The Sino-Russian Treaty of Aihui signed in 1858 was an unequal treaty signed by the Qing government that caused China to lose 600,000 square kilometers of territory north of the Heilongjiang River. After the signing of this treaty, the Qing government did not approve it at first, but it was confirmed in another unequal treaty, the Treaty of Beijing, two years later. These two unequal treaties are the treaties that gave up the most territorial ownership at one time in modern Chinese history.

After the signing of the Treaty of Aihui, the Qing government, defeated in the Sino-Japanese War, signed the Treaty of Shimonoseki with Japan in 1895, ceding Taiwan, Penghu and the Liaodong Peninsula to Japan forever. Taiwan and Penghu thus entered the Japanese rule of Taiwan for about 50 years.
After the end of World War II, the defeated Japan returned Taiwan to the Nationalist Government in Nanjing in 1945. In 1949, the Nationalist Government, which lost the civil war with the Chinese Communist Party, moved to Taiwan and gradually completed comprehensive democratic reforms in Taiwan.
The two sides of the Taiwan Strait have been separated and governed since 1949, and are not subordinate to each other but the Beijing authorities have always recognized that they have sovereignty over Taiwan and want to achieve unification between the two sides even if they resort to force. Taiwan's Democratic Progressive Party government believes that Taiwan's future can only be decided by Taiwan's 23 million people.

Jones, director of international relations of the National Council for Parliamentary Exchange (ALEC), pointed out that ALEC members believe that Taiwan can contribute to the international community. The American Legislative Exchange Council (ALEC) is a cross-state and cross-party local legislative exchange organization in the United States. About 1/4 of the current state legislators are members. ALEC has passed pro-Taiwan bills and initiatives many times. In 2022, it passed "Support Resolution on Taiwan’s meaningful participation in international organizations including the International Civil Aviation Organization (ICAO) and the International Criminal Police Organization (INTERPOL)."
ALEC led a cross-party group of state legislators to visit Taiwan in August. Karla Jones, director of international relations accompanying the group, recently accepted a written interview with Central News Agency. Asked about the Chinese Communist Party’s misinterpretation of UN General Assembly Resolution 2758 and the compression of Taiwan’s international space, Jones pointed out that the legislators who visited Taiwan this time believe that a more comprehensive approach should be taken to clarify the position of Taiwan (the Republic of China) as an independent country; the state assembly can be transparently passing policies or bills and urge the Bundesrat to pass the Taiwan International Solidarity Act.

Taiwan's political scene has been shaken recently. Ko Wen-je, chairman of the People's Party, the third largest political party and former Taipei mayor, was detained by Taipei prosecutors on Saturday for being involved in the Jinghua City floor area ratio fraud case. The prosecutor stated in a statement: "Ke Wenzhe was involved in crimes such as accepting bribes and seeking profits in violation of his duties under the Corruption Crime Ordinance. He is suspected of serious crimes, and there is a risk of destroying evidence or colluding with evidence." He requested to be detained in accordance with the law.
However, there was a dramatic change the next day. In the early morning of Sunday 2 September, the Taipei District Court judge issued a ruling, finding that Ko's criminal suspicion was not serious, and he was released without bail.
