- I wish to touch briefly on WMD. Biological Weapon Convention (BWC) is the first international instrument to prohibit an entire category of WMD, and it has contributed to international peace and security. The BWC, however, in its current form has many shortcomings which make it inefficient to address the consequences of biological weapons crisis. Strengthening of this convention is the next logical step we all must undertake.
- As a ratifying party to the BWC, we reaffirm our commitment to be abided by all provisions of the BWC. Incidentally, speaking of BWC, it is reported that on the night of 17 July this year, strange clouds of smokes appeared over the downtown area of Yangon city in Myanmar after military aircrafts flew over. This may have been just smog, but there were widespread speculations among the residents of Yangon that the military was spreading harmful toxins to crackdown the protests. The military chief of Myanmar used to say that there is nothing he does not dare to do.
- We reiterate our condemnations over any use of chemical weapons anywhere, at any time, by anyone, under any circumstances."

Kyaw Moe Tun: Myanmar ready to ratify international treaties on conventional weapons (under NUG)

"- We are of the view that strong and effective controls over arms trade can help protect many innocent lives worldwide. The Arms Trade Treaty is instrumental in strengthening accountability in the conventional arms trade.
- Although we are not yet a party to any major international treaties on conventional weapons, the elected civilian government of Myanmar has been studying these instruments with a view to ratifying them at an opportune time, despite the manners and attitudes of the military that run contrary to the purposes of these treaties.
- Accession of Myanmar to the Mine Ban Convention has been long overdue. For the past years, the military asserted that it no longer employed anti-personnel landmines as a method of warfare. It is now obvious that this insistence rings as hollow as its claim to love democracy. Since the military has staged an illegal coup, there have been alarming reports of civilian casualties from landmines laid by the military.
- Weapon sales are very profitable business, but it should not come at the cost of innocent lives. Myanmar military is operating in its own twisted reality by killing innocent civilians using lethal military hardware, most of which are imported ones. On behalf of the entire people of Myanmar who have had enough of the military, I appeal to those states exporting weapons to the Myanmar military to stop selling them immediately. This cannot stop the military from committing further atrocities but can help save more innocent lives."

The European Parliament and French Senate recognise NUG as the legal government of Myanmar
                        
On 16 October 2021, the National Unity Government of Myanmar posts an announcement on Facebook, expressing appreciation to the support of the European Parliament and the French Senate for recognising NUG as the official government of Myanmar.

At the same time, it welcomes the people of Myanmar to contribute income tax to the Inland Revenue Department.

On 14 October 2021, NUG posts an announcement on Facebook stating that the Myanmar Junta is using foreign Non-State Armed Groups (NSAG) settling in Myanmar to fight against the pro-civilian People's Defense Forces (PDFs). These NSAG are of terrorist threat to neighbouring countries. 

NUG reaffirms its commitment "to ensure close cooperation" with neighbouring countries in promoting "respective bilateral interests".

Green aurora in the night sky of Matsu is accused of an alternative squid game in the Taiwan Strait

Recently, when dusk falls, green lights will appear one after another along the horizon of Taiwan’s Matsu Islands near the coast of mainland China. Soon, a strange, aurora-like fluorescent light filled the night sky. But this is not an aurora, but a green light used by fishermen in mainland China to attract squid. These strange green lights in the night sky made the residents of Matsu feel uneasy and "surrounded".

According to the Washington Post, Huang Kai-Yang (transliteration), who works in youth development and eco-tourism in Matsu, commented on this: "This light is too unnatural, it's like making a science fiction movie. ."

On Facebook, local residents shared photos and feelings. A fisherman from Matsu, 58-year-old Chang Liang-Wei (transliteration) said, “Suddenly many squid boats popped up. I felt that the whole island was surrounded.”

In the past four months, dozens or even hundreds of mainland Chinese squid fishing boats sailed in the waters near Matsu almost every night. This invisible border is called the middle line and is the unofficial border line between Taiwan and mainland China. The fleet loaded with green LED lights circled the nearby islands, revealing the recent situation on both sides of the strait from the side.

Beijing has recently continued to exert pressure on Taiwan. Beijing claims that Taiwan is a part of it and threatens to seize Taiwan by force. Taiwanese officials and local residents say that these lights threaten tourism and marine life but they are also reminding them of their powerlessness in the face of the Chinese Communist Party’s actions.

The closest island to Matsu is only 6 miles (about 9.66 kilometers) from Fujian, a coastal province in China. For decades, Matsu has been the frontline of the battle between the hostile government led by the Chinese Communist Party and the Kuomintang, that retreated to Taiwan after its defeat in 1949. Until the 1970s, Matsu was hit by heavy bombing and shelling.

Today, these islands, home to approximately 13,400 people, are quiet but dotted with (green lights) to remind people of the conflict. The bunkers and tunnels on the hillside have been turned into cafes and hotels; a sign near the main port reminded the soldiers to "put their heads on the gun and wait for the dawn", while tourists took pictures nearby.

But the green light on the Taiwan Strait squid boat at night—the locals jokingly called the "Matzu Aurora"—revealed the continued tension between the two sides of the strait.

Lai Wenqi, head of the Fishery and Animal Husbandry Section of the Industrial Development Department of the Lianjiang County Government, who oversees Matsu, said, “There are at least hundreds of squid fishing boats (mainland) every day. In the past, it was just one or two green spots, but now what you see is one. A complete green light belt.” Mr. Lai said that the number of these fishing boats has increased sharply in the past two years, with the largest increase this year. Taiwanese officials said that most of these fishing boats came from the opposite Fujian Province.

Fishermen said that as the supply of other high-value catches has fallen, fresh squid fishing has become more and more popular. Fresh squid is very popular in hot pot or grilled squid. According to official data from the Communist Party of China, in 2018 and 2019, more than 40,000 registered fishing vessels in Fujian caught more than 52,000 tons of squid.

For his own safety, a Chinese fisherman in Fuzhou, the capital of Fujian Province, only introduced his surname Chen. He said that during the squid peak season (usually from June to August) this year, fishermen can bring back up to 400 pounds per night. (About 181.4 kg) squid. This squid can be sold for nearly $5 per pound (about 0.45 kg).

He said that the green light placed in the water can effectively lure the squid, and it is becoming more and more popular. He also added that he uses a 30-watt LED bulb, but larger fishing boats use more powerful bulbs.

He also added that a better way to increase harvest is to get close to Matsu. He said, "This is how fishermen make a living. There is no reason to blame anyone. And I think there will only be more and more green lights."

Matsu relies on tourism. Tourists come here to see its "blue tears", which is a kind of phosphorescence in water caused by seaweed. Local residents who promote "night tourism" say that the green light is destroying livelihoods and eco-tourism. When many visitors who are admiring "blue tears" arrive, all they see are "fake aurora".

For the Matsu people, green light squid boats are one of the dissatisfaction factors. Mainland fishing boats will dive into the waters of Matsu and secretly use fishing nets and other fishing tools to catch small fish, which will deplete the local aquatic resources. From April to September this year alone, the fishery and animal husbandry department of Matsu caught fishing traps set by more than 8 tons of mainland fishing boats; in addition, mainland ships were still pumping sand near Matsu and then transported to the inland for construction.

Lai Wenqi pointed out that since Tsai Ing-wen was elected president in 2016, Beijing has escalated its threat to Taiwan. Last year, about 400 mainland ships were detained or expelled for entering the Matsu waters, the most in five years. Officials from Matsu pointed out that Matsu was completely helpless on issues such as sand pumping and trespassing by fishing boats.

Wang Zhongming, deputy magistrate of Lianjiang County, said that the authorities did not speak out on the issue of green light because the effect was not great. “It is not a threat from guns, but caused psychological pressure and discomfort. We don’t like green light. What can we do?"

This approach is in line with the gray tactics Beijing is increasingly using to normalize such non-military operations in order to intimidate or numb the enemy. Chen Po-Chang, captain of the Matsu patrol team of the Jinma Peng Branch of the Maritime Patrol Department, said that they have been patrolling around Nangan and Beigan Island, the largest in Matsu, around the clock, but their manpower has reached their limit. Some fishermen chose to respond hard and ran into Chinese fishing boats; he said in an annoyed manner that perhaps the problem of mainland Chinese fishing boats will not be solved until there are no more fish to catch in the waters of Matsu.

Former State of Secretary Rice: The CCP will remotely control pro-China forces to overthrow Taiwan government


Tensions in the Taiwan Strait have increased, which have aroused international attention. Former US Secretary of State Condoleezza Rice warned that Beijing would remotely control pro-China forces in Taiwan in order to subvert the Taiwanese regime.

Li Zhengxiu, a military expert at the National Policy Research Foundation of Taiwan, said, "If the leaders of the Chinese Communist Party continue to use professors who are so biased towards the current situation and the international reality as consultants, it will mislead Xi Jinping's misjudgment of the entire international situation. Chinese Communist Party Chairman Xi Jinping took a tough attitude in his speech to Taiwan on 9 October but did not propose the so-called "armed reunification." Expert: The CCP distorts the concept of democracy and challenges the international order

Whether a country is democratic should be for "the international community to judge". Li Youtan, a professor at the National Development Research Institute of National Chengchi University in Taiwan, told The Epoch Times that the CCP has distorted democratic politics and distorted the three connotations of democratic politics: competition, participation, and freedom into participation. To interpret democracy, we must use the concepts of liberal democracy and constitutional democracy to break all of the CCP’s stuff.

He explained, “Democracy is not only about participation. It also emphasizes the need for competition. It must ensure that the people have all kinds of freedom to make competition and participation fair. This is the study of democratic politics by the American political scientist Robert Dahl. The three concepts sorted out, called competition, participation, and freedom, are indispensable."

First, citizens must have universal freedom. For example, freedom of press and speech, freedom of the media, freedom of people's assembly and association, and freedom of thought and speech. Like the United States or Taiwan, politicians participate in political parties to participate in elections, and the people have the freedom to guarantee the fairness of election competition, including the freedom to form parties. The people can decide the policy direction through votes.

Second, in addition to freedom and democracy, contemporary democratic politics is called constitutional democracy, which is based on the constitution. The power of the government is a limited government, with checks and balances of power, with the purpose of safeguarding human rights. This is a very important core value of democratic politics.

"The power of the Communist Party is unlimited. Xi Jinping steps down or the Communist Party will rule forever. The People's Congress is the ruling machine of centralized politics. The more people represent the people, the more he is controlled by the Communist Party. All decisions are made by the Party. Give the people's congress, the people's congress as a rubber stamp." Everyone is in danger under the tyranny of the CCP

The CCP has always claimed that China is the largest democracy in the world today. Li Youtan pointed out that the CCP interprets democratic politics as a collective concept, and everything must be in line with the CCP. For example, he said that as soon as Hong Kong was suppressed until the National Security Law was enacted, the democrats did not even run for elections because candidates had to be vetted to be eligible. They wanted "patriots ruling Hong Kong". So who is a patriot? It is up to the CCP to decide.

"So under the prostitution of the Chinese Communist Party, Hong Kong people have regressed from the freedom and human rights guaranteed by the United Kingdom to 'one country, one system', and they have regressed to be victimized at any time. Under the national security law, everyone is in danger."

Li Youtan pointed out that the CCP’s party-state system is a three-in-one party, government, and state, and treats state power as the party’s private property. Any disagreement with the Communist Party’s rule is a crime of subverting state power. This in itself is state terrorism, it is state violence. Under the rule of the CCP, anyone can suffer.

"We in Taiwan were under authoritarian rule in the early days. After moving towards democratization, the greatest rights enjoyed by the people are freedom from fear. There are no more political prisoners, prisoners of thought, and prisoners of conscience. Compared with the CCP, in mainland China, anyone can commit crimes at any time. Regardless of whether they are economic crimes or political crimes, everyone is at risk, even Xi Jinping himself is not safe. None of them in China is free.” He said.

CCP lies cannot confuse people

In the Kaohsiung fire, the building that was involved in the accident turned out to be a "ghost building." The cause investigation has preliminary results


The fire broke out at 2.54 am on 14 October 2021 in a 13-story building in Yancheng District, Kaohsiung. It was a mixed-use commercial and residential building with both businesses and residents. Therefore, when the fire broke out, many residents were asleep and many people did not have time to escape. As a result, the tragedy of at least 46 deaths and 41 injuries has been caused so far. Also, because of the passage of the lower floors of the building, too many debris was placed, which made it difficult for the firefighters to rescue later. The authorities dispatched more than 377 people to the disaster relief site before and after. After almost 2 hours, the fire was finally brought under control. However, people gradually realized that what happened on this day was the worst fire ever recorded in Kaohsiung, and it was also the second most deadly fire in Taiwan's history. The most deadly fire before was a fire in a restaurant in Taichung, causing 64 11 dead and injured.

According to the current fire investigation clues, the fire occurred on the lower floors, accompanied by the sound of explosions, and then developed rapidly from the lower floors to the upper floors. Some high-floor residents who were awakened by the fire either opened their windows and called for help, or ran to the top of the building. The sound of shouting and crying kept coming from inside the building. An witness recalled that he was awakened by the explosion and immediately called the fire alarm to call the police. After the fire was extinguished, firefighters began to search for the remains of the victims one after another. As of the afternoon of 14 October, nearly 20 bodies had been carried out.

So, what caused such a serious fire? The Kaohsiung authorities are investigating carefully. According to preliminary results, it was discovered that the fire started in a "tea set shop" on the first floor of the building. There were a lot of debris inside, and there were also many wooden decoration materials, which could easily help the fire. The police discovered that on the eve of the fire, there was a woman in her fifties who was very familiar with the police surnamed Huang, drinking with her boyfriend, the owner of a tea shop and other people. The reason why the police are familiar with her is because she had been reported by the neighborhood for drinking, making noise, and even fighting here. During this drinking party, a woman surnamed Huang lit a mosquito-repellent incense. The fire broke out after she left the tea shop. When the mosquito coil was burning, the police found it was placed very close to a portable small gas stove. Putin’s move shows that although his United Russia Party is the largest party in Russia and has been in power for a long time, he can tolerate the legal existence of the Russian Communist Party. However, he is rude to the serious illegal behavior of the Russian Communist Party and should take action. When it comes to shooting. There may be CCP factors behind the Russian Communist Party. Putin's move is also a warning to the CCP.

2. Putin's special measures after the covid outbreak
Last year, after the great plague broke out from Wuhan and spread to Russia, it caused severe damage to Russia. Putin's senior officials were infected with the CCP virus (Wuhan virus, covi).

Russia has identified the spread of the CCP virus as a "biological threat." 4. Putin's interactive relationship with the President of the United States

5. Putin arrested spies related to the CCP
On the surface, Putin and the CCP seem to be very close, but his defense against the CCP has not weakened in the slightest. In recent years, many Russian scientists have been arrested or sentenced for leaking state secrets to the CCP.

For example, Danilov, a top Russian space scientist, was sentenced to 14 years in prison for providing intelligence on space and satellites to the CCP. Lapekin, the top Russian aerospace scientist, was sentenced to 7 years in prison for providing information on hypersonic aircraft to the CCP. Two professors from the Russian-Baltic University of Science and Technology, Afanasiev and Bobyshev, were sentenced to 12 years in prison for providing information on the Blava intercontinental missile to the CCP. Vinogradov, a Russian smelting and forging engineer, and Kraslinnikov, a technical expert, were also sentenced for selling engine technology to a Chinese military factory.

The Russian "Lenta News Agency" once published a long comment titled "Russian Flight-China has stolen Russian space secrets and there is nothing left to steal", expressing its strong aversion to the CCP's theft of Russian space technology. This is undoubtedly something Putin is deeply worried about.

6. Putin is the Russian leader after the drastic changes in the Soviet Union and Eastern Europe
In particular, it needs to be pointed out that Putin is the Russian president after the fall of the communist regimes in the Soviet Union and Eastern Europe.

The tyranny that Putin criticized in these two speeches is exactly what the CCP has been doing for 72 years in power.

8. Putin wrote "belief in God" into the new Russian constitution
On April 5th, Putin signed the new constitution of the Russian Federation. This new constitution clearly defines "belief in God" as Russia's core value.

It stipulates: "The Russian Federation, united in its thousand-year history, preserves the memory of its ancestors, the ancestors gave us ideas, belief in God, and the continued development of the Russian state, and the Federation recognizes this individual formed by history."

This provision not only links today's Russia with historical Russia, but also links today's Russia with "belief in God", which is fundamentally different from the CCP, which believes in atheism.

At present, the relationship between Russian President Putin and the Chinese Communist Party leader Xi Jinping seems to be good but this is not based on shared values, but on the basis of mutual use of benefits. For Putin, he was just using the CCP to serve the maximization of Russian national interests, and he did not regard the CCP as "his family" at all.

Putin and the CCP, that believes in atheism, are fundamentally opposed in terms of values. This ultimately determines that Putin cannot be a fellow traveler of the CCP.
