The guide recommends that victims should take three major steps if they encounter the Chinese Communist Party’s transnational repression:
First, contact local law enforcement immediately to ensure your own safety.
Second, preserve evidence. When personal safety is guaranteed, victims should try their best to collect evidence of the persecution of CCP personnel stationed abroad through recordings or cell phone screenshots and other methods.
Third, report. The parties concerned should refer to the channels provided in the guide and report to local law enforcement authorities.
This guide currently compiles the reporting channels provided by the governments of ten countries, including Australia, Canada, the United States, Belgium, France, Ireland, Spain, Portugal, Sweden and the United Kingdom. Among them, Australia, Canada and the United States have been involved in the transnational suppression of the CCP by establishing dedicated reporting channels.
The guide states that the list will be updated in a timely manner once more countries open dedicated reporting channels.
"Safeguard Defenders" calls on other democratic countries to follow suit, set up hotlines and train dedicated law enforcement personnel to curb the Chinese Communist Party's transnational repression.
