Lock down the city when necessary? Xi'an Influenza Emergency Plan attracts attention

A year ago, Xi'an was completely "closed" due to the covid epidemic, and people still have lingering fears about the "closed city". On 8 March 2023, the Xi'an Municipal Government issued the "Xi'an Influenza Pandemic Emergency Plan", which involved "temporary social control" and attracted public attention.

Xi'an authorities stated in the plan that according to the scope and degree of damage of new (or new subtype) influenza virus strains or reappearing old subtype strains, the response to the influenza pandemic is divided into three stages, namely, response preparation phase, emergency response phase, and recovery assessment phase.

The content of the plan shows that in the second-level response of the emergency response phase, it is proposed to take "temporary social control" measures in a timely manner; when necessary, suspend work, business, market, and classes in epidemic outbreaks and epidemic areas, and restrict or stop the use of relevant public facilities. Places, restrictions or prohibition of crowd gathering activities and production and business activities that may lead to the expansion of hazards and other measures.

In the contingency plan, the level I response proposes that according to the scope and severity of the influenza pandemic in this city, measures such as blockade of epidemic areas, traffic quarantine, suspension of production, and suspension of business will be implemented. Formulate travel restriction measures in accordance with the law, strengthen the management of floating population, and discourage non-essential travel of the masses.

According to the official website of the Xi’an Municipal Government of the Shaanxi Province of the Communist Party of China, the purpose of preparing this plan is to strengthen preparations for the response to the influenza pandemic. The issuing agency is the General Office of the Xi’an Municipal Government, and the release date is 8 March 2023.

The above-mentioned emergency plan for influenza in Xi’an has attracted the attention of netizens and heated discussions: "Is it so serious? Is it flu or covid?"

"Influenza occurs every year. This is the root cause of covid, and it will be banned at every turn." "Is this an addiction to the ban? It seems that the covid virus has tasted the sweetness, and it is still not dead."

"Facts have proved that they don't use their brains at all. They just think about everything and close it until they can't seal it. It can be seen how low their management level is."

"Stop classes and stop work at every turn. The economy is like this and I still want to stop work. I had the flu the year before last. I don't feel uncomfortable with covid, and I don't need special medicine."

"I am taking care of my daughter who has influenza A at the Children's Hospital. At this point, the emergency room is still receiving patients. The doctors and nurses are exhausted, the parents are worried, and the child is in great pain."

"My child's class is already halfway through, and my family was just discharged from the hospital yesterday." "Our child asked for leave due to a cold, and he needs a nucleic acid certificate to return to school."

"It's really serious. Many schools in Xi'an have been closed!"

Fever outpatients surge in many places in China

Recently, the number of fever clinics across China has surged again, causing overcrowding. The CCP declared that it was the outbreak of the "flu" epidemic. According to a report by The Paper on February 28, recently, primary and secondary school students in Beijing, Shanghai, Zhejiang, and Tianjin have developed fever symptoms, and some schools have been closed due to influenza A or influenza.

A Chinese doctor released a video saying that the symptoms are very similar to covid, even worse than covid, because the onset of the disease is very rapid, and it is easy to burn to 39 or 40 degrees.

The two sessions of the Communist Party of China are being held. This time the two sessions still adopt the closed-loop management used in the prevention of the covid epidemic. The red signboard with the words "Nucleic Acid Testing Office" is placed next to the front desk of the hotel lobby where the reporter stayed. The reporter is required to declare whether he has a covi-positive infection within 3 days of close contact, etc.

The CCP claims that this wave of fever is dominated by influenza A. The symptoms of the "flu" claimed by the CCP are similar to the symptoms of covid, all of which are fever and body aches. Officials also said that "Influenza A" is mixed with "Norovirus" that causes diarrhoea, and diarrhoea is also a typical symptom of the XBB variant of the covid virus.

At the same time, the tide of drug rush reappeared. Financial headlines reported that many pharmacies are short of cold medicines, such as Merrill Lynch (Ibuprofen Oral Suspension), an antipyretic and analgesic drug that relieves colds or pains in children, or oseltamivir  for adults is out of stock. In many places, pediatric hospitals are already overcrowded, and adults are queuing up because of the flu.

The Epoch Times reporter connected to a pharmacy on Huangpu Road in Shanghai on 28 February. A staff member told the reporter, “Currently cold and anti-inflammatory drugs are in short supply, especially Merrill Lynch and oseltamivir are almost out of stock. It's going to sell out soon."

The outbreak of influenza A virus spreads to many places, Xi'an to shut down work, businesses, markets, and classes

The so-called "flu" epidemic in mainland China has erupted for nearly 3 weeks and has spread to many parts of the country. Many people have severe symptoms after infection. Xi'an imposed strict controls, and the people panicked.

People in Xi'an: "Look, slow death."

At the Children's Hospital Branch of Xi'an Electric Power Hospital, at 9:00 a.m., the registration queue had reached more than 300.

On March 8, Xi'an City issued an "emergency plan" to deal with the influenza pandemic, announcing that it would respond by "suspension of work, business, market, and classes" if necessary. The strict control seems to have returned to the "dynamic clearing" period , causing panic among the people.

People in Xi'an: "(The child's) mental state is still in a daze, and it feels worse than the last time the new crown. Yesterday, he didn't eat a single bite, and he vomited at least five or six times."

At the same time, this so-called "flu" epidemic has erupted in China for nearly 3 weeks and spread to many parts of the country.

People in Nanjing: "With the end of the covid epidemic, influenza A has followed. In less than a week, half of the children in my child's school have been infected, and people who ask for leave every day are getting more and more."

People in Chengdu: "There are a lot of children here. Our number is 105. They are basically flu symptoms. Many people say that the symptoms of influenza A are worse thancovid. I don't know when it will end. Now many teachers and students are infected."

People in Hebei: "The infection of these two viruses (flu and CCP virus), its symptoms, and the recovery process are basically the same."

Due to the opacity of government information, the tide of non-governmental drug rush has not subsided, and patients in need are "difficult to find a single drug." Some people in Heilongjiang went to 5 pharmacies to buy "oseltamivir" for sick children.

People in Heilongjiang: "I went to 5 pharmacies, and I finally got the medicine."

Nurse from Heilongjiang: "All these children are like this now, but this epidemic of influenza A is too severe. You have to wait for a number to go to the clinic."

Previously, some people said that at the Institute of Pediatrics of Fudan University in Shanghai, the price of "testing influenza A" is 200 RMB. Netizens criticized, "Although there is no nucleic acid anymore, covid ahs changed to influenza A and come back."

U.S. Congressional Virus Traceability Hearing Experts: Three major evidences point to the Wuhan Institute of Viology

The U.S. Department of Energy and the FBI have previously pointed the origin of the virus to the Wuhan Institute of Virology. Today, the U.S. Congress held a hearing on the origin of the virus and revealed that the CCP is trying to cover up the truth of the epidemic.

On Wednesday (8 March 2023), the U.S. House of Representatives Covid Virus Epidemic Affairs Committee held its first hearing on the investigation into the origin of the virus. Redfield, the former director of the U.S. CDC who attended the testimony, said that there are three major pieces of evidence that point the origin to the Wuhan Institute of Virology.

Robert Redfield said,"First, they deleted the genetic sequence of the virus, which is very abnormal. Scientific researchers generally don't do this; second, they let the military take over the civilian laboratory, which is highly unusual; and third, and I think it's very telling, that they reinstalled the ventilation system in the laboratory."

Democratic Congressman Ami Bella told NTDTV after the hearing that the CCP’s cover-up exacerbated the severity of the epidemic.

U.S. Democratic Representative Amy Bella: "(The CCP) was not transparent from the beginning, and did not allow the best scientists in the world to visit the site of the incident, which may have prevented us from controlling the epidemic faster."

Currently, the U.S. Congress is advancing a bill requiring the U.S. government to declassify all intelligence on the origin of SARS-CoV-2.

From Taiwan to the United States, why did McCarthy change the location to meet Tsai Ing-wen?

Reporter : Ruili / https://www.ntdtv.com/gb/2023/03/09/a103665031.html / Image : Web Screenshiot

U.S. House Speaker McCarthy confirmed on Tuesday (7 March 2023) that he will meet with Tsai Ing-wen in the US but he also stressed that the possibility of visiting Taiwan in the future is still not ruled out.

On Tuesday, the Speaker of the US House of Representatives McCarthy confirmed that he will meet with Tsai Ing-wen "during her visit to the United States", instead of visiting "Taiwan" and meeting with Tsai Ing-wen as previously reported.

In this regard, Taiwan's presidential office stated on the 8th that it will explain to all walks of life in due course after the finalization of the case.

International affairs commentator Tang Hao: "This change is mainly because the current bilateral confrontation between the United States and China is very sharp. The United States hopes to further control risks and avoid detonating military conflicts. Both sides will suffer. Moreover, Taiwan does not want military conflicts or another "blockade" or "Island military exercise", because Taiwan will have a presidential election early next year. If there is intense military pressure due to the diplomatic factors of the ruling party, it will give the CCP and pro-communist organizations more excuses to use the name of "anti-war" and "peace" to wage cognitive warfare and manipulate election results."

From the second half of this year, Taiwan will enter an important stage of preparations for next year's presidential election. Taiwan's Democratic Progressive Party legislator said that Tsai Ing-wen's stopover in the United States to meet with McCarthy marks a major breakthrough in Taiwan's diplomacy because Tsai Ing-wen has stopped in the United States more than once, but every time it is difficult to meet with political leaders.

Mao Ning, spokesperson of the Chinese Ministry of Foreign Affairs: "China is seriously concerned about this news, and has made verification representations to the US side, asking the US side for clarification."

It is noteworthy that McCarthy not only emphasized that "it is not ruled out to visit Taiwan in the future", but also added: "This meeting has nothing to do with his itinerary, and it has nothing to do with whether he will go to Taiwan. The CCP cannot stipulate when and where he should go." He highlights the attitude that the U.S. will not compromise with the CCP.

Tang Hao: "These incidents all indicate that in the next two years, the U.S.-China relationship will continue to be tense, escalated, and will not ease. The CCP will continue to use both civil and military tactics to pressure Taiwan. The sweet united front of "a family on both sides of the strait" is on the other side of the "anti-US and anti-Taiwan independence" campaign of swords and swords, and a two-pronged strategy must be used to divide Taiwan society and divide the alliance between the United States and Taiwan."

U.S. military stores ammunition in Taiwan? Taiwan's Defense Minister confirmed: Under discussion

Recently, the Minister of National Defense of the Republic of China Qiu Guozheng confirmed for the first time that he is discussing with the United States the issue of storing armaments and ammunition in East Asia in Taiwan.

On 7 March, KMT legislator Jiang Qichen questioned Defense Minister Qiu Guozheng in the Legislative Yuan on Taiwan-U.S. exchanges. When talking about the issue of ammunition storage, Qiu Guozheng said that it was under discussion.

Qiu Guozheng, Minister of National Defense of the Republic of China: "Our ammunition storage has to be reviewed during our combat readiness, and we are also doing an inventory. In fact, we have to review the storage of ammunition, regardless of whether there are foreign weapons or equipment. "

Jiang Qichen: "So you mean this part is going on now?"

Qiu Guozheng: "Yes, we are doing these tasks ourselves."

Jiang Qichen: "Will it increase? For example, the United States will increase its arms inventory in East Asia and put it in Taiwan? For example, what was originally placed in Japan, South Korea, and the Philippines, will you want to increase the number placed in Taiwan?"

Qiu Guozheng: "This is also under discussion."

Wang Dingyu, a legislator of the Democratic Progressive Party, said in a document that the United States has three important meanings for setting up an arms depot in Taiwan, including:

1. The United States regards Taiwan as a close and important ally; 2. Improve Taiwan’s security and increase Taiwan’s stock of combat readiness;
3. It is more likely that the U.S. military will rush to aid Taiwan quickly.

On the other hand, the Speaker of the US House of Representatives, McCarthy, confirmed that he will meet with President Tsai Ing-wen of the Republic of China when she visits the US, and emphasized that he does not rule out a visit to Taiwan in the future.

"The gold content of Chinese passports is getting higher and higher" raises doubts

Dai Bin, a member of the National Committee of the Chinese People's Political Consultative Conference, said in an interview with the media at the first session of the CPPCC meeting on 4 March, "At present, China has signed mutual visa exemption agreements with 150 countries. There are more and more destinations to go.”

The phrase "Chinese passports are getting more and more valuable" appeared on Weibo's hot search that day, and was read as many as 110 million times that day. However, there was a big overturn in the comment section of CCTV News and other official media reports, and the message was taken down soon from the trending list.

Netizen Si Cong: "Do you believe it yourself?"

Ggggx01: "Don't you blush when you say that?"

Cheng Jiangang: "The problem is that most of these mutual exemptions are only applicable to official passports and diplomatic passports. Ordinary passport holders are still not exempt from visas. Ordinary people still cannot enjoy them."

HoWah_Hsu: "What is the gold content of visa-free small countries? When developed countries are willing to visa-free is the real gold content."

Meow Meow Puxi: "Stop promoting it, it's really embarrassing."

There are only 23 visa-free countries in China's six types of passports

According to information from the China Consular Service Network, there are six types of Chinese passports: diplomatic passports, official passports, official normal passports, Hong Kong SAR passports, Macau SAR passports and ordinary passports held by most Chinese citizens.

The list of mutual visa exemption agreements between China and foreign countries released by the China Consular Service Network on 22 February 2023 shows that China has signed visa exemption agreements with 152 countries, and the vast majority of visa exemptions are the Ministry of Foreign Affairs, official and official normal passports, and ordinary people's  ordinary passports held are not among them.

The list shows that there are only 23 countries and regions that recognise visa-free Chinese passports: United Arab Emirates, Barbados, Bahamas, Belarus, Bosnia and Herzegovina, Dominica, Ecuador, Fiji, Grenada, Qatar, Maldives, Mauritius, Serbia, Seychelles, San Marino, Suriname, Tonga and Armenia.

In addition, Azerbaijan, Russia, Georgia, Moldova, and Turkmenistan are only eligible for visa exemption for ordinary Chinese passport holders participating in group tours. South Korea only implements unilateral visa-free measures for Chinese individual and group tourists entering from Jeju.

Netizens ridiculed: "Most of the visa-free Chinese passports are in high-risk areas." "Tourism gives you bulletproof vests."

The gold content of ordinary Chinese passports is much lower than that of Hong Kong and Macau

Usually, when measuring the strength and convenience of a country's passport, ordinary passports are used as a reference. The "Passport Index" (Passport Index) ranking of Canada-based Arton Capital shows that among 199 countries and regions in the world in 2023, the individual strength of Chinese ordinary passports ranks 118th, granting Chinese ordinary passports visa-free. There are a total of 84 countries or regions with a visa on arrival. Hong Kong ranks 47th, 156 countries or regions grant visa-free or visa-on-arrival, while Macau ranks 64th.

Another UK-based "The Henley Passport Index" (The Henley Passport Index) shows that China ranks 66th in the global passport strength rankings, and a total of 81 countries or regions grant visa-free or visa-on-arrival visas to ordinary Chinese passports. Hong Kong ranks 19th, and 172 countries or regions grant visa-free or visa-on-arrival for Hong Kong SAR passports; Macau ranks 34th.

The data of these two global professional consulting organizations confirm that the gold content of ordinary Chinese passports is far less than that of Hong Kong and Macau SAR passports.
