On the 20th, a video surfaced from Beijing showing a sign reading "Beijing People's Visiting Reception Room" hung in a location resembling a park, but no office space was visible. A large number of petitioners with Beijing accents gathered there, cursing the Chinese Communist Party authorities.
One male petitioner, on crutches, bluntly stated, "Today is October 20, 2025. Today is the Fourth Plenary Session of the Communist Party, but it's also a day of suffering for the most vulnerable people in China." He complained that the "People's Visiting Reception Room" sign was simply hung there, but staff told them it was just a platform and "had nothing to do with the government." He said, "To put it bluntly, just having a sign here is a scam to deceive the people," and "to trick you into coming."
Another male petitioner nearby said, "He said number 125, but there's no number." "I've been trying to find the navigation, but there's no number 125."
Based on the video, the Beijing authorities appear to be using a fake "petition reception room" in a remote location to defraud petitioners in order to alleviate the pressure of "stability maintenance" in the city center.
Many netizens denounced the CCP's "shamelessness and lack of bottom line."
According to the official website of the Beijing Municipal Petition Office, the authorities have previously set up so-called "Beijing People's Visit Reception Rooms" in multiple locations across Beijing.
