2021 年4月2日;不只對於台鐵,對於所有大眾運輸的從業人員來說都是悲慟而難以忘懷的一天。
現在大家都把矛頭指向那位粗心的工程車駕駛,因為這樣可以最快速的完成究責、社會大眾也可以有個明確的情緒宣洩出口;然而,背後的大系統真的毫無責任嗎?
我是工科出身的,從高工開始就有工業衛生與安全這門課;然而上課的老師總是有氣無力、學生們也因為老師的態度而總是覺得這門課很無聊、又不佔分數,不如拿來念其他的重點科目。殊不知,從專科畢業徵召入伍到進入職場、歷經種種不可思議的經驗才赫然發現真正能夠保住自己性命的正是這門科目!慶幸我因為對這門課能夠讓我暫時抽離艱難的普通科而當作興趣在上、所以對於當初的課程還有些模糊的記憶才能讓我現在還能在這裡發文… 寫到這裡-各位應該可以想像在工業環境的職場上對於身為小螺絲的我們是有多不友善了。其中的詳細與本文無關,就不再一一闡述,本文的重點在於全民安全、風險管理。
工科的學生還有這門科可以修,其他組的學生呢?就算修了,老師們的態度呢?從歷年來每次重大的交通事故來看,很遺憾,把莫非定律不當回事的大有人在、而在嚴厲的究責之後,然後呢?搶快的繼續搶快、不拉手煞車的依舊不會拉。為什麼?因為沒有意識到風險管理的重要性、更沒有安全的觀念,這種倒楣事絕對不會發生在我身上,安拉~
常聽說,生命無價這句成語,但我卻總是呵呵;因為在台灣、生命是有價的。為了成本,在台灣不僅基層小螺絲沒有觀念,連理論上應該比我們更聰明、更能面面俱到的大雇主、小雇主甚至政府都輕忽、都放任。為何?逃不離成本兩字。在企業,越高的風險管理意味著越高的成本、在政府則意味著需要投入更多的檢查人力,回到源頭,還是脫不離成本兩字…
然而,一顆小螺絲的鬆脫卻往往造成巨大的損失
放任客運駕駛過勞值勤、行駛於不適合或不熟悉的路線;導致歷年多少次的重大墜谷與翻覆意外?
強加於大貨車駕駛上不合理的成本與時間要求造成經常性的超載、搶快造成多少數無可數的公路事故?
因為疏忽小螺絲的哀嚎,台鐵付出了多少次慘痛的代價?
身在航空業,更不能不提歷年來因為小螺絲的訓練不足或是觀念不正確而導致刻骨銘心的空難。
這次國防部也是在最近幾次飛行員跳傘失敗後才終於肯撥下換裝彈射椅的預算,不多,6億而已…
諸位小螺絲們,我們很值錢嗎?
很遺憾的,我們不是那麼值錢;因為我們的學校教育依然只在意分數與重點科目;對於風險與安全仍舊仰賴家庭與社會教育,而當整個家庭都沒有觀念、最後對小螺絲做出教育的就是社會;但是很沉痛的、很難過的是當社會教育加身的時候往往付出的成本是慘重的、而且肯定伴隨巨大的連帶損害。
然而,安全的成本一定要很多嗎?如果,我們從學校教育開始就對大家灌輸安全與風險觀念的重要性,等進了社會是不是就可以做到起碼的安全、降低企業與社會潛藏的風險?
雖然很不願意提及,但我服務的公司曾經飛安記錄甚是不佳;但當痛定思痛、歷經數十年來痛苦但堅定的改革後總算初步的建立起全員安全的觀念,就像前段所提,當一個群體內每一個小螺絲都有風險與安全觀念後、這個群體基本上就是安全的。其間付出的成本不可謂不大、但相對於事故後的賠償與形象損失,又顯的微不足道了。
不過,在這幾年加入工會與資方幾次對談下來發現或許是因為小螺絲們整體提升了、安全係數增加了卻反而讓主管們對於我們所提出潛藏的風險開始有輕忽的趨勢。沒錯,當安全成本威脅到營運成本時資方的態度一定是防衛的、保守的;然而我卻以為我們很多事情可以以最低的成本達到最高效益,我期許勞資雙方可以繼續用健康的心態對談、繼續維持我們的紀錄。
所以,或許現在開始學校教育緩不濟急、但卻刻不容緩!
諸位小螺絲們,我們真不值錢,在我們的親人眼裡、在我們的小孩心中,我們是無價的、是不能跟錢相提並論的。在大系統還沒改善之前請多關注自己的職場安全、做好自己的風險管理。
