As the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China (CPC) approaches, Beijing's political landscape is volatile.

An "urgent notice" from within the military has suddenly surfaced, prominently mentioning the investigation and punishment of a counter-revolutionary group known as the "Gang of Four in the Military." Even more shockingly, the list includes Xi Jinping's wife, Peng Liyuan.

Is this document genuine? Who is behind it?

Today, we will analyze the underlying political signals behind the anti-Xi campaign's attack on the "Gang of Four in the Military" and its crackdown on Peng Liyuan.

Anti-Xi Camp reveals the "Gang of Four in the Military"'s crackdown on Peng Liyuan

On October 5th, Shandong River Man, a member of the China Liberal Party and commentator, revealed on his YouTube program that comrades in mainland China had passed him an internal military notice exposing a counter-revolutionary organization called the "Gang of Four in the Military." This notice was allegedly issued by Hu Chunhua on behalf of the "Party Central Committee Decision-making and Coordination Group" and the Central Military Commission, at the behest of Hu Jintao and Zhang Youxia. The notice revealed that over the past year, He Weidong, Miao Hua, Lin Xiangyang, and Peng Liyuan had formed a close-knit group. They manipulated military power, excluded dissidents, and launched a hidden coup d'état in an attempt to usurp leadership of the Party and the military, including a public opinion campaign and assassination attempt against Zhang Youxia.

The following is a partial description of the so-called Gang of Four from the notice:

First, He Weidong, who should have been the backbone of the military's progress, had secretly recruited key military officials over the past year to form an underground organization called the "Loyal Guard."

This organization, ostensibly to protect the core, was in reality his personal army, gradually eroding the authority of the Central Military Commission by tampering with military orders and fabricating intelligence.

Investigations revealed that He Weidong had ordered the purge of numerous generals, forcing them to pledge allegiance to the so-called core under the guise of loyalty tests.

Next is Miao Hua. As the head of political work, he should have been the gatekeeper of the military's ideological development, but he became the Gang of Four's spiritual godfather. He used his propaganda machine to spread distorted narratives about central government decisions, smearing Hu Jintao and Zhang Youxia as a revival of the old order. At a secret meeting, Miao Hua publicly declared that the military needed new blood and needed to break free from the old shackles. He also used military media to veiledly attack Zhang Youxia's health, even suggesting that some veteran comrades should step down.

Third is Lin Xiangyang, a technical backbone of the Gang of Four, responsible for military logistics and intelligence. Over the past year, Lin Xiangyang exploited his position to steal numerous confidential documents, including the Central Military Commission's strategic deployments and Zhang Youxia's travel schedule. He privately passed these documents to the so-called core in exchange for high-ranking positions and generous salaries. Even more outrageous, Lin Xiangyang orchestrated an incident targeting Zhang Youxia. During a military inspection, he orchestrated a suspicious security loophole, intending to cause a traffic accident. Fortunately, Zhang Youxia's vigilance averted the danger.

Finally, we must mention Ms. Peng Liyuan. As Comrade Xi Jinping's wife, she is a virtuous wife who supports the leaders of the Party and the country. Tragically, she served as a bridge and lubricant for the Gang of Four. Peng Liyuan exploited her special status to frequently access high-level military venues, delivering confidential letters from He Weidong and others, and concealing their secret gatherings under the guise of cultural and artistic visits.

Investigation files reveal that Peng Liyuan repeatedly publicly disseminated at private gatherings that Hu Jintao and others were out of fashion and unfit to direct state affairs. More seriously, Peng Liyuan is suspected of directly participating in threatening Zhang Youxia. An anonymous letter, authenticated as Peng Liyuan's own handwriting, explicitly stated that if Zhang Youxia did not yield, the consequences would be borne personally.

According to the notice, He Weidong, Miao Hua, and Lin Xiangyang have confessed, and there's suspicion they're making these allegations to mitigate their guilt. The notice suggests this may be a desperate desperate attempt on their part, or perhaps a confession of genuine remorse, but it warrants consideration and verification. The "Central Decision-Making and Coordination Group" is issuing this notice, demanding that Ms. Peng Liyuan immediately and voluntarily report to the group to explain the situation. It also warns Peng Liyuan not to attempt to seek protection from senior leadership through connections.

Finally, the "Central Decision-Making and Coordination Group" solemnly declares that this notice is effective from the date of issuance. All relevant units must report on implementation within 24 hours.

The above is the main content of the notice issued by Hu Chunhua in the leaked information. Let's now evaluate this information.

Two phrases in this information don't resemble those in an official document issued by a current senior CCP leader.

First, the notice is titled "Emergency Notice on Seriously Investigating and Punishing the 'Gang of Four' Incident, an Active Counter-Revolutionary Group within the People's Liberation Army, and Maintaining the Purity of the Army."

Second, the notice states that the actions of the Gang of Four seriously violated the provisions of the Criminal Law of the People's Republic of China regarding "active counter-revolutionary crimes" and "subversion of state power."

The term "active counter-revolutionary group" has been absent from official CCP language for at least forty years. Furthermore, the CCP's Criminal Law abolished the term "counter-revolutionary crime" as early as the late 1990s. The current Criminal Law does not contain any relevant provisions for "active counter-revolutionary crimes."

Thus, if this were an official notice issued by the "Party Central Committee's decision-making, deliberative, and coordinating body," the inappropriate terms "active counter-revolutionary group" and "active counter-revolutionary crime" should not have appeared.

From this, we can conclude that this notice is not an official document. Does this mean that this explosive document is worthless? Of course not.

The source of the revelations is questionable, but the content is genuine.

Putting aside the source of this notice, judging solely by its content, the actions of the Gang of Four within the military revealed are largely traceable. It at least reflects the intensity of the life-and-death struggle waged over the past year between the military and veteran factions led by Zhang Youxia and Hu Jintao and Xi Jinping's faction.

From this glimpse, we can piece together a comprehensive picture of the various counterattack attempts by Xi Jinping's army.

For example, the "Loyal Guard" that He Weidong is attempting to build is somewhat similar to the Nazi Party's "Stormtroopers," Mao Zedong's "Red Guards," and Iran's "Revolutionary Guards," all of which are armed organizations loyal to the leader. For Xi Jinping, who is obsessed with Mao Zedong's Cultural Revolution line, building a "Loyal Guard" within the military is undoubtedly necessary when faced with a rebellion by a top general like Zhang Youxia. Therefore, the credibility of this "Loyal Guard" is extremely high. Furthermore, the fact that He Weidong, Vice Chairman of the Central Military Commission, is in charge of it reflects his responsibility as Xi Jinping's top henchman within the military.

The revelations about Miao Hua's crimes characterized him as the spiritual godfather of the Gang of Four. The report alleges that Miao Hua's primary role was to spread rhetoric within the military, misrepresenting the influence of Hu Jintao and Zhang Youxia as a return of the old guard, demanding that the military replace the old shackles with new blood, and suggesting that it was time for veterans to retire. This aligns with Miao Hua's identity and role. For Xi Jinping's forces to effectively counter Zhang Youxia, they must spread such rhetoric within the military and guide public opinion, a task clearly undertaken by Miao Hua. Therefore, judging solely by the content, the revelations are entirely accurate.

Regarding Lin Xiangyang, the report alleges that his primary role was to gather intelligence and execute plans to assassinate Zhang Youxia. As commander of the Eastern Theater Command, Lin Xiangyang was undoubtedly the most suitable person to carry out Zhang Youxia's assassination.

Regarding Peng Liyuan, the leak alleges that she exploited her special status to act as a bridge and lubricant within the Gang of Four. She frequently visited high-ranking military venues, passing confidential letters from He Weidong and others to the military, and using cultural performances as a cover for secret gatherings of Xi Jinping's allies.

These details strongly align with Peng Liyuan's true role in the military. At Xi Jinping's behest, Peng Liyuan became deeply involved in military personnel appointments. After Xi Jinping's military power came under threat from Zhang Youxia, Peng Liyuan used cultural performances to pass secret intelligence to Xi Jinping's allies across the country, representing Xi Jinping's most secure channel for information transmission within the military.

In summary, the leak is authentic and well-reasoned, accurately revealing the roles and contributions of Xi Jinping's four closest allies within the military.

Three members of the Gang of Four have already been arrested, leaving Xi isolated and helpless.

It's reasonable to speculate that this revelation was intentionally released by anti-Xi forces within the military as a deterrent, publicly threatening Xi Jinping: "You better behave yourself and voluntarily step down at the Fourth Plenary Session of the 11th Central Committee. If you still dare to harbor any evil intentions, your wife, like Jiang Qing, will be officially designated a member of the Gang of Four."

We can also speculate that this notice was likely written by veteran military leaders. These veterans may not have much understanding of CCP law, and their thinking still retains the counter-revolutionary concepts often used in past military infighting.

Such large-scale purges within the CCP military primarily occurred during the Mao Zedong and Xi Jinping eras. During the three decades of Deng Xiaoping, Jiang Zemin, and Hu Jintao's rule, the CCP military did not experience such large-scale, life-and-death struggles. Therefore, it's not surprising that these veteran military leaders today use Mao Zedong-era concepts of counter-revolution to describe the struggles they observe in the military.

During the Third Plenum of the 18th CPC Central Committee last July, after Xi Jinping suffered a sudden stroke and collapsed, Zhang Youxia contacted Liu Yuan and Hu Jintao, seizing the opportunity to seize Xi's military power. Subsequently, at Xi's behest, He Weidong, Lin Xiangyang, and others launched a fierce counterattack, conducting large-scale military exercises against Taiwan in an attempt to provoke a cross-strait war and regain military control.

After the Two Sessions in March of this year, at Liu Yuan's suggestion, Zhang Youxia swiftly arrested He Weidong, Lin Xiangyang, and other key generals involved in the Taiwan Strait operations. This prevented Xi Jinping from deliberately creating trouble and exploiting the Taiwan Strait war to seize military power.

Commentator "Ordinary People Inside the Wall" stated that Zhang Youxia is no Hu Jintao. He treats the fight against Xi Jinping's clique as a battle, and now it has reached the stage of a final offensive.

Miao Hua, He Weidong, Lin Xiangyang, and others, all members of Xi's 31st Army, have been apprehended by Zhang Youxia. Senior generals now side with Zhang Youxia. Beijing and Zhongnanhai are now completely encircled by the 82nd Army, leaving Xi Jinping with no chance of a comeback.

If the Fourth Plenum can take down Xi Jinping according to civilian procedures, the military will accept it. However, if Xi Jinping dares to resist, Zhang Youxia will have no choice but to eliminate the Xi Jinping clique as he would his enemies. Miao Hua, He Weidong, and Lin Xiangyang are prime examples.

Conclusion

Whether true or false, this revelation about the "Gang of Four in the Military" reveals a reality: the power struggle within the Chinese Communist Party's military and its top brass has reached an unprecedented level of intensity.

Anti-Xi forces are using the Gang of Four as a political symbol simply to set the tone in public opinion: Xi Jinping is no longer "core," but rather a target for liquidation.

The balance of power is shifting dramatically. Beijing on the eve of the Fourth Plenum is no longer peaceful.

Every day that follows could become a defining moment in the history of the CCP's power.
