Wang He, an expert on China issues, said that the CCP’s party power and political power are out of balance. Now Xi Jinping rules with the party, and the party’s power suppresses the political power. A lot of Li Qiang's power was taken away by Cai Qi.

Zhong Yuan, an expert on China issues, recently wrote an article saying that after Li Qiang took office, he quickly handed over the decision-making power of the State Council, and foreign visits could only be made by chartered flights. After Li Keqiang left office, the website of the State Council of the Communist Party of China was overhauled, and the original special column for the Prime Minister’s activities was disappeared. The State Council website also does not have a column for State Council leaders. The names of Li Qiang, Vice Premier and State Councilor can only be seen by clicking on the organizational structure of the State Council, and there is no photo of Li Qiang. Cai Qi was also accused of being involved in the internal strife at the top level of the Ministry of Foreign Affairs. Four Chinese executives of Cambodia Airways jailed for allegedly blackmailing boss

According to The Khmer Times, four senior executives including the former CEO of Cambodia Airways were sentenced to three to three and a half years in prison by a Phnom Penh court for allegedly extorting $25,000 from their employer.

On 4 October 2023, the Phnom Penh Court sentenced former Cambodia Airways CEO He (51 years old, transliteration, the same below) to three years and six months in prison, former financial and administrative director Su Mou (32 years old), and former human resources director Nie (female, 39 years old) and former administrative supervisor Tian (female, 34 years old) were sentenced to three years in prison.

The court stated that Cambodia Airways Chairman Jiang (53 years old) accused four senior managers of the company of misappropriating hundreds of thousands of dollars in company funds and fired the four people on 5 May 2023. "The four people were angry about being fired, took away important company documents and data, and deleted the files from the company system," prosecutors said. Afterwards, they called the company chairman Jiang to extort US$25,000.

Jiang then complained to the police of the Criminal Department of the Ministry of Interior, and on 9 May 2023, the above four people were arrested.

The defendant's lawyer stated that he did not accept the court's decision, saying that this was a work conflict and personal dispute between Jiang and his former employee, and the defendant would appeal to the Phnom Penh Court of Appeal.
