According to intelligence briefings, the CCP has orchestrated its intervention in Canada through its United Front Work Department, which targets politicians, the media, business, students and community groups in order to consolidate overseas support for CCP policies and to target CCP critics, and groups suppressed by the CCP.

The Intelligence Service alleges that several candidates for Canada's 2019 federal election met with officials from China's United Front Work Department. But the documents do not name the politicians.

The briefing alleges that China’s United Front operates through its consulate in Canada, and that Chinese officials use its proxies to transfer funds from the consulate into Canada’s political system.

The briefing mentioned the event in 2014 when the Toronto School Board cooperated with the Confucius Institute. Confucius Institutes are CCP-funded and controversial educational programs. The U.S. State Department said many parents, teachers and students opposed Confucius Institutes. The Confucius Institute works under the leadership of the United Front Work Department of the Communist Party of China.

The Chinese consulate in Toronto was accused of transferring a total of $1 million to proxy groups that organized demonstrations in support of the Confucius Institute, the brief said.

The Toronto Board of Education finally voted to reject the Confucius Institute.

CCP's agency is against elected officials

The CCP’s united front work also includes courting politicians and harassing critics. One of the allegations in the briefing concerns a February 2021 congressional vote on a resolution that found the CCP regime guilty of genocide against Uighurs in Xinjiang.

After the congressional vote, Chinese intelligence officers conducted in-depth background checks on members of Congress who voted for the resolution, the brief said. They studied the constituencies of specific, targeted MPs to see what industries and companies are in the districts and whether those companies have economic ties to China.

The goal, the sources said, was to see if the companies could be used to influence Canadian politicians who are not in favour of China.

In addition, ahead of voting in the September 2021 federal election, some members of Congress reported that they believed they were being targeted by the Chinese Communist Party to prevent them from winning the election.

Zhao Jinrong: CCP worked hard to kill his career
