Biden signs bill to help Taiwan regain WHA observer status


Nine days before the World Health Assembly (WHA), the U.S. Congress recently passed the Taiwan Friendship Act to help Taiwan regain its observer status. U.S. President Joe Biden signed on the last day of the signing period today, and the bill took effect immediately, demonstrating the strength of the United States.

The 75th WHA will take place in Geneva, Switzerland from 22 to 28 May 2022. The White House issued a press release in the afternoon of 13 May 2022 announcing that Biden had signed the Taiwan-related bill S.812.

Senate Foreign Relations Committee Chairman Bob Menendez, the bill's lead sponsor, tweeted that he was happy to see Biden sign off on the support for Taiwan's access to the World Health Organization's (WHO) top authority, WHA, as an observer. Act becomes law.

"Our (Congressional) efforts are a powerful demonstration of America's commitment to Taiwan's appropriate participation on the world stage in the face of Chinese malice," Menendez said.

After the WHO had excluded Taiwan for many years, Menendez and Senate Taiwan Connect co-chair James Inhofe proposed the bill in March last year, hoping to help Taiwan regain its WHA observer status.

The bill received overwhelming bipartisan support in the U.S. Congress. It was passed by the Senate with "unanimous consent" on August 6 last year. On April 27 this year, it passed the House of Representatives with 425 votes in favor and 0 votes against. It will be sent to Congress and delivered to the White House on 3 May 2022.

The US Congress passed a similar bill in May 2004, directing the Secretary of State to develop a plan to support and assist Taiwan in obtaining WHA observer status. Taiwan was subsequently invited as an observer from 2009 to 2016, but since 2017, despite US support, Taiwan has been unable to participate in the WHA for many years due to pressure from China.

Therefore, the bill that Biden signed into effect today requires the Secretary of State to explain to Congress what changes and improvements the United States has made in its plan to assist Taiwan after each WHA session in which Taiwan has failed to obtain observer status.

The bill points out that Taiwan is a model contributor to global health. Since 1996, it has injected more than US$6 billion (approximately NT$171.4 billion) and provided international medical and humanitarian assistance to more than 80 countries. The bill calls for the virus to know no borders, and the needless exclusion of Taiwan from global health cooperation will only increase the danger posed by global infectious diseases. Biden travels to Asia next week, 9 US congressmen jointly write a letter calling for Taiwan to be added to his itinerary

U.S. President Biden will visit Asia for the first time as president next week. Nine Republican members of the House of Representatives sent a joint letter on 12 May, calling on Biden to consider adding a visit to Taiwan to demonstrate the U.S. "Rock solid" commitment to Taiwan as China continues to bully Taiwan. 

Biden will visit South Korea and Japan from 20 to 24 May. This is his first visit to Asia since he took office in January last year. During his trip, Biden will hold bilateral meetings with the new South Korean President Yoon Suk-yeol and Japanese Prime Minister Fumio Kishida. During his visit to Japan, he will also hold a Quad Security Dialogue (QUAD) with the leaders of Australia, India and Japan.

In view of the recent regional developments, nine Republican members of the House of Representatives jointly sent a letter to Biden on 12 May, calling on him to consider adding a visit to Taiwan during his trip.

Co-senators include Tom Tiffany, Scott Perry, Nancy Mace, Louie Gohmert, Lisa McClain, Stout, according to a copy of the letter obtained by a Central News Agency reporter Pete Stauber, Michelle Steel, Bob Good and Ronny Jackson.

The lawmakers said in their letter that Biden was a senator in Congress when then-President Jimmy Carter initiated the process of establishing diplomatic relations with China in 1978. Biden was aware that CCP China promised to resolve the Taiwan issue peacefully.
 
Lawmakers criticized the CCP for continuing to violate this guarantee with impunity, including the recent dispatch of military planes to harass Taiwan's Air Defense Identification Zone (ADIZ); they quoted Biden as saying Beijing was "threatening regional peace and stability" and "coercive" .

In addition, the lawmakers pointed out that during Biden's tenure as a senator, the US Congress also passed the "Taiwan Relations Act", calling on the US side to provide sufficient weapons for Taiwan's self-defense. But recent reports of delays in arms sales could send a red flag to Taiwan and other U.S. allies in the region, especially as Beijing deliberately raises tensions in the Taiwan Strait.

Lawmakers said the Taiwan Relations Act also called for strong economic cooperation between the United States and Taiwan, but U.S. Trade Representative Katherine Tai last month refused to commit to the U.S.'s Indo-Pacific Economic Framework (IPEF) to include Taiwan, and the Biden administration was late. The process of negotiating and signing a free trade agreement (FTA) between the United States and Taiwan has not been officially launched.

"We are concerned that this could reward and even further encourage China to bully and isolate Taiwan," the lawmakers said.

To show that the U.S. commitment to Taiwan is indeed "rock-solid," lawmakers suggested that Biden should visit Taiwan in person and discuss with President Tsai Ing-wen about deepening the U.S.-Taiwan security and economic partnership.

The lawmakers said that current U.S. policy does not require the president to seek Beijing’s consent before talking with other elected leaders; instead, the “Taiwan Travel Act” that took effect in March 2018 clearly stipulates that U.S. policy encourages the exchange of visits between senior executives from the United States and Taiwan. Rumours of Xi Jinping's resignation alarmed the West. Yu Maochun analyzed


Bill Gertz, a well-known American journalist, reported on the conservative Washington Times website that recent rumors that Xi Jinping is about to step down. He said the rumors came from a YouTube blogger named "Old Lamp," and Bill Gertz repeated some of the rumors in his report.

The two armies of Russia and Ukraine are currently fighting fiercely in the Donbas region of eastern Ukraine. Russia has recently concentrated its troops there but has not made significant progress.

Budanov also said that Ukraine "knows the enemy so well that we knew it almost as soon as they drew up their battle plan".

Finland and Sweden's efforts to join NATO met a hurdle when Turkish President Erdogan said he could not support their entry bids because of Kurdish terrorist organisations operating in the Nordic countries.

Erdogan's top foreign policy advisor clarified today that the country is 'not closing the door' on the countries' bids.

Russia at possible nuclear war against the U.S.

As US President Joe Biden held a joint call with Finland's leaders on Friday to support their NATO application, Russian officials responded with furious bluster, with one threatening to reduce the US to "nuclear ashes" if America "threatens" the Russian state. 

"The West is opposing Russia to the last Ukrainian, especially the United States which is [fighting] from beyond the ocean," said Lavrov.

'Now [Secretary General Jens] Stoltenberg, through the mouth of Liz Truss, say NATO has responsibility for global security issues.'

Finnish President Sauli Niinistö said his conversation with Putin was "conducted without aggravations" as both parties worked to "avoid tensions".

Russia's invasion of Ukraine and cyber-attacks on Finland and Sweden have "altered the security environment" in Helsinki, Putin was told.

According to a Russian readout of the call, Putin said, "Abandoning the traditional policy of military neutrality would be a mistake, since there are no threats to Finland's security."

It was not revealed how long the call went on or whether Niinisto had consulted other world leaders before speaking to Putin.

Putin officials threaten to fire nuclear weapons at the UK and Finland

A senior Putin ally threatened to fire nuclear weapons at Britain, claiming it would take just three minutes.

Recently warmonger TV anchor Dmitry Kiselyov, 68, told his Russian TV audience that Britain should be flooded twice with Putin's most advanced nuclear weapons.

He proposed use of Satan-2 to wipe England from the map.

Next, Russia should 'plunge Britain into the depths of the sea' with its 'underwater robotic drone Poseidon' causing a 1,640ft tsunami.

Russian ex-president Dmitry Medvedev warned this week of the risk of nuclear war.

The Kinzhal hypersonic missile has been deployed with conventional warheads in the Ukraine war - but is also nuclear capable.

Russia separately urged its people not to travel to Britain, and vowed to block UK citizens seeking to enter its country.

Finland, whose President on 14 May called Putin to reveal his plans to join NATO, would be wiped out in seconds, Duma defence committee deputy chairman Aleksey Zhuravlyov boasted.

Finn President: Russia's invasion of Ukraine has altered Finland's security environment

A readout from the Finnish president's office stated, "President Niinistö told President Putin how fundamentally the Russian demands in late 2021 aiming at preventing countries from joining NATO and Russia's massive invasion of Ukraine in February 2022 have altered the security environment of Finland.

'President Niinistö noted that he had told President Putin already in their first meeting in 2012 that every independent nation maximizes its security. This is what is happening now, too.

Mr Niinistö added: 'The conversation was direct and straight-forward and it was conducted without aggravations. Avoiding tensions was considered important.'

The reason for ceasing gas exports to Finland

Russian power flows to Finland stopped as the state-owned importer has not received payments.

RAO Nordic had warned on Friday: 'Unfortunately, we are forced to note that for the volumes which have been sold on Nord Pool exchange since May 6 funds have not yet been credited to our bank account.'

There's enough electricity in Finland even without imports from Russia, according to Fingrid Oy, which operates the country's transmission system. 

Those flows have recently accounted for around ten per cent of consumption, it said in a statement.

Russian official questions Finland's right to exist after bidding for entry to NATO

Zhuravlyov told Russian state media, 'If Finland wants to join this bloc, then our goal is absolutely legitimate - to question the existence of this state. This is logical.

"If the United States threatens our state, it's good: here is the Sarmat [Satan-2 missile] for you, and there will be nuclear ashes from you if you think that Russia should not exist.

"And Finland says that it is at one with the USA. Well, get in line.

"The Finns in general should be grateful to Russia for their statehood, for the fact that Finland exists as a country."

Russia's new 'big beast' hypersonic Sarmat is a 208-ton 15,880mph intercontinental ballistic missile.

Putin has said the weapon is 'unstoppable' by the West with 'no analogues…in the world for a long time to come'.

It is due to be deployed this year.

Finland was provoked into joining NATO

He claimed Finland is being provoked into joining NATO by the US and Britain.

"The Finns have nothing to share with us. They receive more than 90 per cent gas, timber and much more from us.

Russia threatens to invade Lithuania, Latvia and Estonia, St Petersburg could be targeted by NATO
