The general debate of the 78th United Nations General Assembly was held from 19 to 26 September 2023 at the United Nations Headquarters in New York, USA. The Republic of China (Taiwan) continues to push for participation, demanding a solution to the problem of Taiwan’s 23 million people being unable to participate in the United Nations system. "USA TODAY" published a letter from Michelle Hsiao, Taiwan's representative in the United States, on the 20th Eastern Time under the title "Stop following China, the United Nations should be governed by the people, not authoritarian regimes." Michelle Hsiao pointed out that the People's Republic of China has continued to deliberately misinterpret Resolution 2758 passed by the United Nations General Assembly in 1971 and successfully blocked Taiwan's participation in the United Nations. The resolution did not mention Taiwan once, nor did it authorize its exclusion from the international stage. Last month, the Central American Congress (PARLACEN) improperly invoked UN General Assembly Resolution 2758 to allow CCP China to replace Taiwan as a permanent observer, highlighting Beijing's growing influence in Latin America.
Michelle Hsiao also said that the recent covid epidemic highlighted that the World Health Organization (WHO) should be more inclusive. However, due to China's political interference, Taiwanese experts have continued to be banned from participating in the annual World Health Assembly (WHA) and WHO related meetings. In addition, CCP China has fabricated the legal basis for Taiwan's sovereignty within the United Nations, and even Taiwanese journalists and tourists are barred from entering United Nations agencies. The people of Taiwan are angry at this kind of discrimination, and therefore there is an urgent need to stop misinterpreting UN General Assembly Resolution 2758. This move not only undermines the rule of law in the United Nations, but also silences the people of Taiwan.
Michelle Hsiao called on the United Nations to remember that it should be governed by all people and not become a tool of authoritarian regimes. As the preamble to its charter declares, "We the peoples of the United Nations do hereby resolve... to reaffirm our faith in fundamental human rights." The legitimacy and moral authority of the United Nations in exercising its power can only be legitimate with the consent of the people affected by its power.
Michelle Hsiao also praised that the United States supports Taiwan's meaningful participation in the United Nations and opposes Beijing's attempts to reinterpret UN General Assembly Resolution 2758. In addition, this summer, the U.S. House of Representatives also passed the "Taiwan International Solidarity Act" to support Taiwan's participation in international organizations. Michelle Hsiao said that as a force for good in the world, Taiwan is constantly pragmatic and trying to find opportunities to make contributions, and works closely with partners who are willing to support Taiwan's meaningful participation on a pragmatic basis. The most eye-catching example is "global cooperation and Global Cooperation and Training Framework (GCTF), co-sponsored by Taiwan, the United States, Australia, and Japan.
