In addition to attracting Chinese undergraduates, the announcement encourages Chinese doctoral students to come to Israel for three-year research and pay all fees.

Some students and scientists in Israeli academia also serve as reservists in some of the IDF's elite technical units, such as the SIGINT-focused Unit 8200. The researchers may be working with Chinese students on R&D capabilities, the sources said, raising alarm bells in Washington.

Israeli sources say the goal in Washington, D.C., is to minimize, if possible, completely cut off cooperation between Israeli and Chinese research institutions. The United States is particularly concerned about the leakage of sensitive data about cyber capabilities, microsatellites and electronic warfare systems to the CCP.

A source in the Israeli Ministry of Defense told Defense Emergency that the main source of Washington's concerns is what is known as "dual-use" technology, that is, systems that have commercial applications but can also be used in defense products, including in processing cyber, space, communications and related technologies in research projects on remote observation systems. In some academic institutions in Israel, these research topics are offered to foreign students, including students from China.

U.S. officials are wary of what China calls “military-civil fusion” programs, where any technology developed within China for civilian or commercial use must also be shared with the military.

"Beijing is pursuing this strategy not only through its own research and development efforts, but also through the acquisition and transfer of the world's cutting-edge technologies, including through intellectual property theft, to gain military advantage," the State Department wrote in a fact sheet.

Gabi Siboni, a senior Israeli cyber expert and IDF reserve colonel, told Burst Defense that U.S. concerns are understandable because Israeli academic institutions invest in cyber research, while some students and scientists have received training of the Israel Defense Forces.

Researcher Casey Babb published an article on the website of the National Institute for Strategic Studies (INSS) of the National Defense University on 20 September, analyzing the CCP’s ambitions to steal global technology.

“For decades, the Chinese Communist Party has prioritized the theft and access to sensitive information, technology and knowledge from the research community around the world,” Babb wrote, “from opaque academic recruitment efforts, tacit research partnerships, With massive institutional investment, covert espionage, cyber intrusions and other tactics, China has developed an extensive toolkit of legal and illegal activities to support its ambitions to transfer technology across the international research community."
