Chen Wenqing is Xi Jinping's main operative to purge corruption and rivals.

Wu Guoguang, a scholar at Stanford University, said the promotion showed that Xi's Communist Party "spy came to power," like the KGB in the Soviet Union. "It now appears that Xi Jinping really wants to use the system to control social power, and to play a role in monitoring political elites and foreign relations," he said.

Hong Yaonan, a China studies scholar at Tamkang University in Taiwan, said Xi's emphasis on security reflected the plight of his highly centralized rule. He dubbed it the "Mao Zedong Trap," where Xi Jinping either needs to strengthen internal controls like Stalin, or pursue frenzied nationalism and aggression.

“As Xi Jinping is at the center of a smaller and smaller decision-making circle, it becomes easier and easier to make the wrong decision,” Hong Yaonan said.
