Curfew at Fukuoka Airport starts at 10 pm daily
A jet flying from Manila to Fukuoka Airport in Japan was forced to fly back to Manila in the early morning of the next day because it was unable to land within the "curfew" time of Fukuoka Airport. 125 passengers were trapped on the plane for about 11 hours.
Because Fukuoka is located in an urban area, in order not to cause serious noise burden to residents, it strictly abides by the "curfew" time of closing the airport at 10 pm every night. Unless approved in advance due to special circumstances, late flights can only fly back to the original departure airport or find an alternative airport for landing.

Kitakyushu unable to provide backup for international flights at night
Japan's Yomiuri Shimbun reported that in the face of the "curfew" problem at Fukuoka Airport, Kitakyushu Airport, about 60 km away, has completed backup operations for Japan's domestic flights this year but it is unable to provide backup for international flights at night.
The Fukuoka Airport Office of the Ministry of Land, Infrastructure, Transport and Tourism of Japan stated that the Cebu Pacific aircraft from Manila had already flown around 8 pm on 4 September 2023. As it arrived in Fukuoka and was preparing to land, the flight was redirected for some reason.
In order to avoid running out of fuel while waiting for landing, the aircraft diverted to Kitakyushu at 8.36 pm to refuel because it was difficult to arrive at Fukuoka Airport before the 10 pm curfew, it had to arrive at 12 am the next day or fly back to Manila at 4 pm.

Japan Airlines flight unable to land in Fukuoka due to curfew flew back to Haneda
At around 10 pm on 19 February 2023, a Japan Airlines flight JL331 from Haneda to Fukuoka arrived in the sky over Fukuoka. However, due to too many aircraft taking off and landing in Fukuoka, it was too late to arrive before the airport closed. After landing, JL331 was forced to land at Kansai International Airport to refuel late at night on its return trip, and finally returned to the departure airport Haneda at 2.50 am the next day.

Review on Kitakyushu as alternative airport for Fukuoka
After the dark night flight incident, relevant units continued to review the use of Kitakyushu as an alternative airport for Fukuoka Airport. Kitakyushu Airport, which does not have a "curfew", has completed preparations for domestic flights in April 2023, allowing passengers to board buses prepared by the airline to go to Fukuoka Airport.
However, in order to provide backup for international flights, the airport must have customs, entry-exit management, quarantine and other systems. In the case of Kitakyushu Airport, it is impossible to carry out backup at night when there are no scheduled flights.
Therefore, the passengers on this Cebu Pacific flight were on board for a total of about 11 hours from the time it took off at 4.26 pm on 4 September 2023 until it returned to Manila at 3.19 am on 5 September 2023.

Fukuoka unable to arrange customs, entry and exit management in case international flights are diverted
A staff member of the Airport Business Division of the Fukuoka Prefectural Government said that it is not envisaged that international flights will be diverted. In fact, it is impossible to arrange customs, entry and exit management, quarantine and other systems for special circumstances, and so it is necessary to consider the difficulties of countermeasures immediately.
