China Customs simplifies procedures and does not require health declaration for entry and exit

On 31 October 2023, the Chinese Customs simplified the entry process. The announcement stated that starting from midnight on 1 November 2023, entry-exit personnel will no longer fill in the entry-exit health declaration card. However, entry-exit personnel who have symptoms of infectious diseases such as fever, cough, difficulty breathing, vomiting, diarrhea, rash, unexplained subcutaneous bleeding, or have been diagnosed with infectious diseases must still declare to the customs.

Previously, due to the epidemic, the General Administration of Customs of the Communist Party of China required entry and exit personnel to fill in a health declaration system at ports in mainland China from 25 January 2020, including online declaration or on-site declaration. It has been implemented for 1,376 days. However, due to the large number of items to fill in and the cumbersome procedures, it was once criticized by the outside world.

There were security guards at every intersection, police cars parked, and plainclothes officers randomly checked the identities of passers-by. Ian Johnson, a former Wall Street Journal reporter in China, wrote that, at the very least, Li Keqiang’s death may be viewed by many in China as another sign that something strange is happening at the top, and that Xi Jinping’s second decade in power will be more complicated than before. His first decade was much harder.

Ian believes that Li Keqiang's death is unlikely to change the power dynamics of the CCP’s top leadership but his death leaves an opportunity for people to criticize Xi Jinping.
