The Story of the Hainan April Covid Epidemic

In the epidemic briefing on  20 April 2021 notified by the National Health Commission of the Communist Party of China, 21 newly confirmed covid cases were suddenly added, including 12 in Hainan, 3 in Shanghai, 2 in Tianjin, and 1 in Guangdong. There are 1 case in Sichuan and 2 cases in Yunnan. The epidemic in Yunnan is not under control. Ruili continues to be locked down, and 12 more covid cases have emerged in Hainan. Moreover, the epidemic report of the National Health Commission shows that the number of people under quarantine for observation has almost doubled in the past 20 days.

The Chinese Communist Party media naturally avoided relevant reports. The Hainan Provincial Health Commission announced on 21 April  the "Notice on the Progress of Panamanian Freighter Staff Importing Novel Coronavirus Pneumonia Epidemic". The report stated: On 18 April, Sanya reports 4 confirmed cases of inbound covid, all of which are crew members of a Panamanian cargo ship. In order to do a good job in the investigation of the other 16 crew members who aree in close contact with the freighter staff, considering the docking conditions of the port, the freighter sailed to Yangpu Port in Hainan province and arrived at Yangpu Port on 19 April. After testing, 12 crew members were positive  and 4 crew members were negative for the novel coronavirus nucleic acid (of which one crew member is positive for IgM and IgG antibodies). Twelve patients were diagnosed with confirmed covid cases, and 4 close contacts are quarantined for medical observation.

This text is of course trying to clarify that the 4+12 newly confirmed cases in Hainan are all crew members on the Panamanian cargo ship, and naturally all were counted as inbound cases. Among them, the transfer of freighter from Sanya to Yangpu Port seems a bit weird, but there is still no major problem. However, compared with the report made by the Hainan Provincial Health Commission 3 days ago, it is quite strange.

On 18 April 2021, Hainan Province reports 4 confirmed cases. The Hainan Provincial Health Commission's report states: On 28 March, a Panamanian cargo ship departed from Sudan. During the journey, a crew member developed fever and difficulty breathing. When passing through Sanya waters on 17 April, he requested medical treatment. Based on the principle of "life first", Sanya  immediately launched an emergency plan for epidemic prevention and control... At night of 17 April, the test results showed that all 4 patients are positive... The patients are being treated with all-out efforts.

This passage is more to promote the CCP’s righteous act to rescue a foreign cargo ship, but the report finally stated: The ship has a total of 20 crew members and 15 Chinese crew members.

It seems that this is more like a Chinese cargo ship registered in Panama, perhaps just for tax avoidance or customs clearance. It should also be engaged in the import and export transportation business of mainland China. Otherwise, it will not pass through from Sudan in Africa to Panama in Central America via. Sanya. Fifteen of the 20 crew members are compatriots of Chinese nationality. The medical staff treated their compatriots, but they were promoted as helping foreign cargo ships. This kind of propaganda has naturally become a joke, but the information revealed in it has appeared strange.

The notification only stated that the cargo ship had departed from Sudan, implying that the infected person had contracted the disease abroad but the notification does not specify where the cargo ship originally set off from and where it would eventually reach. If the ship transported cargo from mainland China to Sudan, and found that at least 4 people showed obvious symptoms on the way back, then they may also be infected in mainland China and cannot be regarded as inbound cases. Therefore, it is very important to find out where the original source of infection is, and it is also very important to the epidemic prevention work but this important clue is deliberately hidden in the notification.

The Hainan Provincial Health Commission only counted 16 confirmed cases as inbound in general just because the cargo ship came from Sudan without further tracing the original channel of infection, which is actually a big loophole. If this ship really set off from mainland China, perhaps some of its crew members were infected with the disease in China. It is likely that they were asymptomatic and infected most of their companions after going out to sea. Perhaps Hainan Province has already started the investigation in private but if it has not been approved by the central government, it dare not disclose it at will.

Another big surprise is that according to the report, four people were found to have symptoms during the voyage of the cargo ship. They requested medical treatment and were allowed to dock in Sanya. On 17 April, Sanya only accepted these four people. The other 16 people were not tested. The next day, they arranged the cargo ship to transfer to Yangpu Port, which is almost half a circle around Hainan Island, which is totally unbelievable. If you are worried that the cargo ship epidemic may affect Sanya Port, you should directly arrange a call at Yangpu Port at first. Why bother to land in Sanya?

Sanya only accepted 4 crew members, and the other 16 crew members were transferred to another port without even being tested. This violated the principles of medical treatment, let alone “life first”. Sanya's epidemic prevention conditions should be far better than Yangpu. Is the destination of cargo ships originally Yangpu Port?

The Chinese Communist Party media may know that there are many loopholes. So they dare not report it. Even the 20 April epidemic report was deliberately avoided for fear of revealing it. After the Hainan Provincial Health Commission notified the above information, there is no more information, and no further announcement on epidemic prevention measures. Obviously, it is also worried about accidentally saying the wrong thing. There are 16 confirmed cases all of a sudden, and it is really hard to justify where they originate.

The report of the National Health Commission has already revealed the actual situation of the epidemic situation in mainland China.


According to the epidemic report on 20 April, 11,348 close contacts were still under medical observation across the country.

According to the epidemic report on 18 April, 10,533 close contacts were still under medical observation across the country.

In the report of the epidemic on 12 April, 8,303 close contacts were still under medical observation across the country.

In the report of the epidemic on 1 April, 6,015 close contacts were still under medical observation across the country.

Within 20 days, the number of people under quarantine and observation in mainland China almost doubled. It should be clear what the epidemic situation is. No matter how Hainan and Yunnan continue to make up bizarre stories about epidemic prevention, the truth cannot be concealed. Again, remind the people in mainland China to be careful not to be fooled by the CCP's propaganda!
