Li Ximing stated that the "holistic defense concept" is divided into two parts regarding asymmetric operations, one is the building of the army, and the other is how to use troops.

He said that the army was divided into three parts. He said, "In the first part, the army to be built must have battlefield survivability and combat power preservation capabilities. Those things that are easily destroyed by long-range missiles (missiles) are not appropriate, and no amount of money will be used."

He said, secondly, we must make good use of asymmetric forces, and the number should be sufficient. He believes that what Taiwan really needs is "a lot of deadly, maneuverable, and precise little things."
