There is widespread rumors in overseas Chinese circles that the "highest-level Chinese defector" is suspected to be Dong Jingwei, the current deputy minister of the Ministry of National Security who holds the secrets of China's virus and biological warfare. At present, the information about Dong Jingwei on Baidu in China is suspected to have been deleted.

A number of Twitter netizens released news that Dong Jingwei had conclusive evidence from Wuhan Institute of Virology (WIV), which allowed all walks of life in the United States and the Biden government to adopt and change their views. At the end of May, Biden ordered US intelligence agencies to submit investigation reports on the source of the virus within 90 days. It is even rumoured that the focus of the quarrel at the US-China talks in Alaska in March was that China strongly demanded that the US return Dong Jingwei, but the US Secretary of State Blinken refused. Some overseas Chinese Internet media analyzed that the information about Dong Jingwei, the current Vice Minister of the Ministry of National Security of China, was blocked.

According to public information, Dong Jingwei, born on 18 November 1963, is born in Zhao County, Hebei Province, with a postgraduate degree and a master of science. He is Representative of the 18th and 19th National Congress of the Communist Party of China, member of the 13th National Committee of the Chinese People's Political Consultative Conference. From 14 February 2006 to 30 March 2017, he served as the director of the Hebei Provincial Department of National Security. In April 2018, he served as Vice Minister of the Ministry of National Security of China. Former Director of the Political Department of the Ministry of National Security of China. In March 2019, he was elected as the Vice President of the Eighth Council of the Chinese Law Society.

He and his daughter Dong Yang left the United States from Hong Kong in February this year.  Dong Yang is the ex-wife of Jiang Fan, the president of Alibaba's e-commerce platform Tmall (the net name is Dong Huahua).

Dong Jingwei is very mysterious. The photos found on the Internet are basically the old Dong Jingwei (Secretary of the Xingtai Municipal Party Committee) with the same name as him. The official website of the Chinese Law Society where he is the vice president only has a text introduction. The photos have been deleted, but some netizens keep the photos in archives .

The former Lieutenant Colonel of the Chinese Naval Air Force Command, Yao Cheng, on 13 June 2021 classified the defected officers as six in the media. He did not specify the six, but said that the news would be clear by 26 August.
