In order to further improve the current epidemic prevention and control work and solve the problem of low-temperature disinfection in China, the China CDC has initiated research on new low-temperature disinfection technology since 17 June 2020 in accordance with the State Council’s Joint Prevention and Control Mechanism and the deployment and requirements of the National Health Commission’s Party Group.

Based on technical feasibility, safety and reliability, convenient application, and cost-effective considerations, after more than 5 months of repeated exploration and research, two low-temperature disinfectant formulations were screened from dozens of formulations, and laboratory and on-site disinfection were completed for evaluation.

In January 2021, pilot applications were urgently launched in Suifenhe, Heilongjiang and Qingdao, Shandong. The results showed that the low-temperature disinfectant developed has a simple production process, low raw material cost, reliable disinfection effect at low temperature, and can effectively solve the low-temperature environment in northern alpine regions and sterilize the outer packaging of frozen items.

The relevant information of the two chlorine-containing low-temperature disinfectants is now announced as follows:

1. Low temperature disinfectant composition and dosage form

(1) -18℃ low temperature disinfectant

1. Main ingredients: including sodium dichloroisocyanurate, calcium chloride and ethanol. When used on site, the effective chlorine concentration in the -18℃ low-temperature disinfectant is 0.3% (3000mg/L), the content of anhydrous calcium chloride is 25%, and the content of ethanol is 9.5%.

2. Dosage form: binary packaging, powder and liquid. Agent A is sodium dichloroisocyanurate powder, and agent B is a mixed solution of calcium chloride and ethanol.

(2) -40℃ low temperature disinfectant

1. Main ingredients: including sodium dichloroisocyanurate, calcium chloride, ethanol, ethylene glycol and benzalkonium chloride. When used on site, the effective chlorine concentration in -40℃ low temperature disinfectant is 0.5% (5000mg/L), the content of anhydrous calcium chloride is 30%, ethanol 9.5%, ethylene glycol 9.9%, and benzalkonium chloride 0.09% .

2. Dosage form: binary packaging, powder and liquid. Agent A is sodium dichloroisocyanurate powder; Agent B is a mixed solution of calcium chloride, ethanol, ethylene glycol and benzalkonium chloride.

2. Scope and method of low temperature disinfectant

(1) Scope of use

-18°C low-temperature disinfectant is suitable for disinfection of low-temperature environments and outer packaging surfaces of -18°C and above; -40°C low-temperature disinfectant is suitable for disinfection of low-temperature environments and outer packaging surfaces of -40°C and above.

(2) How to use

1. Spraying disinfection: used with disinfection equipment, the spraying volume is about 200-300mL/m2, to ensure that the low-temperature disinfectant fully covers the disinfection object, and the disinfection effect is 10 minutes.

2. Soaking disinfection: directly put into low-temperature disinfectant, completely immerse, disinfection effect for 10min.

3. Wipe disinfection: ensure that the low-temperature disinfectant covers the disinfected object in sufficient quantity, and the disinfection effect is 10 minutes.

Three, production and listing requirements

(1) The raw materials and the preparation process are the key to qualified production. Strengthen the quality control in the production process and ensure the quality of raw materials. Strictly follow the formula requirements to ensure low-temperature disinfectants of high quality and low price, as shown in Table 1 and Table 2.

(2) During production, according to the ingredient list, first dissolve calcium chloride in water, fully dissolve it and filter, then add ethanol (or ethanol, ethylene glycol, benzalkonium chloride), stir and mix well, Filter to form liquid B agent. Dispense the sodium dichloroisocyanurate directly, which is powder A.

(3) Before the low-temperature disinfectant goes on the market, the product hygiene and safety evaluation should be done in accordance with relevant national requirements and filed.
