Workers trying to leave Myanmar turned away at airports after junta tightens rules


Myanmar citizens trying to travel abroad for work have been prevented from leaving the country after the junta brought in new restrictions at airports last week.

Immigration staff at airports began turning travelers away on Friday (15 October 2021) after the junta-controlled labour ministry issued new rules requiring anyone leaving the country for work to have an Overseas Workers Identification Card (OWIC) and a PJ passport (Job passport).

In the past, people with passports issued for non-work visits, called PV passports (Visit passports), were also allowed to work abroad. Now, people with Visit passports are reportedly being turned away if they also have work visas.

“They are just creating new laws as they please,” said a worker who is trying to leave the country to work in Singapore. “It’s really troubling for those of us who are trying to work abroad.”

The OWIC, also known as the smart card, was first introduced in 1999 but its use was never enforced, meaning many people leaving Myanmar for work have never been issued such cards or have never even heard of them. 

Several people in recent days have been turned away just before boarding their planes “for not having smart cards,” the worker said. 

He added that he was among 100 workers who were barred from chartering a Myanmar Airways International (MAI) aircraft (flight 8M231) to fly to Singapore on 22 October 2021. He said, “We do not want such ridiculous laws during times of peril like this.” 

He speculated that the junta has tightened the rules in order to benefit local job agencies that want the emigration process to be complicated so foreign employers cannot hire people directly from Myanmar, which would force workers to use the agencies’ services. 

One woman who wrote on Facebook about being turned away at the airport said she had not been given any clear information about the new restrictions.

She added that the disruption has cost her around 3,000,000 kyat in travel fees, Covid-19 testing fees and other expenses and that she has lost her job offer. She does not know when she will be able to get a smart card, she added. 

Myanmar’s economy has collapsed in recent months and foreign investors have fled amid the violence and chaos triggered by the military’s February 1 coup. 

With GDP set to shrink drastically and jobs becoming scarce, many have borrowed money so they can afford to go abroad for work. 

The new restrictions are likely to compound the hopelessness felt by workers across the country, and may make it difficult or impossible for those already abroad to visit home, for fear that they will not be able to leave again. 

The immigration ministry said in an order to its staff on Friday that the new restrictions were based on instructions from the labour ministry and were aimed at preventing criminals and unlicensed organisations from sending workers abroad. 

The labour ministry’s spokesperson did not respond to requests for comment. 

Many families in Myanmar rely on remittances from relatives working in countries like Thailand, Malaysia, South Korea, Japan, Singapore, the UAE, Qatar, Macau and Jordan.

U.S. calls on Singapore to use its "leverage" to cut funding to Myanmar Junta

A top US government official urged Singapore to help restrict the Myanmar military’s access to foreign funds during a three-day trip to Southeast Asia this week. 

State Department Counselor Derek Chollet made the request during a meeting with the city-state’s central bank during his visit, which he made with the aim of promoting a “return to democracy” in Myanmar.

 

Singapore is one of Myanmar’s largest foreign investors and its banks have been accused by activists of holding assets on the junta’s behalf.

 

Chollet’s delegation stopped in Thailand, Singapore and Indonesia—all members of the Association of Southeast Asian Nations (ASEAN), which recently opted to exclude Myanmar coup leader Min Aung Hlaing from its annual summit at the end of October.

 

The move by the regional bloc was “completely justified and warranted given the circumstances,” Chollet said in a teleconference with journalists on Thursday. 

 

On Wednesday he tweeted that he had a “productive meeting” with the deputy managing director of the Monetary Authority of Singapore (MAS), as the central bank is called, and discussed “ways to limit the Burmese military regime’s access to overseas financial assets.”

 

“Singapore has significant financial leverage over the regime, and we discussed how we can partner effectively to wield it,” Chollet said in Thursday’s briefing, adding that the country has a “very, very important role to play.”

 

The activist group Justice For Myanmar (JFM) on Wednesday published a legal memorandum it had commissioned that said the MAS could be held liable for allowing business transactions with Myanmar’s military to take place through Singapore’s stock exchange. 

 

The memorandum, produced in partnership with the Australian Centre for International Justice, said the Singapore Exchange (SGX) itself could also be liable, along with the country’s government. 

 

It focuses on the SGX listing of investment holding company Emerging Towns & Cities, which made a multi-million dollars deal with the Myanmar military to develop the Golden City mixed use complex in Yangon.

 

Multiple business entities could be implicated in an investigation into the financial ties between the two countries, JFM spokesperson Yadanar Maung said in a statement.


She noted that the SGX, MAS and Singapore’s government could “face serious legal consequences” if they “continue to turn a blind eye to the complicity of Singapore companies in the Myanmar military’s atrocity crimes.”

 

While the US froze $1billion in Myanmar government funds following the February 1 coup,

JFM reported the same month that the junta still had access to $5.7billion in currency reserves through other channels. 

 

The group also said it had received “credible intelligence” that some of the funds were being held in commercial banks in Singapore. 

 

The MAS denied the allegations, saying it had “not found significant funds from Myanmar companies and individuals” in Singapore’s banks.

NUG's ministries documenting cases of human rights violations against women by Myanmar Junta military

The people of Myanmar are helpless to seek accountability for perpetrators and deliver justice to victims and communities as the national legal system and courts of Myanmar are incapable of administering justice against the Myanmar military.


The NUG will continue to work closely with ASEAN, UN, ICC in order to bring those perpetrators of such crimes held accountable, bring justice to victims and strengthen respect for norms of general international law.

Why corruption is high in 610 Office

The "Jiansanjiang Incident" was caused by the illegal detention of dozens of Falun Gong practitioners in the so-called "legal education base" established by the Jiansanjiang Agricultural Reclamation Bureau under the Heilongjiang State Administration of Land Reclamation in Qinglongshan Farm. On March 20, 2014, human rights lawyers Tang Jitian, Jiang Tianyong, Wang Cheng, Zhang Junjie and some relatives of detainees went to Jiansanjiang to request their release. In the incident, four lawyers including Tang Jitian, Jiang Tianyong, Wang Cheng, and Zhang Junjie were discounted 24 ribs or sternums in total.

Wu Shaoping, who now lives in the United States and worked as a human rights lawyer in mainland China for many years, said in an interview with Epoch Times: "(The CCP) they did not abide by their own laws, tried to organize study classes in violation of the law, and illegally deprived Falun Gong practitioners of their lives. Freedom, this is a very incredible thing. Of course, I also heard that there is such a thing as live organ harvesting in Sujiatun and other places."

Wu Shaoping also stated that all cases involving freedom of religious belief in China are actually related to the 610 Office.

The mysterious 610 office

The 610 Office, the full name is the Office of the Leading Group of the Central Committee of the Communist Party of China for Preventing and Handling X Education Issues, was originally an agency directly under the central government at the ministerial level. At the beginning of its establishment, it was called the "Office of the Leading Group of the Central Committee of the Communist Party of China for Handling Falun Gong Issues."

610 was a mysterious code name from the beginning. Its origin, its relationship with the former leader of the Communist Party of China, Jiang Zemin, the composition of its leadership and the operation of its institutions, have always been kept secret.

The report "China (CCP) Influence Operations" published on 20 September 2021 by the Institute of Strategic Studies of the Military Academy (IRSEM) under the French Ministry of Defense, elaborated on the ins and outs of the 610 Office.

The report mentioned, "The 610 Office was established in 1999. At that time, Jiang Zemin decided to convene a special meeting of the Politburo of his party on June 7 to take measures against the strong development of Falun Gong people in Chinese society. The spokesperson of the Washington DC Falun Dafa Society, Dr. Lin Xiaoxu, told The Epoch Times that the 610 Office set up by Jiang Zemin in the Central Committee of the Communist Party of China is a repressive machine set up outside the law. Human rights lawyer Wu Shaoping said, "The highest level of the CCP has given this office a lot of power to arrest and suppress religious groups at will."

The CCP’s "Prevention Office" and "610 Office" are often mixed. For example, a report on the People’s Daily Online on May 26, 2015 was titled: "Liu Jinguo no longer serves as the director of the 610 Office", and the text read: "Liu Jinguo is now the deputy secretary of the Central Commission for Discipline Inspection and no longer serves as the Central Committee’s prevention and handling of X education. Deputy leader and office director of the Problem Leading Group, and director of the Office of Preventing and Handling X Education Issues of the State Council."

The direct superior decision-making body of the 610 Office-the Central 610 Leading Group. Why is there a high incidence of corruption in 610 Office?

Wu Shaoping, a human rights lawyer who defended Falun Gong practitioners' innocence in China, analyzed the corruption  to the insider of the Epoch Times:

"Because it (610) exists for the purpose of maintaining its power, it continues to create various problems. For example, if there is no religious contradiction, they deliberately create religious contradictions; for example, they say that there are no problems in Falun Gong belief groups. To make it. Why? Because they need to ask for credit from above, and they need to allocate funds for them to run. They will create this kind of thing, and even create all kinds of unjust, false and wrong cases. Of course, there will be a steady stream of above. Provide them with funds, where did this large amount of funds go?"

"There is no such thing as the so-called religious issues or the X religion that they talked about. Then the money is of course in various names, in the name of maintaining stability, and preventing X religion from being corrupted."

Wu Shaoping introduced the profit-driven situation of the 610 system, "There are only two, one is to use money. I will give you as much money and rewards as you arrest as many people and cases as you have. The other is power, which is given to you. Promotion. With this kind of profit drive, the people below will naturally cater to their wishes and do more of this kind of thing. For example, the public security department will set targets for solving cases and create such cases."

An inconveniently named former Chinese human rights lawyer also told The Epoch Times that the 610 Office was manipulating various systems and agencies of the Public Prosecution and Justice Department to persecute Falun Gong practitioners. “To give a simple example, when a human rights lawyer is defending Falun Gong practitioners, If you know you are at a loss and have to make a sentence, you often ask lawyers to go to the Political and Legal Committee 610. Expert: Secret funds involved in the industry chain of live organ harvesting

Therefore, 610 is definitely an active participant in live organ harvesting, mainly planning and coordinating, and the military is the executor."

"After the large-scale expansion of this non-military hospital system in various places, it was even more important to coordinate the 610. Because most of the victims were clearly the Falun Gong groups, and it was later extended to these ethnic minorities in Xinjiang. The detained political prisoners, prisoners of conscience, etc., this practice is done from the organs of Falungong practitioners. Lin Xiaoxu believes that in the entire industry chain of live organ harvesting, every link of the 610 Office will share huge benefits from it, and hospitals benefit from it on the most superficial level.

"The huge benefits in this must be returned to 610. Of course, the local finance and the central government will also allocate a large part (funds) to support the operation of 610, such as arresting Falun Gong practitioners or intercepting interviews. It is necessary to mobilize considerable resources. In order to meet the requirements of the 610 Office, governments at all levels have been monitoring and harassing Falun Gong practitioners for a long time, detaining them, or engaging in transformation classes. Wang Zhiyuan is the head of the International Organization to Investigate the Persecution of Falun Gong. He has collected and studied evidence of the CCP’s live organ harvesting for a long time. The CCP intensifies the persecution of Falun Gong

The CCP's suppression of Falun Gong has never stopped. Recently, the frequency of arrests of Falun Gong practitioners has increased, various non-court trials are advancing rapidly, and even many areas have broken the bottom line and attacked elderly practitioners.
