The Inter-Parliamentary Alliance on China (IPAC) summit in Brussels 2025 adopted a resolution entitled "Declaration on the Status Quo (of Taiwan/Cross-Strait Relations)," which was signed by more than 50 cross-party parliamentarians from 28 countries. This formally incorporates "Taiwan's independent regime" into the definition of the status quo, marking two new historical milestones for Taiwan's international standing.
Fan Yun, a legislator representing Taiwan and a member of the Democratic Progressive Party (DPP), stated that this summit not only marked Taiwan's first appearance as a full member of IPAC, but also saw Vice President Hsiao Bi-khim deliver her first speech at the European Parliament, making it a significant moment symbolizing democratic connections between Taiwan and Europe. Attendees included IPAC CEO Luke de Pulford, European Parliament Co-Presidents Miriam Lexmann and Bernard... Guetta and other prominent European parliamentarians.
Fan Yun pointed out that the "Declaration on the Status Quo of Taiwan/Taiwan Strait" continues the position of UN Resolution 2758, adopted by IPAC last year, which does not involve Taiwan, and further clarifies what constitutes "maintaining the status quo." The declaration states that if Beijing prevents Taiwan from exercising independent government, denies Taiwan from establishing substantive relations with other countries, or forces Taiwan to accept political agreements without the consent of Taiwanese citizens or elected representatives, these actions constitute "violations of the status quo."
She further explained that IPAC's definition clearly states that the status quo is that Taiwan already has an independent government in operation and has the right to establish substantive relations with other countries; any political agreement must be authorized by the Taiwanese people. The declaration also emphasizes that blockades, embargoes, occupation of outlying islands, or interference with Taiwanese government institutions are intolerable, and all countries should uphold freedom of navigation in the Taiwan Strait. And she resisted Beijing's misinterpretation of Resolution 2758.
Fan Yun emphasized that the IPAC declaration requires governments to conduct risk assessments of the economic impact of escalating tensions across the Taiwan Strait and to publish the results. It calls on democratic countries to establish a common strategy so that Beijing clearly understands the high costs of escalating the situation. She pointed out that in the era of globalization, stability across the Taiwan Strait is a global issue; "If Taiwan is in trouble, the world is in trouble."

Fan Yun also revealed that IPAC will promote initiatives from national parliaments in the coming months, urging political leaders to adopt the principles of the declaration and translate them into concrete policies. Following the adoption of Resolution 2758, which does not involve Taiwan, nearly 10 national or regional parliaments, including the US, Australia, and the European Parliament, have echoed this sentiment. She emphasized, "This is the action-oriented power of IPAC." Finally, Fan Yun called on all political parties in Taiwan to unite and work together with international democracies to actively promote relevant resolutions and actions, demonstrating Taiwan's cross-party democratic consensus and international responsibility.
