According to Taiwanese media CM Media, a Guangzhou-based underground company was appointed since July 2020 to print fake ballots for the U.S. election and export them to the U.S. via Zhuhai, Canada and Mexico in the disguise of medical goods, private letters and trade documents by post. The company told it has the original templates of state ballots including Florida and North Carolina. They were provided by its previous (undisclosed) customer based in Beijing. The company claims it can also produce fake ballots based on templates of other state ballots as long as the payment amount is right.
Besides, fake ICs were also manufactured in the People's Republic of China in July, August 2020 for exports to the U.S. for use in the election.
