On the same day that CCP China and Russia announced Xi Jinping’s visit to Russia, the International Criminal Court in The Hague issued arrest warrants for Russian President Vladimir Putin and a Russian official for responsibility of crimes they committed in Ukraine. 

The International Criminal Court (ICC) issued an arrest warrant on Friday (17 March 2023) accusing Putin of committing war crimes in Ukraine. The warrant also accuses Putin of illegally deporting children and illegally transferring Ukrainian citizens from Ukrainian territory to Russia.

The arrest warrant stated that the crimes were committed in the occupied territories of Ukraine since 24 February 2022. Putin should take responsibility for this.

At the same time, the court also issued an arrest warrant for Russia's children's rights commissioner, Maria Alekseyevna Lvova-Belova, accusing her of being also responsible for the illegal deportation of children.

The Guardian reported that the International Criminal Court had considered issuing a secret arrest warrant but decided to make it public in the hope that this would deter further crimes.

CNN disclosed on 17 March 2023 that the Russian intelligence agency "Federal Security Service (FSB)" has a secret plan to set out a detailed plan to subvert Ukraine's neighboring country Moldova, including supporting pro-Russian groups, using the Orthodox Church and threatening to cut off gas supplies.

The document was first obtained and published by the independent media network VSquare, Frontstory, and a media consortium including Moldova's RISE, Sweden's Expressen, investigative reporting organization Dossier Center, Yahoo News and the Baltic state news site Delfi. . The report pointed out that this document was written by the Cross-Border Cooperation Agency of the Federal Security Service in 2021. It was titled "Strategic Objectives of the Russian Federation in the Republic of Moldova" and set out a 10-year strategy to bring Moldova into Russia's sphere of influence. .

The secretive plan is apparently to stop the former Soviet republic from turning west, forging closer ties with the North Atlantic Treaty Organization (NATO) and applying to join the European Union. The strategy outlined in the document includes making Moldova more dependent on Russian gas imports, creating social conflict and trying to prevent the country from gaining influence in the pro-Russian breakaway region of Transnistria.

Russia lists the short, medium and long-term goals of overthrowing Moldova, such as: the short-term goal is to "support the political forces in Moldova to promote constructive relations with Russia", "to defeat Moldova's initiative to remove the Russian garrison along the Nestor River" ; Mid-term goals include "opposing cooperation between Moldova and NATO", and long-term goals such as "establishing a stable influence of pro-Russian groups among Moldova's political and economic elites" and "forming a negative attitude towards NATO."

The Moldovan government has arrested several pro-Russian activists and activists of the "Wagner" mercenary group trying to infiltrate the country in recent days, and Ukraine and the United States have also warned that Russia is trying to overthrow the government. Erik Mose, chairman of the Committee of Inquiry (COI), said on the 16th that so far, no genocide has been found in Ukraine, and was then questioned about specific allegations of genocide, including the forced transfer of Ukrainian children to areas controlled by the Russian army. However, the investigators' report concluded that the forced deportation of Ukrainian children violated international humanitarian law and constituted a war crime.

Ukrainian authorities said that as of last month, 16,221 Ukrainian children had been forcibly sent to Russia; in the face of this data, investigators admitted that they could not check the numbers, but there are documents proving that Russian officials took steps to send these children to Russia. The deported Ukrainian children are placed in foster families or related institutions and given Russian citizenship.

Chinese companies have exported arms to Russia

The US media Politico has revealed that at least one Chinese state-owned enterprise and many other companies exported thousands of assault rifles and other dual-use materials to Russia in 2022. This is the first time that a Chinese company has exported arms to Russia.

The US political news website Politico pointed out on 16 March 2023 based on data from the customs database Import Genius from June to December 2022 that China Ordnance Industry Corporation, one of the largest state-owned military enterprises in China, shipped about 1,000 assault rifles CQ-A to the Russian company Tekhkrim. The assault rifle is tagged as "Civilian Hunting Rifle". This is an unauthorized imitation of the American M16 assault rifle. It is even used by the CCP armed police but it is not known whether the Russian army has used it on the battlefield. Chinese drone manufacturer DJI also shipped drone batteries and lenses to a small Russian supplier via the United Arab Emirates in November and December 2022.

In addition, Russian entities received twelve batches of Chinese-made drone parts and more than twelve tons of bulletproof vests through Turkey in December 2022. The latter was produced by China Xinxing Guangzhou Import and Export Corporation; Russia also imported bulletproof vests produced and exported by Turkey. Together with China's share of exports, the total weight amounts to eighty tons. The Russian military-industrial enterprise "Russian Bolon" also imported equipment such as microchips, thermal imaging cameras, and gas turbine engines via China, Serbia, and Myanmar in 2022. Russia has also relied on several countries for months to provide navigation equipment, satellite imagery, vehicle parts and other raw materials.
