On 14 October, Xi Jinping attended the 40th anniversary of the establishment of the Shenzhen Special Economic Zone. He coughed frequently in his speech and stopped to drink water. The Hong Kong Chief Executive Carrie Lam, who was present at the conference, was "isolated". Not only was she sitting on the side of the stage, she was also separated from the central leader by a table.

Guangdong Province held the 40th anniversary meeting of the establishment of the Shenzhen Special Economic Zone on 14 October. The meeting was originally scheduled to start at 10 am on 14 October  but it did not start until 10.30 am.

The live broadcast of CCTV showed that the chief executives of Hong Kong and Macau, Carrie Lam and He Yicheng, attended the conference, sat on the rostrum with the leaders of the central government, and did not wear masks. However, Carrie Lam, who sits on the far right of the second row, is clearly separated from the leader of the National Development and Reform Commission of the Communist Party of China while He Lifeng is visually separated by a table from other leaders on the stage.

This special arrangement should be related to the current epidemic, and Carrie Lam who attended the conference was deliberately "isolated." Just five days ago, on 9 October, when Lam Cheng attended the event, members of the Hong Kong Philharmonic Orchestra who performed live were later diagnosed with the CCP virus. In addition to the need to isolate more than a hundred members of the group, Carrie Lam and the Secretary of Home Affairs Xu Yingwei who were on the same scene were also at risk of infection.

On the same day, Xi Jinping delivered a speech for more than 50 minutes at the scene. Xi looked a little tired, and his speaking rate was slower than usual. At 44 minutes of his speech, a sudden cough came out, which attracted the attention of the audience. In the next few minutes , Xi continued to cough and stopped to drink water frequently.

During the live broadcast on CCTV, as long as Xi coughed and took a cup of water to drink, CCTV immediately switched the screen and filmed the guests under the stage. However, Xi's cough could still be clearly heard in the live video.

For the Beijing authorities, the conference on the 14th had extraordinary specifications and importance. However, it is worth noting that the conference that was originally scheduled to start at 10 am that day has been delayed for half an hour. It is unknown whether the reason is related to Xi Jinping's health and the current epidemic.

After China's October National holidays, a CCP virus outbreak suddenly broke out in Qingdao, Shandong. The video posted on the Internet showed that when the epidemic situation had not yet been eliminated, Xi Jinping and everyone were not wearing masks when they appeared on the street.
