Invitation to the Biden Democracy Summit? Positive response from the State Council

US President Biden will hold a democracy summit in December. Will Taiwan be invited? The U.S. State Department did not directly confirm or explain how Taiwan might participate. However, it gave a fairly positive response saying that Taiwan has already participated in the summit negotiations in compliance with the "One China Policy". The U.S. believes that Taiwan can meet the goals of the summit and make meaningful commitments.

The United States will hold the Virtual Leader Democracy Summit from 9 to 10 December 2021, which will invite heads of state, civil society, philanthropy and private sector members to discuss democratic challenges. The US media "Foreign Policy"  exclusively reported on the 19th that the US will send an invitation letter that week, and it is expected that more than 100 heads of state will be invited.

When U.S. Secretary of State Blinken attended the hearing of the Foreign Affairs Committee of the House of Representatives on March 10, he promised to make efforts to invite Taiwan to participate in the summit. The conference is about to be held, and Taiwan has not yet received an invitation. Republican Senator Rick Scott wrote to US President Biden on 28 October, calling for a prompt and open invitation to Taiwan.

A U.S. State Department spokesperson said in anonymity that Taiwan had already negotiated with the U.S. on participating in the summit in accordance with U.S.’s “One-China Policy”. The U.S. believes that Taiwan can make meaningful commitments to the summit’s goals, including confronting authoritarianism, fight corruption and promote human rights at home and abroad.

At a time when Sino-Indian relations are tense, India has successfully launched a ballistic missile with a range of 5,000 kilometers, covering multiple cities in China. The outside world believes that this is an important step for India to strengthen its nuclear deterrence against Beijing.

According to Epoch Times, the Indian government announced that a ballistic missile test with a range of 5,000 kilometers was conducted on APJ Abdul Kalam Island off the coast of Odisha at 7.50 am on 27 October 2021.

A statement from the Indian Ministry of Defense stated that the surface-to-surface ballistic missile tested this time was the Agni-5 intercontinental ballistic missile.

The weapon is a three-stage solid-fuel missile independently developed by India. It has nuclear capability and has undergone many tests since its first test launch nearly 10 years ago. According to the previously released information, the missile is capable of being equipped with a multi-target reentry vehicle (MIRV, also known as a multi-guided multi-warhead). A single missile can carry 2-10 nuclear warheads and can attack multiple targets within a range of hundreds of km. The target can also allow multiple warheads to attack a single target.

The statement stated that the Agni-5 can strike targets 5,000 km away with "extremely high accuracy". The results of the successful test are in line with the established policy of the Indian government, that is, it has a reliable minimum deterrent and is in line with "not being the first to use it." "(No First Use) principle.

According to the Hindustan Times, the missile is being incorporated into India’s Strategic Nuclear Forces Command (SFC), which will greatly enhance India’s deterrence.

Prior to this, the Indian military's arsenal had no missiles that could hit targets deep in China. The distance from New Delhi to Beijing is about 3,800 km. This also means that with the deployment of Agni-5, the missile has the ability to strike most important cities in China.

The first test of the Agni-5 was carried out in 2012. Agni-1 to Agni-4 have a range of 700 km to 3,500 km, and they have been deployed.

Agni-5 is designed to strengthen India’s nuclear deterrence against the Chinese authorities because the Chinese military has missiles with a range of 12,000 to 15,000 kilometers like the Dongfeng-41.

In early August, India also tested the subsonic Indigenous Technology Cruise Missile (ITCM) along the coast of Orissa, and the sky-next generation (Akash-NG, also known as the new generation "Akash") anti-aircraft missiles.

On 22 October, the Indian Army demonstrated the Pinaka and Smerch multiple rocket launch systems in Assam. An official said that these systems can ensure a large amount of firepower in a short period of time.

While these test launches are underway, the border dispute between India and China in the Ladakh region remains deadlocked. The CCP military is also on the border between India and China, expanding the scale of military activities.

Currently, India is also developing a hypersonic weapon that can fly 6 times faster than the speed of sound (Mach 6) and can penetrate missile defense systems.

Free medical care for military spouses from 2022. Xi Jinping's new policy provokes discussion

CCP China’s economy continues to decline. People’s livelihoods are becoming increasingly difficult, and the CCP’s finances are becoming increasingly strained. However, the CCP’s military and stability maintenance expenditures have not been reduced, and the welfare treatment of the military and police is still increasing. The Chinese Communist Party’s Military Commission has introduced a new policy a few days ago to provide free medical care to military spouses starting 2022. This move triggered a heated discussion on the Internet.

The Military Daily of the Communist Party of China reported on 27 October that with the approval of the Chairman of the Military Commission Xi Jinping, the General Office of the Military Commission issued the "Interim Provisions on the Guarantee of Medical Treatment for Soldiers and Military Related Personnel", which will be implemented on 1 January 2022.

The "Regulations" clearly stated: "Achieve free medical treatment for military spouses, preferential medical treatment for parents of military officers and soldiers, and parents of spouses, and continue to implement free medical treatment for military personnel and underage children of military personnel, which fully reflects the professional respect of military personnel."

The "Regulations" also mentioned that it is necessary to "implement Xi Jinping's thought", "focus on preparing for war", "maintain the health rights of soldiers and families, and enhance the cohesion and combat effectiveness of the troops."

The promulgation of the "Regulations" triggered discussions among netizens. Some people speculate whether there is going to be a war on the Taiwan Strait or the border between China and India. Some people also think that the CCP’s show of force and power is just a bluff, and that improving the treatment of military personnel may only be for stabilizing the regime. There are also speculations that Xi Jinping will fight for an exceptional re-election in 2022, and he may now need to stabilize his military spirit.

Some netizens compared the poor medical treatment of the Chinese people at the bottom. They believed that the government only cares about 2 million active-duty soldiers but ignores hundreds of millions of farmers and a large number of veterans. It will only classify society and create injustice.

The CCP has always believed in "Government comes from the barrel of a gun." The army has always been a tool for the CCP to maintain its rule and consolidate its personal power. In recent years, as the Chinese Communist regime has become increasingly unstable, the treatment of military personnel has been continuously improved.

Concerned about the situation in Afghanistan, the CCP will build a new military base in Tajikistan

Reporter : Li Zhaoxi / Editor: Lin Qing / https://www.ntdtv.com/gb/2021/10/28/a103254461.html

As tensions in Afghanistan increase, out of concern, the CCP will establish a new military base in Tajikistan and take full control of another existing military base.

According to the US-funded Radio Free Europe/Radio Freedom (RFE/RL) report on Wednesday (27 October), Tajikistan has approved the CCP to build a new Chinese base near the country’s border with Afghanistan. According to a communiqué issued by the CCP’s Embassy in Dushanbe to the Ministry of Foreign Affairs of Tajikistan, in exchange for CCP’s military assistance, the Tajik government has transferred all control of the country’s existing CCP military base to Beijing and exempted it. Any future rent.

Since the Taliban came to power in mid-August, the increasingly fragile security situation in Afghanistan has attracted great attention from the CCP. The latest developments reflect the CCP's continuous enhancement of its military footprint in this Central Asian country.

Raffaello Pantucci, a senior associate researcher of the British think tank "The Royal Joint Research Institute of the Three Armed Forces" (RUSI), told RFE/RL: One of the known examples. The fact that we continue to see this kind of activity in Tajikistan shows how much China (the CCP) pays attention to Afghanistan and the region."

The CCP already operates a military base near the border between Tajikistan and Afghanistan and the Wakhan Corridor (the narrow strip of Afghanistan that borders China). According to a recent survey by RFE/RL, the role of CCP personnel in the region is increasing.

However, the CCP and the Tajik government have formally denied the existence of the base, and the details of its ownership and operation are unknown. According to documents seen by the Tajik Service Department of RFE/RL, CCP personnel work at a base in Tajikistan, but the base is still owned by Dushanbe.

According to the document, when the Chinese Defense Minister Wei Fenghe visited Dushanbe, the capital of Tajikistan in July, Tajik President Emomali Rahmon proposed to him to transfer the ownership of the base to China. However, the CCP’s attitude is not mentioned in the document.

Beijing’s worries are also really urgent. At least three extremist organizations operating in Pakistan and Afghanistan have clearly expressed their anti-communist stances and implemented them with violence.

Balochistan Liberation Army (BLA): In 2018, three suicide bombers from the organization attacked the Chinese consulate in Karachi, Pakistan.

"Tehrik-e-Taliban" ("TTP") claimed responsibility for the car bomb explosion that occurred next to a hotel in the capital of Balochistan in April 2021. The explosion occurred a few minutes before the arrival of the Chinese Communist Party's ambassador to Pakistan.

The Islamic State Khorasan (ISK), a branch of the Islamic State (IS), has targeted the CCP in its propaganda in recent months.

At the same time, the "Pakistan Taliban Movement" and the "Islamic State Khorasan" both expressed their solidarity with the Uyghurs. The Chinese Communist government has explicitly requested the Taliban to ensure that Uyghur militants are not allowed to operate outside Afghanistan.

Faced with such great concerns, the CCP has not only strengthened military preparations in the border areas of Xinjiang, but Beijing has also spared no effort to please the Taliban. In September, the Chinese Communist Party’s Foreign Minister Wang Yi stated that China would provide aid worth 31 million U.S. dollars to Afghanistan.

On 25 October, during his visit to Qatar, Wang Yi met with Deputy Prime Minister Abdul Ghani Baradar of the Afghan Taliban Provisional Government in Doha and announced that in addition to US$5 million in additional humanitarian assistance, China will provide US$1 million in assistance. Rebuild Afghanistan in exchange for the Taliban’s cooperation in eliminating extremist organizations.

Interviewed by Tsai Ing-wen: Confirmed that the US military is in Taiwan and willing to talk with Xi Jinping

Reporter : Jin Shi / https://www.ntdtv.com/gb/2021/10/28/a103254913.html / Image : Video Screenshot

President Tsai Ing-wen of the Republic of China recently accepted an exclusive interview with the US media and confirmed for the first time that there are active US troops in Taiwan. She also expressed that she is willing to "sit down and talk" with Xi Jinping. Take a look at the detailed report by reporter Jin Shi:

CNN broadcast an interview with President Tsai Ing-wen of the Republic of China on Wednesday. This is Tsai Ing-wen's first interview with foreign media after his re-election in 2020.

The two points mentioned by Tsai Ing-wen in the interview have particularly attracted the attention of the outside world. One is that she confirmed for the first time that there are US troops in Taiwan assisting Taiwan's military training. This is the first time since the withdrawal of US troops stationed in Taiwan in 1979 that the president of Taiwan has confirmed that there are active US troops in Taiwan.

CNN reporter: "How many US military members are currently deployed in Taiwan?"

Taiwan’s President Tsai Ing-wen answered, "There are not as many as you think."

Sensitive topics related to the "US military stationing in Taiwan" have been disclosed by the media since October this year. Before this, Taiwanese officials had kept a low profile.

On October 25, US President Biden stated on a TV program that if Taiwan is attacked by the CCP, the United States will defend Taiwan.

Current affairs commentator Tang Jingyuan said, "Tsai Ing-wen’s speech should undoubtedly be echoing Biden. The second is that Tsai Ing-wen is sending a very clear signal to the international community through such a method: the United States will help to defend Taiwan and defend Taiwan. Taiwan is not just verbal, but it is also action and deployment."

Another aspect of Tsai Ing-wen's interview that deserves attention is that Tsai Ing-wen said that he is willing to "sit down and talk" with the Chinese Communist Party President Xi Jinping in order to avoid misunderstandings and misjudgments.

So, is there a "Cai Xi meeting" in the future? Current affairs commentator Tang Jingyuan said that given the current situation across the Taiwan Strait, he is not optimistic about this.

Current affairs commentator Tang Jingyuan: "Because the CCP themselves called the'One China' principle, they have actually denied the status of a kind of reciprocal negotiation with the Taiwan government. Although Tsai Ing-wen has released one more rationally. Goodwill, but from the perspective of the Chinese Communist Party authorities, they are unlikely to accept such a meeting."

Recently, as the tension between the two sides of the Taiwan Strait has escalated, the relationship between the United States and Taiwan has continued to deepen. On Wednesday, US Secretary of State Blincoln issued another statement supporting Taiwan’s participation in the United Nations system. In this regard, Tsai Ing-wen said: Taiwan hopes to become part of the United Nations system, "and China also has its own discourse, which must be judged by the international community."

In terms of defense, Tsai Ing-wen said that during the remaining two years of his term, he will accelerate the modernization of Taiwan’s military.

In August of this year, Taiwan announced that it would spend 1.4 billion US dollars to purchase new fighters, and the outside world is expected to be an improved American F-16 fighter. In December last year, the Taiwanese military has begun to build a submarine fleet consisting of eight submarines.

Taiwan’s Defense Minister Qiu Guozheng said on Thursday that the Taiwan military and the US military have frequent exchanges, but the defense of the country still depends on oneself.

He said, “As for other friendly nations or any team that can help us, we are optimistic (its success), but we can’t just count on (others).”
