emphasized that in recent years, the CCP authorities have deliberately continued to pressure Taiwan with various means such as verbal attacks and threats, in an attempt to force Taiwan to accept their "one China principle", and repeatedly claimed that Taiwan must accept the rule of the CCP. In order to defend the system of national sovereignty and democracy and freedom, blatantly rejecting the CCP’s political blackmail is the basic reason for the cessation of official interactions between the two sides of the Taiwan Strait.

The MAC pointed out that Ma Ying-jeou not only explained the origin of the dispute between the two sides of the strait, which was completely contrary to the facts, but also took advantage of the fact that the audience could not understand the dispute between the two sides of the strait, followed the rhetoric of the CCP, and took the opportunity to criticize the president of our country. something unacceptable.

The MAC stated that Ma Ying-jeou should not deliberately forget that when he met with CCP General Secretary Xi Jinping in Singapore in November 2015, he accepted the CCP’s pressure and agreed that he could not raise his claim to Xi Jinping in public that “one China, each expression" statement. Now, what is your position to mention again that Ma and Xi will have any contribution and value to cross-strait relations?

The MAC calls on the people of the country to unite the government and the opposition to jointly defend the dignity and development of the country in the face of the CCP’s continuous pressure on the Republic of China (Taiwan) and its attempt to force Taiwan to surrender. The MAC is also willing to appeal to Ma Ying-jeou once again, not to make repeated actions that the people of the country cannot tolerate.

Ma Ying-jeou: China not preparing to intervene militarily in Taiwan's 2024 election

Former President Ma Ying-jeou participated in the Delphi Economic Forum in Greece in the afternoon of 28 April 2023. Li Cheng, director of the Thornton China Center, had a talk with him, and then opened the audience to ask questions.

When the audience asked Ma Ying-jeou whether they should worry about CCP China’s direct or indirect interference in Taiwan’s 2024 election through military means, Ma said, “Of course.” CCP has always believed that military means can be used, but he believes that the other side is not prepared to do so at this moment, not only because of humanitarian considerations, but also because any military intervention will greatly damage cross-strait relations.

Ma Ying-jeou pointed out that it took 30 years to establish cross-strait relations. If CCP intervenes militarily, it will bring great costs to both sides. Therefore, he does not believe that now is the time for the CCP to occupy Taiwan. He welcomes everyone to care about Taiwan but do not worry too much.

Li Cheng asked,"What role should Washington play in US-China-Taiwan relations? Ma Ying-jeou answered, "I think the best way for Washington is to encourage Taiwan to start peaceful negotiations with mainland China to avoid war in the Taiwan Strait."

As for Ma Ying-jeou’s title, which was changed again and again on the organizer’s official website, the latest version is “Former President of the Chinese Taipei Kuomintang.” Ma Ying-jeou’s office said it would no longer respond. "Former President" was changed to "Former Leader of Taipei City". He would like to thank Greek President Katerina Sakellaropoulou for apologizing on behalf of the organizer for the mistakes.

Ma Ying-jeou, highly impressed with China's high-speed rail, says Taiwan and China are dependent on each other and both sides should not confront each other

When answering Li Cheng's question about his previous visit to China, Ma Ying-jeou especially helped to promote China's high-speed rail. He pointed out that he was deeply impressed by China's 40,000-kilometer high-speed rail network, which runs at an extremely fast speed of 350 kilometers per hour. It is quiet and stable, with the longest total length in the world. China's high-speed rail seems to be as good as Germany and Japan's high-speed rail, and some people think that China's high-speed rail is even better.

Regarding Li Cheng's mention of the Western rumour that "Today's Ukraine is tomorrow's Taiwan," Ma Ying-jeou said that according to the "1992 Consensus" reached by the two sides of the Taiwan Strait in 1992, both sides of the Taiwan Strait adhere to the "one China" principle in their respective constitutions, and each can verbally express their own meaning of "one China", to effectively operate in China and Taiwan, and the constitution of the Republic of China (Taiwan) can be called the "one China, two regions" constitution, the "1992 Consensus" and the constitution of the Republic of China is closely related, but President Tsai Ing-wen said twice in the past three years that the People's Republic of China and the Republic of China are not affiliated to each other, which obviously violates Article 11 of the Constitution and Article 2 of the Regulations on Relations Between People across the Taiwan Strait. She violated the commitment to abide by the constitution that she made when he was sworn in in 2016, and has not made corrections and apologies so far.

Ma Ying-jeou emphasized that Russia and Ukraine are two independent countries, and there is no such mechanism between them, and Taiwan and China are not. Therefore, the two cases are essentially different and cannot be easily compared.

Li Cheng also asked whether the two sides of the strait can maintain the status quo, and how to avoid war in the process of resolving the Taiwan issue. Ma Ying-jeou replied that the status quo can be maintained. In 2015, the "Ma-Xi Conference" both sides agreed to resolve disputes peacefully and meet again in the future. However, after he stepped down in 2016 and Tsai Ing-wen took over as president, almost all cross-strait policies have changed. To make things worse, it is not impossible to achieve peace in the Taiwan Strait, but it is certainly difficult, and Taiwan's attitude towards the "1992 Consensus" is the key.

Ma Ying-jeou to invite Chinese college students and professors to visit Taiwan during summer

Regarding how to establish normal communication channels between the two sides of the Taiwan Strait to avoid confrontation, Ma Ying-jeou said that China should stop sending military planes to operate in the airspace around Taiwan. He has already made a plan to invite Chinese college students and professors to visit Taiwan this summer.  He hopes the DPP government will allow, not obstruct their entries.

Speaking of the similarities and differences between the DPP and the KMT, Ma Ying-jeou said that as a political party that supports Taiwan independence, the DPP adopts a confrontational strategy against China, which strongly opposes Taiwan independence, while the KMT adopts a policy of contact. This is the main difference between the two parties. The DPP's 2024 presidential candidate, Lai Ching-te, has long claimed to be a "pragmatic Taiwan independence worker." However, Taiwan independence itself is not a pragmatic policy, nor does it have the support of most Taiwanese and the United States, and China strongly opposes it.

Li Cheng asked, "What suggestions do you have for the DPP presidential candidate?"

Ma Ying-jeou said, "This is a secret," because the Kuomintang people have not yet confirmed it, so he kept silent for now.
