However, this friend is very persevering and keeps leaving messages for us. He mentioned several key points in the message, such as the relevant content in the stock bar of Dongcheng Pharmaceutical on the Eastern Fortune Network, and so on. Zhang Yan first studied "isotope major" and worked here for more than ten years. He is one of the more than 20 people who hold radiation job qualification certificates in Yunke Pharmaceutical. With a qualification certificate and years of work experience, Zhang Yan has a very good understanding of Yunke Pharm and is a "very understanding and clear person".

As an old employee, why did Zhang Yan "become a traitor"? There are two reasons, one is that what happened to the people around him makes him very worried, and the other is that he "can't stand it anymore". Out of concern and a sense of responsibility to the public, he continued to report anonymously to his work unit, Yunke Pharm.

At the beginning of his revelations to us, Zhang Yan wrote, "If you have read the relevant reports on the extermination of the Zhang family in Xinzhou, Shanxi Province, or the story of Zhou Wenwen in Harbin who was amputated after picking up the source of cobalt by mistake, you will definitely know the story. They are horrified by the harmful effects of nuclear radiation. So, is it possible for such a terrible thing to happen to yourself or those around you?"

Not long ago, Wang Yu, the vice president of Yunke Pharm in charge of marketing, was diagnosed with lung cancer. Wang Yu is one of the core figures of the company, and he is another unfortunate person. Before Wang Yu, the death of Li Mingqi, chairman of Yunke, really woke him up.

At the end of March 2021, Li Mingqi, the 56-year-old chairman of Yunke Pharmaceuticals, died of brain cancer. Li Mingqi is one of the founders of Yunke Pharmaceuticals. He has been the chairman and general manager of the company for more than 20 years from its establishment to his death.

Li Mingqi is in his prime, his body has always been very good, and his energy is also very abundant. But at the end of 2019, he was suddenly diagnosed with brain cancer. He treated while working, thinking that he could be cured, but eventually passed away.

Among the existing employees of Yunke Pharm, most of them have followed Li Mingqi for many years. During his illness, in addition to concern for his health, people were also talking privately.

After the news of Li Mingqi's cancer came out, many people in the company were planning to buy "high-priced biological agents that can prevent cancer." But Zhang Yan "can't afford it a bit" because it's too expensive, "a million needles."

Benefit-driven desperate taking risks of illegal production and sale of highly toxic nuclides

The first report was made in late 2019, when the Wuhan epidemic had not yet broken out, or had already broken out but the authorities were hiding it. At the same time, Zhang Yan sent two reporting letters, one to the Letters and Calls Office of the Sichuan Provincial Health Commission, and the other to the Radiation Source Safety Supervision Office of the Sichuan Provincial Department of Ecology and Environment.

The complaint letter stated that Yunke Pharmaceuticals used strontium-90, a highly toxic nuclide raw ledger material, to make radioactive products of yttrium-90 resin microspheres for many times. 

Zhang Yan told us that a surgery called "Y-90 resin microsphere selective in vivo radiotherapy" is currently very famous in the field of cancer medicine in Asia. In both Hong Kong and Singapore, medical units doing this therapy have become quite well-known and lucrative. This is the envy of counterparts in mainland China.

In this operation, an expensive radioactive drug is needed, which is "yttrium-90 resin microspheres". How big is this "yttrium-90 resin microsphere"? Only 1/3 of our hair. A solution containing this radiopharmaceutical can be surgically inserted into a liver artery through a catheter and delivered to the patient's liver.

Zhang Yan introduced that when these small microspheres are stuck in the capillaries of liver tumors, the radioactive substance yttrium-90 adsorbed on the surface of the microspheres will emit beta particles in a gradual nuclear decay. The ionizing radiation of this beta particle can kill stubborn cancer cells at close range.

In most cases, the raw material for making yttrium-90 resin microspheres is strontium-90. This is a non-natural radioactive element produced by the nuclear fission of U-235 during the reaction of the nuclear test reactor, and often needs to be extracted from the dust produced therein.

Strontium-90 is a medium-long-lived nuclear decay element with a half-life of 28.5 years. After the decay of strontium-90, another radioactive element is formed, which is yttrium-90 of the drug yttrium-90 resin microsphere. Yttrium-90 has a half-life of about 64 hours, and it continues to decay to form stable zirconium-90.

The problem reported by Zhang Yan is that Yunke Pharm extracts high-purity yttrium-90 from a mixed solution containing strontium-90 and yttrium-90 produced by its constant decay, and then attaches it to other auxiliaries. , made into various pharmaceutical products.

Zhang Yan said that in any country or region in the world, a drug can only be marketed after it has obtained the review and approval of the highest drug administration authority in that place and obtained the relevant drug registration approval number. He checked the relevant information on the Internet and found that in mainland China, no company has been approved for a drug approval number related to yttrium-90.

Zhang Yan pointed out, "Yunke Pharm currently only has two drug registration numbers, 'Yunke Injection' and 'Iodine-125 Sealed Seed Source', and the production and sale of yttrium-90 drugs is a serious illegal act, which is one of them; Second, Yunke Pharm used strontium-90, a highly toxic nuclide, and produced and sold yttrium-90-related products without approval from the relevant competent authorities, which also seriously violated national radiation safety regulations.”

Unauthorized import of strontium-90 from Russia

Zhang Yan introduced to us that in mainland China, enterprises that produce and operate nuclear medicine are all "nuclear technology application projects". The previous highest competent authority was the Ministry of Nuclear Industry, and now it is the National Nuclear Safety Administration, which is subordinate to the Ministry of Ecology and Environmental Protection. There are corresponding institutions in the ecological and environmental protection departments of each provincial and its subordinate local governments.

For the supervision of "nuclear technology application projects", China has a series of laws and rules, covering almost every field and link. According to the regulatory rules, even for the radioactive drug production enterprises that are already in operation, the production and research of any kind of radiopharmaceuticals must be re-approved, and the procedures are quite cumbersome.

However, Zhang Yan pointed out that "the raw material of strontium-90 is imported from Russia, and it can be seen from a check." He said, "Before August 2020, the production of Yunke's yttrium-90 resin microspheres did not go through a single approval process. What they did was not airtight, but an open secret in the industry. He also emphasized that these are all "facts that he's seen firsthand."

The leaked document stated that “Shunhuashun.com” is a well-established website in China that specializes in providing story information, as evidenced by a short article on it on 29 August  2020. The content of the short article is that "Dongcheng Pharmaceutical Group (Shenzhen Stock Exchange-listed company)" answered questions from investors online, and the answer clearly disclosed that "its holding subsidiary Yunke Pharm is developing yttrium [Y-90] resin. Microsphere products, the project is progressing smoothly, and preclinical research is currently being carried out…”

Zhang Yan said that the people and units in the various relationship chains of Yunke have known for a long time that they have made the product of yttrium-90. You can see that a person in the securities affairs department can say this publicly. "

I did not find the message he was talking about, but saw another message. On 18 October 2021, the "Snowball" website reprinted the report of "Device House", "One hundred million people watched! This liver cancer medical artifact completed the first operation in the country".

"Device Home" is the first professional medical equipment new media service platform in China that focuses on reporting new medical equipment products and new technologies. The website reported that on 28 September of that year, the first case of “licensed access to yttrium-90Y resin microspheres for liver cancer surgery was successfully carried out in Hainan Bo'ao Super Hospital”. The procedure was performed on a 34-year-old male patient in less than an hour of surgery. He was discharged from the hospital 7 days after the operation, and on 8 October, he started working normally like everyone else.

At the end of this report, Yunke Pharm, which is "in the process of developing" yttrium-90Y microspheres, is mentioned. It also mentioned the cooperation between Yunke Pharmaceuticals and different British and American companies in this regard.

Zhang Yan also introduced to us that in 2015, Dongcheng Group entered Yunke Pharm, accounting for about 52% of the shares. The annual operating income of Yunke Pharmaceuticals is about 350 million RMB, and the operating profit is about 180 million RMB. Another shareholder of Yunke is Chengdu Nuclear Power Design and Research Institute, which is a well-known nuclear industry research institution in China.

Make up for leaks after the fact

Zhang Yan's report did not wait for the relevant departments to take any action against Yunke Pharm but he saw a series of seemingly "compliant" remedial actions taken by Yunke Pharm after the covid epidemic loosened.

In 2020, Yunke Pharm will first ask Nanjing Risen Radiation Technology Company to conduct an environmental assessment. Then in September, the evaluation report was made public on the website. Next, on 12 October, Sichuan Ecological Environmental Protection announced the acceptance of the evaluation report, and on November 13, the approval decision announcement of the evaluation report was released, and this project of Yunke Pharmaceuticals was officially approved.

Zhang Yan carefully studied the environmental assessment report, and also invited an environmental assessment engineer from an environmental assessment company in Sichuan to help analyze it. Finally came to the conclusion, "This is false evidence obtained by cheating, and they got through it by two not-so-sophisticated tricks."

The EIA engineer, who goes by the pseudonym Zhao Chunliang, pointed out that the item “Origin of the Project” stated that Yunke’s yttrium-90 production workshop made an EIA report in 2006, but it has not been put into operation after the approval but now more than ten years have passed, and the EIA approval at that time has expired.

More than a decade ago, Yunke Pharm was located in a suburban county of Chengdu, but now it belongs to an urban area with dense traffic. According to urban planning, it will become a transportation hub area in Chengdu in a few years. Therefore, this project that was approved more than ten years ago can only be listed as a new project, and it can only be listed as a new project. This is the first trick.

The second trick that Zhao Chunliang thinks is that the environmental assessment report only mentions the "current surrounding conditions" of the project site, but this is not the environmental conditions of the urban planning made by Chengdu in 2014. The EIA requires more than that, and must also take into account the near future.

Zhang Yan took pictures of the environment near Yunke Pharmaceuticals, and introduced the two northeastern sides of the factory, which are adjacent to two roads with very dense traffic. Outside the open space in the south, is the ring road commonly known as the Fourth Ring Road. There is only a small road to the west, which is a residential area.

According to the urban planning of Chengdu in 2014, the production project of radioactive products cannot be built in the location of Yunke Pharm. Zhang Yan said, "In case of an accident, the normal radiation leakage of the factory will affect how many people. The villagers in Huangjing Village, which is close to the factory, do not know or understand. Once they know, I don't think they know there and if they knew late they will be in a panic."

Before the Universiade must be dismantled 490 has leaked

In fact, Yunke Pharm has never had a land use right certificate to build a factory here, so the local government has been mobilizing it to relocate. In 2017, Yunke Pharm has obtained a 52-mu plot for them to build a new plant, and agreed to complete the relocation by June 2021.

However, Yunke has lobbied to postpone the relocation of the factory until the end of May 2022. This time is just over a month away from the Universiade. "This is absolutely reckless and ignorant decision, not only has no common sense, but also has no reverence for safety and risk."

Zhang Yan pointed out, "It is very different from ordinary industrial and mining enterprises. Yunke belongs to the site of nuclear utilization technology projects. The relocation of such projects has a special term called decommissioning. The risks in the process of relocation are analogous. It is like escorting a large number of violent felons over a long distance from one prison to a new one. The danger of the old environment is like a bacterial culture room, which cannot be controlled without special treatment and cleaning.”

Zhang Yan said on the phone that the dismantling of Yunke Pharm is very troublesome. It must be reported to the National Nuclear Safety Administration first, and then experts are invited to certify the cleanup plan. There is only one "China Nuclear" team in China that can do the cleanup. Because that nuclear contamination is It cannot be eliminated, it is not like anything else. This kind of nuclear-related things will be pulled to the desert after cleaning, injected into glass containers, beaten to a depth of 100 m and buried for 285 years.

Zhang Yan also said that according to the past experience of the industry, general medium-sized nuclear technology utilization projects should be decommissioned. The completion acceptance from the start of operation to the completion of decommissioning will not be shorter than 6 months. According to some special circumstances of Yunke Pharm, the workload will be very large and it will take longer.

Because Yunke Pharms is a 20-year-old factory, the raw material residues, auxiliary materials, tools, equipment, etc. accumulated in the radioactive workshop, as radioactive materials, must be removed from surface radiation pollution. Then inventory, verification, packaging, etc. must be carried out. Moreover, Yunke Pharm has used nuclides for many years, and even many are extremely toxic and highly toxic. In addition, there are other various waste liquids accumulated for many years, etc., and the amount is also quite large.

Zhang Yan did not think that he was unfounded, and strongly urged Yunke Pharmaceuticals to relocate and retire. He believed that "in the future, there will be dangers, and one or more radiation pollution accidents will occur."

Zhang Yan finally said that on 23 July 2021, the Chengdu Municipal Government and Shuangliu District demanded that the building must be demolished before 30 May 2022 but it did not anything. It does not want to dismantle or dispose of it because it would cost a lot of money.

He said that in fact, "only insiders know" that it has actually been leaked. "If you go to check, you will definitely find that 490 has been leaked."

Zhang Yan's revelations are finished. If I were a citizen of Chengdu, my first reaction might be to leave Chengdu quickly and stay away from the land of right and wrong. If I were a college athlete, I would refuse to participate in the Universiade in Chengdu because of the risk of being exposed to nuclear radiation there. If I were a powerful and capable foreign official, I would strongly suggest changing the city where the Universiade will be held.

"New" "highly virulent" HIV virus strain discovered by Oxford researchers

“There’s no cause for alarm with this new viral variant,” said Oxford epidemiologist Chris Wymant, the lead author on the paper. The variant likely arose in the late 1980s and early 1990s in the Netherlands, according to the researchers, but began to decline around 2010.

VB variant shows viruses can evolve to become more harmful
