The Kuomintang (KMT) decided on 17 May 2023 to recruit New Taipei Mayor Hou You-yi to run for the 2024 presidential election. The People's Party Chairman Ko Wen-je was also formally nominated by the party People's Party (PP). Democratic Progressive Party (DPP)Chairman, Presidential Candidate and Vice President Lai Ching-te said that this is a democratic unity movement that builds consensus in Taiwan. He hopes that the candidates of all political parties can have three consensus points, including ensuring sovereignty, respecting diversity and caring for the disadvantaged, and promoting freedom and democracy. The camp plays a more important role and continues to polish Taiwan's brand.

A democratic unity movement consolidating consensus in Taiwan
Lai Ching-te said at the Central Committee of the DPP on 17 May 2023 that presidential candidates from various parties have emerged one after another. He sincerely hopes that this election will be a healthy competition, and he sincerely hopes that candidates from all political parties can agree on three points. First of all, the election process and results must ensure that Taiwan's sovereignty of the Republic of China will not be eroded, and the free and democratic constitutional system will not be destroyed. This is the basic mission of the country's leaders. Second, respecting diversity, caring for the disadvantaged, and building a just society are the most beautiful values in Taiwan. Politics is not for the minority, but for the majority of ordinary people. The direction of politics cannot be deviated, it must be steady and right. Third, Taiwan is a member of the international community, an important partner of the freedom and democracy camp, and plays an important role in the global industrial division of labour and the development of smart technology.
Lai Ching-te said that the international community's unanimous view of Taiwan is a reliable partner and a vibrant democracy. This is Taiwan's brand value, which not only brings economic prosperity to Taiwan, but also brings democracy to Taiwan. Tell the world whether the value of this brand continues to increase, whether this democratic society is still full of vitality and is not afraid of difficulties, and whether the people on this land have always remained kind, tenacious, optimistic, and positive.
He expects all participating opponents to have the above understanding and mission. This is not an election where one wins and who loses, but a democratic unity movement that builds consensus in Taiwan.

Facebook shares the "daily work" of meetings with Tsai and Chen
Lai Ching-te also shared his "daily work" with President Tsai Ing-wen and Premier Chen Chien-jen on Facebook at night of 17 May 2023. Lai pointed out that what they discussed was not a high-traffic topic, but something that the country needs to pay attention to. The current international situation is complicated. In the face of difficult challenges such as the expansion of authoritarianism, climate change, net-zero transformation, and digital transformation, Taiwan must maintain The correct direction of balance, openness, and progress is the only way to gain a firm foothold on the international stage. At the same time, we must continue to respect diversity, care for the disadvantaged, and build a just society.
Lai Ching-te said that the DPP has accumulated many achievements in governance over the past seven years. Taiwan is on the right path. Taiwan is an important partner of the liberal and democratic camp. Next, the DPP will continue to shoulder its responsibilities, strengthen the country, and build Taiwan into a more democratic, more prosperous and more peaceful country.

New York Times: KMT enlists Hou Youyi to run for president, wants to take a middle line
Image : The New York Times reported that when China stimulated tension across the Taiwan Strait, the KMT's contacts with Beijing sometimes became a burden. Therefore, New Taipei Mayor Hou Youyi, who wanted to take a middle line on cross-strait issues, was recruited to run for president to win the support of voters wary of Beijing. (file photo)
[Central News Agency] The New York Times reported that when CCP China stimulated tension in the Taiwan Strait, the Kuomintang's contacts with Beijing sometimes became a burden. Therefore, New Taipei Mayor Hou You-yi, who wanted to take a middle line on cross-strait issues, was recruited to run for president to win the support of voters wary of Beijing.
The report mentioned that the Chinese Kuomintang lost the previous two presidential elections, and advocated that strengthening cross-strait exchanges is the key factor. When voters worried about Beijing's approach to Taiwan, the Kuomintang pinned its hope of returning to power on a local chief who was born in the police force, was popular with voters, and had a blank slate on cross-strait issues (faces China's problems with a blank sheet of paper).
After accepting the call-up on 17 May 2023, Hou You-yi described the international situation facing Taiwan as "military wars and dangerous wars", calling for a big break and a great victory for the political parties to take turns again.
The report wrote that the fierce competition in the presidential election to be voted in January 2024 may allow Taiwan to open up a new direction under the confrontation between the United States and CCP China and reshape the tension in the Taiwan Strait. Since President Tsai Ing-wen has been in power for seven years, Taiwan has resisted CCP China's military and diplomatic pressure by strengthening Taiwan-US relations.
Hou You-yi is running for the election, and will face off against Vice President and Chairman of the Democratic Progressive Party (DPP) Lai Ching-te. If Lai Ching-te wins the election, it may continue the situation where CCP freezes high-level exchanges between the two sides of the Taiwan Strait and the relationship between Taiwan and the United States continues to be close.
Ko Wen-je, the former mayor of Taipei and chairman of the Taiwan People's Party, was also nominated to run for the presidency, forming a three-power situation but the New York Times report did not mention Ko Wen-je throughout the article.
The report wrote that Taiwanese people have gradually lost favour with Beijing in recent years, and the KMT is in trouble because of its pro-CCP colour. Beijing's suppression of the pro-democracy movement in Hong Kong and the intensification of military drills around Taiwan have made the KMT's balance even trickier. The ruling Democratic Progressive Party regards itself as a defender of Taiwan's sovereignty and democracy, and cites Russia's full-scale aggression in Ukraine as an example, emphasizing the imminent threat posed by authoritarian expansionism.
Hou You-yi has little ink on how to deal with important geopolitical issues such as cross-strait and Taiwan-U.S. relations but he has expressed his opposition to Taiwan independence and "one country, two systems". The New York Times analyzed that such a stance avoids two extremes on key cross-strait issues, leaving a large number of possible discussions to be revealed.
Qu Zhaoxiang, a professor at the Institute of Political Science at National Taiwan Normal University, said Hou You-yi was criticized by some observers for his vague stance on China, another potential disadvantage in addition to his lack of foreign affairs experience.
Liao Daqi, an emeritus professor at the Institute of Political Science at National Sun Yat-sen University, believes that Hou You-yi's secretiveness may help attract middle-level voters, in contrast to Han Kuo-yu, who lost the presidential election on behalf of the Kuomintang in 2020.
Bonnie Glaser, director of the Indo-Pacific Program at the German Marshall Fund (GMF), a think tank in Washington, said Hou You-yi had very little interaction with the U.S. Hou You-yi claimed to have met with officials of the American Institute in Taiwan (AIT) at least 8 times but none of the U.S. congressional delegations that visited Taiwan since the border loosening after the covid epidemic have met him.
The Wall Street Journal reported that Hou You-yi, who was recruited by the KMT for the presidency, is attractive to supporters of all parties but has limited experience in dealing with geopolitical issues concerning Taiwan's future.
The report mentioned that Hou You-yi is a native of the province, which is different from many high-level KMT officials. After accepting the call-up, he made a statement on the inter-use of the Taiwanese language in the country of speech, reflecting the emphasis on local culture when the Chinese identity of Taiwanese people is declining. However, he lacks experience in dealing with Beijing and Washington, and mostly avoided speaking out on key cross-strait issues in the presidential election, until recently when he was questioned by the New Taipei City Council.
Hou You-yi faces China's problems like a blank sheet of paper
According to foreign media reports, New Taipei Mayor Hou Youyi has a vague view of China, and even adopts an evasive position. He faces cross-strait issues like a blank sheet of paper. In this regard, DPP legislator Lin Yijin calledon 18 May 2023 that the KMT should responsibly put forward cross-strait arguments and governance concepts, and fight a healthy competitive election campaign.
"Every move of Taiwan is watched by the world," Lin Yijin said in an interview on 18 May. The "New York Times" and "The Wall Street Journal" respectively pointed out that the candidates selected by Taiwan's largest opposition party are like a piece of paper when facing China's problems. On a blank sheet of paper, Hou Youyi's views on China are vague.
Lin Yijin called on the KMT, "Since the presidential KMT candidate has been determined, please take a responsible attitude, put forward cross-strait arguments, put forward the policy of governing the Republic of China, and explain to the people what the KMT really thinks about governing the country."
Lin Yijin emphasized that every election is a reconfirmation and debate on the direction of the country. The DPP has already prepared rich and high-quality discourses. It is hoped that competitors can also put forward discourses to fight a healthy competition for the sake of the Republic of China (Taiwan).
Background of Hou You-yi in details
The 66-year-old Hou You-yi was born in the grassroots. He is the "son of a pork vendor in Chiayi County." Whether Hou You-yi, who has a down-to-earth personality of the common people, can win the throne of Taiwan's president has attracted much attention.
According to comprehensive Taiwan media reports, after graduating from the Central Police Academy, Hou You-yi has handled many major cases and was promoted repeatedly. In 2006, he was promoted to the Chief of the Police Department, becoming the youngest head in the history of the Police Department. If Hou You-yi were elected president of the Republic of China in 2024, he will be the first Taiwanese president with a police background.

The case of Bai Xiaoyan and the case of Zheng Nanrong attract attention
Hou You-yi's performance during his tenure as a police officer has attracted much attention. For example, he served as the captain of the Taipei Criminal Police Brigade in 1997. During the murder of Bai Xiaoyan, the daughter of artist Bai Bingbing, he entered the South African military officer's mansion to negotiate with the gangster Chen Jinxing, and successfully persuaded Chen Jinxing to surrender. The scene of walking out of the official residence with a 7-month-old baby made him famous in the first battle and became a rising star in the police force.

However, in 1989, during the period of martial law, Zheng Nanrong, who fought for comprehensive freedom of speech and Taiwan independence, refused to be arrested by the police. This matter has become the focus of attacks by the green camp in recent years. Members of the Democratic Progressive Party have repeatedly questioned Hou Youyi why he took the tough approach back then.
The current chairman of the Kuomintang, Chi Li-lun, won the mayor election in New Taipei City in 2010 and invited Hou Youyi to be his deputy (deputy mayor). In 2018, he ran for the mayor of New Taipei on behalf of the KMT for the first time, and was re-elected in 2022.
The KMT’s candidate for Taiwan’s presidential election has been settled. On 17 May 2023 (Wednesday), it was announced that New Taipei City Mayor Hou You-yi would be recruited to represent the KMT.
However, Hou Youyi has been criticized for not having experience in central government affairs, and for a long time deliberately keeping a low profile on various sensitive and major issues, including cross-strait and international discourses that have received the most attention.
Hou You-yi made it clear at the General Inquiry of the New Taipei City Council last week that he opposes "one country, two systems" and "Taiwan independence". Ma Xiaoguang, spokesman for the Taiwan Affairs Office of the Mainland, responded that only by eliminating the scourge of Taiwan independence can there be peace and stability across the Taiwan Strait. As for differences in political systems, they are not an obstacle to unification, let alone an excuse for division.
In the 2022 Taiwan Nine-in-One Election, New Taipei Mayor Hou You-yi defeated DPP opponent Lin Jialong by a gap of more than 400,000 yuan and was re-elected. (Hou Youyi campaigned for office)
In 2019, Hou You-yi said that "Hong Kong police are sandwich biscuits"
In October 2019, during the anti-amendment demonstrations in Hong Kong, the conflict between the police and the people continued. At that time, Hou You-yi was asked by a member of the New Taipei City Council, "How would you deal with it if you were the Hong Kong Police Commissioner?"
At that time, Hou You-yi quoted Li Ka-shing's words "the melons of Huangtai, how can we pick them again?" He said that Hong Kong's situation is caused by disunity, internal friction, and confrontation, and it is wrong to attribute the responsibility to the police, "Hong Kong police are sandwich biscuits between the rule of law. I hope the Hong Kong government will communicate with the people as soon as possible, so that Hong Kong society can return to normal."

Emphasize that UNGA resolutions only deal with the issue of China's representation
The Taiwan International Solidarity Act will amend the "Taiwan Friendship International Protection and Enhancement Initiative Act" (TAIPEI Act) that came into force in March 2020 to counter CCP China's efforts to hinder the Republic of China (Taiwan)'s participation in international organizations. The "Taiwan International Solidarity Act" aims to counter China's attempts to hinder Taiwan's participation in international organizations by distorting UNGA Resolution 2758.
The bill points out that UNGA Resolution 2758 only deals with the issue of CCP China's representation and does not involve Taiwan. It also emphasizes that the United States opposes any initiative that attempts to change Taiwan's status without the consent of the people of Taiwan. The bill requires the representatives of the United States in various international organizations to call on these organizations to resist CCP's attempts to distort resolutions, texts, policies or procedures related to Taiwan through the expression of opinions, voting and influence.

Congressional leaders such as House Foreign Affairs Committee Chairman McCaul and Democratic Party Chief Congressman Meeks have publicly expressed their high support for the bill; Taiwan has the right to speak in the United Nations, and its exclusion hurts the world.
With bipartisan support, the bill was passed without objection by the Foreign Affairs Committee of the House of Representatives, and will then be sent to the House of Representatives for deliberation.

Norwegian Foreign Minister and Qin Gang rarely mention Taiwan Situation. Foreign Ministry: Glad to see democratic partners pay attention to Indo-Pacific
Reporter : Lu Yixuan / https://news.ltn.com.tw/news/politics/breakingnews/4305640 / Image : CCP Chinese Foreign Minister Qin Gang visited Norway on the 12th, met with Norwegian Foreign Minister Anniken Huitfeldt and held a press conference together. (recapped from the live broadcast of VG TV in Norway)
When Norwegian Foreign Minister Anniken Huitfeldt met with CCP Foreign Minister Qin Gang last week, he rarely raised concerns about the situation in Taiwan. As Norway has been the most China-friendly country in Europe for a long time, this statement is really rare. In this regard, the Ministry of Foreign Affairs stated that it is happy to see that international democratic partners pay attention to the peace and stability of the Indo-Pacific, which is of utmost importance to the world order.
CCP Foreign Minister Qin Gang visited Norway on 12 May 2023 and met with Norwegian Prime Minister Jonas Gahr Store and Foreign Minister Whitfelt and other high-level officials. Unlike the Norwegian government's attitude of welcoming Qin Gang, non-government groups supporting Tibet and Hong Kong joined forces with Norwegian dignitaries to hold demonstrations outside the venue during Qin Gang's visit.
Norway's largest newspaper "Evening Post" reported that Liberal MP Ola Elvestuen said that the Liberal Party has been particularly wary of China for many years, and believes that the Norwegian government has treated China's persecution of Uighurs, suppression of Hong Kong democracy, and threats The stance of behavior such as Taiwan is too moderate.
According to the Norwegian government, Norwegian Prime Minister Stoll and Qin Gang expressed concern about the human rights situation in some parts of mainland China during their meeting. "We are concerned about the human rights situation in Xinjiang and Hong Kong's development," its statement said.
After the Prime Minister's meeting, Norwegian Foreign Minister Whitfelt also held a meeting with Qin Gang for about one hour. After the meeting, the two held a press conference together. Whitfield opened the conversation with more information, while acknowledging that there were some "inconsistencies" between the two sides but she was sure to have an honest conversation.
Whitfield said that CCP China is an important cooperative partner. The two sides exchanged views on a wide range of issues, including trade relations, green transformation, sustainable oceans, etc., and also had extensive discussions on human rights issues, "including our concerns about Hong Kong. . We also discussed the situation in Afghanistan, the Middle East and the Indo-Pacific region, including Taiwan.” Whitfield also talked about Russia's invasion of Ukraine and urged China to continue to engage with Russia, hoping to reduce the threat of nuclear war.
Whitfield only spoke for about 2 minutes, and Qin Gang responded for about 20 minutes. Regarding Taiwan, Qin Gang repeated the same old tune and expressed his resolute opposition to external forces using these issues to create instability in China. "The essence of the Taiwan issue is an anti-separatist struggle. We hope for peace and stability in the Taiwan Strait and peaceful reunification. It is Taiwan independence, separatist forces and some countries conniving and supporting Taiwan independence that undermines peace and stability in the Taiwan Strait."
Regarding the Norwegian Foreign Minister's concern about the situation in Taiwan, the Republic of China (Taiwan) Ministry of Foreign Affairs spokesman Liu Yongjian said that the Ministry of Foreign Affairs has taken note of the Norwegian Foreign Minister's statement that Norway has discussed with CCP China the situation in Afghanistan, the Middle East and the Indo-Pacific region, including Taiwan. The Ministry is pleased to see that international democratic partners are concerned about peace and stability in the Indo-Pacific region, which is crucial to maintaining world order.
Liu Yongjian also said that the European Union and many European countries have recently publicly expressed the importance of maintaining peace and stability in the Indo-Pacific and Taiwan Strait, which is highly affirmed by the Ministry of Foreign Affairs. The Republic of China will also continue to work hand in hand with like-minded countries, including Norway, to defend shared democratic values so as to maintain peace, stability and prosperity across the Taiwan Strait and the region.

According to reports, Dean You has met with more than 30 U.S. senators and representatives, including former Speaker of the House of Representatives Nancy Pelosi, Chairman of the House Foreign Relations Committee McCall and other heavyweight members of Congress.
McCall also issued a statement via Twitter earlier, saying that meeting Dean You Si-kun looks forward to strengthening U.S.-Taiwan important partnership and continuing to defend democracy in the international community. You Si-kun also met with former US House of Representatives Speaker Pelosi in the evening of 17 May 2023 (in Taipei time), thanking her for her long-term support for Taiwan.
You Si-kun was interviewed in Washington on 17 May and said that this visit to the United States has two purposes, one is to give a speech at the invitation of the Hudson Institute, and the other is to invite members of the U.S. Congress to participate in two activities. You Si-kun said yesterday that a member of the U.S. Congress loudly said that time should be reserved first. He was very happy to hear that, and he will continue to contact him later.
The Select Committee on China Issues of the U.S. House of Representatives also received You Si-kun and his party on the 16th. The committee also stated that the two sides discussed how to deepen U.S.-Taiwan relations through economic exchanges and security assistance. Chairman Gallagher, who participated in the talks, emphasized that it is crucial to deter CCP China from aggressing Taiwan. According to reports, in order to show the importance attached to the visiting delegation from Taiwan, as many as 12 members of the House of Representatives attended the meeting.

You Si-kun emphasizes the important role of the U.S. in maintaning peace
You Si-kun delivered a speech at the Hudson Institute on 17 May 2023, and had a dialogue with Washington Post columnist Luo Jin and Uyghur lawyer Turkel on defending democracy and other issues. You's speech was titled "Civilization Survival, Who Should Be Beautiful? The Righteousness Must Be Beautiful", emphasizing the important role of the United States in maintaining peace across the Taiwan Strait.
Regarding the prospect of democracy, You Si-kun expressed concern that in the past ten years, the global map of democracy has shrunk, and the situation is discouraging. On a deeper level, the blow to the global democratic community is actually deeply related to the difficulties in the development of democracy in the Chinese cultural circle, and this difficulty is related to the fact that the Democratic International is based on economic interests and neglects to actively pay attention to the CCP and the people under global authoritarian rule.

You Si-kun: Taiwan is not the CCP's ultimate destination, CCP wants to become a "world empire"
You Si-kun emphasized that "Taiwan is not the CCP's ultimate destination." The goal of the CCP is to rise from the east to fall from the west, to Europe and the United States, to the world, and to become a "world empire." Taiwan is just a stepping stone for it to move forward. So to protect Taiwan is to protect Europe and the United States. To ensure Taiwan's security is to ensure the global public interest. If we do not face up to the threat of CCP China now, then what awaits us may be a dark future for human beings around the world.

In terms of economy, she called for the establishment of an "economic NATO" to deal with China in a united manner; in terms of security, she advocated that allies should strengthen coordination and ensure that Taiwan can participate in policy formulation and have self-defense capabilities. Some advocate "do not want another Cold War", but CCP has chosen to do so, "Our only option is to act to deter the conflict".
Truss pointed out that the free world should support the Republic of China (Taiwan) with concrete measures. In terms of economy, Truss advocated "Economic NATO". She believes that the UN Security Council or the WTO can no longer ensure the implementation of fair trade rules, and other alternatives are needed. Just like the Western Allies dealt with the Soviet Union through the Coordinating Committee on Export Control (COCOM) during the Cold War, a similar organization is needed to best unite against the CCP China. She also mentioned that the United Kingdom has joined the CPTPP, and called on the British government to cooperate with the main members of the CPTPP, openly and quickly support Taiwan's accession, and prevent CCP China from becoming a member of the CPTPP.
The second is the security aspect. Truss said that liberal and democratic allies need to cooperate with one another more closely. There are mechanisms such as NATO and QUAD but she believes that more coordination is needed, especially to ensure that Taiwanese have the required defense capabilities and can defend themselves. She also pointed out that many policy formulation processes lack dialogue with Taiwan, and it is necessary to ensure that representative offices across Taiwan can also participate in these discussions.

She also believes that Taiwan and the UK should establish closer economic ties, and must also ensure that Taiwan has the ability to protect itself.

Truss said in her speech that the main reason for this trip is that she believes that Taiwan is a very prosperous democratic system worth protecting, and she is also impressed by Taiwan's economic growth, whether it is semiconductors or pearl milk tea.
She said there is a growing confrontation between authoritarian systems and liberal democracies, and she believes democracies should cooperate more to protect their way of life. G7 and Central Asia Summit: Two camps compete for influence

The Group of Seven (G7) and CCP China and Russia are staging a diplomatic drama competing for influence among third countries into their camp.
The arrival of a multipolar world of rival blocs will be reflected in a series of upcoming high-profile summits, including the G7 leaders' summit and the CCP-Central Asia Summit. These summits actually reflect the competition between the US, Europe and CCP China and Russia for countries in Africa, Central Asia and Latin America.

G7 summit plans to launch plan to show favour to selected countries
The G7 leaders summit is held in Hiroshima, Japan from 19 to 21 May 2023. In addition to the participation of the G7 members (the United States, Japan, Germany, the United Kingdom, France, Canada, and Italy) and the informal member of the European Union, the summit also invited some non-G7 countries to participate, including Australia, Brazil, Comoros, representing the African Union. Romania, the Cook Islands representing the Pacific Forum, as well as India, Indonesia, South Korea and Vietnam.
The G7 and other Western nations are seeking to strengthen alliances, reach out to the Global South and defend their influence as CCP China and Russia try to push alternatives to the existing international order.
During the summit, G7 and EU leaders prepared to roll out plans to court selected key countries in the global scramble against China and Russia, according to people familiar with the discussions and documents seen by Bloomberg itself, Bloomberg said.
The strategy involves increased cooperation with middle ground countries such as Brazil, Vietnam, South Africa and Kazakhstan. Actions include high-level engagement, better coordination of existing infrastructure projects, and customized action plans for each country identified as a key partner.
Brazil has become an important country that the U.S., Europe and the CCP are competing for. The EU will seek to renew its strategic partnership with Brazil and strengthen security and defense cooperation. The United States has announced plans to seek $500 million to support Brazil's strategy to protect the Amazon. Linda Thomas-Greenfield, the U.S. ambassador to the United Nations, visited Brazil this month, emphasizing investment and jobs as part of a "strategic relationship" with Latin America's largest economy.

The latest moves by the G7 and the European Union show that the West is increasingly aware of the influence of China and Russia on these key countries. The CCP’s method is to impose diplomatic temptations on these countries and provide infrastructure investment; Russia’s method is to provide weapons supplies, nuclear energy technology and fertilizer.
People familiar with the matter told Bloomberg that the core approach of the G7 to win these countries back is to some extent shift from the past, which was mainly driven by values, to provide more specific services for these countries in areas such as trade and security.
"It's important that we give countries in the Western Hemisphere and around the world some options," said Brian Nichols, U.S. Assistant Secretary of State for Western Hemisphere Affairs. He said Washington needed to provide countries with "a clear perspective and vision of what they can do to achieve a successful economy” while making it clear to these countries that “some of the promises made by countries like China have not been kept”.
Reuters reported that officials said they would need to overcome some of their differences as the G7 heads to a three-day summit in Japan as it aims to unite to meet challenges from CCP China and Russia.
Japanese official Noriyuki Shikata said that "the international community is at a historic crossroads," entering "an era of intricate intertwining of cooperation and division," which puts the G7 at the crossroads of emerging and developing countries. Strategic cooperation on global issues is particularly important.
On 18 April 2023, US Secretary of State Blinken said at a joint press conference with Japanese Prime Minister Fumio Kishida: "I think we spend about two-thirds of our time on issues of concern to the global south."
Kishida recently embarked on a trip to Africa.

On the occasion of the G7, CCP China hosts the Central Asia Summit
The day before the G7 summit, Chinese Communist Party (CCP) leader Xi Jinping will hold a two-day China-Central Asia summit in Xi'an from 18 May 2023. At this time, the leaders of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan are attending the summit.
Central Asian countries are geographically very important to the CCP. DW quoted Bradley Jardine, director of research at the Oxus Society for Central Asian Affairs, as saying, “Onviously, Central Asia has played a more important role in international affairs because of Russia’s sanctions."
Chinese Communist Foreign Ministry spokesperson Wang Wenbin declared in a high-profile manner that the summit is CCP China's first major home-court diplomatic event this year, and it is also the first time that the heads of state of the six countries have held a summit in a physical form since the establishment of diplomatic relations 31 years ago.
The CCP’s official media stated that the high-quality development of the “Belt and Road Initiative” (BRI) in Central Asia can be expected but the BBC said that there are still some question marks about whether Xi Jinping can continue to "sprinkle money" in Central Asia to promote the BRI. Shi Jianyu, an associate researcher at the National Defense Security Research Institute, a think tank affiliated with the Republic of China (Taiwan)'s Ministry of National Defense, who has long studied the situation in Central Asia, believes that the problem lies with both sides. From the perspective of Central Asian countries, they have not joined too many international treaties, and their degree of restraint is not ideal. Their problem of getting loans and incurring debts is huge while from CCP's perspective, after three years of the covid pandemic, the Chinese Communist economy is facing obstacles of growth.
After witnessing Russian tanks rolling into the former Soviet republic of Ukraine and launching an invasion, the post-Soviet Central Asian countries fear that Russia may also encroach on their land, and are disturbed by the Chinese Communist Party’s refusal to condemn Russia’s counter-use of state media to help amplify Russian media propaganda.
Kazakhstan refuses to listen to Russia. The country has provided humanitarian aid to Ukraine. In addition, Kazakh President Kassym-Jomart Tokayev publicly refused to recognize the independence of two Russian-backed separatist regions in eastern Ukraine.
Although Russia is busy fighting Ukraine, it has not forgotten to win over a strategic third country. Last July, Putin hosted African leaders in his hometown of St. Petersburg. Rising energy prices and food shortages have hit poor African nations hard, but Russia, without evidence, is trying to show their leaders that Western sanctions, not Russia, are to blame for their plight after Russia invaded Ukraine.
In addition to the G7 summit and the Central Asia summit, in August 2023, the leaders of the BRICS countries composed of Brazil, Russia, India, CCP China and South Africa will meet in Johannesburg, South Africa. One topic is to discuss expanding the bloc to include 19 other countries. Another important topic is to discuss the feasibility of introducing a common currency. Both topics are favourable to the CCP, which has long supported the use of the Renminbi as an alternative currency in trade among the BRICS countries in an attempt to upend the dollar’s dominance.
However, Isaah Mhlanga, chief economist at South Africa's Rand Merchant Bank, told VOA he sees nothing in the idea that a BRICS currency could upend the dollar's dominance "quickly" on any economic basis.

12 allies sent a letter to Tedros, mentioning "Taiwan's participation in the WHA case" as an agenda
Reporter : Lu Yixuan / https://news.ltn.com.tw/news/politics/breakingnews/4305788 / Image : Minister of Health and Welfare Xue Ruiyuan (left) and Foreign Minister Joseph Wu (right) held the "2012 World Health Assembly (WHA) Dual Ministerial Press Conference" on the 18th, explaining that my country will promote participation in WHA-related plans this year, and announced that Taiwan can help Visual design patterns. (Photo by reporter Liu Xinde)
The 76th World Health Assembly (WHA) is held in Geneva, Switzerland from 21 to 30 May 2023. Although the Republic of China (Taiwan) has not been invited for the seventh consecutive year, Minister of Health and Welfare Xue Ruiyuan is still leading the WHO action team to the local and international exchanges. Foreign Minister Jospeh Wu Zhaoxie said today that apart from the Holy See as an observer, the other 12 allies of Taiwan have sent letters to the Secretary-General of the World Health Organization (WHO) Tedros Adhanom Ghebreyesus, requesting that the proposal of "inviting Taiwan to participate in the WHA as an observer" be included in the agenda of the General Assembly. In addition to friendly countries, there are more countries with similar ideas supporting Taiwan, entering into negotiations, or sending letters to Taiwan, and the level is higher than before, showing that their support is "better than before."
Xue Ruiyuan and Wu Zhaoxie held the "WHA Double Ministerial Press Conference" at the Press Center of the Ministry of Foreign Affairs today. Xue Ruiyuan said that although the invitation letter has not been received so far, the action group will still leave on time. The purpose is to express the regret that Taiwan's absence in the WHO may cause, and we will also take this opportunity to have face-to-face discussions with countries with similar ideas and allies. Xue Ruiyuan emphasized that he hopes that through the activities of the action group in the local area, the 23 million people in Taiwan will correctly and faithfully express their desire to join international health-related organizations, especially the WHO.
Joseph Wu said that Taiwan has continued to express to the WHO through various channels its appeal and position that it hopes to invite Taiwan to attend. The Ministry of Foreign Affairs expressed its deep regret and strong dissatisfaction with the WHO Secretariat's inability to invite Taiwan on the basis of neutral and professional principles, and repeatedly ignoring the necessity and urgency of Taiwan's participation and the solidarity of the international community.
Joseph Wu also mentioned that in addition to the Holy See as an observer, the other 12 allies of the Republic of China have written to the Secretary-General of the World Health Organization (WHO) Tedros Adhanom Ghebreyesus, requesting that the proposal of "inviting Taiwan to participate in WHA as an observer" be included in the agenda of the General Assembly as a supplementary item but as to whether there will be a two-on-two debate, Wu responded that the relevant proposals are in progress, the goal is to "gather the greatest international support", and the most appropriate approach will be adopted. The relevant situation will be explained to the public after the meeting.
In addition, Wu Zhaoxie pointed out that more and more countries with similar ideas are openly supporting the Republic of China, and the support from the administrative departments of various countries is particularly strong. For example, the G7 and the European Union have clearly supported Taiwan’s meaningful participation in the World Health Assembly and WHO technical meetings in the joint statement of the foreign ministers for the third consecutive year, resolutions and other multiple ways to support Taiwan.
During the conference, Joseph Wu also announced that in addition to making proposals for Taiwan, friendly countries would also speak in solidarity at the conference. Some countries with similar ideas will express their solidarity directly, while others will express their support indirectly. In addition, there are also joint letters, joint negotiations, or separate letters and separate negotiations. "The number is higher than before, and the level is higher than before." The support from countries with similar ideas is "better than before."

U.S. Secretary of Defense Austin, Secretary of State Blinken, and Secretary of Commerce Raimondo jointly attended a Senate Appropriations Committee hearing on Tuesday (16 May 2023) to discuss how to deal with the CCP issue. They said: The CCP is the biggest challenge facing the United States.

Austin: China is trying to reshape the international system to match its authoritarian preferences
Secretary of Defense Austin once again warned in his opening statement: The CCP is the only competitor facing the United States that has both intentions and capabilities. It is trying to reshape the international system to conform to its authoritarian preferences.
The U.S. National Defense Strategy calls CCP China a looming challenge. Austin said, "The United States does not seek confrontation, conflict, or a new Cold War but the United States has never shied away from competition, and we are working with our adversaries and friends to strengthen the guardrails that prevent conflict."
"Beijing's bullying and provocative behavior in the Indo-Pacific region is becoming more and more frequent. They have launched a large-scale military build-up, including in space and cyber fields," he said. "War is not imminent or inevitable but we must face up to the increasing assertiveness of CCP China."
Austin pointed out that the Biden-Harris administration has significantly increased military resources in the Indo-Pacific region in the budget for the new fiscal year, and the funding for the "Pacific Deterrence Initiatives (PDI)" has increased by 40% to a record high of US$9.1 billion .
He also revealed that “the United States will soon provide significant additional security assistance to Taiwan through the presidential drawdown authority (PDA) authorized by Congress last year,” without providing details.
As part of the 2023 budget, Congress authorized the use of "presidential withdrawal authority" to provide arms aid to Taiwan worth up to $1 billion.
Austin also introduced the current layout of the United States in the Indo-Pacific region: the United States plans to deploy the Marine Corps Littoral Regiment in Japan, and join forces with Australia and British allies to jointly create a more stable balance of power in the Indo-Pacific region.
The United States has added four new bases in the Philippines, is expanding security cooperation with South Korea, India, Thailand, Singapore and many other countries, and is deepening ties with ASEAN and the West.

Blinken: CCP China is America's most important challenge
U.S. Secretary of State Blinken said, "China (the Communist Party) is the most important geopolitical challenge facing the United States today."
“We certainly can’t dictate Beijing’s path. We can’t wait for China to change its trajectory but we can position ourselves to compete fiercely, shape the broader strategic environment around China, and advance U.S. vision."
Blinken, who has a cautious stance, said that the United States does not seek to contain the CCP, nor does it seek decoupling. It hopes to reduce the risk between the United States and CCP China, and communication is to prevent misjudgment.
"As we compete, we will try to keep lines of communication open with Beijing at all levels to avoid miscalculation and prevent competition from turning into conflict," Blinken said.

Raimondo: The U.S. actively curbs the CCP’s human rights violations
U.S. Secretary of Commerce Raimondo told Congress that the U.S. is taking an unprecedentedly active approach to curb the CCP’s acquisition of advanced technology for military development and human rights violations. The Biden-Harris administration is strategically using export controls to limit CCP China’s access to advanced technology.
She said the Commerce Department's Bureau of Industry and Security (BIS) has long maintained control over Chinese Communist entities that harm U.S. national interests. "Now, there are more than 2,400 entities on the (Department of Commerce) entity list subject to export control restrictions, with Chinese (Communist) and Russian entities accounting for the top two."
