Honduras, a Central American ally, plans to establish diplomatic relations with CCP China on the grounds that Taiwan is unwilling to increase financial aid. Premier Chen Jianren appealed on 17 March that the Republic of China has been doing its best to help Honduras in its construction, but most of CCP China's foreign economic injections have failed, and have caused financial difficulties and inflation in these countries. He hopes that Honduras will recognize CCP's nature and not be deceived.

The friendship between Taiwan and Honduras has once again become a warning sign. Honduran foreign minister, Eduardo Enrique Reina, claimed that the establishment of diplomatic relations with CCP China was due to economic needs and Taiwan refused to increase financial assistance to Honduras. A spokesperson for the US State Department warned the Honduras government that the promises of the Beijing authorities often bounce back.

The Legislative Yuan continue to conduct general policy inquiries today, and Chen Jianren led the heads of ministries to attend the inquiries. In an interview before the meeting, Chen said that Taiwan has been doing its best to help Honduras' national development within its capabilities, and has maintained integrity. CCP China has been suppressing Taiwan's diplomacy, and will only inject funds related to specific countries to block Taiwan's diplomatic development. .

Chen Jianren said that everyone is very clear that most of CCP China's "One Belt, One Road" policy and economic injections in specific countries have failed, and have led to financial difficulties and inflation in these countries. "We very much hope that Honduras will recognize  the clear essence of Communist China, hope to maintain our diplomatic relations, don't be deceived."

China engages in small tricks, Akio Yata: Let the international community know that CCP is "bullying Taiwan with money"

In response to Honduras’ decision to establish diplomatic relations with CCP China on the grounds of Taiwan’s reluctance to increase financial aid, a senior Japanese media person, Akio Yatata, commented that it was clear that the CCP was behind the scenes. He believes that by doing so, CCP China will leave an impression on the international community of "bullying Taiwan with money."

Yaba Akio posted a comment on Facebook on 16 March 2023. In response to the changes in Taiwan’s relationship with Honduras, he said that President Tsai Ing-wen is about to visit the United States and is expected to hold talks with the Speaker of the US House of Representatives McCarthy in California. The news that Honduras may break off diplomatic relations with Taiwan can be seen at a glance as CCP's tricks behind the scenes, and it is pointed out that this is a common means of CCP diplomacy.

Akio Yabata gave an example. For example, on 21 July 2002, the then President Chen Shui-bian became the chairman of the Democratic Progressive Party. On that day, CCP China poached Taiwan's ally Nauru, in order to make Chen Shui-bian look bad. However, he believes that "friends bought with money are the most unreliable at critical moments. If one or two are poached away, the harm to Taiwan is actually not great." By doing so, China will instead leave an impression on the international community of "bullying Taiwan with money." For Taiwan, it will not have any impact on its international status. Instead, it can save Taiwan a large amount of expenses for maintaining diplomatic relations with Honduras.

Yaba Akio said that in the past, Taiwan spent a lot of diplomatic funds to maintain relations with some small countries. One of the main purposes was to allow these small countries to jointly propose proposals to support Taiwan’s accession at the regular meetings of the World Health Organization and other international organizations. To be honest, this kind of application has long been turned into an empty ceremony with no real meaning. Sometimes the representatives of these small countries are bought by CCP China, quietly "pissing away" when voting, and then come back as if nothing happened, and still give Taiwan to Taiwan the benefits of.

However, Yaba Akio also pointed out that Taiwan's friends in the international community are no longer limited to these friendly countries. Over the years, the main axis of Taiwan's diplomacy has changed from "financial aid diplomacy" to "values diplomacy." Countries including the United States, Japan, the United Kingdom, France, Lithuania, the Czech Republic, and Slovakia have increasingly close ties with Taiwan. These countries have expressed their firm support for Taiwan's entry into international organizations in various forms. These countries are like Taiwan, partners who support democracy and freedom as universal values. Together with these partners, Taiwan can feel at ease and safe.

The Ma Ying-jeou government once wanted to break off diplomatic relations! CCP China rejected Honduras for "this reason"

On 15 March 2023, President Xiomara Castro of Honduras, said on Twitter that she had assigned Foreign Minister Eduardo Enrique Reina to handle the establishment of diplomatic relations with China, causing an uproar from all walks of life. In an interview on the 15th, Reina admitted that the decision was based on practical considerations because of Honduras's rising debt and investment needs. The Honduran "Times" reported that Honduras had tried to establish diplomatic relations with CCP China as early as the time when former Chinese President Ma Ying-jeou was in power but was shot on the grounds that Taiwan was "elected as a party that opened up the possibility of approaching China."

When the left-wing "Liberty Reconstruction Party" (LIBRE)'s Xiomara Castro ran for president in 2021, she threatened to establish diplomatic relations with CCP China if she was elected president. Castro defeated the ruling party candidate Nasry Asfura at the end of November of that year and was successfully elected. However, under the rush of Chinese diplomats and the intervention of the United States, the aides changed their tune and stated that they would maintain diplomatic relations with Taiwan.

Honduran media broke the news in early January this year that Reina claimed to seek financial assistance for the Patuca hydroelectric power station project, met with CCP Vice Foreign Minister Xie Feng, and also discussed trade, which caused a shock in Honduras's political circle. After being exposed by the Taiwan media, the Ministry of Foreign Affairs of the Republic of China stated at the time that it had immediately expressed serious concerns to Reina through the Republic of China ambassador to Honduras, Zhang Junfei, and reminded Honduras to pay attention to the poisonous debt trap wrapped in CCP China's gorgeous sugar coat.

The former President of Honduras, Porfirio Lobo, was in power from the beginning of 2010 to the beginning of 2014. At that time, the President of Taiwan was Ma Ying-jeou. The Honduran "Times" recently reported on the title "Anecdote: Corrales Plays Two Faces Against Taiwan". Julio Raudales, Minister of Foreign Cooperation and Planning during the Lobo era, revealed that the then Minister of Foreign Affairs Arturo Corrales Álvarez called him one day and asked him to "flatter Taiwan" and conveyed the president's order that he and Corrales bring Finance Minister William Chong Wong to visit Beijing. "We went to call on the Chinese foreign minister and asked for the establishment of diplomatic relations".

Raudales recalled that Corrales asked him "how much aid Taiwan gave"; he replied "about 12 million U.S. dollars that year." As a result, Corrales said that "Taiwan did not assist Honduras at all" and asked him to "flatter Taiwan quickly" and "we will kick Taiwan out of here."

Raudales also confirmed that he, Corraless, and William Chung all went to Beijing in the end. Entrepreneurs were also with him, and they were received by the then Chinese Foreign Minister. They and their party expressed Lobo's willingness to establish diplomatic relations with CCP China. Although this move was highly appreciated by the CCP, it was rejected. Raudales said the rejection was due to the "unfortunate" election victory in Taiwan by a party that "opens up the possibility of adhesión with China". Finally, the group of them returned to Honduras "with their tails between their legs".

Former U.S. official Douglas Paal: I believe the US tried to stop Honduras from breaking up with Taiwan

Image :  President Castro of Honduras tweeted that she would establish diplomatic relations with China. Douglas Paal, former director of the Taipei office of the American Institute in Taiwan, analyzed that there does not seem to be a sign of CCP China's careful planning behind this. President Castro of Honduras stated on Twitter that she would establish diplomatic relations with CCP China. According to Douglas Paal, the former director of the Taipei Office of the American Institute in Taiwan, there does not seem to be a sign of CCP China's careful planning behind this. In view of the situation, he also believes that the U.S. side has been sending her signals not to do so.

Xiomara Castro issued a statement via Twitter  stating that she has instructed Foreign Minister Eduardo Reina to handle the establishment of official relations with CCP China.

Some analysts believe that this may have something to do with President Tsai Ing-wen's upcoming visit to Central America and meeting with the Speaker of the U.S. House of Representatives, Kevin McCarthy, during his transit in the US.

Douglas Paal said in an emailed response to a Central News Agency query that while China has long taken actions to diplomatically isolate Taiwan, Castro's decision lacked the usual signs of Chinese orchestration.

He pointed out that Castro tweeted rather than officially announced or was announced by Honduran Foreign Minister's visit to Beijing, "this is very different", most likely due to local considerations. Castro announced her move to CCP China when she was running for President, but it took her a while to start pushing for it.

Douglas Paal believes that for some time in the past, the United States has been sending signals to the Honduras government not to do so. Castro's decision may have been motivated by specific concerns about Honduras's situation, rather than by President Tsai's transit visit.

Sun Yun, director of the China Program at the Stimson Center, a think tank in Washington DC, also believes that considering the timetable for promoting this project and the fact that President Tsai only announced her visit to Central America a few days ago, Castro’s announcement of the establishment of diplomatic relations with CCP China should be accompanied by President Tsai’s visit. There is no direct relationship, but considering the coincidence of timing, it will definitely remind people of the "consequences of angering CCP".

However, Sun Yun said the timing should be coordinated with China to celebrate President Xi Jinping's third term in office and CCP China's great diplomatic achievements under Xi Jinping.

In a televised speech today after Castro tweeted that diplomatic relations with CCP China would be established, Reina said Honduras's decision to seek official ties with China and end ties with Taiwan was motivated by "pragmatic rather than ideological considerations." Honduras hopes to maintain trade relations with Taiwan but Honduras must transfer diplomatic recognition due to debt considerations.

As Honduras diplomacy turns, Experts call for awareness of CCP’s diplomatic trap

Reporters : Zhao Fenghua, Lin Cenxin and Liu Fang / https://www.ntdtv.com/gb/2023/03/16/a103670318.html

On Wednesday (15 March 2023), the foreign minister of Honduras stated that because Taiwan refused to increase economic aid, it severed diplomatic relations with Taiwan and instead sought to establish diplomatic relations with the Chinese Communist regime. Some experts appealed not to fall into the debt trap woven by the CCP.

On 15 March 15, Honduran Foreign Minister Reina stated that Honduras had asked Taiwan to double its annual economic aid of 50 million U.S. dollars and "adjust" the country's debts, but did not receive a positive response. Hence, Honduras government seeks to establish diplomatic relations with CCP China.

Experts believe that the CCP is using money diplomacy to undermine the international order and establish a totalitarian stronghold.

Dr. Li Youtan, a professor at National Chengchi University in Taiwan: "They say they want to engage in diplomatic relations. Behind them is money, and they are bought with money. So the CCP uses money diplomacy to attack everywhere. Whether it is in the South Pacific, the Solomons or Honduras, this is what the CCP wants. If he wants to win a stronghold, he must use money diplomacy as a stronghold."

Dr. Li Youtan, a professor at Taiwan's National Chengchi University, warned that the CCP's expansion into Latin America threatens the global liberal and democratic system.

Li Youtan: "That's also a warning sign. Those countries were originally the backyard of the United States, and they were all free and democratic. In the past few years, because of the rise of the Red CCP, global freedom has regressed for more than ten years."

Regarding Honduras' shift to the CCP regime due to economic interests, Lu Qinglong, a senior Taiwan diplomat and former representative to France, emphasized that the CCP's promises are not credible, calling for not to fall into the CCP's diplomatic trap.

Lu Qinglong, a senior diplomat in Taiwan: "But you will not let your country be reborn because of this, absolutely not. We can see very clearly that after many countries broke off diplomatic relations with us, their cooperation plans and the development of the entire country have come to a standstill. That’s right, and then I won’t talk about it, in mainland China, what they promise is what they promise, and how much they have achieved, everyone can check this.”

Dr. Lu Qinglong said that Taiwan is a democratic system, and public opinion will not accept diplomatic blackmail.

Lu Qinglong: "Diplomacy is all about mutual benefit. Mainland China can ignore the cost. We have public opinion in Taiwan, we have a Congress, and everyone is watching how your government does things, so I won't accept these unreasonable blackmails. "

The 82-year friendship between Honduras and Taiwan may change, and the CCP is behind it. According to expert analysis, the election of the CCP after the two sessions has shaken Taiwan’s allies and created momentum for Xi Jinping’s third term. At the same time, CCP is targeting Taiwan’s 2024 presidential election, trying to bring negative impacts to the ruling authorities through Taiwan’s public opinion, and create a problem.

Honduras's finances are grim

On the 15th, the President of Honduras, Xiomara Castro, tweeted that she had instructed the Minister of Foreign Affairs to handle the establishment of official relations with CCP China.

Hours later, Taiwan's foreign ministry said in a statement that it hoped to remain a "sincere and trustworthy partner" of Honduras, warning "please be careful not to fall into China's trap".

Taiwan-based Honduran columnist Huang Henan told Central News Agency on the 15th that the Honduras government is facing serious financial challenges. President Castro put forward a number of construction plans during her election campaign. If they cannot be fulfilled, they may lose the next election. Much of Taiwan's aid focuses on improving its soft power, such as providing education, technology, and vocational training. It will take a long time to see results. The mainland has promised more energy and infrastructure projects, and there are big incentives.

According to comprehensive foreign media reports, Honduran Foreign Minister Eduardo Enrique Reina said that the establishment of diplomatic relations between Honduras and CCP China was due to economic needs.

Honduras asked Taiwan to double its annual aid of US$50 million and to study "readjustment" of Honduras's US$600 million debt to Taiwan, but did not receive a positive response from Taiwan, he said.

Foreign media speculate that the reason for Honduras’ shift may be related to the Castro government’s announcement a few weeks ago that it is negotiating with CCP China on the construction of the Patuca II dam. Ka No. 3 Dam Project.

The CCP pulls Taiwan's Allies with threats and incentives

On 15 March, CCP Foreign Ministry spokesperson Wang Wenbin responded to relevant statements, saying that he is willing to develop cooperative relations with Honduras on the basis of the "one China principle".

The CCP has consistently emphasized its "one China" policy internationally, requiring countries with which it has diplomatic ties to sever formal ties with Taiwan as a prerequisite for establishing diplomatic relations with Beijing. Although the People's Republic of China has never ruled Taiwan, it claims the island as part of its territory.

After Taiwan President Tsai Ing-wen took office in 2016, the CCP has successively suppressed and poached Taiwan's allies. Eight countries have cut off diplomatic relations with Taiwan. If Honduras decides to sever diplomatic relations, Taiwan will only have 13 allies left.

Li Youtan, a professor at National Chengchi University in Taiwan, told The Epoch Times on 16 March that money is the most important factor for the CCP to engage in diplomacy and relations. If CCP China engages in this country with diplomatic relations, it will do more harm to Taiwan and the United States."

In January 2023, the Taiwan government announced its participation in the "Honduras School Reconstruction Program" promoted by the United States Agency for International Development (USAID) and the Honduras government to assist Honduras in rebuilding the infrastructure of 12,000 schools.

Taiwan and Honduras have signed a Free Trade Agreement (FTA). Taiwan's annual exports to Honduras amount to about US$60 million, while Taiwan's annual imports from Honduras are US$120 million, mainly white shrimp and coffee.

Lu Qinglong, a senior diplomat who was the ambassador of the Republic of China to Haiti and the representative to France, told The Epoch Times on March 16 that Taiwan provided Hong Kong with economic and trade cooperation, loans, personnel training, and experience sharing on the sustainable development of the country. It is a long-term approach, because we hope to maintain diplomatic relations. In the past, on some diplomatic occasions, we could also feel the friendly response from Honduras officials.”

"However, the main purpose of someone to offer high prices to him, to lure him, or to expect him to turn around is to suppress the Republic of China (Taiwan). Especially in terms of financial aid diplomacy, mainland China can ignore the cost, but Taiwan has public opinion and The Congress will supervise and will not accept these unreasonable blackmails." Lu Qinglong said.

A spokesperson of the US State Department stated in an anonymous manner on 15 March that the Honduras government should know that many of the promises made by the CCP cannot be fulfilled. The partnerships Taiwan has established around the world can provide local people with significant and permanent benefits continued economic and security benefits.

Analyzing the CCP’s Triple Purpose

At this time, Castro made a high-profile statement on Twitter that she intends to establish diplomatic relations with China. This is different from the way many Latin American countries directly announced the severance of diplomatic relations with Taiwan in the past. Based on the analysis of various parties, the CCP is wooing Honduras at this time, including internally consolidating Xi Jinping’s reputation, The triple purpose of driving Taiwan's public opinion and containing the United States.

Li Youtan analyzed that the CCP’s “Two Sessions” had just ended on the 13th, and they chose to release the news at this time. “It makes people feel that they (the CCP) have been planning for a long time. They want to present gifts for its two sessions and Xi Jinping’s third re-election.”

In Taiwan, the 2024 presidential election will be held ahead of schedule. DPP legislator He Zhiwei told the media, "Today (15th) is the day when Chairman Lai Ching-te registers for the election. Sometimes foreign affairs and domestic politics are intertwined. Some people are deliberately messing with us, Taiwanese people must be firm in themselves."

Huang Kui-bo, an associate professor of Taiwan National Chengchi University's Department of Foreign Affairs, told the Central News Agency that Honduras has been planning to establish diplomatic relations with CCP China. The news came out at this point in time. It is presumed that it is related to Tsai Ing-wen's transit in the United States at the end of March and her meeting with US House of Representatives Speaker McCarthy.

Li Youtan analyzed that the CCP intends to win over Central and South American countries, which were originally the backyard of the United States. “For more than a decade, many countries have regressed to authoritarianism in terms of democratic and free systems, flirting with the CCP."

Li Youtan said that with the post-epidemic era and the unstable factors of the Russia-Ukraine war, the two camps of freedom, democracy and authoritarianism are fiercely confronting each other. "The CCP uses money diplomacy to attack everywhere, establishing the next stronghold."

KMT chairman Zhu Lilun attended the "Seminar on Opportunities and Challenges in Cross-Strait Relations" this morning. He was interviewed before the meeting and said that the biggest difference between the KMT and the DPP is that he hopes everyone will live a good life. To be able to be stable and peaceful, through exchanges and dialogues, instead of the DPP's desire to fight against each other, to gain political benefits through de-centralization, resistance to China, and smearing red.

Zhu Lilun pointed out that the Kuomintang's position has always been very clear, that is, it is pro-U.S., friendly to Japan, and peaceful with China. Cross-strait peace and regional security are the focus of concern. In particular, it is necessary to defend the Republic of China and safeguard democracy and freedom. Dialogue, not hostility or confrontation, must be the focus.

Zhu Lilun also said that Xia Liyan, vice chairman of the Kuomintang, went to the opposite of the strait twice in the past to help Taiwanese compatriots, students, and businessmen solve many problems. Now some problems of farmers and fishermen, small and medium-sized enterprises, Taiwanese students, and Taiwanese businessmen have been resolved one by one. Among them, this is the goal of the Kuomintang's efforts.
