Mongolia's foreign labour increase, Myanmar New Year killings, Biden pro-Taiwan

Foreign workers in Mongolia increased by 2.7 per cent

In the first quarter of 2021, 4.4 thousand foreign citizens from 89 foreign countries were working in Mongolia with labor contract with purpose of earning wage and income or voluntarily without purpose of earning wage and income.

The number of foreign workers increased by 118 (2.7%) from the same period of the previous year and 394 (9.8%) from the previous quarter.


In terms of gender of all foreign workers with labor contract in Mongolia, 3.8 thousand (86.5%) were male and 0.6 thousand (13.5%) were female. In terms of country of all foreign workers in Mongolia, 53.6% is from China, 5.6% is from Russian Federation, 4.8% is from South Korea, 4.5% is from Australia, 3.9% is from Vietnam, 3.4% is from United States, 3.0% is from South Africa, 3.0% is from India, 2.7% is from Philippines, 2.2% is from Great Britain, 1.7% is from Canada, 1.2% is from Japan and remaining 10.4% is from other countries.


By age groups of foreign workers, the highest percentage or 17.8% was persons aged 45-49, 16.1% was persons aged 50-54, 14.5% was persons aged 35-39 and the lowest percentage or 1.7% was persons up to 24 years.


In the first quarter of 2021, 1.6 thousand workers (36.0%) are working in mining and quarrying sector, 829 workers (18.7%) were working in wholesale and retail trade, repair of motor vehicles and motorcycles, 610 workers (13.8%) are working in education sector, 540 workers (12.2%) are working in construction sector, 398 workers (9.0%) are working in manufacturing sector, 163 workers (3.7%) are working in transportation and storage, 121 workers (2.7%) are working in administrative and support service activities, and 173 workers (3.9%) are working in other sectors. Compared with the previous quarter, the number of foreign workers in manufacturing sector increased by 76 (23.6%) and by 141 (20.5%) in the wholesale and retail trade, repair of motor vehicles and motorcycles.

UN supports Mongolia's Vision 2050 digitalization plan

The UN Mongolia held a virtual meeting yesterday with the CITA (Communications and Information Technology Authority) - Mongolia’s government agency to drive the digital transformation agenda.


“This is the start of a long journey to explore our cooperation in the digital transformation of Mongolia,” said Tapan Mishra, UN Resident Coordinator in Mongolia.


The United Nations has developed a set of recommended actions for its member states to ensure its people benefit from the development in the digital era. The global agenda for digital cooperation is outlined in the UN Secretary General roadmap that is calling to connect all people by 2030; respect human rights online; and protect the most vulnerable from the potential perils of digital advancement.

 

This has become one of the key priorities for the UN in Mongolia as the country also strives to become a digital nation.

At the meeting, we had an opportunity to learn the ambitious digitalization agenda by the Mongolian Government, presented by Ms Bolor-Erdene Battsengel, chairwoman of the CITA.


“Mongolia strives to be a digital nation,” said Ms B. Bolor-Erdene. “The Vision 2050 – Mongolia’s long-term development policy embedded digitalization in its all chapters.”


Mongolia sets six goals to become a digital nation. This will start with the infrastructure that connects its people throughout the country as COVID-19 revealed the weaknesses of its network connectivity. Strengthening digital governance will be on high priority to improve public service delivery to the citizens. The government offers more than 590 services, 330 of which are now available online.


Digital development will also be working to strengthen the cyber security system in Mongolia. A cyber security law is being developed to make the country stronger in the protection of its population data.


The Government’s goal is to improve the population’s digital literacy to tackle the digital divide and ensure no one is left behind. Currently, it identified four major segments that are likely to be left behind: people in remote areas, elderly people who often tend to be victims of digital and online fraud, people from poor and marginalized strata of society, including people with disabilities and less educated people. The agency sees the need to accelerate digital education to match the high demand of skills in the ICT sector in the future.


Lastly, Mongolia will pay attention to innovation and production of digital contents to better promote the country internationally and diversify the economy. For this, Mongolia will aim to accelerate digitalization in all sectors.


Ms B.Bolor-Erdene highlighted that there are many areas where Mongolia can cooperate and coordinate its efforts in order to achieve high efficiency in resource mobilization and experience sharing. Learning about the current engagement by the UN agencies in Mongolia in the ICT sector and the e-Mongolia initiative, Ms B.Bolor-Erdene noted the importance of better coordination with the donors.


Mr. Tapan Mishra reiterated that UN Mongolia stands ready to support Mongolia in accelerating its digitalization agenda, exploring cooperation avenues to ensure digital inclusion and digital capacity building for Mongolia.


The parties agreed to further engage to leverage technologies to advance Mongolia’s sustainable development.

Mongolia reports another 742 new covid cases, two more fatalities


Today’s daily COVID-19 press briefing by the Ministry of Health reported that 742 new coronavirus cases were detected in the past 24 hours nationwide after PCR tests were carried out on a total of 10,666 people. 


In specific, 654 newly cases were confirmed in Ulaanbaatar city and 88 cases were detected in rural regions, including Darkhan-Uul, Orkhon, Erdenet, Uvs, Khovd, Khuvsgul, Arkhangai, Selenge, Zavkhan, Tuv, Choir, Dundgobi, Sukhbaatar and Khentii aimags.


As a result, the nationwide infection tally is now 18,565, with the cases registered in the capital city reached 15,739. 


In the last 24 hours, 385 coronavirus patients were recovered and discharged from hospital, making the number of COVID-19 recoveries 10,638. As of April 6, a total of 2,978 coronavirus patients are being treated at hospitals in Ulaanbaatar city and in the rural aimags. 


The National Center for Communicable Diseases also reported two new COVID-19 related deaths, raising the country's death toll to 31. A 69-year old woman and a 72-year old man were the two COVID-19 casualties.

Burmese New Year killings by Myanmar military regime

Military regime’s troops killed at least three civilians in Mandalay Region’s Myitnge town during raids into neighborhoods on Tuesday and Wednesday afternoon, marking the first violent deaths the town since the coup.

Two men from Yankin ward were killed after being shot in the chest on the eve of Myanmar’s traditional New Year Festival or Thingyan. The casualty toll could be higher. Some reported that as many as five were killed.

Regime forces opened fire on residents at noon on Tuesday while looting public donations that were intended for the town’s striking railway staff. The donations had been kept at a monastery.

During the gunfire, more than a dozen were wounded, according to a resident who was involved in the rescue of the wounded.

A pro-democracy protester from Myitnge who went into hiding after the raid, said a protest leader in town and four civilians, including a 15-year-old boy who had been hiding beneath a house, were abducted during the raid.

He also said that a young man was also severely injured when he was hit by a police van. Residents who surrounded the police station after the incident were also violently dispersed.

On Wednesday afternoon, another man was shot dead and one was wounded when troops opened fire during a raid in Thazin ward. According to locals, soldiers and police raided a mosque and reportedly took donations away.

A small town, Myitnge had staged anti-regime protests daily against the military regime.

In Yangon region, U Nyein Htet, 44, was shot dead by regime forces while he was waiting for a bus at the MinLan bus stop in Bahan Township on the eve of Thingyan.

The shooting happened around 5 p.m. Soldiers and police were stopping passing vehicles on U Chit Maung Road as they conducted inspections after a series of explosions. Troops fired at a car that drove away and hit U Nyein Htet as he waited for the bus. His body was taken away and later returned to the family.

He leaves behind his wife and two daughters, aged 8 and 14.

A series of explosions rocked several locations in Yangon including a ward administration office in South Okkalapa Township, near a park in Sanchaung Township, and near Thamine junction in Mayangone Township.

The regime claimed through its controlled state-run TV that “rioters”—the military’s euphemism for anti-regime protesters—are attacking government offices and public buildings.

Other explosions occurred at a ward administration office Mawlamyine, near Monywa University in Monywa, and at a township administration office in Taunghtar, the regime’s state-run TV reported. No casualties were reported in the explosions.

Since the Feb. 1 coup, the regime forces have killed at least 718 people and arrested more than 3,000 people.

When will mass killings in Myanmar stop?

Last Friday, Myanmar’s military regime massacred 82 people in Bago Town, just hours before the UN Security Council held one of its informal, so-called “Arria formula”, meetings. Who on Earth can stop these massacres and daily killings when so many protesters are fearlessly prepared to die?

The mass killing in Bago was one of the worst atrocities, and made Friday one of the three bloodiest days, since Feb. 1, when the regime led by Senior General Min Aung Hlaing staged a coup overthrowing the democratically elected government of the National League for Democracy and declaring void the result of the 2020 election, in which the NLD was the landslide victor.

At dawn Friday, several hundred of the regime’s troops started their attacks on four residential quarters in Bago, about 50 miles north of  Yangon. For the whole day and into the night, the troops used automatic weapons and other explosives like rifle grenades to destroy sandbag roadblocks erected by the anti-regime protesters and to kill the protesters and residents in those areas.

The huge single-day death toll left the world shocked.

Prior to the Bago slaughter, Myanmar had seen two days that were even bloodier. On March 14 and 27, the regime’s soldiers and police committed at least two massacres, killing at least 111 people and more than 150 people, mostly in Yangon and in Mandalay, respectively. A number of other days have seen mass killings by the regime’s troops, with the daily toll typically amounting to two or three dozen per day.

But these massacres won’t be the last. The coup leaders have simply ignored all condemnation and requests to halt the killings and oppression from world bodies like the United Nations and from individual countries, as well as from Myanmar’s own regional grouping, ASEAN.

Over the past two and a half months since the Feb. 1 coup, the regime’s troops have killed at least 714 protesters and innocent citizens, including about four dozen children, according to the death toll compiled by the Assistance Association for Political Prisoners (AAPP) as of April 13­­­­. Killing has been the regime’s daily job since Feb. 1, at the rate of about 10 people per day over the past 72 days.

Undoubtedly, we’ll see many such massacres in the days ahead under this ruthless regime, which has applied relentless brutality, including the use of heavy weapons, to handle the nationwide anti-military dictatorship protests, without once ever pausing to consider any political or other civilized means of dealing with the crisis.

Who will stop these killings?

Under this regime, life in Myanmar alternates between bloody days and even bloodier days. The world, including Western countries, the United Nations and others, has repeatedly condemned the regime in the strongest terms. After two and a half months, however, their condemnations and diplomatic actions, including sanctions on the coup leaders, have had no impact at all—the junta’s atrocities continue unabated.

At the UNSC’s Arria-formula meeting on Friday night, repeated calls were made for immediate action against the regime over its brutal killings and its air strikes against ethnic armed groups, which attacked the regime’s military outposts in response to the crackdowns on civilians in the cities.

On April 13, UN High Commissioner for Human Rights Michelle Bachelet also urged the international community to take immediate, decisive and impactful measures to immediately stop the repression and killings by the military regime in Myanmar.

“There are clear echoes of Syria in 2011. The state’s brutal, persistent repression of its own people led to some individuals taking up arms, followed by a downward and rapidly expanding spiral of violence all across the country,” said Bachelet. “I fear the situation in Myanmar is heading towards a full-blown conflict. States must not allow the deadly mistakes of the past in Syria and elsewhere to be repeated.”

She continued: “Statements of condemnation, and limited targeted sanctions, are clearly not enough. States with influence need to urgently apply concerted pressure on the military in Myanmar to halt the commission of grave human rights violations and possible crimes against humanity against the people,” Bachelet continued.

Even before the Arria-formula meeting, the UN held several meetings in the wake of the coup and called on the regime to stop its violence against protesters and civilians. Obviously, however, these pleas have fallen on deaf ears. The daily killings and frequent massacres continue.

In a closed session of the 15-member UNSC on April 1, UN Special Envoy to Myanmar Christine Schraner Burgener urged the council to consider “all available tools to take collective action and do what is right, what the people of Myanmar deserve, and prevent a multi-dimensional catastrophe in the heart of Asia.”

She told the council she believed “a bloodbath is imminent” in Myanmar due to the military’s intensified crackdown on protesters. But the UN hasn’t been able to come up with effective collective action because of opposition from China, Russia, India and Vietnam.

Though Bachelet, Schraner Burgener and representatives of the Myanmar people have repeatedly urged the world and individual states to act, it’s highly unlikely we will see any meaningful action emerge from the UNSC or other concerned nations, including the US.

Washington, which has repeatedly condemned the Myanmar regime and punished the coup leaders with targeted sanctions since their power grab, has been trying to work with its Asian partners, especially ASEAN (of which  Myanmar is a member), to resolve the crisis.

If history is any guide, however, that approach is unlikely to work. Due to its political culture and history dating back to 1967, ASEAN and its individual members lack such capacity, or any moral authority. Its traditional non-interference policy is one among numerous built-in weaknesses when it comes to dealing with Myanmar’s political crisis and the gross human rights violations in the country. Most members of ASEAN themselves are non-democratic countries, including Thailand, Vietnam, Cambodia and Singapore. In the decades after Myanmar joined the grouping in 1997, ASEAN served as a diplomatic umbrella shielding Myanmar’s previous military regimes and their human rights violations from criticism from the international community, led by Western countries.

Anyone—be it global superpowers like the US or individual observers—who thinks ASEAN can handle the crisis in Myanmar is fooling themselves.

In a commentary in The Bangkok Post on Tuesday, veteran Thai journalist on regional affairs Kavi Chongkittavorn wrote: “Today, ASEAN is the only organization that can handle the crisis in Myanmar in a sustainable way. Obviously, the bloc will proceed cautiously so that the level of trust and engagement can incrementally strengthen. The global community must be patient as the bloc is dealing with an unusual situation with the die-hard … cruelty of the armed forces. The ugly truth remains that only when the Tatmadaw [Myanmar’s military] is confident that the domestic situation is under control and the running of day-to-day government tasks has returned to normal, will tangible frameworks for outside engagement be forthcoming. It can take weeks or months.”

Such an observation ignores ASEAN’s history and isn’t practical at all. How many hundreds of protesters will be killed in massacres like the one that occurred in Bago last Friday while the world waits until “the domestic situation is under control”, as the columnist put it, so that ASEAN can act?

In this kind of crisis, ASEAN is always almost divided and unable to deliver a consensus. Regarding the coup in Myanmar, while Indonesia, Malaysia and Singapore have demanded that the regime end its violence against protesters and take a number of political steps, Thailand and Vietnam, among others, have stuck firmly to the grouping’s non-interference policy.

Historically, ASEAN has never stepped in to take action against a regime in Myanmar or in any other member country. ASEAN cannot be relied upon by the international community to act on its own initiative, though it might support global action against the brutal coup leaders led by major countries like the US and its ally Japan.

How many deaths needed?

As things stand now, no country or world body seems prepared to take action that would really and immediately stop the murderous Myanmar regime from continuing with its daily killing. In truth, many people in Myanmar understand this. But they continue to call for meaningful intervention from the international community, like a drowning man who clutches at a straw.

There is another grim truth Myanmar’s people seemed to have grasped—that they will need to die in even greater and more shocking numbers, day in and day out. They are undoubtedly determined to continuing their anti-military dictatorship movement at any cost; they are prepared to die, whether they are killed protesting peacefully on street or while taking up rudimentary arms to fight the regime’s powerful forces. That’s why they continue taking to the streets, though they know that each time they do they face death (let’s call it by its real name: execution) by the regime’s forces.

In case you’d forgotten, the regime has killed over 700 people over the past two and a half months.

Given the people’s determination to keep fighting at any cost, and the regime’s willingness to launch ever more intense crackdowns on them, the world should be prepared to see many more deaths every day in Myanmar—likely many hundreds in the coming weeks and months.

At the moment, the death toll so far and the degree of brutality shown by the regime don’t seem sufficient to elicit from the international community anything stronger than condemnation and limited targeted sanctions. It appears that only a significant increase in the already horrific rate at which people in Myanmar are being slaughtered will prompt meaningful action of the kind that will bring a total halt to the crimes of this murderous regime.

UN official urges immediate international action to prevent Syria-style conflict in Myanmar

As the Myanmar military regime continues its deadly crackdowns on protesters and armed resistance in border areas grows, the United Nations’ top human rights official has voiced fears that the country could descend into a “full-blown conflict” as seen in Syria, and urged member states to take immediate measures against the regime.

The Southeast Asian nation has been under military rule since February, and seen nationwide protests against the men in uniform. The regime has killed more than 700 civilians, including children, so far in its attempts to crush the protests, using live rounds and powerful explosives like rifle grenades.

“There are clear echoes of Syria in 2011. There too, we saw peaceful protests met with unnecessary and clearly disproportionate force,” UN High Commissioner for Human Rights Michelle Bachelet said on Tuesday.

“I fear the situation in Myanmar is heading towards a full-blown conflict. States must not allow the deadly mistakes of the past in Syria and elsewhere to be repeated,” she added.

The brutal, persistent repression by the Assad regime of Syria against its own people led some to take up arms, followed by a downward and rapidly expanding spiral of violence across the country.

In Myanmar today, due to the regime’s deadly crackdowns, once-peaceful anti-regime protesters are now in favor of armed resistance.

In the country’s north, east and south, ethnic armed groups that have been waging wars against the military to secure autonomy for decades recently launched attacks on regime troops in their areas, causing heavy casualties to the Tatmadaw (Myanmar’s military). They said they were not happy with the regime’s bloody attacks on civilians.

Internationally, the regime has been opposed since the coup. Targeted sanctions against the regime leadership and their families have been imposed. Despite individual calls to take serious action, such as invoking the “responsibility to protect”, or R2P, principle against the junta, nothing has happened. At the UN Security Council, the regime’s allies China and Russia have blocked efforts by member states to make collective decisions to solve the crisis in Myanmar.

Bachelet said on Tuesday that statements of condemnation, and limited targeted sanctions, were clearly not enough.

“States with influence need to urgently apply concerted pressure on the military in Myanmar to halt the commission of grave human rights violations and possible crimes against humanity,” she said.

Todd and his entourage visit Taiwan, the CCP's warning is not working

Todd is Biden's envoy?
During the visit to Taiwan by Todd and his party, the US emphasized that it was "unofficial" in nature. Judging from the identity of the members of the delegation, they are not current US government officials, nor are they current US congressmen. To be precise, these people are ordinary American citizens. Therefore, on the surface, there is no problem with their "unofficial" non-governmental visits.
But there are some things that don’t need to be said thoroughly. From different perspectives, Todd and his party's visit to Taiwan has a strong "official color." We can even further speculate that Todd may be acting as Biden's special envoy to Taiwan.
First, Todd visited Taiwan at Biden's request. In this regard, although the US does not recognize it, it actually has a strong official color. Biden asked to do. Regardless of whether the person executing the order is an incumbent government official or not, he is in fact representing the actions of the US government.
Secondly, Todd, now 76, has been friends with Biden for many years. Biden once described Todd as "best friends." Today, he is an ordinary citizen of the United States, but if he is favored by the president tomorrow, he may be drawn into a government office. When you enter a government department, you are naturally a government official. Who can say that Todd and others will not become government officials again?
Third, Todd and his party will discuss a series of "sensitive issues" with Taiwan. According to a Taiwanese diplomat, after meeting with Tsai Ing-wen on April 15 morning, the delegation will also meet with high-level officials of Taiwan’s national security, foreign affairs, and defense.
The diplomat stated that Taiwan officials expect to inform the visiting delegation that the CCP has been provoking Taiwan and the region in recent times, and that Taiwan will strive to maintain regional stability. But at the same time, it is also hoped that the US will continue to increase its support for Taiwan, including concrete progress in the economic, trade and security fields.
Fourth, when Todd and others visited Taiwan, the US claimed to be "unofficial", that is, "non-governmental visit." However, Biden has equipped them with a special plane to pick them up, which is a treatment that ordinary government officials have never received.
The US explained that this arrangement was due to "restricted by the epidemic," so a special plane was arranged. But the problem is that there are not many ordinary American citizens traveling during the epidemic, and I haven't heard of whom the Biden administration will send special planes.
It can be seen from the above four points that Todd and others have enjoyed special treatment from the Biden administration. Is there such a possibility that Todd is serving as Biden's imperial envoy?
Let’s think about a question. The President of the United States is not bound by power. He is restricted by Congress. If Biden arranged a special plane for Todd and others to be "fake public for private benefit", even if Congress did not oppose it, the Republicans would come out to oppose criticism.

Huang Kuibo, associate professor of the Department of Diplomacy at National Chengchi University, said that the 42nd anniversary of the "Taiwan Relations Act" is not an integer of every 5 to 10. Moreover, on the day the news became public, the delegation had already arrived in Taiwan. "Such arrangements are extremely rare."
Huang Kuibo told Free Asia that the United States chose to send a delegation to visit Taiwan at this time, and the "Taiwan Relations Act" is "probably just a superficial reason."
