Reuters exclusively reported that, according to an internal State Department cable obtained by Reuters, the Trump administration is mobilizing diplomats to lobby against a UN resolution calling for Washington to lift its decades-long embargo on Cuba by sharing information about Cuba's support for Russia in the Ukraine-Russia war.
As part of the Trump administration's lobbying campaign, U.S. diplomats will tell countries that the Cuban government is actively supporting Russia's invasion of Ukraine and that up to 5,000 Cubans are fighting alongside Moscow's forces.
The unclassified cable, sent to dozens of U.S. missions on October 2, instructed U.S. diplomats to urge governments to oppose the non-binding UN resolution, which has been passed overwhelmingly by the UN every year since its adoption in 1992.
Officials at the Permanent Mission of Cuba did not immediately respond to requests for comment on the report.
The UN General Assembly adopted the resolution again in 2024, with 187 countries in favor. Only the United States and Israel voted against it, and Moldova abstained. Since taking office in January 2025, Trump has steadily tightened sanctions, not only re-listing Cuba on the US list of state sponsors of terrorism, tightening financial and travel restrictions, but also imposing sanctions on third-country personnel receiving Cuban doctors.
Trump has also recently tightened his stance against Moscow, threatening financial penalties against buyers of Russian oil and allowing US intelligence agencies to share information with Ukraine to aid in attacks on Russian energy assets.
The U.S. cable claimed that the UN resolution "wrongly" blamed the U.S. for Cuba's problems, pointing to its "own corruption and incompetence." It added that the lobbying effort was intended to demonstrate the U.S. government's opposition and significantly reduce the number of "yes" votes.
"A 'no' vote is preferred, but abstention or absence/no vote are also useful," the cable noted, adding that Washington needs "allies and like-minded partners" to advance the process.
The United States has imposed dozens of new sanctions on Cuba since imposing a trade embargo on the communist-ruled Caribbean island nation following Fidel Castro's 1959 revolution.
