On Taiwan Strait Crisis, Japan's Ambassador to the United States: It is necessary to send a clear signal to the CCP

台海危机 日本驻美大使:须向中共发明确信号

Japan's ambassador to the United States said that as tensions in Asia enter a "sinister period", the United States and allies must send a clear message to CCP China on the Taiwan issue and avoid upgrades.

"We need to respond, we need to send a clear message," Ambassador Tomita Koji said in an interview Tuesday (23 August 2022) at Bloomberg's New York headquarters. We have to be careful that we don't get caught in an escalation cycle."

Tomita said CCP was trying to use the trip to Taiwan by U.S. House Speaker Nancy Pelosi earlier this month as an "excuse to do something very aggressive" to change the status quo in the Taiwan Strait. Beijing fired a missile that landed in the waters of Japan's exclusive economic zone.

China has been conducting military exercises near Taiwan since Pelosi's two-day visit to Taipei earlier this month.

Tomita said Japan's national security adviser, Takeo Akiba, recently raised the issue in a roughly seven-hour conversation with top Chinese diplomat Yang Jiechi.

Tomita said the region was "entering a rather sinister period", with tensions rising sharply after Pelosi's visit and China entering a "delicate period." The CCP is expected to hold its 20th National Congress this fall, when Xi Jinping will usher in his third term as general secretary and president.

“In the coming weeks, we need to tread carefully and hopefully get the situation under control,” Tomita said. “But at the same time, we need to continue working within our coalition cooperation. We need to step up our efforts to improve our deterrence and capabilities. ."

The second group of five cross-party U.S. lawmakers visited Taiwan earlier this month, following Pelosi's visit despite fierce opposition from Beijing.

"There is no reason for these people not to go to Taiwan," he said, because Taiwan plays an important role in geography and industrial production and cooperation with chips.

On 21 August 2022, Indiana Governor Eric Holcomb arrived in Taipei despite pressure from the CCP, becoming the latest US official to visit Taiwan. According to a statement issued by the Indiana Governor's Office, "Indiana is home to 10 Taiwanese businesses and 12 Korean businesses."

The governor was joined by a delegation that included Indiana Commerce Secretary Brad Chambers. They will visit Taiwan and South Korea government officials, business leaders and academic institutions to further strengthen Indiana's economic, academic and cultural ties with Taiwan and South Korea, the statement said.

Ambassador Tomita applauded recent U.S. efforts to promote trade in Asia, including the Indo-Pacific Economic Framework (IPEF) announced by President Joe Biden in Tokyo in May, a  "very important tool" to engage in Asian affairs.

"I think we can work together to create something very practical," he said.

U.S. and Japanese dignitaries visit Taiwan one after another, the CCP conducts military exercises again, Taiwan is very busy

Reporter : Luo Ya / Editor : Huang Yimei / https://www.ntdtv.com/gb/2022/08/23/a103509196.html

The US Indiana Governor Hou Kangan led a delegation to visit Taiwan, and the Japanese parliamentary delegation also arrived in Taiwan. International dignitaries have visited Taiwan in waves, and more and more countries have realized that it is difficult for the CCP to develop toward democratization. More and more countries have also realized the importance of democratic Taiwan in geopolitics and high-tech industry supply chains. .

U.S. dignitaries have frequently visited Taiwan recently. Following a delegation from House Speaker Nancy Pelosi and the Senate Foreign Relations Committee, Indiana Governor Eric Holcomb also led a delegation to visit Taiwan. He is expected to stay in Taiwan for three days.

On the morning of 22 August, President Tsai Ing-wen said that economic security is the backbone of national and regional security, and Taiwan has the will and ability to strengthen cooperation with democratic partners to jointly build a sustainable supply chain of democratic chips and maintain shared value. and create more prosperity. Hou Kangan also echoed, "At this point in time, we must choose partners carefully."

Dong Siqi, deputy chief executive of a Taiwan think tank: "At the same time as the relationship between the United States and China has changed, in fact, the United States is increasingly advocating that the relationship between the United States and Taiwan should be adjusted in a more normal way. Therefore, not only Taiwan is becoming more and more The more it develops towards a normal country, the other countries in the world are also trying to use a normal way to conduct exchanges and relations between countries with Taiwan. Therefore, against such a background, the relationship between the United States and Taiwan is The economic and trade exchanges between them are also becoming more and more specific.”

In response to the visit of the US governor of Indiana to Taiwan, the website of the Chinese Ministry of Foreign Affairs published a response from an anonymous spokesperson, in addition to making "stern representations" to the US side, he also emphasized that "Taiwan is an inalienable part of China's territory."

Li Youtan, a professor at the National Development Institute of National Chengchi University: "The People's Republic of China does not abide by the UN conventions and charters at all. The UN Charter is the right to peace, the most important peace. The CCP is showing off its might, and the US congressmen come to test it there. Missiles, what do you mean? It's destroying the peace."

Before the Governor of Indiana left, the Japanese parliamentary delegation came. On the 22nd, Keiji Furuya, the chairman of the "Japan-China Senators Forum", a Japanese parliament friendly group for Taiwan, and a representative of the Liberal Democratic Party, led a parliamentary delegation to Taiwan.

Before arriving in Taiwan, Keiji Furuya tweeted that the CCP's military provocation poses a great risk not only to Taiwan, but to the peace and security of the entire East Asia. Therefore, countries with common values must cooperate closely.

Li Youtan: "The People's Republic of China has never ruled Taiwan, so now it is the international community that will give justice to Taiwan. Taiwan is inherently free and democratic, and a country where sovereignty rests with the people. If the Global Conference on Freedom and Democracy is held in Taiwan, members of Congress from all over the world will even It is natural for political leaders to come over. Therefore, the CCP is not pragmatic. The CCP wants to suppress Taiwan. The CCP shouts and then threatens the whole world.”

Tsai Ing-wen received the delegation of the "Japan-China Congressional Meeting" at the Presidential Palace, and once again thanked former Japanese Prime Minister Shinzo Abe for his contribution to Taiwan-Japan relations during his lifetime, and said that in the face of authoritarian expansion and provocation, the international community needs to work together to respond. Being invaded will have a huge impact on democratic values and the Indo-Pacific region.

Dong Siqi, deputy chief executive of a Taiwanese think tank, said that after the CCP’s economic growth, the so-called “China Dream” began. Through its sharp power and external propaganda, it had a negative effect and impact on other democratic countries. Democracies began to reflect on the dangers of engaging with the CCP. On the other hand, it has also taken the initiative to actively develop substantive relations with Taiwan.

Dong Siqi said, "On the one hand, Taiwan has made such contributions to the world to a certain extent in the high-tech industry, especially in semiconductor and manufacturing. On the other hand, we can also see that other countries are concerned with security issues, especially in Regional security, including Japan's arrival in Taiwan, as well as the United States' commitment to Taiwan's security and the security of the Taiwan Strait, can also see that the importance of geopolitics has become more prominent."

In addition, parliamentarians from countries such as the United Kingdom and Canada are also planning to visit Taiwan this year. Dong Siqi believes that in the future, more and more politicians from democratic countries will choose to visit Taiwan and promote more practical exchanges between Taiwan and their countries.

Experts urge the United States to speed up the strengthening of the defense system to prevent the CCP from raiding Guam

Reporter : Wu Minzhou / Editor: Lu Meiqi / https://www.epochtimes.com/gb/22/8/24/n13809190.htm

The CCP has frequent military operations in the Indo-Pacific region. Guam, an important U.S. military base in the Western Pacific, may become a potential target of the CCP’s Rocket Forces . Many military experts believe that Guam's defense capabilities are not enough to defend against the CCP's full-scale missile attack. The missile defense system should be upgraded as soon as possible, which will help reduce the success rate of the CCP's capture of Taiwan.

According to the U.S. military media "The War Zone", the director of the U.S. Missile Defense Agency (MDA), Vice Admiral Jon Hill, said at a recent seminar that Guam is significantly upgrading its anti-aircraft and anti-missile systems because Guam is facing "evolving threats", especially from the CCP.

Those threats include increasingly advanced ballistic missiles, cruise missiles, new hypersonic weapons, and even potential threats from space that could attack simultaneously from multiple different platforms, Hill said.

Hill said the proposed U.S. budget for fiscal year 2023 includes plans for ballistic missile defense capabilities and hypersonic missile defense capabilities in Guam, while the U.S. Army is responsible for cruise missile defense systems, which overlap in capabilities. But the exact number of interceptors, sensors, command and control nodes, and other components of the Guam defense system has not yet been determined.

The U.S. Missile Defense Agency and the Army currently provide limited ballistic missile and cruise missile defense systems in Guam, including the THAAD system and an experimental force equipped with the Israeli-made Iron Dome system. are equipped with anti-cruise missile capabilities.

Denny Roy, a senior researcher at the East-West Center in the United States, said that Guam is very important in emergencies such as "something in Taiwan" and that Guam is "close enough" to the conflict site to be a logistics hub  but also "far enough" to make it difficult for some of the CCP's weapons to strike Guam.

In terms of political status, Rao Yi said that because Guam is U.S. territory, the U.S. can carry out operations here. Although the number of aircraft is not as good as that of Kadena Base in Okinawa, Guam still has a large number of U.S. military aircraft, and Guam is the only submarine base of the U.S. military in the Western Pacific.

Malcolm Davis, a senior analyst at the Australian Strategic Policy Institute (ASPI), an Australian think tank, said that if the United States decides to intervene in China's attack on Taiwan, the navy and air force of the United States and allied countries can move from Guam to weaken the combat capability of the Chinese military. For the CCP, Guam is a key target for the CCP’s ballistic missiles and cruise missiles. A large amount of military hardware is concentrated in a specific area, which can be said to be a “target-rich environment.” If the United States loses Guam, it will make the United States’ frontline activities more difficult. Difficulties make it more likely for the CCP to successfully seize Taiwan, and "it is very urgent to strengthen the defense of Guam."

Indo-Pacific defense expert Blake Herzinger believes that the current defense level of Guam may not be enough to defend against a full-scale missile offensive launched by the CCP. The CCP is most likely to use the Dongfeng 26 ballistic missile to carry a variety of warheads to attack Guam. Heisinger said that China's attack on Guam is an attack on the United States, and the United States will not know whether the missile is equipped with a nuclear warhead, which creates an extremely dangerous situation between the United States and China.

Rao emphasized that Guam's anti-missile systems need urgent upgrades, which will include the THAAD system for combating ballistic missiles, the anti-missile defense systems carried by U.S. Navy destroyers and cruisers, and defense systems similar to Israel's "Iron Dome". Intercept cruise missiles. In addition to the ground-based Aegis Ashore system, if the anti-missile system can be moved, the countermeasures will be better.

Davis analyzed that the most likely way for the CCP to attack Guam is to use various missiles to target Guam’s runways, ports, ships in ports, military aircraft, command and control centers and logistics hubs. "It's a bit like Pearl Harbour in 1941, but faster, deadlier, more impactful, more precise, and China may also use cyber, electronic warfare, counterspace attacks as part of its attack on Guam. "

Davis suggested that in addition to strengthening defenses, the United States can also quickly attack China's automated command system network (C4ISR) to cut the "kill chain" of China's weapons.

The U.S. State Department exposes the CCP’s 8 methods of manipulating the right to speak in Xinjiang

美国务院揭露中共8手段操控对新疆话语权

The U.S. State Department warned the international community in a report released Wednesday (August 24) that CCP China is using "Wolf Warrior" diplomats, foreign and private media, and social media Influencers (Internet celebrities) and others to flood the cyberspace, manipulate global public opinion and discourse power on Xinjiang issues.

The U.S. State Department's Global Engagement Center (GEC), which specializes in combating global disinformation campaigns, released a report on Wednesday on China's efforts to manipulate global public opinion on Xinjiang, criticizing China's efforts to manipulate and dominate global discourse about Xinjiang. rights, discredit independent media reporting on genocide and crimes against humanity perpetrated against Uyghurs and members of other ethnic and religious groups in Xinjiang, and overwhelm and marginalize criticism and repression by leading and coordinating actions that promote Beijing’s usual rhetoric and narratives on Xinjiang issues Uyghurs’ claims of “genocide” and harassment of CCP critics. The engagement center recently expanded its efforts to expose disinformation campaigns supported by Chinese and Russian authorities.

China's (CCP) information propaganda strategy seeks to flood the international information environment with massive amounts of online content, restrict access to content that contradicts Beijing's official rhetoric, and create the illusion of support for the policies of the People's Republic of China (CCP), the report said. Overwhelm critics. Information propagandists use sophisticated AI-generated images to fake user profiles to make them look real. China (CCP) suppresses dissent through digital transnational repression and the use of online trolls and cyberbullying.

The report lists some of the practices used by the Chinese government.

1. Suppress criticism by flooding all kinds of online content

China promotes Beijing's customary narrative about its treatment of Uyghurs by flooding all kinds of online content to overwhelm unfavorable information on search engines and social media. Pro-China stakeholders use counter-narratives, conspiracy theories, and irrelevant news content to swipe the information ecosystem to suppress exhaustive reporting of CCP atrocities in Xinjiang. Social media accounts, media, private accounts and bot clusters of the Chinese government may all be facilitating this operation at the behest of the authorities.

2. The use of cyberspace forces to create the illusion of support

In order to manipulate speech and narrative about Xinjiang, “astroturfing” is used, that is, posting through fake accounts and coordinating online offensives to create the illusion that a policy, individual or opinion has broad popular support, when in fact this Such support does not exist. Use the navy to flood the information space with "positive stories" about Xinjiang and Uyghurs, including fabricated descriptions of Uyghurs living "happy lives," as well as posts emphasizing the so-called economic benefits of the authorities' policies for Xinjiang.

In mid-2021, more than 300 pro-China fake accounts posted thousands of videos about Uyghurs, the report said, appearing to deny violations in the region, claiming Uyghurs are "very free," and claiming widespread disapproval of international Media reports of Uyghurs being oppressed. But the New York Times and other media confirmed that most of these videos were produced by Xinjiang propaganda officials, first posted on Chinese online platforms, and then distributed to YouTube and Twitter to manipulate public opinion.

3. Use artificial intelligence to generate pictures that are fake

Starting at least January 2021, the pro-China network uses advanced artificial intelligence-generated content to create real-looking profile pictures for its fake accounts. Some of these accounts consistently deny the CCP’s atrocities in Xinjiang, falsely claiming that the vast amount of objective and independent evidence of the atrocities is fabricated by the United States and its allies.

4. Use transnational repression, online trolls and cyberbullying to suppress dissent

China-backed transnational repression targets those who speak out against the CCP, especially in the diaspora community, through online and offline harassment, preventing them from sharing their experiences or intimidating them into self-censorship, keeping silent, and using malicious rhetoric To poison the information environment and suppress dissenting opinions.

According to the report, cyber trolls’ attacks often turned into murder, rape or threat of assault, malicious cyber attacks. Cyberbullying involves harassment through doxxing, the posting of personal information online without permission, including full name, home address or work information. In March 2021, the Chinese Ministry of Foreign Affairs publicly challenged allegations of abuse by several individuals.

5. The focus of propaganda discourse

China's (CCP) Xinjiang propaganda discourse focuses on denying criticism and amplifying "positive energy stories" in an attempt to refute allegations of genocide and crimes against humanity.

6. Rebut/deny criticism from independent media

CCP propagandists publish and amplify relevant content to deny claims made by independent media and internationally renowned think tanks. In response to third-party allegations of forced labor on Uyghurs, Chinese diplomatic accounts, CCP-affiliated media organizations, and networks of suspected robots have continuously published reports about the mechanized cotton picking process in Xinjiang, implying that the region's cotton industry does not require forced labor. This propaganda avoids responding to reports that authorities have transferred about 100,000 Uyghurs out of Xinjiang in "forced labour resettlement" to work in factories elsewhere.

7. Promote "positive stories" to refute/"disprove" allegations of genocide and crimes against humanity

Use hashtags such as #美新江# and #xinjiang# to amplify "positive" stories about Xinjiang and counter independent reports of alleged crimes against humanity and genocide. Stories of harmonious coexistence in a multicultural society stand in stark contrast to the reality of the CCP’s extensive surveillance of Uyghurs, which includes officials living in Uighur homes for at least six weeks a year. Such propaganda is aimed at diverting attention from the CCP’s “population project”, which systematically increases the Han population in Xinjiang and “dilutes” the Uighur population density in the region.

8. Use the "so what?" argument and false equivalence fallacy to divert/evade criticism

Wolf Warrior diplomats, including "articulate" from the Information Department of the (CCP) Ministry of Foreign Affairs, used the "so what?" argument and false equivalence fallacy to deflect criticism of the CCP's Xinjiang policy, calling the accusers a fake people. The argument is not to argue that China is innocent, but to show that other countries are also guilty of violations.

The report emphasizes that despite the CCP's efforts to divert international attention from the situation in Xinjiang, independent media outlets, academics and human rights activists have released multiple witness accounts and verifiable data that the authorities have imprisoned at least one million people in Xinjiang. people, and there is credible evidence of torture, forced sterilization and other atrocities.

The report specifically analyzes and discloses CCP propagandists in detail. The report said that the CCP’s most gunpowdered propagandists were diplomats, known for delivering confrontational messages. In addition, state-run and CCP-affiliated media outlets spread false information about Xinjiang in at least a dozen languages around the world. To reach and resonate with global audiences, the CCP has also turned to private media and multilingual internet influencers. Internet trolls take the lead in attacking, provoking debate, insulting and harassing netizens in order to poison the information environment and divert attention from rhetoric critical of the PRC.

The report lists the main composition of CCP propagandists and propagandists for the CCP.

1. Some Chinese (CCP) diplomats lead strong propaganda

Some diplomats, known as "wolf warriors", often adopt a confrontational approach and use social media platforms to safeguard national interests. These people are most likely to deny, "refute" and avoid information that contradicts official propaganda. For example, Chinese propagandists spread a false claim that the CIA was trying to incite unrest in Xinjiang in order to bring China down. The accounts of some foreign ministry officials continue to spread false information and conspiracy theories about the origin of SARS-CoV-2 and Russia's unwarranted and unprovoked war against Ukraine.

2. State-run and CCP-affiliated media spread false information about Xinjiang around the world

China Central Television Network, China Daily, China Radio International and Xinhua News Agency produce propaganda content in at least 12 languages, and spend a lot of resources on social media advertising. In February 2021, in the face of growing international concern over the PRC's (CCP) genocide in Xinjiang, Xinhua News Agency released a so-called "truth", which contained many false claims, saying that Xinjiang Uyghurs were being detained. The human internment camp is a "vocational skills education and training center" that "fully guarantees the personal freedom and dignity of the trainees."

The report said the CCP cooperated with foreign media to repost Chinese-produced and subsidized content to local audiences, giving Beijing a certain level of authority and credibility to the propaganda rhetoric selected by Beijing. For example, the Kenya Broadcasting Corporation’s November 2019 report on China’s “poverty alleviation” policies in Xinjiang, written by an anonymous author, caused observers to question its authenticity and whether it was CCP propaganda .

3. The CCP is increasingly relying on private media companies to plan information manipulation activities targeting foreign countries, outsourcing and privatizing some of its foreign language information services to take advantage of the innovative capabilities of the private sector

The Chinese government has partnered with at least 90 companies based in China to design information manipulation campaigns targeting foreign countries and create a positive image. For example, a publishing agency run by the Xinjiang Uyghur Autonomous Region Radio, Film and Television Bureau and affiliated with the Communist Party’s United Front Work Department paid a marketing company to produce videos depicting Uyghurs supporting the government, which were then distributed to Twitter and YouTube by a group of fake accounts.

4. Use fake networks to spread Chinese (CCP) speech and narrative

Groups of fake accounts made up of bots, and real accounts that retweet CCP-approved propaganda messages on Twitter have flooded the information space, supporting the activities of the cyber army. Use one group of accounts to post messages such as denials of Xinjiang atrocities or accusations of "Western" hypocrisy, while another larger network of accounts promotes it through retweets and reposts.

5. Leverage influencers to better reach young international audiences

The Chinese authorities believe that due to the affinity and authenticity of social media influencers, they can help promote the dissemination of CCP information and change the local information environment. CCP propagandists seek to adjust their approach to reaching young media consumers around the world, while strictly adhering to political “red lines”, while designing their outreach to be more “younger” and allowing such information to go viral online. More than 200 third-country internet celebrities under the CCP’s state media, these internet celebrities produce social media content in at least 38 languages, and each internet celebrity has an average of 309,000 followers. China has also arranged for pro-CCP Western influencers to travel to Xinjiang, using them to advance propaganda about Xinjiang.

6. Use internet trolls to justify the CCP's position and attack, insult and harass critics

Internet trolls at the behest of the People's Liberation Army (CCP), the Cyberspace Administration of China or the Communist Youth League attack critics directly online. The Cyberspace Administration of China and the Propaganda Department directly employ about 2 million people nationwide to do this work, and another 20 million people work as part-time "volunteers of Internet civilization". Targeting both domestic Chinese audiences and Chinese-speaking diaspora communities overseas. In response to the Hong Kong protests in 2019, the CCP began investing heavily to influence users of US platforms such as Twitter, Facebook, YouTube, and other international platforms such as VKontakte and Telegram.

The Japan Coast Guard said that CCP Chinese coast guard ships have frequently entered the waters around Japan recently, tracking and interfering with Japanese fishing boats in operation. Japanese lawmakers call on the CCP to abide by "international law".

According to Japanese media reports, Chinese ships have recently frequently entered the waters surrounding the Senkaku Islands, the Ryukyu Islands, and the waters surrounding the Izu Peninsula to disrupt and expel Japanese fishing boats. Japanese media analyzed that the CCP’s purpose was to demonstrate its sovereignty over these waters.

Haruka Kato, a member of the Hirakata City Council in Osaka Prefecture, said, "The CCP has great contempt for Japan. Originally, there were clear international standards for the border. I hope the CCP will recognize it and take appropriate responses to neighbouring countries."

The Japanese Coast Guard also revealed that Chinese warships and coast guard captains have entered the internationally recognized Japanese territorial waters for many years to monitor and drive away Japanese fishing boats. This year, they were equipped with artillery weapons and approached Japan in a high-profile manner.

Kato Haru, a member of the Hirakata City Council, Osaka Prefecture, said, "From a broad perspective, protecting Japanese citizens, guarding the border, and maintaining the Self-Defense Force must seriously consider these issues with all citizens. Japan must cooperate with Taiwan, and at the same time internationally. We must cooperate with the United States, the United Kingdom, Australia and other countries.”

Japanese lawmakers also said that the situation in the Taiwan Strait has been unstable, and Japan will definitely be involved if there is a war in the Taiwan Strait.

Kazuhiko Maeda, a member of Osaka City Council, said, "Under such circumstances, it is very important for Japan to make careful arrangements, play a practical role in restraining, and at the same time show tenacious determination."

In response to the CCP's continuous entry into the waters surrounding Japan, the Japanese government has repeatedly protested to the Chinese side. Since there is no sign of a solution to the problem, Japanese lawmakers said it is particularly important to keep an eye on the CCP's movements in the future.

On 23 August, hundreds of motorcycle volunteers rushed to the scene to support. However, the district government notified that it would stop forwarding and recruiting volunteers. As of the afternoon of the 24th, the Jinyun Mountain fire was still not under control.

Mr. Ding, a volunteer from Beibei: "It's burning everywhere now, and it's going to burn here soon. We are now rescuing, it's really miserable, and it's a little out of control. The weather is too dry, professional strength is required. It's already saturated, so let's say it's coming in batches."

On the 24th, villagers in Nanquan Street, Banan sent a message for help, saying that the local area was in urgent need of heat-relieving materials.

Ms. Zhu, a villager in Banan, Chongqing, said, "The fire has not been brought under control yet, and those inside the fire have been evacuated. The epidemic prevention and control here, the village is closed, and our villagers can't come out. The front-line personnel of disaster relief are more prone to heat stroke. We What is lacking is glucose oral solution, which can supplement energy, and can also be eaten with water, mineral water, and ice cubes.”

Ms. Chen, a villager in Banan, revealed that the villagers are supporting the firefighting but due to the closure of the village due to the epidemic, they cannot go out of the village to purchase materials, calling for attention from the outside world.

Ms. Chen, a villager in Banan, Chongqing: "Our villagers are also volunteers, and they are all supporting. There are a few who suffer from heat stroke. We are very hot, and we are short of ice. We can't go out. We can't go out even after the nucleic acid test. Buy it from outside."

Ms. Deng, a villager in Beibei, said that the mountain fire has not been extinguished for several days, but the local government has labored and mobilized all staff to do nucleic acid. The high temperature of 40 degrees lined up to do nucleic acid.

Ms. Deng, a villager in Beibei, Chongqing: "The fire is serious. He is doing nucleic acid there. No matter how the villagers report that he does not do it, he will not agree. He does not want to do nucleic acid. Nucleic acid is useless, it is not necessary, he is messing around."

How to make patients queue up to pay the hospital marketing case arouses controversy

Reporter : Luo Ya / Editor : Shang Yan / https://www.ntdtv.com/gb/2022/08/24/a103510021.html

Recently, Sichuan Luzhou Fukang Hospital was exposed, and the marketing plan listed, how to "keep patients for a long time" and how to make patients queue up to pay" news caused great controversy on the Internet, and netizens believed that it revealed that many hospitals were aiming for profit.

On 8 August 2022, a video circulated on the Internet, showing that the words "How to make patients stay for a long time" and "How to make patients queue up for us to pay money" appeared in the marketing plan catalog of Sichuan Luzhou Fukang Hospital in the second half of 2022. After the video caused widespread controversy, the Luzhou Municipal Health Commission claimed that an investigation team had been set up to investigate the scene.

On the 9th, Lei Wenjun, the president of Fukang Hospital, came forward and explained that in mid-July this year, he led the office staff to inspect and study a tertiary hospital, and combined with the current situation of his hospital, he made this PPT and preached at the staff meeting. He said the original intention was for employees to "work on a sense of service" and apologized for the misnomer.

Another hospital staff member also told the media that the PPT was done by a new employee while learning. "The content of our dean's speech and the content of the text you see are two different things."

Under these clarification videos, netizens left messages one after another: "The PPT is very good, it is all the truth." "The wording is accurate, although it is not pleasing to the ears, but it is true."

Mr. Wang, a resident of Shanghai, said, "Chinese hospitals, regardless of whether they are state-run or private, are all for profit. When they enter the hospital, they are ready to cut them down. Now many people are afraid to enter the hospitals. Like me, I haven't entered the hospital for decades. , I am afraid that a small illness will be regarded as a serious illness.”

Mr. Wang, a resident of Shanghai, said that Chinese hospitals, like this PPT said, consider how to make more money from patients, so now minor illnesses are treated seriously, and serious illnesses are overtreated.

Mr. Wang: "As soon as you enter a Chinese hospital, no matter if you are seriously ill or ill, you will pay first and then see the doctor. Because there is a benefit, he will definitely prescribe medicine and give you a check, and repeat the check on any machine. It's very, very powerful. China, this It's a stubborn disease, a stubborn disease for decades."

Moreover, the so-called reimbursement of medical expenses has not reduced the burden on the public.

Mr. Wang said, "When my child didn't have medical insurance, he paid 10 RMB for a blood test. If you have medical insurance, half of it will be reimbursed. He will pay 60 RMB for a blood test, and the state will reimburse you half. $10 is $20 more, that's all."

Hospitals and the pharmaceutical industry have become profit-seeking, and this year has sparked several controversies.

For example, at the beginning of the year, Kanghua Hospital in Dongguan, Guangdong held the 2022 Kanghua Hospital Operating Room Summary Conference. The banner at the venue read, "Tigers are born to welcome the new year, and the operating room is full of money!"

In February, a video of medical staff in a hospital in Shangrao, Jiangxi Province toasting and shouting, "Three departments will flourish in 2022" was posted online. After the controversy, the court also apologized and said "the wording was not rigorous."

In addition, when covid broke out, people were generally worried about lockdown, but Mingde Bio, a manufacturer of diagnostic reagents and instruments, recently revealed that once an outbreak occurs in a region, the company will quickly organize sales forces to support the fight against the epidemic and occupy the market.

Chen Yongmiao, a constitutional scholar, said, "It is an inevitable result of the industrialization of medical care in 1992. The hospital was originally a public welfare organization, and it was supported by finances. With industrialization, the hospital has become a for-profit organization, and it must maximize profits. There must be public power behind the hospital, which is equivalent to a dual oppression of public power and capital on patients.”

Chen Yongmiao, a constitutional scholar, pointed out that this year China's economy is sluggish, and the tendency of hospitals to make profits will be more obvious.

Chen Yongmiao said, "The hospital itself has to live. When an institution wants to survive, it becomes unscrupulous. After it is driven by profit maximization and protected by public power, it must develop in this direction. There are so many things like stealing and selling organs.”

In ancient times, there was a couplet in traditional Chinese medicine, "I hope there will be no disease in the world, why do you have to put medicine on the shelf?" It was often posted at the entrance of the pharmacy of the hospital, but now the couplet at the entrance of the hospital has become "Good business starts well, great wealth and prosperity. ".

Engineering administrator kidnapped in Sihanoukville, rescued after being "perfect lover" for 12 days

工程管理员在西港被绑架 做12天“完美情人”后获救

Sihanoukville is a famous port city in Cambodia. It used to be favoured by Western tourists because of its beautiful beaches and cheap food, but in recent years it has transformed into a sinful swamp where gambling, drugs, pornography and cheating gather. A project manager from China was kidnapped and sold here and engaged in fraud. After being rescued, he disclosed to the media the tip of the iceberg of the sins of the scam park.

Kidnapping and resale
According to the Hong Kong media "Eye of the Storm", Li Mingran graduated from the Engineering Management Department of a college and university in China, and has worked in Chinese factories in Myanmar, Laos and other countries. In 2019, he followed a team of Fujian developers to Sihanoukville to participate in the project construction, and has worked in Cambodia for three years since then.

Near a mountain road near a lake and a mountain in Sihanoukville, Cambodia, a group of wild monkeys often go down the mountain to the side of the road, jumping and reaching out to beg passersby for food, while Li Mingran developed the ability and habit to feed the monkeys with his colleagues during his work in Sihanoukville.

One day in December 2021 at about 5 pm, 26-year-old Li Mingran was negligent and distributed bananas and mangosteens to the surrounding monkeys on the side of the road by himself. He did not expect the danger to come. Just as he was carefully observing the monkeys' actions, there was a sudden sound of yanking the car door behind him. Before he could turn around to check, he clearly felt a sharp object in his lower back, and his arms were tightly held. Four men kidnapped him. These people covered most of their faces with masks. Except for the driver, the other three held guns and the other two held sharp knives.

Li Mingran instinctively struggled and shouted "help", and then changed his mind and shouted "help" in English but then the man with the pistol warned him in a Northeastern dialect to "be honest and don't shout." Li Mingran was very afraid of being killed, so he closed his mouth immediately, and was then dragged into the car. The whole process took less than 10 seconds.

"This is a deliberate kidnapping." Li Mingran recalled the situation of his kidnapping afterwards and made such a judgment.

When Li Mingran was kidnapped, he was first taken into a car. Just as he was pushed into the last row of seats in the car, a black hood was placed over his head, and his mobile phone was taken away. About an hour later, when Li Mingran's hood was removed, he found himself taken to a windowless room. There were four bunks in this small room, and two other extremely tired young men were leaning against the legs of the bed, with obvious blue-purple scars on their hands.

On the day he was locked in this room, Li Mingran was inexplicably slapped twice. He looked at the other two wounded and dirty young men in the room, and knew that money could not be saved. "Life is the most important thing", so he actively cooperated with all the kidnappers' orders as much as possible.

The rules here are strict, everyone is confined to a one-metre space and forbidden to communicate with each other. There are two cameras in the room, and those who violate the rules will be served with electric batons, two bottles of water and a bucket of instant noodles worth less than $1 per person per day.

Not long after Li Mingran was caught here, a kidnapper held an electric baton, roared and told him, "We're just making money, we won't hurt our lives, as long as you cooperate obediently." In order to avoid the pain of flesh and blood, Li Mingran obediently unlocked his handphone, open Alipay, WeChat, and bank apps on the phone, and transferred $30,000 in his account to the other party.

The next day, the kidnappers forced Li Mingran to send a message to a friend to borrow money and ask his parents for money. After draining the last penny, a kidnapper with an electric baton walked up to Li Mingran and said he had found him a job. In fact, he sold him to an internet investment park.

At around 8 pm on the third day, Li Mingran was taken away. On the road near the airport, he was transferred from one vehicle to another. Through the dialogue between the two sides of the transaction, he knew that he had been sold for $15,000.

"Perfect Lover"
Like many other innocent people who were kidnapped, trafficked or deceived, Li Mingran was sold to an online investment industrial park in Sihanoukville and forced to engage in online fraud.

According to him, most of the Internet investment parks in Sihanoukville are like independent kingdoms. The gates are guarded by soldiers with live ammunition, the iron gates are usually closed, and there are double layers of snake-bellied blade barbed wire on the walls. People inside cannot get out, people outside cannot get in, and even police and other law enforcement officers have no right to enter. Here, only those with outstanding performance or senior executives of the company have the right to enter and leave the park.

Li Mingran's activity space in the Wangtou Park is limited to two floors, the first floor is for residence, and the second floor is for office. Everyday meals, someone will bring meals to the door. He "worked" at least 14 hours a day, with a maximum of six hours off, with no days off.

In addition to the overloading of work, everyone is burdened with performance indicators. Newcomers have to issue orders within 2 to 3 months, and old employees have to deposit 300,000 per month. Employees who have no performance or are not actively "working" are often locked up in small dark rooms and beaten, kicked or electrocuted.

Li Mingran is assigned to engage in online love scams. By playing the role of a successful, rich, honest, like reading, loving life, gentle and sincere "perfect lover" (character setting), women lose their judgment and vigilance, and then wait for an opportunity luring the other party to recharge the fake software for online investment. Once the other party recharges a large amount of funds, the "perfect lover" will disappear immediately. This kind of deception is called "killing pigs" in China.

Li Mingran and other people who were resold to this park shouted the slogan every day - "Return to my hometown and strive for success". In order to encourage the "salesmen" to bill, the fraudulent company does not pay the basic salary, but only gives them a commission. Li Mingran's company's commission is 20% to 35%. Li Mingran, who showed agility, was appreciated by the supervisor and was assigned to the "champion group" as soon as he left. There are 10 people in this group, and the funds defrauded every month are as high as 6 million.

However, the poor performers are in a dire situation. Some people have been resold many times, and the "payments" they carry for each resale will increase by thousands of dollars, or even tens of thousands of dollars. Once it is judged that a worker has no value for use, he will be resold and may also face the horrific outcome of being harvested.

Difficult self-help
Li Mingran was reluctant to lie, he felt that he could not stay here for a day, but he was even more afraid that he would be resold and fall into an unimaginably miserable situation. He tried his best to show his strengths and abilities in front of his supervisors, and used his "little cleverness" to buy time for himself in order to secretly find an opportunity to escape. He knew that the supervisor's patience was limited and he had to get help quickly.

He once hid on the balcony to survey the terrain when no one was paying attention, and found that the gap in the barbed wire at the corner of the wall was relatively large.

Then he secretly contacted his friends and planned to let them meet him outside and escape over the wall in the middle of the night while people were sleeping but the plan was discouraged by friends. A friend told him that the guards in the park all have guns, and that position is right in the middle of the two guards.

Li Mingran had no choice but to search for help channels on the Internet. He carefully turned on his mobile phone in the middle of the night, edited a large piece of his experience of being sold, and sent it to a self-media that had reported many cases of fraud, hoping to get help. The other party suggested that he seek help from the volunteer team in Sihanoukville. He contacted the volunteer team again and again, and the other party suggested that he leave a message to Guo Zongren, Governor of Sihanoukville, for help on Facebook.

Li Mingran refreshed every post on the governor's Facebook, and then sent his edited experience to the governor as a message. After two days of leaving messages, there was a reply on Facebook, and the governor arranged for a police officer to contact him. The next day, a policeman came directly to the important person in the park where Li Mingran was. Li Mingran was saved. At this time, he had been forced to be a "perfect lover" in this park for 12 days.

Compared with other victims who tried their best to seek help and failed, Li Mingran was quite lucky. Because the social environment of Sihanoukville is extremely complex, the personnel in the police system are also mixed. Sometimes, the police dispatched police force to the scene to save people, but before reaching the destination, the police had already tipped off the fraud gang, and the online investment company had already transferred the object of the report, leaving the police in vain and passive. Once someone calls the police and fails to be rescued, the caller will be brutally punished and then resold.

Li Mingran did not want to stay in Sihanoukville for a moment after he was rescued. After he completed the bail procedure at the Immigration Bureau, he immediately called a taxi and left the city that had brought him indelible psychological trauma.

12 Allied Missions to the United Nations speak out seriously concerned about CCP's endangerment of peace in the Taiwan Strait

The permanent representatives of the Republic of China's 12 friendly countries to the United Nations jointly wrote a statement expressing serious concern over CCP China's deliberately escalating military threats against Taiwan, undermining the status quo across the Taiwan Strait and endangering peace and stability across the Taiwan Strait and in the region, and praised Taiwan's calm response to CCP's threat. Foreign Ministry spokesman Ou Jiangan said at the regular meeting that the Republic of China would like to express its sincere gratitude to allies for their voice and firm support for Taiwan.

Affiliates include Belize, Eswatini, Guatemala, Haiti, Marshall Islands, Nauru, Palau, Paraguay, St. Christopher and Nevis, St. Lucia, St. Vincent and Tuvalu. On 23 August 2022, the permanent representatives of the 12 countries to the United Nations issued a joint statement to the United Nations delegations and the United Nations Secretariat on China's increased military threat to Taiwan.

Saint Vincent's Prime Minister Ralph E. Gonsalves revealed during his visit to Taiwan a few days ago that Saint Vincent is drafting a statement with Taiwan's other diplomatic partners, which will be published at the United Nations, condemning the People's Republic of China (CCP China) as unreasonable, disproportionate and completely wrong "The CCP's threat to Taiwan is unacceptable."

Ou Jiang'an shared this matter at the regular meeting of the Ministry of Foreign Affairs on 25 August 2022, and relayed that the friendly countries reiterated their emphasis on peace and stability in the joint statement, and jointly committed to continue to maintain the rules-based international order. purposes and principles, any international disputes should be settled by peaceful means. Allies solemnly call on the United Nations and the international community to urge CCP to immediately stop PLA military exercises against Taiwan and its attempts to change the status quo. The current situation is that the two sides of the Taiwan Strait are not subordinate to each other.

Ou Jiangan emphasized that the Chinese government in Taipei once again condemned CCP's aggression by intimidating with force, attempting to change the status quo in the Taiwan Strait and undermining regional peace and stability. PLA's military intimidation not only undermined the existing international order, but also seriously affected international trade and transportation. In addition, in recent years, CCP has continued to misinterpret the 1971 United Nations General Assembly Resolution 2758, pressured the United Nations to accept the Chinese Communists fallacies, and suppressed Taiwan's international participation.

Ou Jiangan reiterated that the Ministry of Foreign Affairs calls on the international community to recognize CCP's irresponsible actions that undermine the status quo, and jointly condemn and urge CCP China to abide by the UN Charter prohibiting the use of force. CCP should immediately stop any form of coercion against Taiwan and the international community. The Republic of China currently has diplomatic ties with 14 countries, and they often speak up for Taiwan in various international fields. Honduras and the Holy See did not participate in the joint statement, of which the Vatican is an observer of the United Nations rather than a member.

If the communist army carried out "blockade of Taiwan", Japanese experts: It will give Taiwan "country" status

The communist army conducted a live-fire exercise of "surrounding the platform" in the first half of this month. After nearly a month, the sequelae of the communist army's rampage gradually emerged. Japan's "Sankei Shimbun" quoted an expert analysis and pointed out that , China's "blockade of Taiwan" will not only severely damage its own economy, but may also endow Taiwan with a status in international law.

The report pointed out that China does not recognize Taiwan as a country, and once a war is launched against Taiwan, it will maintain that the repression of the rebel forces should be carried out in accordance with domestic law, which is a civil war, not an international armed conflict.

However, according to international law, the high seas and the exclusive economic zone (EEZ) allow freedom of navigation and flight, and in principle, foreign ships navigating in this area shall not interfere. The exception is in the event of an "international armed conflict" to which international law applies in times of war, in which case it is legal to deploy warships in certain sea areas to intercept all incoming and outgoing ships.

This time, the Eastern Theater Command of the Chinese Communist Army conducted joint air and sea exercises in the waters and airspaces of northern, southwestern, and southeastern Taiwan, emphasizing that one of the objectives was to "enhance the ability of sea and air to cooperate in actual combat."

Tsunade Mayama, a professor of international law at Osaka Gakuin University, pointed out that if China imposes a substantial blockade of the high seas or exclusive economic zone around Taiwan, Taiwan will gain the legal status of a "state" or "warring group."

Because it is illegal to block foreign ships on the high seas or in the EEZ in the event of a "civil war". To avoid breaking the law, one must recognize Taiwan as a "warring group" and turn the "civil war" into an "international armed conflict." Once Taiwan is recognized as a "belligerent group," it can apply the legal rights and obligations of conflict of arms, such as the Geneva Conventions, to form an equal status with CCP China.

Even if CCP China does not publicly recognize Taiwan as a "belligerent group", once PLA conducts "blockade" operations to interfere with foreign ships on the high seas or in the EEZ, it will be considered "tacit approval". Therefore, if the Chinese side refuses to approve, its "blockade" behaviour may be considered illegal.

Moreover, Taiwan already has the actual status of a country. At that time, there may be claims that Taiwan is not only a "warring group", and that Taiwan is a "country" by default.

The report pointed out that for CCP China, the "blockade" of Taiwan has risks under international law. For this reason, CCP may not use the word "blockade", but the name of "dangerous waters" to avoid being mistakenly shot in combat in order to achieve the blocking effect. In the future, how CCP will clarify the problem and face the "legal battle" of international law deserves attention.

Biden's "zero" gesture! Biden responds to FBI's Mar-a-Lago raid for the first time

A few days ago, the FBI raided the former President Trump's Mar-a-Lago in Florida without warning on 8 August and found 11 classified documents. Trump was dissatisfied and shouted that he was subjected to political persecution. U.S. President Biden never responded. On 24 August, Biden spoke out about the matter for the first time, emphasizing that he had no knowledge of it beforehand.

According to U.S. media reports, on the 24th, U.S. President Biden announced a large-scale student loan relief. Those with an annual salary of less than US$125,000 (about NT$3.81 million) can be exempted up to US$10,000 (about NT$305,000). It is estimated that millions of people have benefited from student loans. After the speech, a reporter suddenly asked Biden, how much did the president know in advance about the FBI's Mar-a-Lago raid?

Biden said to reporters with a "zero" gesture: "I didn't get notice in advance, no, zero, none at all, thank you." Then he turned and left. This is the first time Biden himself has responded on the Mar-a-Lago estate raid. The estate responded publicly.

A senior White House official told reporters that the White House did not know about the search until Trump issued a statement through the various media.

Another 'Trump vs Biden'? Don't say it's impossible after the Mar-a-Lago turmoil

「川普vs拜登」再演一場?(美聯社資料照)

(Central News Agency) FBI agents raided former President Trump's Florida manor. Trump slammed the move as a weaponization of the judiciary and an "attack from radical left Democrats who don't want me to run for president in 2024."

If you think this show looks familiar, it's because you've actually seen it, and the second time you watch it, it should be even more gripping. Everyone, get ready for "Biden vs Trump 2"!

This is what Trump may have told us about Trump's alleged hiding of classified government documents, nearly two years after he lost to Biden, Agence France-Presse reported.

If Trump was previously thought to be likely to declare war in 2024, some say it was because the FBI searched Trump's Florida home, which allowed him to portray a martyr, so it was almost a foregone conclusion.

Republican Senator Lindsey Graham told Fox News, "I thought he was going to run, and now I'm more convinced."

If Trump does run, it stands to reason that Biden will too. While 79-year-old Biden is the oldest president ever, he sees kicking Trump out as a historic cause.

If so, after finally surviving the tense and sometimes nightmarish 2020 election, the American people may now have to find themselves in the same situation again.

The difference this time from last time is that the current president will be Biden, who will turn 81 by then, and the challenger will be Trump, who will be 78.

Trump believes that he won the 2020 election, and the evidence that he instigated Trump fans to attack Capitol Hill on 6 January 2021 is now gradually emerging. He and Biden face off again, and the scene is bound to be very ugly.

"If you thought the 2016 and 2020 campaigns were ugly, you haven't seen the best," said Allan Lichtman, a history professor at American University who specializes in U.S. presidential elections.

The FBI raid on Trump's Mar-a-Lago villa could be a game-changing moment for practitioners of dark politics, and ironically, it could benefit both parties.

For Biden, the logic is clear.

The fate of the most prominent figures in the Republican Party hangs by a thread, facing not only FBI investigations but also legal cases ranging from subversion of elections to fraud and sexual assault.

That embarrassed Republicans but cheered Biden's Democrats, who are increasingly eager to avoid the expected annihilation and possibly even a surprise victory in the November midterm elections.

Where did the 16 CCP missiles go? Yaita Akio said this

Reporter : Chen Beichen / Editor: Lin Qing / https://www.ntdtv.com/gb/2022/08/24/a103510197.html

Akio Yaita, director of the Taipei branch of Japan's "Sankei Shimbun", recently stated that "the CCP's military exercise launched 16 missiles", it should be a lie, and pointed out that the CCP's missile technology is not good , which is a good thing for Taiwan.

The People's Liberation Army has been conducting military exercises around Taiwan for days since Nancy Pelosi left Taiwan.

Akio Yaita, who has worked as a correspondent in China for 10 years, shared on the program on the 20th, where did the 16 missiles go?

Akio Yaita first stated that last year the CCP claimed to have launched four missiles in the South China Sea but the U.S. military corrected it and only saw two. Later, the local government of Guangxi issued a notice that one of them landed in Guangxi and was launched from Qinghai. In other words, the CCP seems to have launched 4 missiles but 2 of them did not reach the South China Sea. Instead, they went to the mainland, one fell in Guangxi, and the other was missing.

Regarding the 16 missiles this time, Akio Yaita said that both the US military and the Taiwan military detected 11 missiles, and the Japanese side observed 9 missiles but because the Japanese side did not have the "Pave Claw Radar" (long-range radar station) like Taiwan's Leshan radar station early warning radar), so the CCP's exercise area in the southwest of Taiwan should be a blind spot for Japan's observation. To this end, Yaita Akio believes that the 11 detected by the United States and Taiwan are more credible.

Akio Yaita pointed out that there is a reason why Japan has not observed it. It is based on the pacifist constitution, which is equivalent to tying hands and feet. However, he said that this time, five missiles did fall into Japan's exclusive economic zone (EEZ), which has caused public opinion in Japan and caused a big impact.

Hit Japan? By the way, hit Taiwan?
Akio Yaita said that many Japanese people are asking, "Are you going to fight Japan? By the way, fight Taiwan?"

He pointed out that a public opinion poll conducted by the Sankei Shimbun and Fuji TV on the 23rd found that 90% of the Japanese responded that they "felt the threat of 'something in Taiwan'". It can be seen that these five missiles have made Japan nervous.

Is it intentional for the CCP to launch missiles into the waters of Japan's exclusive economic zone? Akio Yaita analyzed two possibilities.

Akio Yaita said that some people think that Xi Jinping is intentional, and it depends on Japan's response and shocks Japan. If there is war in the Taiwan Strait, how will the Taiwan army move? How does the U.S. military move? Most of them are predictable. But what about Japan's Self-Defense Forces? They have absolutely no concept, so want to see what Japan will do. At present, mainstream society in Japan agrees with this statement.

Another analysis by Akio Yaita is that the CCP originally wanted to hit the waters of Taiwan this time, but accidentally hit the waters of Japan’s exclusive economic zone. According to common sense reasoning, the possibility of the CCP not hitting the waters is relatively high.

"The CCP's missile technology is not good, which is a good thing for Taiwan." He said that the United States, Japan and Taiwan should strengthen ties, especially between Japan and Taiwan, to strengthen security dialogue.

Little knowledge of Leshan radar station
The Leshan Radar Station was built by Raytheon in 2011. The radar antenna was built on Leshan, the main peak of the Miaoli Jiali Mountains at an altitude of 2,620 meters. The main building is about 20 m long and 30 m high.

The detection surface of the Leshan Pave Claw radar can cover 270 degrees, the longest detection distance is more than 5,000 km, and the detection range basically covers the entire territory of China.
