In China, after the outbreak of the "white paper revolution" against the tyranny of the CCP, various places have gradually relaxed epidemic prevention and control. On Wednesday, the CCP authorities further released the so-called "New Ten Rules" to relax the policy .

The CCP’s so-called “New Ten Rules” stipulates that mandatory centralized isolation should be canceled, and people’s movement should not be restricted in non-high-risk areas. Except for special places such as nursing homes, medical institutions, and primary and secondary schools, no nucleic acid test negative certificates and health codes will be checked. Except for personnel in high-risk areas who undergo nucleic acid testing according to regulations, other personnel are "willing to do all the inspections"and cancellation of landing inspection.

The Epoch Times columnist Wang He analyzed that the authorities' "New Ten Articles" significantly adjusted the epidemic prevention regulations, no longer mentioning and zeroing out, which is a last resort.

The Epoch Times columnist Wang He: "One reason is that the people's grievances are boiling and the white paper movement continues. If this cruelty continues, the whole society will provoke riots. The second reason is that it has no money financially. To engage in this large-scale Where does the money come from? The economy is in a mess now. So it needs to make this adjustment now.”

At the same time, the party media Xinhua News Agency and CCTV began to change their propaganda, saying that the pathogenicity of Omicron virus is weakening, and the symptoms are very similar to influenza.

However, in the past three years, the CCP has been emphasizing the seriousness of the new crown virus, and the state media and domestic media have continued to play up the death toll of the epidemic in the United States and European countries.

Netizens ridiculed, "Before I let it go, it seemed like I had covid, and my life would be over. If I let it go, it would suddenly be milder than a cold, and public opinion would change overnight." "The virus was controlled by experts."

Zhang Jianping, a citizen of Jiangsu: "In fact, for more than a year, our decision-makers lacked basic common sense judgments on this Omicron. Today's series of nonsense, including the panic of the people, are mostly decision-makers caused by such misjudgment.”

Wang He pointed out that the CCP has always put politics first, maintaining stability second, and science third. In the past, some scientists also put forward arguments but the CCP has always considered politically and acted according to the wind, which led to a series of absurd decisions.

It is rumoured that the Dalian nucleic acid testing site became "illegal" overnight and was ordered to be demolished

The CCP’s “epidemic prevention” order was changed day and night, creating chaos and becoming a world-class joke. A few days ago, the government was still forcing people to test for nucleic acid, but an online announcement showed that a nucleic acid testing site in Dalian has now been classified as an "illegal building".

The circular issued on 7 December bears the official seal of the Zhonghua Road Sub-district Office in Ganjingzi District, Dalian. The notice was issued on the 6th, and the content was to inform that a prefabricated house used as a nucleic acid testing facility in the jurisdiction "has no relevant approval procedures for occupying the road" and must be dismantled before the 7th, otherwise it will be forcibly demolished by the government. Staff performing official duties will be “investigated and dealt with according to the law” and so on.

Previously, under the pressure of "zero-covid", local authorities and some medical institutions set up nucleic acid testing points everywhere, and people who did nucleic acid often queued up in long queues. Now the nucleic acid detection point has become an "illegal building" overnight, attracting ridicule from netizens: "It's a good hand to kill the donkey, it's a good hand", "The urinal is used up, it smells bad", "This kind of joke is only in China. Only then".

In addition, online news about "Dabai" (anti-epidemic personnel) losing their jobs, or even "jumping off a building" to ask for salary, also made netizens lament the absurdity of the CCP's "clearing".

According to online news, before and after the CCP issued the "New Ten Measures" for epidemic prevention on the 7th, some areas have been greatly "liberated", and it seems that they are already preparing for "herd immunity".

The Twitter account "Ms. Li is not your teacher" shared an internal notice for students of Peking University, which said that students who can return to their hometowns should try their best to return to their hometowns, and those who stay in the school should be prepared to "share troubles".

In addition, it is rumored that Anhui Normal University ordered the unblocking after a large-scale student protest broke out on the 7th.

However, although the CCP's "New Ten Measures" have greatly loosened the restrictions on epidemic prevention, many places still retain "nucleic acid screening", "high-risk areas", and "home isolation" and other "clearing" methods. After the release of the "New Ten Rules", some local governments still have not implemented them. The outside world is still waiting to see whether the CCP will completely abandon "dynamic clearing".

Hefei, Anhui recently declared that "the epidemic prevention will not give an inch" and continued to be closed. College students in the city protested one after another. On the night when the CCP released the so-called "New Ten Measures" measures, university students from the University of Science and Technology of China in Hefei gathered to demand that the lockdown be lifted.

In the evening of 7 December, the Twitter account "Mr. Li is not your teacher", which continued to break the news about the anti-blockade protests in China, shared many photos of students protesting at the University of Science and Technology of China, and tweeted that the university students gathered in the playground that night, Four appeals were put forward, and the deputy secretary of the school came to negotiate, but the problem was not resolved. He only agreed to hold a meeting the next day to study, and promised not to hold the protesting students accountable. The protesting students that night had dispersed.

The demands put forward by the students are: first, either unblock or have a holiday; second, respond in time and refuse to cover up; third, promise on the spot and refuse big cakes; fourth, ensure safety and refuse to liquidate.

On the night of the 7th, there were students from the University of Science and Technology of China who asked "Why doesn't the University of Science and Technology have a holiday earlier" on Weibo "University of Science and Technology of China Chaohua", and some people shouted "Either the lockdown is lifted, or the holiday is given".

On the 7th, the CCP authorities just announced the so-called "New Ten Points" loosening policy. Although the CCP officials have repeatedly released the public opinion of "letting go", the outside world still has a wait-and-see attitude on whether the CCP will really abandon the "clearing".

Hefei stated on 4 December that "the epidemic prevention will not give an inch" and demanded to continue to block and control. In the evening of 6 December, students from Anhui Medical University in Hefei also staged a protest on campus, shouting "holiday".

In the evening of the 6th, Anhui University of Science and Technology in Huainan City, Anhui Province also collectively yelled at the building, protesting that the school concealed a large-scale infection and secretly transferred students overnight to quarantine. That night, students from Anhui Normal University in Wuhu City, Anhui Province also organized a protest but failed due to the suppression of the school.

Criticizing CCP? Henan official article criticizes and controls layers of codes, quickly deletes article

杠上中央?河南官方文章批封控层层加码 速删文

The CCP’s extreme “dynamic clearing” policy is full of chaos, and anti-blockade protests broke out in many places. A few days ago, an official organization in Henan Province reposted an article directly criticizing excessive epidemic prevention and endless nucleic acid testing, public finances were quickly emptied, and the economy stagnated.

In the morning of 6 December, the WeChat official account of the Health and Family Planning Supervision of Zhumadian City, Henan Province published an article titled "11 Suggestions on Stopping High-intensity Epidemic Prevention, Restoring People's Livelihood, and Developing the Economy".

The article began by saying that the epidemic will enter its fourth year. Excessive epidemic prevention and endless nucleic acid testing "not only failed to effectively prevent the spread of the virus, but may cause wider spread." Affected by this, "people's livelihood is facing a devastating blow. The tense public finances were quickly emptied, economic development stagnated or even regressed, and orders at all levels and localities replaced the law, causing social stability and legal order to completely fall into disorder.

The article mentioned that nucleic acid testing and sampling are just formalities and appearances; testing personnel gather at testing sites, and testing personnel and protective clothing have become the largest source of virus transmission; false covi-positive or false covi-negative cases have been found in many places, indicating that nucleic acid testing is falsified.

The article pointed out that humans have never completely eliminated a virus. In today's world, people interact frequently, and eradicating viruses goes against common sense. Under such circumstances, "hard measures such as nuclear inspections and shelters are meaningless."

The article directly pointed out that the one-sided use of isolation, square cabins, and global silence will directly cut off the flow of social resources, completely clear the economy and people's livelihood, and drop to negative values. The benefits of the "epidemic prevention industry" are only obtained by individuals and interest groups and "a large number of low-income groups, especially those with mortgages or car loans, have personal and family financial bankruptcy, and are facing, or their food supplies have been cut off."

Articles criticize the phenomenon of overweight at every level, mainly because the performance required by the superiors is linked to the effect of epidemic prevention. Of course, there are also reasons such as interests and corruption.

The article mentioned that three years of high-intensity epidemic prevention, people's despair about the future and life, extreme changes in physical and mental health conditions, and widespread depression will become unfavourable factors for stability and development after the liberalization of the future."

The article calls for: immediately stop cluster-type nucleic acid testing; cancel the construction of square cabins, cancel cluster-type isolation, and remove all kinds of hard and soft barriers; strictly control the abuse of various epidemic codes and authorization permissions, and clarify the timetable for the exit of epidemic codes. Epidemic prevention and control cannot be "reincarnated" in a disguised form. Transfer and pay the epidemic prevention funds, guarantee people's livelihood (distribute relief funds) and supply of medical resources, etc.

This article aroused heated discussions among mainland netizens: "It's really sharp." It’s a disaster.” “This is a real article that we can understand, not a word game.” “At least it’s really telling the truth and seeking truth from facts.”

However, the above article has now been deleted. The certification information shows that the certification type of the official account is "government", and the certification subject is "Zhumadian City Health and Sports Committee".

In the afternoon of 6 December, a staff member of the Zhumadian City Health and Sports Committee told Tianmu News that the official account was released by a department of the Zhumadian City Health and Sports Committee. They have deleted the article at a public account at present.

Recently, a large-scale anti-blockade "blank paper revolution" broke out in various parts of China. People in more than a dozen cities including Shanghai, Beijing, Wuhan, Chongqing, Chengdu, Guangzhou, and Nanjing took to the streets to protest, shouting "The whole country is unblocked, and the Communist Party step down" and other slogans. Under the pressure of public opinion, the authorities seem to have loosened control recently.

The Central Committee of the Communist Youth League of the Communist Party of China admits that the loosening of restrictions is in response to public protests

中共共青团中央承认松绑封控是回应民众抗议

After the "blank paper revolution" broke out in various parts of China against the blockade, many places announced the relaxation of some epidemic prevention measures. A few days ago, the Central Committee of the Communist Youth League of the Communist Party of China rarely admitted that the loosening of epidemic prevention measures was a response to nationwide anti-blockade protests.

On 4 December, the Central Committee of the Communist Youth League of the Communist Party of China published an article saying, "A few days ago, opinions on the prevention and control measures of the epidemic in some places appeared online and offline. Through timely communication and improvement, the matter has subsided."

The article also stated that first, US Secretary of State Blinken "tacitly" commented on the CCP's epidemic prevention policy. In the past two days, I heard that some American politicians claimed to be very concerned about China's "protests" and threatened that this would have a negative impact on the US and China. "Great damage" to relationships. He also pointed out, "What does the Chinese people's own family affairs have to do with the United States? Could it be that these incidents were planned by you?" The incidents here refer to the "blank paper revolution" that broke out in various parts of the mainland recently.

On 7 December, the Wall Street Journal reported that comments from the Central Committee of the Communist Youth League of the Communist Party of China showed that the reduction of lockdowns and mass nucleic acid testing was a response to nationwide protests, a rare sign.

According to the report, the article by the Central Committee of the Communist Youth League amounted to a public acknowledgment that the public was angry at the long-term strict epidemic prevention measures. This may be the first official admission that the dynamic zeroing policy approved by the CCP leader Xi Jinping himself is flawed.

The report mentioned that China has been using strict blockade and large-scale testing to contain the epidemic for nearly three years, which has aroused widespread public dissatisfaction, severely suppressed domestic economic growth, and made China one of the biggest risks to the global economy.

While there have been numerous reports of easing restrictions, local policies remain fragmented. According to the report, some analysts cautioned that policy easing does not mean an immediate end to dynamic clearing, and that China's road to full reopening will be long and bumpy.

Earlier this month, Xi Jinping spoke for the first time of a "blank paper revolution", acknowledging that the outbreak had led to student protests.

According to Reuters, European Council President Charles Michel visited Beijing and met Xi Jinping on 1 December 2022 with other senior EU officials.

Senior EU officials relayed that Xi explained in the meeting why there were protests, saying that after three years of the epidemic, people were frustrated, mainly students or teenagers. Xi Jinping mentioned that Omicron is less deadly than the previous Delta virus, which means that the authorities can further relax epidemic prevention restrictions.

Since 26 November, large-scale protests broke out in Beijing, Shanghai, Wuhan, Chengdu, Nanjing and other major cities. More than a hundred college students across the country participated in the protest. They collectively shouted the slogans "Communist Party step down" and "Xi Jinping step down".

This "blank paper revolution" quickly spread overseas. Chinese and Chinese students from the United States, Britain, Japan, South Korea, Canada and other countries took to the streets to gather in support of China's protest activities and demanded that the "Communist Party step down" and "Xi Jinping step down". There are constant calls.

Recently, an article on the mainland network that was deleted by the authorities stated that large-scale nucleic acid testing and centralized quarantine have been lifted in many places in China.

In the morning of 6 December 2022, the WeChat official account of the Health and Family Planning Supervision of Zhumadian City, Henan Province reposted an article titled "Suggestions on Stopping High-Intensity Epidemic Prevention, Restoring People's Livelihood and Developing the Economy". The article directly criticizes excessive epidemic prevention and endless nucleic acid testing, public finances are quickly emptied, economic development stagnates or even regresses, and people's livelihood is facing a devastating blow.

CCP intensifies crackdown, lawyers who aid protesters blocked

On the weekend of 26 November, spontaneous gatherings of people broke out in Urumqi, Shanghai, Beijing and other cities in China. Participants mourned the victims of the fire in Urumqi on November 24, protested against China's (CCP) zero-covid policy, and demanded the unblocking. Many people in these protests held blank papers, which was called the "blank paper movement" by overseas public opinion.

Afterwards, dozens of lawyers in China formed a legal aid team to provide legal aid to participants and their families who might face police summons or who had lost contact.

However, soon not only a large number of video articles related to this white paper campaign were 404 (deleted) on Chinese Internet and social media, but the WeChat groups of these lawyers who provided legal aid were also blocked. Mr. Lu Tingge, a human rights lawyer in Shijiazhuang, Hebei Province, one of the lawyers of this legal aid group, introduced the details in an exclusive interview with us.

Guangzhou-based lawyer Wang Shengsheng is the founder of a group of lawyers providing legal aid to participants in the protests that erupted in China in late November. Overseas Rights Defense Network published an article "Let's Live for Ourselves" written by Wang Shengsheng on 3 December. The article does not refer to these protests as the "white paper movement," just referring to the participants as "public expressers."

The article revealed that because of their willingness to provide legal aid to those expressing public appeals, lawyer Wang Shengsheng himself and some other lawyers were pressured and even made things difficult by the local judicial bureau and the police.

The article also mentioned that in an online voting activity, more than 90% of the people who voted said they were not afraid of Omicron and did not want nucleic acid, but the online voting activity lasted less than 24 hours and was deleted.

The "China Digital Times" website, which monitors China's Internet censorship in the United States, found that articles related to the zero-clearing policy on WeChat have been repeatedly 404, including "Strongly Call on the Shanghai Government to Urgently Stop the Police's Random Checking of Citizens' Mobile Phones", "In Guangzhou Nansha Gymnasium A person infected with covid in the cabin hanged himself", "Ten Questions", etc.

The "China Digital Times" website also found that a Weibo post titled "A student of Northwest University of Political Science and Law was taken away with a placard on his back" was 404.

This post from the Weibo account "Pure Land on Earth PLUS" revealed that on November 26, at the nucleic acid testing site of Northwest University of Political Science and Law, a placard hung behind a male student read: I was the one who overturned the bus, and I was sick and refused to be diagnosed. I was the one who made the mistake, I was the one who walked hundreds of miles, I was the one who collapsed and jumped off the building, and it was me who was trapped in the fire. If these aren't me, then this is me next.

The Weibo post said the male student was taken away by school officials and given a serious warning.

Beijing: Various forms of temporary control are not allowed, and no nucleic acid health treasures will be checked when entering and returning to Beijing

According to the Beijing Daily, recently, Beijing has thoroughly implemented the decisions and deployments of the Party Central Committee and the State Council, adhered to the ninth edition of the prevention and control plan, implemented 20 optimization measures, and insisted on putting the safety and health of the people first. In response to changes in the epidemic situation and virus mutations, a series of optimization and adjustment measures have been introduced to address the concerns of ordinary people, and positive results have been achieved.

On 7 December 2022, the Comprehensive Team of the Joint Prevention and Control Mechanism of the State Council issued the "Notice on Further Optimizing and Implementing the Prevention and Control Measures for the New Coronary Pneumonia Epidemic". 1. The Office of the Joint Prevention and Control Coordination Mechanism of the Capital Strictly Entering Beijing has decided that Beijing will implement the following ten measures to optimize the epidemic prevention and control work from now on.

1. Scientifically and accurately divide risk areas. According to the requirements of buildings, units, floors, and households to delineate high-risk areas, it will not be arbitrarily expanded to areas such as residential areas, communities, and streets (townships). All forms of temporary blockade will not be adopted.

2. Implement rapid closure and release of high-risk areas. After the high-risk areas are demarcated, the community must inform the residents of the quarantine control time as soon as possible. People in high-risk areas should be sampled on the 5th day of isolation, and they should be unsealed in time after the test result is negative. In case of secondary cases, only the residents with secondary positive cases shall be controlled, and the control time of other personnel shall not be extended.

3. Optimize nucleic acid detection and inspection measures. Nucleic acid testing will be carried out for employees in high-risk positions and personnel in high-risk areas in accordance with relevant regulations, and other personnel are willing to undergo exhaustive inspections. In accordance with the regulations, enter elderly care institutions, child welfare institutions, kindergartens, primary and secondary schools, inpatient departments of medical institutions, catering (dining), indoor fitness and other places and closed places such as Internet cafes, bars, chess and card rooms, KTV, script killing, sauna bathing, etc. The QR code must be scanned and the 48-hour nucleic acid negative certificate must be checked, and the staff of the above-mentioned relevant places must follow its regulations. Adjust the requirements for nucleic acid testing of key populations, and important units, large enterprises, and major events can determine prevention and control measures such as nucleic acid testing and inspections as needed. Prevention and control measures such as nucleic acid test negative certificates and health codes will no longer be implemented for those entering and returning to Beijing. After arriving in Beijing, the "three-day and three-inspection" will no longer be implemented, and it will be implemented in accordance with the relevant prevention and control regulations of our city.

4. Optimize and adjust the isolation method. Positive infections should be admitted and treated in a scientific manner. Asymptomatic infected persons and mild cases who are eligible for home isolation are generally isolated at home, or they can voluntarily choose centralized isolation and treatment. During the isolation period, strengthen health monitoring. On the 6th and 7th day of isolation, two consecutive nucleic acid tests with a Ct value ≥ 35 will be released from isolation. If the condition worsens, it will be transferred to a designated hospital for treatment in time. Infected persons who have been cured and discharged from the hospital or cabin will no longer be subject to home health monitoring. Close contacts who have the conditions for home isolation are subject to home isolation for 5 days, or they can voluntarily choose centralized isolation, and the isolation will be released after the nucleic acid test is negative on the fifth day.

5. Guarantee the basic needs of the masses for purchasing medicines. Pharmacies must operate normally and must not be shut down at will. There is no restriction on the online and offline purchase of over-the-counter drugs such as antipyretic, cough, anti-infection, and cold treatment, and no real-name registration of drug buyers, no pop-up windows, and no follow-up visits. The drug regulatory department guides pharmacies to increase the release of drug reserves to fully meet market demand in a timely manner. Primary medical institutions can provide medicine prescribing services for patients with 11 types of symptoms such as fever.

6. Guarantee normal medical order. Ensure that the channels for residents to go out to see a doctor are unimpeded, and residents can seek medical treatment on their own according to their own needs and willingness to seek medical treatment. Publicize the address, telephone number of fever clinics, and information on medical institutions that receive fever children to the public, so as to facilitate the public to inquire about medical treatment. Outpatient and emergency departments of medical institutions should set up emergency treatment areas to rescue critically ill patients and ensure the safety of patients. After a positive person appears in a medical institution, the clinics involved will be closed immediately to ensure daily diagnosis and treatment services.

7. Accelerate the vaccination of the elderly. Adhere to the principle of receiving as much as possible, focus on increasing the vaccination rate of people aged 60-79, accelerate the increase in vaccination rate of people aged 80 and over, and make special arrangements. Carry out training on the identification of vaccination contraindications level by level, and guide medical staff to scientifically determine vaccination contraindications. Detailed popular science publicity, mobilize the whole society to participate in mobilizing the elderly for vaccination, and mobilize the enthusiasm of the elderly for vaccination. All districts must accurately grasp the base population of the elderly in their jurisdiction, provide nearby and convenient vaccination services through various methods, improve the vaccination experience, and create a good vaccination environment for the elderly.

8. Strengthen the establishment of files for key groups of people. The health department and the community should conduct a "double survey" on the base number of key personnel. The health department traces the number of pregnant women, hemodialysis patients, and tumor patients through medical institutions. The community actively surveys the number of disabled and demented persons who have been bedridden for a long time in the jurisdiction, the elderly with basic diseases such as cardiovascular and cerebrovascular diseases, chronic obstructive pulmonary disease, diabetes, chronic kidney disease, and immune deficiency, and their vaccination status. Create files, provide services by classification and classification, strengthen life service guarantees, reverse isolation protection, and guidance on health medications, etc.

9. Ensure the normal operation of society. It is strictly forbidden to block fire exits, unit doors, and community doors in various ways. Non-high-risk areas shall not restrict the flow of people. When an epidemic occurs in a unit, enterprise, or place, the infected person shall be quickly isolated or transferred according to local conditions, terminal disinfection shall be carried out, and work, production, or business shall not be suspended. Medical personnel, public security, transportation and logistics, supermarkets, supply guarantees, water, electricity, heating and other personnel who guarantee basic medical services and normal social operations are included in the "white list" management, and relevant personnel strengthen personal protection, vaccination and health monitoring. Strengthen care, care and psychological counseling for people under quarantine, infected people and front-line staff. Solve the urgent, difficult and anxious issues raised by the masses in a timely manner, and effectively meet the basic living needs of the masses during the epidemic response period.

10. Optimize school epidemic prevention and control. Resolutely implement the requirements of scientific and precise prevention and control. Schools without epidemics must carry out offline teaching activities normally. On-campus supermarkets, canteens, gymnasiums, libraries, etc. must be open normally, and the reporting system for teachers and students' absenteeism and daily symptom monitoring must be strengthened. Schools with epidemics must accurately delineate risk areas, and normal teaching and living order must still be guaranteed outside the risk areas.

All districts, departments, and units must strictly implement various prevention and control measures, and hope that the general public will continue to understand, support, and cooperate with the capital's epidemic prevention policies, adhere to good personal hygiene habits, and take the first responsibility for their own health people. We will continue to make progress while maintaining stability, dynamically optimize prevention and control measures, protect people's life safety and health to the greatest extent, minimize the impact of the epidemic on economic and social development, and maintain the overall security and stability of the capital.

Shenzhen Airport has resumed 8 international routes in 2022

Image : Researcher's Picture

Recently, the "Shenzhen-Tel Aviv" route has resumed operation. This route is the first non-stop Israeli route resumed in mainland China since 2020. Since the beginning of this year, according to the work deployment of the Civil Aviation Administration of China to gradually and steadily increase international scheduled passenger flights, Shenzhen Airport has combined with market demand and cooperated with domestic and foreign airlines to resume the operation of 8 international passenger routes. Shenzhen enterprises and industries are better able to "go out".

It is understood that the resumed Shenzhen-Tel Aviv route will return once a week. According to the airport, this route, as the first direct route to Israel resumed in mainland China, mainly considers the needs of serving cities and industrial development. Tel Aviv is known as the "Silicon Valley of the Middle East". Its development of high-tech industries has attracted worldwide attention, especially in electronics, communications, medical equipment, biotechnology, modern agriculture, aviation, etc. It has a high degree of industrial correlation with Shenzhen. From 9 December 2022, Shanghai's closed entertainment venues and catering service venues will no longer check for negative nucleic acid certificates

According to the release from Shanghai, at the press conference on the city's epidemic prevention and control work held on 8 December 2022, Wu Jinglei, deputy director of the city's prevention and control office, gave a briefing on the implementation of the city's 10 measures to further optimize the country's epidemic prevention and control measures. :

Yesterday, the Comprehensive Team of the Joint Prevention and Control Mechanism of the State Council issued the "Notice on Further Optimizing and Implementing Prevention and Control Measures for the Novel Coronavius Pneumonia Epidemic". The Shanghai Municipal Party Committee and the Municipal Government attached great importance to it, and immediately organized special research and quickly deployed and implemented it. Yesterday afternoon, the city's epidemic prevention and control work meeting put forward clear requirements on the scientific and precise implementation of 10 measures to further optimize epidemic prevention and control, and better coordination of epidemic prevention and control and economic and social development. The Municipal Prevention and Control Office took the lead in cooperating with relevant departments to break down each item in detail according to the national requirements, and effectively and orderly implement various optimization measures.

The first is about the scientific and accurate division of risk areas. At present, the city has demarcated high-risk areas according to buildings, units, floors, and households. It is required not to arbitrarily expand to areas such as residential areas, streets, towns, etc., to adopt various forms of temporary closure, and to adopt "silent" management at will. Scientifically determine risk areas, minimize the number of people under quarantine, and do not delineate high-risk areas if there is no risk of community transmission.

The second is about further optimizing nucleic acid detection. This city has made it clear that it will no longer carry out nucleic acid testing for all employees according to the administrative area. Except for employees in high-risk positions and high-risk areas, other personnel are willing to be tested in principle; those who have no nucleic acid testing records within 7 days will no longer be given yellow cards. code. From today, this city will no longer implement "arrival inspection", "three inspections in three days" and "four inspections in five days" for those who come to Shanghai and return to Shanghai; "The "place code" will no longer display the mark prompt of "coming to Shanghai and returning to Shanghai for less than 5 days", and it will no longer restrict its entry to relevant public places. We have optimized and adjusted the epidemic prevention requirements of some places. Except for places with special epidemic prevention requirements such as elderly care institutions, child welfare institutions, medical institutions, schools (including nursery institutions), closed entertainment places and catering service places will no longer check nucleic acid from tomorrow. Test negative certificate. The city will continue to retain sampling points for normalized nucleic acid testing and provide free testing services.

The third is about optimizing and adjusting the isolation method. For close contacts, the city has made it clear that from today, those who meet the conditions for home isolation will be adjusted from "5-day centralized isolation + 3-day home isolation" to "5-day home isolation", and they can also voluntarily choose centralized isolation. From tomorrow, asymptomatic infected persons and mild cases who are eligible for home isolation in this city can choose to be isolated at home, or they can voluntarily choose centralized isolation for treatment. We have asked all districts and units to strengthen service guarantees such as life, medical treatment, and medication for people in home isolation, respond to public concerns in a timely manner, and solve practical difficulties.

The fourth is about the implementation of "quick sealing and quick release" in high-risk areas. The city has made it clear that high-risk areas with no new infections for 5 consecutive days should be unsealed in time to avoid prolonged lockdowns and reduce inconvenience to citizens due to the epidemic. If the newly infected people found in the high-risk area after the closure are the co-residents, close contacts or co-residents of the positive people who strictly implement the home isolation management, after assessment, there is no risk of community transmission outside the family, and the high-risk areas will not be affected. The unblocking time of the area. Except for the delineated high-risk areas, our city has no longer carried out corresponding health management measures and nucleic acid testing for the people involved in the residential quarters where the positive infections are located and other related places and buildings where close contacts are located.

The fifth is about ensuring the normal demand of the masses for purchasing medicines. Citizens can purchase over-the-counter drugs such as antipyretics, cough relievers, antivirals, and colds online and offline, and information registration is no longer required for online and offline purchasers of the "four categories" of drugs. Relevant municipal departments have established an emergency supply guarantee mechanism for four types of drugs with key chain drugstores, e-commerce platforms, and industry associations, increased procurement efforts, and prepared sufficient supplies to protect citizens, especially the elderly, patients with underlying diseases and other special groups basic drug purchasing needs. It is suggested that the public can properly prepare some commonly used medicines, but there is no need to stockpile medicines.

The sixth is about accelerating the vaccination of the elderly. A large amount of research evidence at home and abroad shows that vaccination can effectively prevent severe illness and death. Especially vulnerable groups such as the elderly are prone to develop severe illness, critical illness and even death after being infected with the new coronavirus. It is necessary to get vaccinated against the new coronavirus as soon as possible. In order to speed up the vaccination of the elderly against the new crown virus, the city will optimize various convenience measures through the establishment of green passages for the elderly, temporary vaccination points, and mobile vaccination vehicles, so as to provide maximum convenience for elderly friends in vaccination. In order to better protect your own life safety and health, and for the sake of your family, it is recommended that elderly friends over 60 years old, especially those over 80 years old, seize the current window period, get vaccinated as soon as possible, and wear the "invisible protection" of vaccines for themselves. Clothes".

The seventh is about strengthening the investigation and classification management of the health status of key populations. This city has asked all districts to find out the elderly who suffer from cardiovascular and cerebrovascular diseases, chronic obstructive pulmonary disease, diabetes, chronic kidney disease, tumors, immune function deficiency and other diseases in their jurisdictions. Special populations such as critically ill patients should also be screened, work ledgers should be established, and plans for health management, closed-loop transfer, and medical security in emergency situations should be improved. , the elderly over 80 years old and other elderly people with disabilities carry out household surveys to understand their health conditions and complete information registration.

The eighth is about ensuring the normal functioning of society and basic medical services. Except for high-risk areas, other areas shall not restrict the movement of people, and shall not suspend work, production, or business. Medical personnel, public security, transportation and logistics, supermarkets, supply guarantees, water and electricity, and other personnel who guarantee basic medical services and normal social operations are included in the "white list" management. We will do our best to guarantee basic medical services, optimize the outpatient and emergency procedures, especially for fever clinics by further expanding the area, increasing the number of clinics, and strengthening the strength, so as to meet the medical needs of the people as much as possible. At the same time, the relevant departments of the city and district actively strengthened the storage guarantee of daily necessities and important livelihood commodities, and made every effort to ensure the normal production and life of the citizens.

The ninth is about strengthening the security guarantees related to the epidemic. It is strictly forbidden to block fire exits, unit and community gates by various methods such as hard isolation, so as to ensure that emergency escape channels such as public medical treatment, fire exits, and safety exits are unblocked. Communities and medical institutions should establish a sound docking mechanism to provide convenience for the elderly living alone, minors, pregnant women, the disabled, and patients with chronic diseases.

The tenth is about further optimizing the epidemic prevention and control work in schools. Protecting the health of teachers and students and maintaining normal teaching order are important tasks for the current epidemic prevention and control in schools. The city has made special arrangements for the prevention and control of school epidemics. It is clear that schools with epidemics must accurately delineate risk areas, and normal teaching and living orders must be guaranteed outside the risk areas. Schools in all districts and jurisdictions should improve the school-site coordination mechanism, strengthen the emergency response to the campus epidemic in terms of medical teams and supplies, and the transfer of positive infections, improve the school's emergency response capabilities, and ensure the health of teachers and students and the safety of the campus.

The human rights organization "Protection Guardian" released a new report on 5 December 2022, revealing that in Canada, two more CCP Overseas 110s were discovered, and 48 more were added worldwide.

The "Guardian of Protection" report revealed that, in addition to the previously confirmed three CCP overseas 110 stations in the Toronto area, two more were found in Canada, one in Vancouver and the other at an unknown location. They belong to the Jiangsu Nantong and Zhejiang Wenzhou Public Security Bureaus. In total, 102 police stations have been detected in 53 countries so far. These police stations are accused of cracking down on overseas Chinese who dissent from the CCP government.

Alex Neve, Senior Researcher, Graduate School of Public and International Affairs, University of Ottawa: "It is very worrying to hear that more and more police stations have been discovered. Agents of the Chinese Communist Party are intimidating and harassing Canada, especially those who try to claim human rights. problematic people, these police stations will allow Chinese agents to carry out more such operations.”

Canadian current affairs commentator Feng Zhiqiang: "You (the CCP) have extended your hand to our country. You have violated Canada's sovereignty, not just a matter of laws and regulations."

When these police stations were exposed before, the CCP authorities argued that they were set up to help Chinese citizens who were unable to return to China during the epidemic to renew their driver's licenses but Protection Guardian said most of the 110 newly discovered overseas stations were set up in 2016.

Feng Zhiqiang: "After (overseas police stations) are now exposed, the CCP's autocratic group will use high-sounding statements to cover up their real practices."

Alex Neve, senior fellow at the Graduate School of Public and International Affairs at the University of Ottawa: "This is not just a crime issue, it's a political issue, a diplomatic issue, a human rights issue. Canada should look into whether these police stations are somehow violating diplomatic agreements." .The government needs to have an overall strategy."

Neve pointed out that there are various signs that the CCP’s threat to Canadian democratic society is still expanding, and people should raise their awareness of self-protection.

Neve: "Don't deal with these police services in the first place. If you feel spied on, threatened or intimidated, report it to the Canadian Police Service and human rights groups. Make sure you have top-notch security online and on your digital devices and be aware of who you share information with .”

At present, 14 countries have launched investigations into the CCP’s private setting up of overseas police stations.

Call on the CCP to immediately release the "blank paper youths" in concern that were abused

On 7 December, Minsheng Watch.com published an article calling on the CCP authorities to immediately release all arrested "blank youths".

The article said that a "white paper movement" spreading around the world ended the CCP's "dynamic clearing", and the people have since gained the freedom to travel, but many young people who promoted and participated in the white paper movement have been illegally imprisoned and their whereabouts are unknown.

The article pointed out that on 26 November, more than 60 students of Nanjing Media College, which initiated the protest, were arrested. In addition, Caiyang Lamu, a 23-year-old female college student from Lhasa, Tibet, has been missing for several days and has not been heard from. She may have been arrested, and her family members are in great urgency.

Apart from Nanjing, many protesters were also arrested in other cities. On 27 November, at least 25 protesters in Hanzheng Street, Wuhan were arrested on the street and placed in administrative detention.

Lawyers in China said that in the evening of 3 December, four people were arrested holding blank papers in Dongshankou, Guangzhou, and two of them were not released after 24 hours. In the evening of the 4th, another three or four people were taken away, and there is no news as to whether they will be released or not.

From 4 to 5 December 2022 dozens of young people in Guangzhou who had gone to Haizhu Square to protest were arrested. Many of these young people are public welfare workers and art workers, and most of them were taken to the Beijing Road Police Station in Yuexiu District, Guangzhou.

A girl who was arrested and released in Shanghai revealed that on 27 November, they were taken to the Tianlin Xincun Police Station by the police. After entering, the girls were asked to strip for inspection. Several girls and boys were beaten by the police, some girls were kicked in the stomach, slapped in the face, and some girls were beaten with concussions. A boy was locked up for 24 hours and was still not released. After expressing his dissatisfaction, he was taken to a "small black room" by the police, and his screams could be heard from inside.

The girl said that she was threatened by the police at the police station. They could not sleep or talk, and they were given a few slices of bread when they were too hungry. The police collected their portraits, fingerprints, and irises, and asked them to read articles aloud repeatedly, and collected their voices, which may be used to compare with those who chanted slogans.

Minsheng Watch calls on the CCP authorities to immediately release: Jin Jiawei, Lin Dangdang, Chuan Chuan, Li Kangmeng, Wang Chenhao, Li Mu, Wang Daiyue, Wang Hao, Qin Chao, Chen Jialin, Zhang Donghui and all "blank youths"!
