"Ketagalan Forum-2021 Asia-Pacific Security Dialogue" is here today. President Tsai Ing-wen said that Taiwan can become the backbone of regional peace, prosperity and development. China opens rail link with access to Indian Ocean via Myanmar

A new rail line providing China with access to the Indian Ocean via Myanmar was opened on 25 August 2021 on the Chinese side of the border.

The rail line stretches from Chengdu, the capital of Sichuan Province, to Lincang, a prefecture-level city in China’s Yunnan Province opposite Chin Shwe Haw, a border trade town in Myanmar’s northeastern Shan State.

Lincang is adjacent to Kokang Self-Administered Zone in northern Shan State and is just 150 kilometers from Lashio, the largest town in northern Shan State.

The rail line will enable China to trans-ship cargo from the port of Singapore via Myanmar. Cargo will be shipped from Singapore to Yangon. From there it will be transported to Chin Shwe Haw in the Kokang Self-Administered Zone by road, and then by rail from Lincang to Chengdu. It will take three days to get from Lincang to Chengdu by rail, according to the Chinese Embassy in Myanmar.

The route is the first to link western China with the Indian Ocean. It will significantly reduce the time needed to import cargo to landlocked Yunnan Province. The route will go through Mandalay, Lashio and Hsenwi on the Myanmar side.

The route is expected to become the lifeblood of international trade for China and Myanmar, while providing a source of income for Myanmar’s military regime.

China is working to develop port of Kyaukphyu to rival Singapore

China’s efforts to build a rail line linking Shan State’s border town Muse with Mandalay as part of the direct rail link with Yunnan and Kyaukphyu have been delayed by fighting between Myanmar’s military and ethnic armed groups. The proposed rail line goes through areas controlled by ethnic armed groups and escalating clashes after the February coup are hampering the project.

About 5,000 Burmese forcibly disappeared in Myanmar Junta's terror campaign

The Myanmar junta has forcibly disappeared around 5,000 people without letting even family members know their whereabouts in its terror campaign against the entire population of the country since the coup, the Assistance Association for Political Prisoners (AAPP), an advocacy group, said on Monday.

Since the Feb. 1 coup, the junta has arrested a total of 7,627 people, of whom at least 6,033 are still under detention, the AAPP stated. Those detained include elected leaders, lawmakers, politicians, student activists, protesters, journalists and striking civil servants.

According to AAPP’s most recent database, among those on the detained list, a large majority, or 82 percent, are being held in unknown locations, the group stated, posing a serious threat to public security and violating basic international law.

AAPP joint secretary U Bo Kyi said in the group’s report to mark International Day of the Victims of Enforced Disappearances that the junta’s withholding of information on the whereabouts and condition of detainees is aimed at creating a climate of fear across the country, ending anti-coup protests and instituting dictatorial rule, adding that it not only bullies the detainees but also forces their families and friends to suffer.

“Not knowing the fate or whereabouts of a loved one, this is a kind of physiological torture as well as physical abuse of one’s human rights. For this reason, it is one of the worst kinds of crime against humanity,” U Bo Kyi said in the report.

Even the whereabouts of detained elected leaders President U Win Myint and State Counselor Daw Aung San Suu Kyi have not been disclosed and their access to lawyers is restricted.

In her first face-to-face meeting with her legal team in late May, Daw Aung San Suu Kyi told her lawyers she does not know where she is being detained and that she was isolated from the outside world. Both leaders have been subject to an information blackout.

Even children are being subjected to enforced disappearance by the junta, which is using them as hostages, the AAPP said in the report.

“Everyone is at risk of being detained in secret locations by the junta. If one is taken to an interrogation center or military barracks, one could be tortured to death in Myanmar without anyone knowing where one was,” the group said, calling on the international community to push the junta to reveal the location to civil society of all those arbitrarily detained.

Dozens of detainees including members of Daw Aung San Suu Kyi’s National League for Democracy (NLD) have been tortured to death during interrogation. A number of people have also died in prison due to a lack of proper medical treatment.

The AAPP added that recognition of the shadow National Unity Government (NUG) by the UN General Assembly would strengthen international accountability mechanisms, including those that could help to end the Myanmar junta’s use of enforced disappearances with impunity.

The NUG recently released a statement accepting jurisdiction of the International Criminal Court (ICC) with respect to crimes committed in the country since July 1, 2002. As enforced disappearance falls within the jurisdiction of the Rome Statute, which established the ICC, accountability for these crimes against humanity must be ensured, the AAPP said.

The last US evacuation flight has left Kabul, marking a bitter end to US' longest war, and Republicans are hitting President Biden for pulling out one day ahead of his self-prescribed deadline. 

Many decried the hundreds of Americans left behind, and some renewed calls for the president to step down.

'The Afghanistan war is not over. Joe Biden decided to quit and leave our citizens and allies behind,' Sen. Marsha Blackburn, R-Tenn., wrote on Twitter after Gen. Kenneth McKenzie, head of US Central Command, broke the news.

Witnesses in Kabul said the Taliban let off celebratory gunfire as news circulated that the final U.S. flight had left. 

President Biden managed to meet his August 31 deadline and American personnel are now free from danger, but 38 million Afghans are at the mercy of the Taliban and over 170 are dead from last week's suicide bombing, including 13 American troops. 

On Sunday, President Biden traveled to Dover, Delaware to watch the remains of the troops that were killed in the attack arrive back home.

'How many Americans were left behind?' House Republicans wrote on Twitter.

Confiscated U.S. military transport exposed on Taliban media account

A video shared online appears to show Taliban forces flying a $6million US Black Hawk helicopter over Kandahar to patrol the city.

The footage was shared on Twitter by an account called Talib Times which claims to be the official news source for the Islamic Emirate Afghanistan.

The unverified footage shows a man hanging from a helicopter as it flies over Kandahar ahead of the US's exit from Afghanistan. 

It is feared the Taliban could have access to up to 200,000 firearms, 20,000 Humvees and hundreds of aircraft the US donated to the Afghan army.

It comes days after footage emerged of the Taliban testing a captured Black Hawk helicopter by taxi-ing it around an airfield.

The group also released propaganda footage of body armour-clad 'special forces' with night vision goggles.

In the latest post, the caption reads: 'Our Air Force! At this time, the Islamic Emirate's air force helicopters are flying over Kandahar city and patrolling the city.'

A second clip shared an hour later shows a Black Hawk helicopter circling overhead with the caption 'First flight of the Black Hawk'. 

Earlier this month, National Security Adviser Jake Sullivan admitted the US doesn't have a 'clear picture' of just how much missing $83 billion of military inventory could now be in the hands of the enemy.

But multiple outlets have estimated the figure includes 22,000 Humvees given to Afghan forces between 2003 and 2016.

Taliban fighters have since been pictured riding atop the vehicles in Kabul.

Equipment given by US to the Afghan Army now likely to be in hands of the Taliban also includes 50,000 tactical vehicles, 1,000 mine resistant vehicles and 150 armoured personnel carriers.

Aircraft likely left for the Taliban to use includes over 160 planes and helicopters, including four C-130 transport aircraft, 23 A-29 Super Tucano turboprop attack aircraft, 45 UH-60 Black Hawk helicopters and 50 MD530 choppers. 

It was initially unclear if anyone in the Taliban's ranks was qualified to fly the aircraft after a video emerged of soldiers taking a flightless joyride in the Black Hawk emerged.

The CCP's two ways to deal with the conflict between the U.S. and China

Sputnik V effective against severe covid caused by Delta variant

Russia’s Sputnik V vaccine is holding up well against the Delta variant, a paper posted on 25 August 2021 on the preprint server medRxiv shows. The study of nearly 14,000 people showed the two-dose vaccine reduces the risk of hospitalization with COVID-19 by 81% and helped prevent severe lung injury.

Surges of COVID-19 in many countries and an increasing number of “breakthrough” cases in vaccinated people have raised concerns that vaccines don’t protect as well against Delta as against earlier strains, or that vaccines’ protection may be short-lived. Israeli data on breakthrough infections point to limited protection offered by messenger RNA (mRNA) vaccines; however, a recent study of the Pfizer-BioNTech and AstraZeneca vaccines found the two were largely effective against Delta.

Like other cities in Russia, St. Petersburg has set up triage centers, where patients with a confirmed SARS-CoV-2 diagnosis and COVID-19 symptoms receive a brief physical examination and a low-dose computed tomography (CT) scan of their lungs to determine whether they need hospitalization. A team led by epidemiologist Anton Barchuk of the European University at St. Petersburg asked doctors at two such centers to inquire about patients’ vaccination status. (They did not ask which of the vaccines available in Russia a patient had received, but government data suggest about 96% of vaccine recipients in St. Petersburg got Sputnik V.) The analysis included 13,894 patients, 1291 of whom were fully vaccinated. Of the participants, 495 were referred to hospital.

Sputnik V offered completely vaccinated patients—who had had their second shot at least 2 weeks before coming to the triage center—81% protection against being hospitalized, the study found. (The effectiveness was slightly better in women than in men, 84% versus 76%.) The study included too few people to detect a statistically significant benefit of partial vaccination. “Our data confirm that the benefits of vaccination include attenuating disease severity in breakthrough cases,” Barchuk says.

Even though the study did not confirm which viral variants patients had, Russian health authorities attributed 95% of COVID-19 cases to the Delta variant in July and August, when the study ran.

The researchers also found that Sputnik V had 76% effectiveness at protecting against severe lung injury from COVID-19, meaning more than 50% of the lung is visibly affected on a CT scan. “We were able to get this rather unique data because no one in the world seems to perform as many CT scans for patients with mild disease as Russia does,” Barchuk says.

The study did not measure protection against SARS-CoV-2 infection or mild forms of disease. But the authors’ calculations, based on city-level vaccination numbers, offer an indirect estimate of effectiveness against symptomatic disease of about 50%.

John Moore, an immunologist at Weill Cornell Medicine, says the study results “seem credible and also consistent with expectations.” He adds that 81% protection against hospitalization is a bit lower than the recent effectiveness of mRNA vaccines seen in the United States and elsewhere, but still “very good.”

Sputnik V, developed by the ‎Gamaleya National Center of Epidemiology and Microbiology, works in the same way as the vaccines produced by AstraZeneca and Johnson & Johnson (J&J): A nonreplicating adenovirus delivers a bit of DNA coding for the SARS-CoV-2 spike protein into the recipient’s cells. But whereas AstraZeneca uses the same adenovirus for both doses, Sputnik V uses two different types, to prevent antibodies against the first dose from rendering the second one ineffective. (J&J only uses one dose; a trial of a two-dose regimen is ongoing.)

“The Sputnik V design principle has always been considered a good one, better in my view than the AstraZeneca/Oxford and J&J vaccine designs, assuming J&J soon moves to two doses,” Moore wrote in an email to Science. “The concern some people have expressed is the validity of data published under the control of the Russian government.” The St. Petersburg study was done independent of the government and Gamaleya.

Sputnik V is now authorized in 69 countries, and some 10 million to 15 million doses are produced monthly, according to media reports. The European Medicines Agency and the World Health Organization (WHO) are still reviewing the vaccine. WHO authorization would mean the vaccine can be distributed under the COVID-19 Vaccines Global Access Facility, a program to give low- and middle-income countries access to COVID-19 vaccines.
