Earlier, the cargo logistics supply chain news website The Loadstar reported that Xi’an Xianyang International Airport is China’s ninth largest cargo airport. Affected by the epidemic, it is now facing problems caused by a large number of flight cancellations.

This edited article entitled "Ten Days in Chang'an-My Ten Days in the Locked Down City" mainly describes the author's experience in the ten days from the eve of the lockdown of Xi'an on 22 December 2021 to 3 January 2022. After the article was published, it was quickly and widely reposted.

My Ten Days in the Locked Down City

The girl who tested the nucleic acid slapped her plastic gloves with disinfectant every time she finished one. I smelled the cold scent, and imagined her hands were frozen to purple.

This is 31 December 2021. At the last dusk of the old year, twilight is about to fall. Looking out from the balcony, the street was empty. There is no longer a busy evening in this city, and the deathly silence feels absurd and scary.

1. The day the city was locked down
On the afternoon of December 22, when the Xi'an city closure order was announced, I was stuffed to compile a manuscript at my home in the southern suburbs, vaguely feeling that the epidemic had become serious. Some restaurants on the doorstep were sealed a few days ago, and the convenience store on the doorway stopped picking up couriers the day before, and life became inconvenient. After 3 o'clock, my friend liked to leave a message on WeChat and said that we should buy some vegetables and reserve some food, and the supermarket will be closed soon. I believe her. She is an experienced charity person and has many remote disaster relief experiences. So immediately went out.

When I went to the supermarket, I found that the situation was not right. Although the press conference of the day has not yet been held, and the evening panic has not yet begun, people's shopping carts are full. I decided to buy more. The shared bicycle was not going back, so I finally used the car to go back.

Sure enough, at the press conference after 5 o'clock, the "city closure order" was issued. Although the government said that "the supply of materials is sufficient," people have begun to buy them. On the road, I saw a large crowd of people gathered at the entrance of Shajing Village in the High-tech Zone. Outside the village, there are two to three hundred meters along the road, all of which are separated by green boards.

I walked from the flyover to the other side of the road and wanted to see the details. Only then did I find that there was a shop that was open, which was also separated by the baffle, and it was still brightly lit for the time being. I stood on the steps of the overpass and greeted the boss. He told me that the village was urgently closed in the afternoon and the store would have to be closed after a while.

Hundreds of people gathered at the entrance of the village, all of them wearing masks, shoulder to shoulder without other protection. On the side of the road, there was a police car with its lights flashing and there was no one in it.

A young woman, who bought a bunch of things, placed plastic bags on the ground, was squatting and videoing her family. A middle-aged man, leaning on his bicycle, looked sadly at the crowd. He told me that he was fine when he went out to work in the morning, and when he came back from get off work at 8 in the evening, he found that the village was closed and he could not enter. He told me that the monthly rent is 500 yuan.

I know that kind of house. I just graduated 20 years ago, and I lived in a village in the city, about ten square meters, without a bathroom, cooking in the corridor, the lighting was not good, and it was dark.

The two cleaners, carrying plastic bags in their hands, probably bought some daily necessities, standing in the crowd, the yellow cleaning suits were very conspicuous. I asked them, saying that when they went out to work at 4 or 5 in the afternoon, they could still come out, and they could not get in after they came back from work at night.

Many years ago, I reported as a cleaner and knew that they could only rent houses in the villages in the city, because they had carts, brooms and other tools, even if they could afford to rent a building, they couldn’t live in them. Huangyan Village near the newspaper office was a gathering place for cleaners. Later, the whole place was demolished and buildings were built, and they lost a place to stay.

I accompany them on the side of the road, feeling their helplessness. The older one is very timid, for fear of saying something wrong. The young one, but always smiling, nodded to me from time to time. Behind the mask is a dark face, and I can feel the warmth of his smile.

Suddenly, there was a commotion in the crowd at the interface of the isolation board, and it seemed that a seam opened. I heard people say that the leaders of the village are now in a meeting and are still waiting for an explanation. The two cleaners also rushed over, and after a while they dispersed in disappointment. Look at the phone, it's almost 10 o'clock in the evening. People gathered here, waiting in the cold wind for at least two hours.

A few days later, I saw the Internet saying that a young man living in a village in the city was so hungry that he couldn't eat because of the lockdown. I just think of this night of lockdown. I went to a few more places, and then went home. At this time, the street was empty. On Jixiang Road, the glamorous red lanterns hung the plane trees by the side of the road. At that time, we had not expected that this "closure of the city" would be so hastily and develop in an unexpected direction. 2. The remaining market
At least at the beginning of the lockdown, everything seemed reasonable. Many supermarkets and fruit and vegetable shops in front of the community are still operating under the covers. Although the movement of people has stopped, the basic supply of living is still functioning, but much slower.

Nucleic acid is done every two days in the yard of my community. Although the gate cannot be freely entered and exited, the property can leave the house by issuing a "pass-out permit", which is a small note. It is said that the quarantine policy is that "one person in each household can go out to buy groceries for two days."

I don't need to go out to buy groceries. First, there are reserves. The convenience store next to the Erlai community is still open. The diligent proprietress writes down everyone's needs across the fence, whether it is vegetable rice noodle oil or daily necessities, prepare the goods, and then deliver them. On December 25th, it snowed, and a vegetable cart was parked outside the complex. The vegetables were fresh and there were fresh meat. The neighbors consciously lined up to buy them. In the enviable eyes of people, a lady took away a large bouquet of flowers she ordered.

No one could have predicted that after only two days, all people in Xi'an started looking for food online, making it difficult for the whole people to buy food. In this age of material surplus and everyone has to lose weight, eating will suddenly become a difficult task.

On 26 December, the fourth day after the city was closed. I saw news on the Internet, saying that Teacher Tiantian from Xiangxi, whom everyone has been paying attention to recently, has gone home. While being happy for Teacher Tiantian, ​​I thought of a young lawyer friend, his wife, who was also shouting on the Internet at this time, hoping that her husband would go home. But her voice is too weak.

Feel depressed. I decided to go out in the name of grocery shopping.

I took the "Road" and went out, swept a shared bicycle on the snow-covered street, and enjoyed this rare freedom. On the main road, the bus is still running, but no one is sitting. On a deck chair on a certain platform, a wanderer lay. On the street, from time to time, takeaway brothers and couriers pass by.

There are many police cars on the road. After 10 minutes, I saw about four or five police cars.

The entrance of Ganjiazhai Village, where I often go to buy vegetables on weekdays, is covered with a baffle. Several pieces of paper were posted on the board, with the words "seasoning", "chili", "Yulin tofu", and "soil pork" written crookedly, and they all left the phone. There are two men, separated by the baffle, one hand to deliver the goods, the other hand to scan the QR code to pay the bill.

This is a huge resettlement area for villages in the city and a famous market around it. Every evening, the village is brightly lit and dusty. Several service stations of courier companies are located here. Compared with the surrounding communities, this place is self-contained. Although the city is closed, many small restaurants in the village are still open. At this time, a walk of takeaways stood outside the fence of the community. After a while, a small owner of the restaurant hurried over and passed the meal to be delivered to them through the fence.

The younger brother's surname is Liu, 29 years old this year. My hometown is in Baoji. He said that on the 22nd, when he heard that the city was going to be closed, he wanted to go back to his hometown as soon as possible. As a result, when he asked about it, he would have to be quarantined when returning home. The quarantine fee had to be paid by himself, which was RMB 210 a day. It was too expensive, so he decided to stay. But he rented in Shajing Village, the village has been closed, and he can't go back.

No way, he stayed in a hotel because he could come and go freely and continue to run orders. The cheapest hotel on the street is RMB 150 a day, which he shares with others. These days, fewer restaurants open, fewer orders, but fewer takeaways, so he can still run three to four hundred yuan a day, which is even more than his previous average daily income.

A few days later, when I saw the news, a man from Chunhua County, Xianyang, who was home from the city, took a shared bicycle to return home from Xi’an after the city was closed. By 6 am, nearly 90 km away, he was "caught" by the epidemic prevention staff when he was approaching his hometown and was fined 200 yuan. There was also a young guy who walked from Xianyang Airport to Qinling in order to go home. He walked in the mountains for eight days and nights until he reached Guanghuo Street near the watershed, where he was found.

I thought of Xiao Liu again. I don't know if he will be able to come out after "control upgrade"? Even if it can come out, is there another order to run? How can he bear the RMB 150 accommodation fee a day? Regret for not leaving his phone call that day.

3. Management and control upgrade
On 27 December, I suddenly heard that Xi'an was "upgrading control". The community security said that the original implementation of "going out to buy food once in two days" has been invalidated. Starting today, no one can enter or leave the community.

On the 28th, the entire network was calling for "difficulties in buying vegetables." At the gate of my community, the gate is locked, and the property owners no longer let everyone stay at the gate and register to buy things inside the fence. I scanned the code and added the convenience store group at the door, only to realize that this may be the only life supply channel I can rely on next.

After thinking about it later, the reason is actually very simple. If everyone can't go out, no matter how rich the materials and publicity are, it has nothing to do with ordinary people.

The group of convenience stores is in chaos, with more than 400 people. People are looking for food and grabbing food. The proprietress stipulates that "Solitaire" can only be limited to one hour in the morning, but everyone who has just come in must grab the solitaire first, and naturally be reprimanded by the proprietress.

Scrolling through the information in the group, I saw a young man in the community asking for help: "Who can sell me a pair of tableware? I can't buy it everywhere." I left a message and asked him to pick it up downstairs in 10 minutes. Then he packed up a set of tableware such as bowls, plates, chopsticks, etc., and sent them down.

Across the green belt, I asked the young man about his situation. The guy said that his home is nearby, the company is here, and he can't go back after it is sealed, but the office has never been fired, so there is nothing. He finally got a saucepan, but he had no utensils and no place to buy... As a thank you, he brought me some snacks, including a bag of chicken sausages, a small pack of snickers, and a box of deluxe. Milk.

The next day, the situation was even worse. I saw two young people in the group saying that they had eaten instant noodles for a week and their mouths were rotten. One said that all her inventory now contains only two packs of instant noodles. The other said that he had "ran out of ammunition and food."

I left a message to the two young people, saying that at noon the next day, I would give them a boxed meal. One declined, the other agreed. Before going to bed, I took out a piece of beef from the refrigerator, thinking about making tomato stew sirloin for this girl the next day. Unexpectedly, she left a message the next day, saying that she had something to eat, so she didn't need to make it for her. Inviting again and again, she still said forget it. Guessing that she was because of her self-esteem or she was still on guard, so she didn't force it anymore, just told her that she could contact me if she had something to do.

I also started counting my inventory to live my life. I saw that my neighbor said to make oily noodles every day to save food. So I sent four shiitake mushrooms, two tomatoes, and one zucchini. Plus a barrel of beer I bought before closing the city, hung in front of her house. She was very happy and gave me some sweet and crisp apples back. I couldn't ask for it.

At this time, when I saw many communities on the Internet, neighbors began to "bargain for things", using instant noodles for cigarettes, garlic for potatoes, etc., I was dumbfounded, but I believe this is of course true.

Suddenly entering a state of material scarcity, people also start to care about food. I always want to go to the kitchen and check the stock in the refrigerator. The city has been closed for nearly a week, and the food purchased in advance has been reduced by more than half. Thinking of replenishing some more, but in the group of convenience stores, there is no way to catch the dragon. Many people say that they are already hungry. I decided not to join in the fun and make another living.

4. People's self-help
From 28 to 31 December 2021, for at least these four days, most people in Xi'an can only rely on self-help on how to buy vegetables and daily necessities, that is, how to eat food.

Some friends from other places are curious, and ask if they can be delivered by express. In fact, around December 21, express delivery in Xi'an stopped and people could not shop online from other places. After the closure of the city, some online shopping platforms circulated in the WeChat group, saying that food can be delivered during the epidemic. But when I placed the order, I realized that as long as I live in Xi'an, it cannot be delivered. The usual "Hema" is always "the courier is full". Finally, I found a "Everyone Happy Home" and placed an order to buy some vegetables, but two days after paying the bill, there was no movement, so I refunded it.

In the live broadcast of the government press conference on 29 December, the comment area was captured by "difficulties in buying food," and the comments were simply closed.

I discussed with a few friends in a volunteer group. All of them have participated in various disaster relief and have rich experience. They all agreed that it was too difficult to do something in Xi'an this time. At the beginning of the lockdown, they organized thousands of online and offline volunteers, but they were unable to make a difference. The government closed all communities across the board, and the pass was very difficult to obtain. Volunteers could not leave their residences to serve on the front line. This is also a situation they have not encountered for many years.

Actually it's easy to think By the way, the residents of our communities are still lucky. Generally, there will be some surplus food at home, so that they will not go hungry right away. The most tragic are those in old communities, urban villages, and construction sites. It is hard to imagine that those young people who work in the company on weekdays have become one of the most difficult people to eat after the city is closed. They don't usually cook, don't have cooking utensils, and some live in the office. At this time, the restaurant outside closed, the takeaway stopped, and even the door could not go out. Instant noodles became a rarity.

At night of 30 December, the temperature was below zero. In a small group, friends left a message, and just returned from the street after serving food to the homeless. This friend is enthusiastic about charity and public welfare, cooperating with others, for more than ten years, insisting on providing food for the extremely poor on the streets of Xi'an. In the past few days, he prepared food for the homeless in a factory in the southern suburbs, and then sent it to the city. He delivered 185 hot meals overnight. Because he has a pass, there is nothing to hinder him.

Before closing the city, I participated in a friend's activity and gave a cotton coat to the homeless. Knowing that they usually stay overnight in banks, ATMs and other places in the city. Now that the city is closed, they have been driven away on the one hand, and because there is no one on the street, no matter whether they beg or pick up the tatters, they have no conditions. For them, this is destined to be an extremely difficult winter.

On New Year's Day, I had a chat with Sister Zhang, who was finally a little free. She has been a public welfare organization for more than ten years. She used to serve the disabled and has been working in the community for the past three to four years. In this epidemic, she has been cooperating with the community, linking resources, and participating in many rescue activities.

Sister Zhang told me that in the extreme situation of the city closure, neighborhood self-help is very important. Speaking of the current difficulty of eating vegetables everywhere, she likened it to be like enclosing everyone, and then "feeding" by government staff. Just imagine how it is possible in tens of millions of cities? 5. Our recommendations

Earlier, a lot of news had been exposed on the Internet. The government’s free food was distributed to some communities, but netizens tracked down that some communities that claimed to be ample security were related to the government. At the same time, friends living in Qujiang began to receive "love dishes", and many people began to show "positive energy". But in my judgment, even if the government sends warmth, it won't be in our hands for a while. The reason is very simple. The market is closed and the daily logistics and distribution of the city are stopped. In a large city with 13 million people, it is possible to rely on grassroots staff and volunteers to deliver food to the door in a short period of time?

When I got the food, I asked the boss. The boss said that the dishes were imported from Ningxia and adjusted 5000 pieces. Because I couldn't get the pass a few days ago, I couldn't send it. As long as the demand of the community is more than 5 pieces, they are willing to deliver. "The market is always smarter than the government." This is an old saying. The fact is already obvious that the "difficulty in selling vegetables" that has lasted for many days is essentially a man-made disaster. In Xi'an, there is no shortage of materials, but materials are difficult to deliver to those who need them most. I saw a lot of self-media articles, one of which was written by Ye Ye Ye, in the words: “We have such a powerful logistics system as Tmall and JD. Why don’t the government use it? I have to think it’s smart to deliver food to my door? "

Looking at Moments and WeChat groups every day, I am bombarded by various information in my heart. With the upgrading of control, bad news comes every day: high-risk pregnant women cannot go to the hospital to prepare for delivery, patients who are in urgent need of medication after kidney transplantation have nowhere to buy medicine, migrant workers cannot eat on closed construction sites, and graduate students are stranded in the streets and starve. ...... Various secondary disasters caused by epidemic prevention and control occur frequently, and if they continue, there is no possibility of humanitarian disasters.

On 31 December, I chatted with my friends early in the morning to discuss what to do, and formed some suggestions with friends such as Suixi. I decided to send out these suggestions first as a citizen. This "urgent suggestion from a citizen of Xi'an on solving the problem of eating vegetables" mentioned: the market order must be gradually restored. First, restore the terminal logistics system so that vegetable vendors, fruit and vegetable stores, supermarkets, etc. can enter the community for supply, including letting various life-saving drugs enter the hands of residents. And encourage social forces to enter the rescue system, encourage people to save themselves, etc...

In the end, it was decided not to sign, in order not to be "labeled", so that only the voice of the citizens could be expressed. But God knows, is there no fear in my heart? My friend Min Tao wrote a few diaries two days ago, calling for a solution to the "difficulties in selling vegetables". The article was published two days ago, but I couldn't find it. A platform I am familiar with has begun to delete all the "negatives" of the Xi'an epidemic...

6. "Xi'an can only win"
The first day of 2022 has arrived. Early in the morning, the curtains are opened, the morning light is faint, and the streets are still silent as a wasteland.

I picked up my phone. I wanted to write a little about New Year’s mood. I clicked on a video. But I saw a young man who came back from buying steamed buns in Nanyaotou community not far from me. He was surrounded by epidemic prevention personnel at the gate of the community. Beaten.

On the screen, white-flowered buns spilled all over the floor, and I seemed to hear my heartbroken voice. The beater, facing his own kind-how can a person who bought a little food in this cold wind be able to deal with it? Is even the tiniest power that makes people mutate? Is violence the least costly solution in the eyes of the powerful? I silently turned off my phone. At this moment, I just hope that I can close my eyes and listen and spend this New Year's day peacefully.

The surface silence of the city cannot conceal its turmoil. From an individual perspective, since December 27, disasters have occurred almost every day. At first, it was all kinds of food that could not be eaten, but later it was more about calling for help for medical treatment. The newspaper I’ve worked with in the past set up a “Reporter’s Gang” column, hoping to “help one count one” and reporters will help citizens buy medicines and deliver medicines to solve some hurdles that cannot be passed. Every day, thousands of help messages are received.

The new year is here, and in the community where I live, seals are posted on the doors of every household. Because there are people with two confirmed cases in the other building. I heard that according to the latest social "clearance" policy, if there are more cases, all the residents in our community will be taken away for centralized isolation.

In the community unit group, I can almost feel everyone trembling. In the middle of the night on December 31, the Mijiaqiao community, which was taken away by everyone, was near my home. The people in the 8-mile community of Mingdemen who were taken to Baqiao Public Rental Housing for centralized isolation are already asking for help. At least we are still in our warm home. At this time, the property reminder is no longer needed. In the unit group, everyone is cheering up: stop all shopping first, go downstairs, and ensure safety, otherwise, people in the entire community will be taken away and quarantined. What a neighbor is most worried about is the five cats in the family, three of which are fostered by front-line epidemic prevention personnel... A friend reminded me that I should simply prepare so as not to be suddenly pulled into quarantine.

On 3 January, another day passed. Someone in the group said: "Finally another day was saved." We just live in the "prosperous age" like this.

At noon, I saw the news of a girl named "Sun Hua Hua Hua" circulating on the Internet: her father had a heart attack and had to go out of the community to the hospital. The hospital did not accept it because her community was "medium risk". Later, he reluctantly stayed and dragged on for a few hours for surgery to be rescued, but finally there was no rescue...

I used Xiaohongshu to find the girl who lost her father. I want to know what happened to her in this cold winter. If I have a chance, I want to hug her. I also want to tell her that the suffering we have encountered should be recorded and should not be endured in vain.

I leave a message and hope this girl can contact me. But in the evening, there was no news, but it was discovered that the first page of her little red book about the death of her father had been deleted. Fortunately, I took a screenshot, and it shows that many people have followed her. I saw one in the comments, to the effect: In this absurd city, as long as you don’t die from the virus, it’s not a death.

The dusk of January 3 came again. This is the tenth day after the closure of the city. I didn't wait for the news from the girl in Xiaohongshu, but I saw a message from a friend I was familiar with. A long passage was probably to applaud the "social aspect". There is a sentence at the end: "Xi'an can only win, there is no choice, no retreat."

I am speechless. Silently sent him a screenshot of the girl's story about losing her father. Seriously, I don't want to have any debate with him.

But in the end, I could not help but continue a few paragraphs.

"'Xi'an can only win', this is correct rhetoric, rhetoric, and empty talk. Similar to it, there is also'we must do anything at all costs'. This sentence is good, but specific to every ordinary person, we may Just think about it, here, are we'we' or are we the'price' that must be paid?"

"After the incident, if there is no reflection, no lessons learned from blood and tears, and if you are busy presenting awards and singing praises, then people's suffering can only be endured in vain."

I don't plan to see him again. But I want to tell him that this city, no matter how the grand narrative ultimately tells about the suffering, tonight, I only care about the girl who lost her father, and the girl who was crying and went to a stranger who went to the epidemic prevention staff for sanitary napkins, Young mothers who have been told over and over again, and those who have been humiliated, hurt, and neglected. The "friend" mentioned by this netizen is the friend who worked in the Xi'an government mentioned twice in our previous program.

The friend told netizens, “The Xi'an government is generally bored and discouraged in handling this epidemic, and it is generally believed that this epidemic is an unprecedented public crisis.”

Another friend also mentioned the "quarrel" within the Xi'an government in the email dated 2 January. This friend said that Xi'an’s measures are so strict and that they have become like this. The decision-making level is under great pressure. “There are staff members in the government who quarrel with their bosses every day.

A netizen said, “Some people within the Xi'an government have lost confidence in the government and are considering resigning after the epidemic is over.” And “many anti-epidemic personnel are very dissatisfied with some policies of the Xi'an government, but they just can't bear it.”

The email also mentioned, “This time the high-level officials may know the real situation in Xi’an and are very angry. A large number of local officials may suffer.”

I still cannot confirm the news of netizens but now in Xi'an, the situation mentioned in the email has indeed occurred. For example, Wang Bin, secretary of the Yanta District Party Committee, and Cui Shiyue, the mayor of Yanta District, have been dismissed, and Yang Jianqiang, the deputy mayor of Xi'an, concurrently serves as the secretary of the Yanta District Party Committee.
