The U.S. pushes to introduce Defund China's Allies Act, banning financial aid to Honduras and other 21 countries

Faced with the CCP’s long-term suppression of Taiwan and poaching 9 countries with diplomatic relations in the past 7 years, U.S. Representative Ogles proposed a bill calling for a ban on providing financial aid to these countries that have abandoned Taiwan and defected to the CCP. U.S. Republican Congressman Andy Ogles and five members of the same party jointly proposed the "Defund China's Allies Act", which prohibits the United States from providing diplomatic aid to countries that have severed diplomatic relations with Taiwan and turned to the CCP. Honduras is listed first in the sanctions list while 20 other countries including Nicaragua and Dominican Republic are included in the sanctions.

The leaked documents from the Pentagon of the United States revealed more inside stories about the CCP’s spy balloons. The top leaders of the CCP are suspected of being at odds. Insiders accused the CCP’s Ministry of Foreign Affairs of handling the spy balloon’s intrusion into the U.S. airspace, triggering the Sino-U.S. crisis.

The Washington Post reported on 14 April 2023 that leaked documents from the Pentagon revealed that some government departments in the CCP were caught off guard by the shooting down of a CCP spy balloon that invaded U.S. airspace in February, leading to disagreements among high-level officials.

The document evaluates that this incident may only be known to a small number of people within the CCP military, and the military lacks "high-level strong" supervision sensation of the spy balloon program.

The dozens of classified documents leaked by the Pentagon were posted on the social platform Discord by Jack Teixeira, a member of the Massachusetts Air National Guard. He was arrested on 13 April and charged on 15 April 2023 with "unauthorized retention and transmission of national defense information, and unauthorized deletion and retention of classified documents."

The documents, produced by the U.S. National Geospatial-Intelligence Agency (NGA), are dated 15 February 2023, showing they were produced 10 days after the U.S. military shot down the Chinese spy balloon.

The document shows that the US intelligence agency referred to the downed CCP spy balloon as "Killeen-23" (Killeen-23). Detailed photos of the balloon are attached to the document, presumably taken by the US U-2 reconnaissance plane.

The balloon has the logo of Eagles Men Aviation Science and Technology Group Co., Ltd. and the words "Static Stratospheric Constellation System" in Chinese. After the United States shot down the Chinese spy balloon, it sanctioned 6 Chinese companies, and the company is also on the sanctions list.

In addition to the downed balloon, U.S. officials are aware of at least four other Chinese spy balloons, leaked documents show. One of the balloons flew over a U.S. aircraft carrier strike group on a mission in the Pacific Ocean, while the other crashed in the South China Sea.

The document made a detailed assessment of "Killeen-23" and the other two balloons "Bulger 21" and "Acado 21". The "Bulger 21" balloon has a sophisticated monitoring device and will fly around the earth from December 2021 to May 2022; the "Arcador 21" also has a similar device and a gimbal sensor lined with a metal film.

The document states that the solar panels carried by Killeen-23 can generate up to 10,000 watts of electricity to power a synthetic aperture radar that takes images at night and through clouds.

This kind of radar is different from traditional optical sensors. It uses microwave pulses sent to the earth to generate images. It can return images at night and can pass through clouds, smog, topsoil, ice and snow, and can even penetrate thin materials such as tarpaulins to show the object below.

There is also a 1.2-meter disc-shaped device on "Killeen-23", several unknown sensors and an item that may be an antenna stand. Since no image of the bottom of the balloon payload was collected, it was impossible to analyze whether there was an optical sensor.

The Washington Post reported that the downed Killeen-23 carried "a large number of sensors and antennas" around the world, but the U.S. government has yet to confirm this more than a week after shooting down the balloon.

At the end of January this year, a CCP spy balloon invaded the U.S. airspace, causing an uproar, and U.S. Secretary of State Blinken canceled his plan to visit China. The U.S. military dispatched warplanes on 4 February 2023 to shoot down the spy balloon over the waters of South Carolina, and salvaged the balloon wreckage for investigation and research.

China accuses the US of shooting down the balloon as an exaggeration, and has repeatedly denied that the balloon has the function of gathering intelligence. But the U.S. countered, pointing out that the balloon was controlled by the CCP military, and the balloon incident further deteriorated Sino-U.S. relations.

The Financial Times reported on 15 April 2023 that Beijing has told Washington that it is not planning to reschedule Blinken's visit to China, and that it is unclear how the Biden administration will handle the FBI's investigation into the Chinese spy balloon, according to four people familiar with the negotiations.

On 11 April 2023, Blinken held a joint press conference with U.S. Secretary of Defense Austin, as well as visiting Philippine Foreign Minister Manalo and Defense Secretary Galvez. Blinken said that the United States does not seek to contain the CCP and will continue to look for ways to strengthen bilateral communication channels. He hopes to continue to visit mainland China when conditions are ripe.

In February of this year, Blinken's planned visit to China was canceled because of the CCP spy balloon incident.

In late January, a giant Chinese spy balloon entered U.S. airspace in Alaska, then passed through Canada and down into the U.S. state of Montana, where it hovered for several days, where Malmstrom Air Force Base is located. The U.S. believes the Chinese spy balloon was trying to spy on sensitive U.S. military locations.

On 4 February, the U.S. military shot down the CCP spy balloon on the east coast. The balloon incident exacerbated the deterioration of U.S.-China relations. Blinken canceled plans to visit China, saying the timing was inappropriate.

China has repeatedly claimed that the balloon was for civilian use and strayed into U.S. airspace due to force majeure, saying the U.S. overreacted by shooting it down.

The U.S. side pointed out that the downed Chinese spy balloon has the ability to collect electronic signals and can collect intelligence from several sensitive U.S. military locations.

On 3 April 2023, the National Broadcasting Corporation (NBC) quoted two current senior U.S. officials and a former senior government official as saying that the CCP can control spy balloons to fly over certain areas repeatedly, sometimes in a figure-eight shape. Pass through and transmit the collected intelligence back to Beijing in real time.

"Intelligence gathered by China is primarily based on electronic signals rather than imagery, which can be obtained from weapons systems or communications by base personnel," the officials said, if it weren't for the U.S. government's efforts to prevent Chinese spy balloons from sending the collected intelligence back , the CCP may collect more sensitive information on US military bases.

After the U.S. military finished salvaging the wreckage of the Chinese spy balloon, the FBI conducted an investigation, but the investigation report has not yet been released.

Recently, multiple confidential documents from the Pentagon of the United States have been leaked, revealing more inside information about the CCP’s spy balloons.

The "Washington Post" reported on April 15 that leaked National Geospatial-Intelligence Agency documents pointed out that, in addition to the balloon shot down in February, the United States has detected and named several Chinese spy balloons in previous years.

Authorities assess that these balloons are equipped with sophisticated surveillance equipment such as radars and sensors that can monitor and reconnaissance at night and through clouds.

Another confidential document shows that some people in the CCP government were caught off guard by the incident of the CCP spy balloon flying over the United States at the end of January.
