The Republic of China (Taiwan)  broke off diplomatic relations with Honduras on 26 March 2023. Regarding whether this time point was manipulated by China, Foreign Minister Joseph Wu said today that he highly doubts this because Honduras and China have already negotiated a turnaround. At this time the severance of diplomatic relations was clearly a deliberate move by China on the eve of President Tsai's visit. Joseph Wu also confirmed that the Republic of China's policy of "not accepting double recognition" has changed. As long as there is a country that wishes to strengthen relations with Taiwan, "we will not rule it out. Especially, we will strengthen relations with countries with similar ideas."

With immediate effect, Taiwan will completely stop the bilateral cooperation plan with Honduras, and will evacuate relevant personnel from the embassy, the consulate general in Shantou, the technical mission and the electric power mission, and ask Honduras to close its embassy in Taiwan. Joseph Wu  explained at the press conference today that there are a total of 61 family members and technical team members of the Republic of China embassy in Honduras. Some of the manpower will be transferred to other friendly countries, and the rest will return to Taiwan. In addition, there are about 100 local expatriates, and it is estimated that their lives will not be affected.

In fact, Honduras hoped to communicate with China and Taiwan at the same time as early as 2012. However, during the KMT ruling period, our country's policy was not to accept "double recognition" between friendly countries on both sides of the Taiwan Strait. However, in a recent interview with the Spanish-language media INFOBAE, Minister of Foreign Affairs Yu Dalei bluntly stated that as CCP China does its best to exclude Taiwan, Republic of China welcomes Argentina to interact with China and Taiwan at the same time, and calls on all countries to think deeply about this. 

Honduras had previously stated that it hoped to maintain business relations with the Republic of China even if diplomatic ties were severed. However, in today's diplomatic statement, it changed its statement to cut off all contacts and reiterated the "one-China principle", which is consistent with the usual statement of the CCP Chinese Ministry of Foreign Affairs. Joseph Wu said today that he believed that CCP played a certain role behind the scenes.

Regarding whether the Republic of China formally supports the dual recognition policy, Joseph Wu  said in response to media questions at the press conference today, "We have not ruled out any situation. When any country wishes to enhance relations with us, whether it is politics, diplomacy, economics, trade or culture, we will seriously think about research and discussion on how to expand the international space."

Joseph Wu also emphasized domestically that CCP China's diplomatic suppression of Taiwan is to suppress the normal participation of the Taiwanese people in the international arena. "This is not limited to one political party or one person. This is a problem facing our country. We should think about how to expand the international space. The Ministry of Foreign Affairs has many levels of foreign relations, and will continue to work hard to expand the international space, especially in countries with similar ideas. For example, the Czech Republic delegates are visiting Taiwan. I believe that people in Taiwan can feel that Taiwan has achieved a lot in the relationship between countries with similar ideas."

Honduras announced the severance of diplomatic relations with my country and the establishment of diplomatic relations with China. President Tsai Ing-wen said in a speech that she regrets the termination of diplomatic relationsb ut China's suppression and threats will not change the relationship between the Republic of China and the People's Republic of China. Tsai Ing-wen said, "It is very regrettable that we terminated our diplomatic relations with Honduras today. For a long time, our belief has been to support the long-term and substantive development of AIA through forward-looking and pragmatic approaches to the greatest extent possible. We will not engage in a meaningless money-diplomatic contest with China."

Tsai Ing-wen pointed out that in the past few years, China has continuously used various methods to suppress Taiwan's international participation, escalate military intrusion against us, and impact regional peace and stability. However, these suppressions and threats will not change the fact that the Republic of China and the People's Republic of China are not affiliated to each other, nor will they detract from the will of the people of Taiwan to adhere to freedom and democracy and to stride forward to the world.

Tsai Ing-wen emphasized, "The people of Taiwan have proved to the world that we never back down due to threats. The cooperation and connection between Taiwan and its allies and countries with similar ideas, and the joint efforts to promote international well-being and security will only increase, not decrease! Taiwan and Honduras ended their diplomatic relations after nearly 82 years today. In response, the United States stated that the United States will continue to deepen and expand exchanges with Taiwan, and "strongly encourages all countries to expand exchanges with Taiwan."

Regarding the severance of diplomatic relations between Taiwan and Honduras, Honduras has established diplomatic relations with CCP China. The government of Honduras announced the severance of diplomatic relations with Taiwan. The KMT pointed out that reviewing the "pro-US, friendship with Japan, peace with the mainland" policy adopted by the Kuomintang-Ma government during its administration and the policy of "survival diplomacy", it effectively stopped cross-strait rivalry for diplomatic relations and maintained and expanded Taiwan's international living space by maintaining diplomatic relations with 22 countries. On the occasion of the 10th anniversary of the Belt and Road Initiative of the Communist Party of China, Maybank economists recently released a report predicting that the economic recovery in the post-epidemic era may not be as strong as expected.

The report said that CCP China will increase its efforts to build key infrastructure and create investment in Southeast Asia, but economists at Maybank warned that obstacles that are not conducive to the BRI are gradually emerging.

Southeast Asian countries are becoming more and more hesitant to accept financial assistance from the CCP because they are more worried about the CCP’s growing strength and influence in Southeast Asia.

In February, a Singapore think tank survey showed that 64.5% of respondents in Southeast Asian countries, especially Vietnam, Thailand and the Philippines, are increasingly concerned about the CCP’s local expansion.

The report also mentioned that the CCP has territorial disputes with several Southeast Asian countries, and said that when it comes to the BRI project, Vietnam's attitude is to "avoid dealing with China at all", which is a big "sticking point".

In countries such as Cambodia and Laos, many remote villages and towns have been forced to be demolished in order to carry out the BRI.

In addition, rising high interest rates and rising inflation have plunged many Southeast Asian countries into a more severe debt crisis, which may jeopardize the CCP’s local investment.

Statistics show that in 2010, 5% of the countries that received overseas loans from the CCP were in financial difficulties; today this proportion has reached nearly 60%. Only Laos’ public and publicly guaranteed debt owed to China has reached 27.8% of GDP in 2021.

Yue Su, a senior analyst at the Economist Intelligence Agency, pointed out that the current deteriorating geopolitical environment has made the Beijing authorities have begun to dodge risks, and investment in Southeast Asia on the BRI is unlikely to reach the scale before the epidemic.

In addition, the Johns Hopkins School of Advanced International Studies in the United States disclosed that many African countries have left unrecoverable bad debts due to the BRI.

According to the "Debt Suspension Initiative" implemented by the Group of 20 (G20) due to the epidemic, the Export-Import Bank of China and the China International Development Cooperation Agency alone have reduced the debts of 16 African countries, totaling more than US$1.3 billion.

MAC accuses mainland China of repeatedly suppressing Taiwan's international space
