Japan and other countries tighten border controls on Chinese arrivals

On 27 December 2022, Japanese Prime Minister Fumio Kishida announced that starting from midnight on .30 December 30, passengers from mainland China must present a negative nucleic acid test report upon arrival.

The CCP has decided to hold the Two Sessions in early March. Among the new members of the Politburo Standing Committee, Li Qiang, Zhao Leji, Wang Huning, and Ding Xuexiang should be anxiously waiting to formally take over as Premier of the State Council, Chairman of the National People’s Congress, Chairman of the Chinese People’s Political Consultative Conference, and First Vice Premier of the State Council.

Xi Jinping himself also needs to be re-elected as the president of the country, and the candidate for the vice president seems to be still a mystery. The position of State Councilor of the State Council of the Communist Party of China will also be replaced; Wang Xiaohong should replace Zhao Kezhi and occupy a seat; the position vacated by Wang Yi will not be available to the new Minister of Foreign Affairs of the Communist Party of China, Qin Gang.

Some local officials have already been in place, but after the two sessions, they should finally be in place. The heads of various ministries and commissions in the central government are going to be replaced, and the Ministry of Foreign Affairs has already taken the lead, but more successors have to wait another two months.

The epidemic in early March cannot be predicted. If the peak comes again, the CCP will be in a dilemma whether to postpone the two sessions. If the two sessions are postponed until the summer, as in 2020, the CCP’s top leaders will not be able to complete the power transfer as scheduled. If you insist on holding the meeting as scheduled, it will be a trivial matter for people on the rostrum to wear masks, and it will be very dangerous for Beijing to be tested by mutant virus testers from all over the world. Various mutant viruses have another rare opportunity to cross-mutate, and then they are brought back to various provinces and cities. Will the CCP continue to promote new virus experiments?

People certainly hope that the epidemic will slow down in early March, or even earlier. Even if the two sessions of the CCP can be held normally, it depends on whether the senior CCP officials are healthy. I can't hide it anymore. If someone got hit or even lay down during the meeting, it would probably be big news.

After the 20th National Congress, the top leaders of the Communist Party of China may not have anticipated the changes in the two sessions in 2023. Perhaps Li Qiang should have been added as vice premier earlier. Li Qiang looks forward to succeeding Li Keqiang as scheduled and healthy, but even greater variables are waiting for him.

Whether the economy can be stabilized

In 2022, the two sessions of the Communist Party of China set a goal of 5.5% GDP growth, but after the end of the second quarter, it has already failed. Li Keqiang's "stabilizing the economic market" also unfortunately died, and now he probably has said nothing.

After Li Qiang officially took over, how to determine the target for 2023 has become a big problem. He does not know if he dares to continue to set a growth target of 5.5%. It's embarrassing.

Beyond the problem of target setting, the real problem is whether China's economic downturn can be prevented. Of course, the CCP will not admit that the economy has fallen into recession, but the consequences of the "zero-covid" experiment are obvious to all, and now it has begun to relax the "dynamic clearing" drug test. Many factories have already closed their holidays early, but it is unknown how many factories will be able to resume normal operation after the Lunar New Year.

In the second half of 2022, China's export orders have been greatly reduced. In 2023, the economies of Western countries are not optimistic. If countries fail to stop the mutant virus exported by the CCP, the economic prospects will be even more unpredictable.

China's real estate industry has already stopped. In such a situation, it is completely unrealistic to expect ordinary people to buy, stockpile, or speculate in large numbers.

Private enterprises have been tossed miserably by the CCP, and more and more people have been suddenly laid off on the Internet. The Economic Work Conference of the Communist Party of China once again mentioned "reform and opening up" and "supporting private enterprises". It is estimated that there will not be many private entrepreneurs. No one wants to show off their wealth at this time and wait to be slaughtered. Many private enterprises were originally the white gloves of the CCP’s elite. The enterprises supported by the retired senior officials sent by Jiang and Zeng were probably forced to die down, or had to accept "common prosperity"; there will be more and more examples of Jack Ma living in Japan.

The CCP cannot rely on state-owned enterprises to support the "internal circulation" of the economy. Li Qiang may be able to stimulate another trillions of investment but no one knows how effective it will be, nor who will eventually fill the big hole in debt.

Xi Jinping has repeatedly asked the Politburo, Politburo Standing Committee members, and members of the Central Committee to "overcome the panic of competence"; in 2023, a large number of officials who need to "make up for knowledge deficiencies, weak capabilities, and weak experience" will become the CCP's national, deputy state, and provincial officials. For ministerial-level officials, the variables of whether China's economy can be stabilized are large enough. People whose lives are becoming more and more difficult can't help worrying, and probably can only pray for God's blessing. The newly appointed senior CCP officials may not be capable enough, but they are not necessarily without ambition.

Variables in the CCP’s Infighting

Xi Jinping never forgot to mention Jiang Zemin's death at the CCP's New Year's tea party and in his New Year's greetings, deliberately declaring repeatedly that the Jiang and Zeng factions are no longer in good standing. Zhao Leji and Wang Huning probably did not dare to make any waves. The Politburo and Central Committee members should no longer have Jiang and Zeng's hardcore members. It seems that the Xi camp no longer has to worry about threats on the table. However, Zeng Qinghong and his gang are used to spreading rumours to disrupt the situation. It is hard to say whether they will use the slogans "Communist Party step down" and "Xi Jinping step down" to produce a long article similar to "Objective Evaluation of Xi Jinping" to point the finger at Xi Jinping.

The Tuan faction has all been eliminated, Li Keqiang may not be in the mood to make a final struggle, and it will be difficult for Hu Jintao to show up. However, at the Politburo life meeting from December 26th to 27th, Xi Jinping still emphasized "resolutely safeguarding the authority of the Party Central Committee"; Absolutely loyal."

These words should be mainly aimed at people inside the Xi camp. Xi Jinping was re-elected successfully, but he cannot live forever, maybe one day he will lie down or die; it seems that who should succeed him has not been determined, and no one dares to mention this matter publicly but there is no guarantee that no one will think about it. The important ministers and close ministers around Xi Jinping may not dare to secretly prepare dragon robes at home, but it cannot be ruled out that some people fantasize about reaching the top.

Among the members of the Politburo Standing Committee, Zhao Leji and Wang Huning may not dare to dream, but Li Qiang, Ding Xuexiang, Cai Qi, and Li Xi are not the same. Other members of the Politburo cannot rule out daydreaming. With the decline of the Jiang and Zeng factions and the decline of the Tuan faction, the competition within the Xi camp may become the main theme of the CCP's internal struggle. In order to compete for potential successors, new factional disputes may be triggered.

Many people inside the CCP should have also seen that major changes will come at any time. Although Xi Jinping is re-elected, whether he can really manage the sudden changes depends on the party. When the wind and rain are precarious, it is not ruled out that someone will take advantage of the situation to disrupt the situation or initiate troubles in order to replace Xi Jinping; there may even be people who wait for the changes in the former Soviet Union and Eastern Europe and regard the fall of the CCP as a stepping stone to advancement. I am afraid that these variables are tacitly understood by the top leaders of the CCP, and they are likely to be wary of each other.

Variables in the external environment

Western countries have to be wary of the CCP’s desperation in the Taiwan Strait, and even direct conflict with the United States. The transfer of supply chains and the withdrawal of foreign capital will become more and more consensus. ASEAN countries and India are doing everything possible to seize the historical opportunity to receive foreign capital and supplies transferred from China chain. The United States will also increase its technological and economic blockade against the CCP, and other countries may follow suit.

Official admits more older people die 

The epidemic in China has caused a large number of deaths among the elderly. Many people question the death rate of the elderly.

According to official media reports, in 1948, he was the head of the CCP’s underground party organization at the Beiping Academy of Art, the predecessor of the Central Academy of Fine Arts, and participated in helping the CCP seize Beiping (Beijing). In 1958, when Hou Yimin was the deputy director of the Oil Painting Department of the Central Academy of Fine Arts, he created the "Revolutionary History" painting that praised the Chinese Communist Party and participated in the design of RMB.

Officials did not say the cause of Hou Yimin's death. China has gradually relaxed the Wuhan pneumonia (covid, COVID-19) epidemic prevention and control since December 2022. Countries have resorted to anti-epidemic policies against China. There are Internet rumors that Beijing, China is infected with the epidemic. It is suspected that the virus is not the Omicron, which is mostly mild, but the original virus or other "hidden version of the big devil". Is it true? The Taiwan Fact Checking Center asked Taiwan and Hong Kong experts to verify this.

Rumors began to circulate on 27 December 022, saying that "a large number of mutant viruses have appeared in China, and a large number of white lung deaths have been reported in various parts of Beijing. It is not a symptom of Omicron at all. It is more like the previous Delta or original Wuhan pneumonia virus. That is, the large number of infections in China may not only be the omicron family with mild symptoms, but also the hidden version of the big devil who is attacking the city together... The inspection center consulted Shi Xinru, director of the Emerging Viral Infection Research Center of Chang Gung University, Qiu Nanchang, chairman of the Taiwan Pediatric Infectious Diseases Medical Association, and Jin Dongyan, a professor at the School of Biomedical Sciences of the University of Hong Kong.

Experts pointed out that according to Taiwan's current overseas virus strain monitoring, most of the Omicron variants have been imported from outside China. At present, there is no evidence that a stronger and more deadly variant virus has emerged in China. China's information is relatively opaque, and Taiwan's genetic sequencing tests for foreign imports can help monitor the status of mutant strains in China. In this regard, Hong Kong experts pointed out that there is currently no evidence that the Delta virus strain is still circulating in China, and there is no evidence that white lung symptoms are related to Delta.

Regarding the rumoured "white lung" part, experts reminded that although Omicron mainly causes upper respiratory tract symptoms, it may still cause pneumonia. Therefore, the occurrence of white lung cannot be inferred as a non-Omicron case.

Hong Kong experts pointed out that many rumours about white lung disease and myocarditis in China are unclear, self-contradictory and unreasonable. According to Chinese officials, the main virus strains currently prevalent in China include BF.7, BA.5.2, and BQ.1 and XBB that recently appeared in Europe and the United States. No new mutant strains have been found yet.

Based on the above information, there is currently no sufficient scientific evidence to show that the "big white lung" symptoms of Chinese patients are caused by other variants of the covid virus. The rumors are conjectures with insufficient evidence, and this rumour is judged as "insufficient evidence" information.

China’s front-line doctors and industry insiders disclosed that Pfizer’s covid specific drugs are used by powerful people in China, and the quota for hospitals is very small. Ordinary people cannot obtain Paxlovid oral medicine from normal channels, but they are blocked from buying Indian generic medicines instead.

From 14 December 2022, the Beijing authorities allowed Pfizer’s covid oral drug Paxlovid (Nimatevir/ritonavir tablets) to enter the Chinese medical market in limited quantities. However, more than half a month has passed, and to hundreds of millions of people in China  it is still difficult for ordinary infected people to obtain this drug.

A senior medical professional in mainland China who requested anonymity disclosed to Radio Free Asia that Pfizer's oral drug Paxlovid is still in "extreme shortage" in mainland China, and hospitals around the world have very little quota for obtaining Paxlovid through formal channels.

For example, the Wuhan Central Hospital where Dr. Li Wenliang lived was a key tertiary hospital in Hubei Province. There were 3,012 inpatients in the hospital, of which 1,821 were severe patients with the new crown. However, the daily quota of Paxlovid for the hospital was only 20 boxes. Only inpatients can apply for the drug, and it needs to be approved by the hospital.

The senior industry insider further revealed that those in the cadre ward, especially senior officials who enjoy special medical insurance, can easily get this drug and take it as soon as they have symptoms. As for the medical staff in Wuhan, many elderly people in their families are themselves high-risk individuals and cannot get the drug, which has caused strong dissatisfaction among many medical staff.

Another person familiar with the matter broke the news that in China, it is difficult for ordinary people to obtain special drugs for covid treatment from formal channels, and Pfizer’s original Paxlovid on the black market in Chengdu has sold for 12,000 RMB a box; in some other provinces and cities, the black market price is even higher. It reached the level of 20,000 RMB a box. Now this drug has been regarded as a bribe in short supply, and the drug's Chinese market license is completely monopolized by the central enterprise China Pharmaceuticals.

A person familiar with the matter told Radio Free Asia that some of the Paxlovid imported by Chinese pharmaceutical companies have flowed into the market. The Chinese elites regard this thing as a gift and give it to their big customers. This is no longer the pipeline of the hospital, but flows out of the informal pipeline.

Ren Ruihong, a former executive of the Red Cross Society, said bluntly that the epidemic in China has been completely out of control, and the current officially imported Pfizer oral medicine is like a drop in the bucket. She revealed that in order to tide over the difficulties, many ordinary people in China have mail-ordered Pfizer’s covid oral medicine imitated by India. However, China has grounded the only direct cargo flight from India to Guangzhou, making the medicines purchased by the people unable to get them.

Ren Ruihong said that there is news that China Medicine has imported 650,000 boxes of the original American covid oral medicine. She responded, "Why not let (Indian generic drugs) in? I am afraid that "China Medicine" and people in the chain of interests are taking advantage of the tragic epidemic to seek windfall profits."

McCarthy meets party challenge, House speaker election fails in three rounds

The new session of the U.S. Congress began on 3 January 2023 but the speaker of the House of Representatives had a difficult labour situation that was rare in a century. Republican leader McCarthy suffered setbacks in three consecutive rounds of voting. 

In the House of Representatives vote at noon on Tuesday (3 January), due to the opposition of 19 Republicans, McCarthy did not get the 218 votes needed to be elected speaker.

After the midterm elections, the Republicans only have a slim majority in the House (222:212), so McCarthy can only lose a maximum of 4 Republican votes.

With no candidate winning half, the House of Representatives then went to a second round of speaker elections for the first time in nearly a century.

However, in the second round of voting, the same 19 Republicans voted against it again, forcing the vote into a third round.

In the third round of voting, 20 Republicans voted for another Republican, Representative Jim Jordan, and the election was still fruitless.

Reporter: "For the first time in a century, members of the House of Representatives need to conduct multiple rounds of voting to elect the Speaker of the House of Representatives. Interestingly, as the voting was repeated, McCarthy's votes did not increase but decreased. Jordan was nominated unexpectedly, and Jordan I support McCarthy."

After three rounds of voting, the House of Representatives adjourned.

Republicans who oppose McCarthy as speaker include Representatives Scott Perry, Matt Gaetz and others.
