Recently, Kashgar, a city in Xinjiang, had a large-scale outbreak of  SARS-CoV-2 (CCP virus). The entire territory of Kashgar was closed and planes were grounded. Various speculations are circulating on the Internet. The official announcement that “asymptomatic infections have been found” indicates that an outbreak may have occurred again.

In the afternoon of 24 October, the mainland Chinese Weibo began to circulate a lot of news of Kashgar's lockdown. Some local netizens pointed out that the lockdown of the city was due to the outbreak of the epidemic, but some said it was a so-called "public health problem", and others said it was due to war. According to online real-time flight information, flights at Kashi Airport began to be grounded that afternoon.

After the news came out, the first official reaction was to "refute the rumors" and deny it. On the Internet, a Communist crowd were "washing the floor" at full capacity. Even on overseas Twitter that was accused of "staining red", related videos and pictures were also marked as "may contain sensitive content", which can only be displayed after clicking to confirm.

The official website of the Kashgar City Police issued an announcement in the afternoon, requiring citizens to wear masks and pay attention to safety but the announcement was quickly removed.

Later, Hong Kong media confirmed through the Kashgar Epidemic Prevention Headquarters that the entire territory of Kashgar had already been locked down on that day, and planes were grounded, and no entry or exit was allowed. As for the specific reasons for the closure of the city, the staff of the command headquarters responded “not to say, not to say”.

It was not until the evening of the same day that Tianshan.com, sponsored by the Propaganda Department of the Xinjiang Party Committee of the Communist Party of China, quoted an official report saying that during regular inspections, “one case of asymptomatic infection was found” in the “should check” personnel in Shufu County, Kashgar Prefecture. At this point, the official suspected that Kashgar was officially closed due to the epidemic.

The official report stated that the "asymptomatic infection" found to be positive was a 17-year-old female villager in Zhanmin Township, Shufu County. "All close contacts have been under quarantine medical observation."

However, the Chinese Communist Party has always concealed the epidemic. Netizens generally suspect that if the epidemic situation is exactly as stated in the report, there is no need for the authorities to order the entire territory of Kashgar to be closed.

In July this year, a new wave of CCP virus outbreak occurred in Xinjiang, involving many areas in Xinjiang. Among them, in the capital city of Urumqi alone, more than 100 people have been infected by official reports. Outsiders suspect that the actual number of infections may be tens or hundreds of times. After a case of asymptomatic infection with SARS-CoV-2 was discovered on 24 October in Shufu County, Kashgar, Xinjiang, a large-scale screening of close contacts was carried out. As of afternoon of 25 October, 137 people have been found to have tested positive for the  virus and have been diagnosed as asymptomatic. The Kashgar Prefecture Epidemic Prevention and Control Work Headquarters has launched a first-level response, and an expert team from the National Health Commission has arrived there to guide epidemic prevention. The Kashgar region has decided to conduct full nucleic acid testing on more than 4.63 million people in the region.

CCTV reported that Gu Yingsu, Deputy Director of the Health Commission of the Xinjiang Uygur Autonomous Region, said that a 17-year-old woman was found to be asymptomatic in Kashgar yesterday. The local epidemic prevention and control headquarters immediately conducted nucleic acid tests on her close contacts. At 2 o'clock in the afternoon, 137 people were positive, all related to the Sancun factory where their parents were located. Experts diagnosed them as asymptomatic infections.

The Beijing Municipal Center for Disease Control and Prevention issued a reminder on 25 October 2020. The reminder states that if it is not necessary in the near future, it is recommended not to travel to Kashgar, Xinjiang. 

Citizens who have travelled to Kashgar in the past 14 days,attention must be paid to their own health monitoring. If symptoms such as fever or dry cough occur, wear a medical mask to the nearest fever clinic in time, and actively inform the doctor of travel history, contact history, etc. 

For those who come to Beijing for medical treatment in Kashgar, Xinjiang, please take the initiative to inform the doctor of their place of residence and contact history, especially if there is any travel history in Shufu County, Kashgar. 

Autumn, winter and spring are the seasons for high incidence of respiratory infectious diseases, and the risk of SARS-CoV-2 epidemics increases. People are advised to maintain a high level of awareness of epidemic prevention and control, wear masks scientifically, wash hands frequently, ventilate frequently, refrain from gathering. Maintain a safe distance of more than 1 metre with others and pay attention to dietary hygiene. Be sure to separate raw and cooked food and cook thoroughly to ensure food safety.

Four townships in Shufu County, Kashgar now high risk areas

The local epidemic prevention department has initiated a first-level emergency response and carried out nucleic acid testing for all employees in Kashgar. Authorities said on 26 October that there were no new cases of infection in Xinjiang. The streets of the ancient city of Kashgar were empty that day, all shops were closed, and there are some stranded tourists. Schools and kindergartens in Kashgar are closed until 30 October.

In addition to questioning the official number of infections, the spokesperson of the World Uyghur Congress Dili Shati also expressed concern about the coercive measures taken by the CCP in Xinjiang.

Dirichati said, "I am convinced that in the process of China's defense against the epidemic, the strategy he adopted is first, political stability, and second, to eliminate religious ideology, or China with split ideas. Xinjiang, especially in the densely populated areas of Uyghur, all policies adopted are based on political stability as the highest principle."

Xiao En said, "Xinjiang has been closely watched by the international community in recent months. Under such a situation, the CCP must take tougher measures in Xinjiang and want to keep this matter down. Then the epidemic will become a good excuse to say that it can take all kinds of strict control measures as long as there is an outbreak of the local epidemic, making it more difficult for the outside world to know how the actual situation in Xinjiang is."

The last time the Xinjiang epidemic caused concern was in July. Urumqi claimed to have found more than 800 confirmed cases, which led to Xinjiang’s lockdown for a month. Xinjiang residents complained about “one size fits all” over-prevention on Chinese social media, and there were also videos showing that people were being blocked and were forced to take mandatory medication.
