Tsai Ing-wen's visit to celebrate the 55th anniversary of the establishment of diplomatic relations. King Eswatini: Taiwan is a model for the first-world countries

President Tsai Ing-wen's "Journey to Celebrate Friendship and Sustainable Cooperation" special plane arrived at the Kingdom of Eswatini International Airport in the afternoon of the 5 September 2023 local time (the evening of the same day, Taipei time) after a 14-hour flight.  In his speech, King Mswati  III of Eswatini first welcomed President Tsai and her delegation to attend the Eswatini celebration, and emphasized that the people of Eswatini strive to learn from first-world countries and strive to improve their living standards. He is very grateful to Taiwan for its support, and Taiwan is a model for first world countries.

After the special plane stopped, Chinese Ambassador to the Kingdom of Eswatini Liang Hongsheng and Chief of Protocol of the Ministry of Foreign Affairs Swazi Patrick Dlamini boarded the plane to greet the President. Prime Minister Cleopas Dlamini personally greeted the President at the elevator and accompanied the President in the procession of honour. While enjoying the traditional welcome dance of Eswatini, the President also shook hands with the overseas Chinese who came to welcome him, and was warmly welcomed by the overseas Chinese.

Then, after  President Tsai and Eswatini Prime Minister Cleopas Dlamini went to the State Guest Room for talks, they drove to the Mandvulo International Conference Hall to hold talks with King Mswati III of Eswatini.

Eswatini and Taiwan sign "Kaohsiung and Mbabane Sister City Agreement", petroleum MOU

After the talks, the President and King Mswati III jointly witnessed the signing of the "Memorandum of Understanding on Women's Entrepreneurship Microcredit Revolving Fund" by China's Minister of Economic Affairs Wang Meihua, Minister of Economic Planning and Development Tambo Gina and the ambassadors of the two countries. Mayor Chen Qimai and Mbabane Mayor Vusi Tembe signed the "Kaohsiung and Mbabane Sister City Agreement", and Overseas Investment and Development Co., Ltd. Electricity everywhere in Eswatini thanks to Taiwan, Eswatini welcomes more Taiwanese investments

King Mswati III mentioned that he believed that cooperation between Taiwan and Eswatini would help the development of the country, including rural electrification. In addition to energy, there are also cooperation plans in other areas such as culture, economy and trade. King Mswati III mentioned that Eswatini  is very concerned about issues that Taiwan has not yet fully participated in the international arena. They will continue to promote Taiwan's participation in all United Nations agencies so that Taiwan can communicate with the world and obtain the information needed to face challenges. He said, "We hope that people all over the world can live in harmony, happiness, and support each other. If Taiwan can participate in international organizations, we can receive information and support."

[Central News Agency] President Tsai Ing-wen flew to the African friendly country of Eswatini on 5 September 2023, and immediately held a bilateral heads-of-state meeting with King Mswati III, and witnessed the signing of the Women’s Entrepreneurship Microcredit Revolving Fund, Kaohsiung and Mbabane Sister City Agreement and Memorandum Of Understanding on the construction of strategic oil storage tanks.

This year marks the 55th anniversary of the establishment of diplomatic relations between Taiwan and the Kingdom of Eswatini, as well as the 55th anniversary of the independent founding of Eswatini. President Tsai Ing-wen led a delegation on the 5th, Taipei time, to take a special plane to the Kingdom of Eswatini for a four-day visit; upon arrival, the first  event was a bilateral meeting between the heads of state with King Mswati III, and then witnessed the signing of 3 cooperation documents by Eswatini and Taiwan.

These three documents are as follows:-

The first document was submitted by Economic Minister Wang Meihua, Ambassador to Eswatini Liang Hongsheng, Minister of Economic Planning and Development Tambo Gina, and Ambassador of Eswatini to Taiwan Promise Msibi. The "Women's Entrepreneurship Microcredit Revolving Fund" was signed; the second was signed by Kaohsiung Mayor Chen Qimai and Shijing Mayor Vusi Tembe, who signed the "Kaohsiung and Mbabane to conclude a sister city agreement"; the third was for Overseas investment and Development corporation (OIDC) in Eswatini. Zhong Jiafu, general manager of OIDC, and Nhlanhla Dlamini, CEO of Eswatini National Petroleum Corporation (ENPC), signed a memorandum of cooperation.

Woman's empowerment is an important plan of Taiwan

Wang Meihua said in an interview after the signing ceremony that women’s empowerment is an important plan launched by the Ministry of Foreign Affairs in 2020, covering content such as assisting women in developing countries to learn business, wealth arrangement, digital and other content; the first phase of the plan will end this year, with a total of 5,000 people will be trained. Representatives of the signing of the memorandum will continue the plan and start the second cooperation project.

Taiwan to assist Eswatini in the construction of strategic oil storage tanks

In the second document, Taiwan's OIDC assisted Eswatini in the construction of strategic oil storage tanks under the "general contract" model. Wang Meihua said that Shi Guo hopes to build a combat-ready oil tank with at least 30 days of storage. After signing the letter of intent, OIDC will do the turnkey project, and then enter the detailed planning of the project before moving forward with construction in the future.

Kaohsiung is training Eswatini enterprises

As for the sister city agreement between Kaohsiung and Mbabane, Chen Qimai said in an interview that the Minister of ICT and the Minister of Health visited Kaohsiung in July 2023 to conduct exchanges on smart agriculture, smart transportation, smart medical care, etc. Eswatini is currently receiving Kaohsiung's vigorously promotion of the transformation of the ICT industry and small and medium-sized enterprises, and Kaohsiung's experience can promote the expansion of exchanges between the two countries.

Chen Qimai said that another focus of his trip is educational and cultural exchanges. The post-baccalaureate medical department of Kaohsiung I-Shou University School of Medicine has a special class for foreign students. There have been Chinese students who have returned to China to practice medicine after graduation, and the Ministry of Foreign Affairs has also provided quotas for foreign students. He said, "I am a Chinese student, studying at Sun Yat-Sen University, Wenzao University of Foreign Languages ​​and other schools. Although the two countries are far apart, the experience of urban governance is helpful to both parties in Taiwan's history."

Chen Qimai on the impact of typhoon on Kaohsiung

As for the impact of the typhoon on Kaohsiung, Chen Qimai said that before his visit, he went to Liuguishan District and Qiecheng District to inspect the damage situation, and some water conservancy facilities must be improved. At the invitation of the government of African friendly country Eswatini and King Mswati III, President Tsai Ing-wen led a delegation to visit Eswatini on 5 September 2023 to celebrate the great achievements of the two countries and their lasting friendship. In response to Eswatini government spokesman Alpheous Nxumalo calling the Republic of China (Taiwan) as the "Republic of Taiwan", the Ministry of Foreign Affairs responded today that the outside world is well aware of the long-term relationship between Eswatini and the Republic of China, and the media actually do not need to dwell on the details.

In response to relevant questions at a regular press conference today, Foreign Ministry spokesperson Liu Yongjian said that friendly countries have sincerely engaged with Taiwan and have also strongly supported Taiwan on various international occasions, and Taiwan the country is deeply grateful. The outside world is well aware of the long-term relationship between Eswatini and Taiwan, and the media do not need to dwell on the details.

Taiwan also has a "Taiwan Representative Office in the Republic of Somaliland" in Somaliland, East Africa. The outside world is curious why President Tsai did not visit Somaliland during this trip. Liu Yongjian responded that President Tsai's trip was at the invitation of the Eswatini government and King Mswati III to attend the 55th anniversary of independence and the 55th birthday celebrations of King Nshwati III. Taiwan and Somaliland sign MOU on promoting commercial and trade relations in August 2023

Liu Yongjian pointed out that since Taiwan and Somaliland established their offices in 2020, bilateral interactions have been frequent, and substantial cooperation progress has been made in the fields of energy, minerals, medical care, agriculture, and education. For example, Mohamoud Hassan Saad, Minister of Trade and Tourism of the Republic of Somaliland, visited Taiwan early in August 2023 and signed the "Memorandum of Understanding on Promoting Commercial and Trade Relations between Taiwan and Somaliland" with the Republic of China on behalf of Somaliland, which will help to further expand the economic and trade relations between the two countries. Investment exchanges will create more business opportunities for businesses on both sides.

Liu Yongjian emphasized that Somaliland is an important friendly country of Taiwan in East Africa. The Republic of China (Taiwan) government will continue to deepen the bilateral relationship between Taiwan and Somaliland through various channels including high-level mutual visits....

President Tsai Ing-wen departed for the African friendly Kingdom of Eswatini on 5 September 2023 for a four-day and three-night visit. Kaohsiung Mayor Chen Qimai also accompanied the delegation on this visit and met with Mbabane officials. Both cities have signed sister city agreement. He emphasized that the bilingual education cooperation, youth and agricultural exchanges between the two sides will be strengthened.

Chen Qimai accompanied President Tsai Ing-wen to visit the friendly country of Eswatini from 5 to 8 September 2023. On the first day of his arrival in Mbababane, he accompanied President Tsai to pay a visit to King Mswati III.

Chen Qimai pointed out that Kaohsiung and Mbabane have great potential for cooperation in promoting bilingual education and youth exchanges. In the future, on the basis of sister cities, the two cities plan to allow qualified young people from Eswatini to work as foreigners in Kaohsiung. English teaching staff conducts classes, and through the cooperation between the central and local governments, the capacity of bilingual education in Kaohsiung is expanded, and it also promotes Taiwanese students' understanding of Eswatini and strengthens the friendship between the two countries.

Kaohsiung City Administration and International Affairs Director Zhang Yanqing said that Kaohsiung has promoted smart cities and introduced smart agriculture in recent years, and has exchanged experience with Eswatini in public health and other related fields.

Mbabane is the 38th sister city of Kaohsiung. In the future, the two sides will have further exchanges. The Kaohsiung  Government will also invite Mbabane officials to visit Kaohsiung to develop closer cooperation opportunities.

During his visit to Eswatini, Chen Qimai will accompany the president to attend the 55/55 Double Celebration Ceremony of Shiguo, visit the Mabane Government Hospital Building, and attend the state banquet of King Mswati III on 6 September 2023 ; on 7 September, he will attend a media tea reception and pay a courtesy visit to Eswati Queen Mother Tongbi, visited the CCICED Women's Program Achievement Exhibition, and had dinner with the technical and medical teams. The delegation members are expected to return to Taiwan on 8 September 2023.
